CM HARYANA SH. MANOHAR LAL REPLYING TO THE QUESTIONS OF OPPOSITION DURING ONGOING BUDGET SESSION OF VIDHAN SABHA

Chandigarh February 27: Haryana Chief Minister, Mr Manohar Lal said that the state government is giving sugarcane price to the farmers at the rate of Rs 340 per quintal which is highest in the country.

While replying to the calling attention notice during the ongoing Budget Session of Haryana Vidhan Sabha here today, he said that to further enhance the price of sugarcane, the state government is taking several measures including increasing the income of both the cooperative and private sugar mills of the State in a phased manner.

He said that though the recovery of sugar mills have been increased upto 12 per cent, efforts are being made to further enhance the same as the rate of sugarcane largely depends upon the financial condition of sugar mills.

The Chief Minister said that it is for the first time in last several years that the price of sugar has increased to over Rs 3000 per quintal and added that if this price continue to increase in a similar way and reached to Rs 3300 per quintal, the state government would be able to increase the sugarcane price next year.

The Chief Minister said that the State Government aims to enhance the income of farmers and also increase the price of sugarcane. For this, the condition of sugar mills would also be kept in consideration, which he said are running in losses for the last few years. He said that persistent efforts are being made by the state government to enhance the income as well as viability of sugar mills to purchase maximum produce of farmers. The Deputy Commissioner concerned have been made the incharge of Sugar Mill, Naraingarh so as to enhance the income of the Mill.

The Chief Minister said that the price of sugarcane depends on various factors. Quoting sugarcane price since 1975-76 in support of his claim, he said that there was also a time when the rate of sugarcane was Rs 26 per quintal but instead of increasing the price reduced to Rs 22 per quintal. Later on it increased from Rs 22 to Rs 23 and Rs 23 to Rs 24 per quintal. Similarly, the price of sugarcane in 1980-81 was Rs 26 per quintal which reduced to Rs 24 per quintal in 1983-84 and again increased to Rs 27 per quintal in 1985-86. He said that likewise, there was also a time when the sugarcane price was Rs 110 per quintal and remained the same for five years.

*Haryana Chief Minister, Mr. Manohar Lal has said that when he was replying as the Leader of the House, during the ongoing budget session in the Haryana Vidhan Sabha, after a discussion of four days on the Governor's address the attitude of the members of Opposition party was not as per protocol of the house.

He said that in a democracy, it is natural for the parties to criticize each other, but this should not lead to impede the pace of developmental works.

The Chief Minister was interacting to the media persons after the Vidhan Sabha session today.

When asked about the budget to be presented tomorrow, the Chief Minister said that the upcoming budget will be pro-people and would aim at development of all sections of society across the state.

In response to another question, the Chief Minister said that the Ground Water Authority Bill will be brought in the House so that the tube well connections can be given in the area under the dark zones. Earlier, permission had to be obtained from the Central Ground Water Board for it. Now, the State Ground Water Authority will put its recommendations before the Central Ground Water Board. He said that during the discussion in the House, the Bapauli section of Panipat district has also been kept in the Dark Zone area category, whereas the ground water level is generally very high there. Similarly, such cases have also been reported in Tohana and Yamunanagar, whereas the ground water level generally remains very high there.

Asked about the allegations of Independent MLA, Mr. Balraj Kundu against the former Cooperation Minister for alleging Sugar Molasses Scam in cooperative sugar mills, the Chief Minister said that in a democracy one should not put allegations due to personal enmity without verifying facts. In this case, SIT has been constituted which will submit its report after conducting a preliminary inquiry. In the last four years, the price of sugar molasses has reached Rs 200 only once.

In response to a question, the Chief Minister said that he follows the zero tolerance policy on corruption. The Chief Minister said that he has already said in the House that if they give reliable primary material to belief with evidence, then the government is ready to investigate the matter.

While responding to a question asked about the data of the National Crime Records Bureau provided by the Opposition, the Chief Minister said that the data contains the figures of the missing persons, which is not technically correct. It will be analyzed whether the missing persons registered in the FIR are criminals, women, children or old persons.

*Haryana Chief Minister, Mr Manohar Lal said that the State Government is soon coming with a Bill for the setting up of Ground Water Authority in the State for the management of ground water.

Mr Manohar Lal disclosed this while giving his reply on the Governor’s Address during the ongoing Budget Session of Haryana Vidhan Sabha here today.

He said that the Authority would also have the right to identify and declare dark zone in the State. At present the Central Ground Water Authority decides which zone falls in the category of dark zone.

Chandigarh, February 27- Haryana Forest Minister Mr. Kanwar Pal said that illegal construction in the Aravalli area will not be allowed and those who have illegally maintained farmhouses have been issued notices.

The Forest Minister was replying to a question asked by an MLA during the budget session in the Haryana Vidhan Sabha today. Keeping the details of the farmhouses located in the Aravalli area of Faridabad and Gurugram district in the House, he informed that information related to providing electricity connections to the farmhouses developed in the Aravalli area notified under Section 4 and 5 of the Punjab Land Protection Act, 1900 is being taken from the Dakshin Haryana Bijli Vitaran Nigam.

Forest Minister Mr. Kanwar Pal also informed that drones keep mapping the area with drones on regular basis to check illegal constructions in the Aravalli region. He said that if any illegal constructions are noticed then they will be razed immediately. He informed that the court has constituted a committee on illegal constructions in this area and the department has submitted its report to the committee.

Chandigarh, February 27– Haryana Technical Education Minister Mr. Anil Vij today said that the government has decided to set up a committee in the Department of Science and Technology to enhance student’s interest in science subjects. He said the support of the Education Department will also be taken.

This information was given by Mr. Anil Vij on the fifth-day of the ongoing budget session of Haryana Vidhan Sabha here today while replying to a question whether any proposal is under consideration with the Government to open a polytechnic institute in Bhakli village of Kosli Assembly constituency.

Mr. Vij expressed concern about the number of seats of science subject lying vacant in polytechnic and engineering colleges and said that it seems that the interest towards science is decreasing among the students of Class 12.

Mr. Anil Vij said that from now, the department will not consider opening a new technical or engineering college as the seats allocated in the private engineering colleges and government-aided colleges also remain vacant.

Mr. Vij assured the House that the government is ready to arrange special buses for engineering colleges and polytechnic institutes.
