Skill Development Centres in the State to train the people intended to work in foreign countries as per the demand.

Chandigarh January 10: Haryana Chief Minister, Mr Manohar Lal said that the State has urged the Centre Government for the setting up of Skill Development Centres in the State to train the people intended to work in foreign countries as per the demand.

          Mr Manohar Lal was interacting with the media persons after a meeting held under the Chairmanship of External Affairs Minister, Mrs Sushma Swaraj regarding Non Resident Indians (NRIs) in New Delhi today. 
          He said that the setting up  of Skill Development Centres in Haryana would give further impetus to the process of sending the people abroad for employment. 
          In reply to a question regarding complaints made by women and girls against the NRI grooms, the Chief Minister said that though the NRI Cell of the State take action on such complaints as per the rules, a NRI policy would also be prepared by the State Government. He said that 136 different cases have been registered against the NRIs in the State last year. 
           In reply to another question, he said that various issues concerning the NRIs were discussed in the meeting. Apart from this, detailed discussion was also held regarding the steps to be taken by the State Governments to redress their complaints.

Administrative approval amounting to Rs 174.49 crore given for the War Memorial being constructed in Ambala in the memory of martyrs of the first Indian freedom struggle of 1857. 

Chandigarh January 10: Haryana Sports and Youth Affairs Minister, Mr Anil Vij said that administrative approval amounting to Rs 174.49 crore has been given for the War Memorial being constructed in Ambala in the memory of martyrs of the first Indian freedom struggle of 1857. The department concerned have been directed to prepare a blue print for the same, he added. 

         Mr Vij said that the War Memorial would have a huge launge, memorial tower with the name of martyrs imprinted on it, a library, an auditorium hall and four audio-video hall.

           He said that apart from this, an open-air theater having capacity of about 750 people would also be constructed in the war memorial. Facility of 3D picture would  be made available in this open-air theater. He said that helipad, food court, coffee shop, ATM, dispensary, waiting room, parking are among the  other facilities  to be provided in the war memorial. 

          He said that a huge library would also be got constructed in the war memorial where the historical items related to the first freedom movement of the country would be kept.

Chandigarh January 10: In Haryana, candidates belonging to the scheduled castes and backward classes would now be given preference in proportion to their reservation during apprenticeship in government departments.

          Disclosing this here today, Haryana Skill Development and Industrial Training Minister, Mr Vipul Goel said that the State Government has decided to appoint trade apprenticeship under Apprenticeship Act–1961 in the offices of all government departments, boards and corporations in the State.

           He said that  now the  intended ITI pass out candidates are not required to complete the formality of filling application form instead they could register themselves online on the apprenticeship portal by January 20, 2018. Also, they could send online application on the portal for apprenticeship in the offices of government departments, boards and corporations, he added.

           Mr Goel said that for apprenticeship, one should be a bona fied resident of the State. He said that out of the total seats available for apprenticeship in each institution, preference would be given to the scheduled castes candidates on 20 per cent seats and to backward classes candidates on 27 per cent seats. Keeping in view the interest of the candidates, their mobile number, Aadhar number and email ids are also being linked to the portal so that they could get all related information on their mobile phones.

           He said that the candidates could get the detailed information from concerned Government Industrial Training Institutes.

 A serious note taken by Capt. Abhimanyu about the conversion of IT land in SEZ for commercial use against the norms 

Chandigarh January 10: Haryana Finance and Excise and Taxation Minister, Capt. Abhimanyu has taken a serious note about the conversion of IT land in SEZ for commercial use against the norms which resulted in substantial revenue loss to the State and also make IT Industry unviable in the State and directed the Revenue Department to take necessary action in the matter expeditiously.

           Capt. Abhiamanyu who was presiding over the meeting of officers of various departments here also asked the Revenue Department to make Asset Management Cell fully functional on priority basis so that mapping of all assets of State, both within and outside the State could be completed and the Asset Register could be prepared by March 31, 2018.

                 He also taken a serious view about outstanding Electricity bills of Rs 336.14 crore of the Municipal Councils (MCs), and directed to sort out the matter on priority basis in consultation with DISCOMS. Besides he also directed the Town and Country Planning Department to expedite the process to get refund of Income tax already paid by Haryana Urban Development Authority (HUDA), as HUDA has already adopted the new accounting code. Also, he directed the Irrigation and Water Resources Department to submit the proposal for revision of water rates for the consideration of the Council of Ministers at the earliest. 

          Capt. Abhimanyu said that  in the year  2017-18, the  total revenue receipts upto  November 30,  2017 are Rs 38,474 crore constituting 56 per cent of budget estimates of Rs 68,812 crore as against Rs. 31,929 crore (51 per cent) during the corresponding period of 2016-17. The receipt under Excise Duty upto November 30, 2017 is Rs 3,578 crore which is 58 percent of budget estimates of Rs 6,100 crore and Rs 20,148 crore under Sale Tax (GST), which is 66 per cent of Budget estimates of Rs 30,500 crore. He directed the Excise and Taxation Department to make effort to achieve the budget estimate of Rs 6100 crore under State Excise and to relook and rework the “Apna Bill Apna Vikas” Scheme in light of GST regime under which billing of all transactions is mandatory and essential features to get the benefit under it. 

