Chandigarh, March 19 - After making it to the list of Smart Cities of the country, Karnal has now joined the ranks of cities which are worth living as per the Livability Index. Livability Index is the first-ever such survey being conducted in India.
      The Livability Index survey to assess livability standards of 117 cities is being conducted by the Housing and Urban Affairs Ministry and would conclude on April 14, 2018. The results of the survey would be announced in May. A Mumbai-based agency, IPSOS Research Private Limited, is conducting the survey
      Known to be worth living since ancient times due to its historical features, Karnal is among the three cirtes of Haryana which have been selected for the survey. The others are Faridabad and Gurugram. Faridabad and Karnal have already been tagged as Smart Cities, while Gurugram will be made smart with state funding.
      The livability standards would be assessed on the performance of city on a score of 100. Cities would be assessed on 15 core parameters like governance, social infrastructure, education, employment, health and safety and security.
      The 'Livability Index' will also take into account, among others, physical infrastructure like housing, open spaces, land use, energy and water availability, solid waste management and pollution.

Anil Vij said that the State Government has distributed Rs 87.60 crore under Mukhyamantri Muft Ilaaj Yojana 

Chandigarh, Mar 19 – Haryana Health Minister, Mr. Anil Vij said that the State Government has distributed Rs 87.60 crore under Mukhyamantri Muft Ilaaj Yojana and National Health Mission from 2014 to 2017, of which only Rs 40.89 crore was spent.
        The Minister, who was interacting with media persons here today, said that it has been recommended to get conducted special audit from Comptroller and Auditor General, of all districts of the state. If any irregularity is found, strict action would be initiated against the officer of official concerned. Apart from this, all Civil Surgeons have been directed to purchase online products available on GeM portal of the Central Government.
        Mr. Vij said that the allegations levelled by Member of Parliament, Mr. Dushyant Chautala regarding irregularities made in purchase of medicine, were baseless and misleading. He said that from 2014 to 2017, Rs 75 crore were distributed under Mukhyamantri Muft Ilaaj Yojana, of which Rs 33.03 crore were spent.  Similarly, Rs 12.60 crore were distributed under National Health Mission during this period, of which Rs 7.86 crore were spent, he added.
        Presenting the documents of tender pertaining to purchase undertaken in Rohtak, he said that a committee had been constituted for this purpose and tender was allotted to the bid with the minimum value.
        The Health Minister said that 20 roll of cotton were purchased, for which inquiry has been marked. He said that Civil Surgeon Fatehabad had purchased 2,000 triple layer sterilised mask through e-tendering, which cost Rs 4.90 per mask, but the 1,000 mask mentioned by INLD were common mask which costs about 95 paise per mask.

Chandigarh, Mar 19 – Haryana Minister of State for Cooperation, Mr. Manish Grover said that the State Government was grateful to the Centre Government and to the Union Minister for Agriculture and Farmers’ Welfare for giving sanction to implement the Price Support Scheme for the mustard seed during the marketing season 2018-19. 
      The Minister said that the State Government has already made all necessary arrangements for the procurement of the mustard seed and the procurement has already started. Last year, the procurement began on April 8 and approximately 37,000 metric tonnes of mustard seed was procured during the season. 
      The procurement of mustard seed has started much early during the current marketing season and it is expected that the quantity of procurement would also be more than the last year’s procurement. He said that the procurement of mustard seed was being made from 29 purchase centres in 11 districts in the State against 13 purchase centres during RMS 2017-18. 
      Mr. Grover appealed to the farmers to bring their produce after proper cleaning and drying up to the moisture level of eight per cent as per the Fair Average Quality (FAQ) specifications so as to avoid inconvenience to them.
      He said that Government intervention was likely to benefit farmers to a great extent because the Minimum Support Price for FAQ mustard seed is 
Rs 4,000 per quintal, which is much higher than the ruling market price of the commodity. The procurement would be made directly from the farmers through the shops of Cooperative Marketing Societies and payment to the farmers would also be immediately transferred electronically through RTGS/NEFT.
      The Minister assured that the entire procurement operations by HAFED will be completed most efficiently in the best interest of the farmers of the State.

