Chandigarh September 12: Haryana Government has set for itself a target to install one lakh new solar water pumps in the State for irrigation purposes. In the same series, 25,000 such pumps would be installed during the next year. 
          A decision to this effect was taken in a meeting of New and Renewable Energy Department held under the Chairmanship of Chief Minister, Mr Manohar Lal here today. He also accorded sanction for the installation of roof top solar power plants on the buildings of 110 Community Health Centres and equal number of Primary Health Centres.
          The Chief Minister directed the department to ensure the maximum utilization of green energy. He directed the department to identify blocks other than the dark zones and install the solar water pumps in a phased manner. He directed the department to initially install 25,000 solar water pumps and gradually increased this number to one lakh. 
          The department had requested to the Union Ministry of New and Renewable Energy for allocation of 20,000 solar pumps to the state for the year 2017-18. In the first phase during the year 2016-17, as many as 750 solar water pumps of capacity 2 Horsepower (HP) surface and submersible and 5HP (submersible) were to be installed in the Shalawas block of district Jhajjar and in other 23 safe blocks in terms of ground water exploitation in other districts. The work order for 750 pumps has already been issued by the concerned districts for the first phase and these pumps have been received at sites out of which 700 pumps have already been installed and commissioned whereas remaining are under installation. During the second phase to be implemented in the year 2017-18, 2300 systems  of 2HP to 10HP capacity would be installed for which e-tenders have already been invited. 
          Mr Manohar Lal directed the Power Department to ensure the availability of net meters, billing through software on net consumption within a week under the solar rooftop programmes. The Union Ministry of New and Renewable Energy in a review meeting held recently has considered Haryana as the leading states in the solar roof Top programme. He said that he would soon convene a meeting of concerned departments regarding the setting up of Solar Park with 500 MW Capacity in the State. The solar park is to be developed by the SUN Haryana, a joint venture of Haryana State Industrial and Infrastructural Development Corporation (HSIIDC) and Haryana Power Generation Corporation Limited (HPGCL). 
          It was informed in the meeting that survey of all government buildings in the State has been completed for the installation of rooftop solar plants so as to meet their power requirement for daily use. The department has prepared a scheme to provide solar toilet lamps to the beneficiaries at a very nominal cost of 10 per cent of the total cost by providing 90 per cent State subsidy or funds under Corporate Social Responsibility (CSR) from various organizations to meet the light requirement in the toilets constructed under Swachh Bharat Mission. Initially, there is proposal to provide 22,000 solar toilet lamps that is 1000 per district on pilot basis. It was also informed that to meet the power requirement of pumps of Public Health Engineering Department for rural water supply, a demonstration of solar pump of 12.5 HP capacity has been installed in village Bhawanpur in district Rewari. 
          Among those present in the meeting included Minister of State for New and Renewable Energy Department, Dr Banwari Lal, Chief Secretary Mr D.S Dhesi, Additional Principal Secretary to Chief Minister Dr Rakesh Gupta, Additional Chief Secretary, School Education Dr K.K Khandelwal, Principal Secretary Urban Local  Bodies Mr Anand Mohan Sharan, Principal Secretary Industries Mr Sudhir Rajpal, Principal  Secretary Health Mr Amit Jha, Principal Secretary New and Renewable Energy Department Mr Ankur Gupta, Principal Secretary Town and  Country Planning Department Mr Arun Kumar Gupta, Principal Secretary, Public Works (Building and Roads) Mr Alok Nigam, Director General New and Renewable Energy Department  Mrs Neerja Shekhar and other senior officers of the State Government.

Haryana School Education Department has constituted a committee to frame guidelines for the safety and security of students and teachers in schools.
Chandigarh, Sept 12—With a view to warding off Ryan-type incidents in the state, the Haryana School Education Department has constituted a committee to frame guidelines for the safety and security of students and teachers in schools.
           Giving this information here today, a spokesman of the department said the committee would comprise Additional Director (Admn.), office of Director, Elementary Education, Additional Director (Admn.), office of Director, Secondary Education, District Education Officer, Panchkula, District Attorney, office of Director Secondary Education, Deputy Director, Utkarsh, Assistant Director (Academic Cell), and representatives of private schools. The committee would propose guidelines within two days.
                    Some recent incidents, especially the one at Ryan International School in Gurugram, suggest that the safety of students, teachers and schools seems to have been comprised. These bring the schooling system a bad name. To prevent recurrence of such incidents, a standard operating procedure/guidelines/regularizations are required to be put in place for compliance of all stakeholders, he added.
           The spokesman said as safety concerns required immediate response, a structure proximate to the schools, needs to be created. So the district-level committees or school-level safety committees are also required to be set up.