           While referring to receipt under Taxes on Motor Vehicle, the Finance Minister said that, up to  November 30, 2017, receipt under Taxes on Motor Vehicle is Rs 1,723 crore which is 72 per cent of budget estimates of Rs 2400 crore and Rs 856 crore under Road Transport which is 43 per cent of budget estimate of Rs 1970 crore. He was informed that rationalization of routes is being done and for implementation of e-Ticketing Machines system, work is in progress and would be completed by June 2018. Apart from this, the work of adhesive reflector tape on vehicles and establishment of Integrated Check Posts at entry points and installation of computerised electronic weighing machines at eight entry points in collaboration with Public Works (Building and Roads) Department are under consideration. 

           Capt. Abhimanyu said that the receipts under Mining in the current year would be on lower side. On this he was informed that the e-rawana scheme would be made operational by March 2018. Besides, the Draft “Haryana District Mineral Foundation Rules 2016” has been approved by the Cabinet and would be notified soon.

 Unique Identification Authority of India (UIDAI) has issued instructions regarding the applicability of Aadhaar as an identity document for Non Resident Indians (NRIs), Person of Indian Origin (PIOs) and Overseas Citizen of India (OCIs).

 

Chandigarh, Jan 10- The Unique Identification Authority of India (UIDAI) has issued instructions regarding the applicability of Aadhaar as an identity document for Non Resident Indians (NRIs), Person of Indian Origin (PIOs) and Overseas Citizen of India (OCIs).

           While stating this here today, a spokesman of Haryana Electronics and Information Technology Department said that a circular issued by the UIDAI stated, “Aadhaar as an identity document which may be sought only from those who are eligible for it as per the Aadhaar Act, 2016.” 

           The spokesman said that most of the NRIs, PIOs and OCIs may not be eligible for the Aadhaar enrollment as per the Act. Several representations have been received from individuals such as NRIs, PIOs and OCIs informing about difficulties being faced by them on demand of Aadhaar by respective authorities in respect of various services and benefits. He said that it has been brought to the notice that some of the departments and implementing agencies concerned are insisting the NRIs, PIOs and OCIs to submit or link their Aadhaar for availing the services and benefits that are directly or indirectly connected with them regardless of the fact that they may not be entitled for Aadhaar as per the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act, 2016.

           He said that the Aadhaar Act, 2016 lays down that “every resident shall be entitled to obtain an Aadhaar number by submitting his demographic information and biometric information by undergoing the process of enrollment.” Further section 2(v) of the Aadhaar Act defines ‘resident’ as an individual who has resided in India for a period or period amounting in all to 182 days or more in the 12 months immediately preceding the date of application for enrollment. The laws regarding submitting or linking of Aadhaar for availing the services or benefits applies to the resident as per the Aadhaar Act, 2016, he added.

           The spokesman said that most of the NRIs, PIOs and OCIs may not be eligible for Aadhaar enrollment as per the Aadhaar Act, 2016. However, the implementing agencies may devise a mechanism to ascertain the genuineness of status of such NRIs, PIOs and OCIs. He said that section 7 of the Aadhaar Act provides that if an Aadhaar number is not assigned to an individual, the individual shall be offered alternate and viable means of identification for delivery of subsidy, benefit or service. 

           He said that it has been recapitulated through various notifications and circulars that the requirement of getting Aadhaar is only in respect of those individuals who are entitled for it as per the Aadhaar Act, 2016. In this regard, reference may be drawn to Prevention of Money Laundering (Maintenance of Records) Rules, 2017 and section 139 AA of the Income Tax Act, 1961 which clearly stipulate that linking of bank accounts and PAN respectively, is for those persons who are eligible to enroll for Aadhaar as per the Aadhaar Act, 2016.

           The spokesman said that all the Administrative Secretaries, Heads of Departments, Divisional Commissioners, Managing Directors, Chief Administrators and Chief Executive Officers of Boards, Corporations and Public Sector Undertakings, Deputy Commissioners and Registrars of all Universities in the State have been directed to ensure compliance of these instructions.

 During last three years, employment provided to 19,343 youths through 186 job fairs and 19,826 youths got jobs under Saksham Yuva Yojana

Chandigarh, Jan 10– Haryana Minister of State for Labour and Employment, Mr. Nayab Singh said that during last three years, employment has been provided to 19,343 youths through 186 job fairs and 19,826 youths got jobs under Saksham Yuva Yojana. Apart from this, a total of 103.6 crore has given in the form of allowances and honorarium to youth.

        The Minister said that Saksham Yuva Yojana was a unique initiative. Applications of about 43,408 youths were approved under this scheme of which 13,272 postgraduate and 6,554 graduate youths were provided with 100-hour job. Under the scheme, honorarium of Rs 9,000 was being given to postgraduate and 7,500 to graduate youth. He said that under the scheme, work has been assigned to all approved postgraduate youth of districts of Rewari, Bhiwani, Sonipat and Mewat, and all approved graduate youth of districts Rewari and Bhiwani. They have been assigned work in boards, corporations and other government departments, he added.

        He said that during the current year, the State Government would provide employment to about two lakh youth in government or private sector, or provide assistance through banks for setting up their own ventures. He said that Rs 64.79 crore has been provided in the form of unemployment allowance to about 25,000 youth and Rs 38.81 crore provided as honorarium under Saksham Yuva Yojana. Other states are also following this scheme of the State Government, he added.