Chandigarh, Sept 12 – Haryana Government has a plan to introduce a course to provide training to untrained teachers working in government and private schools in the state, which would also include B.Ed and D.Ed courses.
        This was disclosed by Education Minister, Mr. Ram Bilas Sharma, who was interacting with media persons after redressing the grievances of people in a monthly meeting of District Public Relations and Grievances Redressal Committee in district Bhiwani today.
        He said that Union Human Resource Development Minister, Mr. Prakash Javadekar had informed all Education Ministers and Secretaries of School Education Departments in the country through video conferencing on August 16, 2017, that the Central Government would provide training to untrained teachers working in government and private schools. He said that for this training, the teachers would have to apply online and get registered on ‘Swayam’ portal. 
        When his attention was drawn towards the fact that the last date for getting registered is near and still the option of B.Ed is not available on the portal, Mr. Sharma said that the Cabinet meeting would be held here on September 13 and after that this matter would be discussed.
        Replying to another question, the Minister said that action would be taken against those private schools which violate rules and regulations. The State Government is committed towards the future of students and directions have been issued to schools for compliance of Rules and Regulations.

 Admissions to Moti Lal Nehru Sports School at Rai in Sonipat district would be made purely on the basis of merit scored in the entrance exam

Chandigarh, Sept 12 –Admissions to Moti Lal Nehru Sports School at Rai in Sonipat district would be made purely on the basis of merit scored in the entrance exam held by the school, and there would no condition of minimum marks.
        A decision to this effect was taken at the 53rd meeting of Special Board of the school held under the chairmanship of Governor, Prof. Kaptan Singh Solanki, here today.
              The school would be developed only for distinction in sports and all basic facilities would be made available there. It was decided that quarterly meetings of the board would be held for one year to further improve the condition of the school.
        The Sports and Youth Affairs Minister, Mr. Anil Vij, gave approval for setting up a primary health centre on the school premises for the benefit of students. 
        On the request made by the Director, Ms. Bharti Arora, that the Jakholi road which passed through the school should be closed, the Governor directed the Additional Deputy Commissioner, Sonipat, to explore alternatives to the road. There should be no external obstruction keeping in view the safety of school students, he added.
        On the issue of vacant posts in the school, the Governor directed that rationalisation of posts should be done after consultation with an expert for fixing exact requirement. Approval was accorded for upgrading the post of coach in the school from Class III to II.

Chandigarh, Sept 12- Haryana Higher Education Department has directed  all recognized universities and their affiliated colleges to display mandatory information like number of allotted seats in each course, number of students in each class, fee structure, list of teaching and non teaching staff along with designations and qualifications, on their website. 
          While giving this information here today, the Education Minister, Mr Ram Bilas Sharma said that complaints of students and parents were often received like they were not being given admission despite of vacant seats in university and students were being charged higher fees than the fixed fees. 
          He said that university would ensure that all its affiliated colleges have a well maintained and updated website along with mandatory information.

Central Public Works Department (CPWD) on behalf of Union Ministry of Urban Development issuing a certificate declaring Karnal-urban as free from Open Defecation  after conducting a third party inspection

Chandigarh, September 12: Municipal Corporation, Karnal has added a yet another feather in its cap with the Central Public Works Department (CPWD) on behalf of Union Ministry of Urban Development issuing a certificate declaring Karnal-urban as free from Open Defecation  after conducting a third party inspection.
          While stating this today, a spokesman of Municipal Corporation, Karnal said that a special drive had been carried out since April 2017 to make the city free from open defecation. 
          He said that initially such areas as were more vulnerable to open defection were identified. These included open spaces across the both sides of railway track passing through karnal, Deha basti and slums near sector-32, 33 and Narsi village and the outer areas of the city. Team of motivators and associate volunteers were deployed in these areas to make the people aware about the adverse effect of open defection. Apart from this, the officials of the Corporation were also entrusted with the task of visiting such areas personally and submit report on daily basis, he added.
           He said that with a view to meet the requirements of people especially those migrated from Bihar and other states, ten portable mobile and 88 CC toilets were made available in various slums in the city.  Apart from this, 2140 families who did not have household toilets were provided grants to enable them construct individual toilets. He said that as a result of the efforts made by the motivators, about 600 families residing in slums arranged low cost temporary toilets for their own use. 
           The spokesman said that a team of CPWD officials visited all ODF related sites in Karnal and completed the verification of documents on September 7, 2017. The CPWD had submitted its report to Directorate of Swachh Bharat Mission. Now, finally Union Ministry of Housing and Urban Affairs has declared urban areas of Karnal free from open defecation which is a matter of pride for the resident of Karnal.  This has become possible only with the all out effort made by Municipal Corporation, motivators and associated volunteers. Regular surveillance would be conducted to sustain the ODF status of the city, he added.

Chandigarh, Sept 12 – Haryana Government has enhanced the wages or honorarium of contractual or outsourced persons engaged under outsourcing policy by 14.29 per cent with effect from January 1, 2016. 
          While stating this here today, an official spokesman said that under the Part-I outsourcing policy, an unskilled person who was initially getting Rs. 8,100 per month would now get Rs. 9,258 per month. Similarly, a semi-skilled person would get Rs. 10,286 instead of Rs. 9,000 per month. Monthly wages of skilled persons and highly skilled persons would be raised to Rs. 11,429 and Rs. 12,572, instead of earlier Rs. 10,000 and Rs. 11,000, respectively.
          He said that government has also amended the part II policy under which pay would be calculated on the basis of entry level pay in the first cell of respective level of pay matrix plus dearness allowance (DA) instead of pay in pay band alongwith grade pay and DA. He said that the relation of DC rate with wage formula in part I or salary and wages in part II of the policy, whichever is higher, will continue as such.