Chandigarh March 19 - As many as 165 new schemes costing Rs. 166 crore were approved in the 49th meeting of Haryana State Drought Relief and Flood Control Board held under the Chairmanship of Chief Minister Mr. Manohar Lal here today. Out of which, 102 short-term schemes are targeted to be completed by June 30, 2018
   The Chief Minister directed all the Deputy Commissioners in the State and Superintendent Engineers of Irrigation Department to ensure speedy implementation of these schemes with the target to complete all short-term schemes in a time bound manner. Most of the schemes are of river works, strengthening and remodelling of drains, replacement of bridges on drains, procurement of flood machinery and pumps etc.
          The Chief Minister stressed to utilize the accumulated water for irrigation in some other area without wasting it in the drains. In addition he also stressed to conserve maximum rain water during monsoon.
          The Finance Minister, Capt. Abhimanyu, who joined the meeting through Video conference, showed his concern about the heat wave forecasted by IMD during month of April and May. He further desired that District Administration in Coordination with line departments should take all preventive measures to avoid any disastrous situation.
           Additional Chief Secretary, Revenue and Disaster Management Department, Mrs. Keshni Anand Arora briefed that the last year flood situation was normal except some flash floods due to concentrated rains. Further, some of the cases of flooding of fields, due to rise of water-table were reported in the Districts of Jind, Hisar, Fatehabad.
          Principal Secretary, Irrigation and Water Resources Department, Mr. Anurag Rastogi informed that a scheme to dewater the fields of village Shakkarpura in district Fatehabad was executed successfully to reclaim the water logged fields of about 500 acres. Similar schemes have also been proposed this year.
          Additional Chief Secretary, Public Works (Buildings and Roads) Department, Mr. Alok Nigam, Principal Secretary, Public Health and Engineering Department, Mr. Rajeev Arora, Principal Secretary, Town and Country Planning Department, Mr. Arun Gupta, Engineer in Chief, Irrigation, Mr. Birender Singh and Deputy Commissioners of all districts and other senior officers were also present in the meeting.

The Haryana Chief Minister, Mr Manohar Lal has given approval to procure 2198 Growth Monitoring Devices for the anganwari centres 

Chandigarh, March 19 - The Haryana Chief Minister, Mr Manohar Lal has given approval to procure 2198 Growth Monitoring Devices for the anganwari centres of two districts namely Nuh and Panipat at a cost of over Rs 4.44 crore in order to ensure accurate records of weights and height of all the beneficiaries which include pregnant women, lactating mothers, new born babies and children upto six years under National Nutrition Mission. 
            While stating this here today, a spokesman of the Women and Child Development said that these growth monitoring devices included Stadiometer, Infantometer, weighing scales for mother and child and weighing scales for infants. As many as 2198 growth monitoring devices would be procured for 2198 Anganwari Centres for these two districts which included 1150 Anganwari Centres in Nuh and 1098 in Panipat. Approval has also been given for the purchase of 2198 smart phones for Anganwari Workers and 45 tablets for Supervisors. 
            He said that one of the key activities under NNM is Information and Communication Technology enabled Real Time Monitoring of Anganwari Services. To monitor service delivery through ICT, Common Application Software and IT related assistance is to be provided to the field functionaries. All AWWs are to be equipped with a smart phone for capture of data and lady supervisors with tablet. 
            He said that Haryana Government has initiated the process to roll out National Nutrition Mission (NNM) in Haryana and initially, Nuh and Panipat districts have been selected for implementation of National Nutrition Mission.  
            He said that in order to ensure accurate records of weights and height of all the beneficiaries which include pregnant women, lactating mothers, new born babies and children upto six years, Growth Monitoring Devices will be procured for all anganwari centres under NNM.  Anganwari worker will record the weight every month and height/ length every 3 months through the software application to track underweight, stunting and wasting. The availability of growth monitoring devices are very essential in order to monitor the growth of the beneficiaries and update the information into the ICDS-CAS application. 
            He said that it will incentivise Anganwari workers to use IT based tools. The objective of NNM is to prevent and reduce stunting in children, under nutrition, reduce low birth weight, reduce the prevalence of anaemia in children, adolescent girls and women.

Union Ministry of Youth Affairs and Sports (MYAS) has identified Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtak to establish a centre of excellence on sports medicine, education and research.

Chandigarh, Mar 19 – Haryana Sports and Youth Affairs Minister, Mr. Anil Vij said that the Union Ministry of Youth Affairs and Sports (MYAS) has identified Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtak to establish a centre of excellence on sports medicine, education and research. A sum of over Rs 12 crore would be given to this Centre for expenditure for five years.
        Mr. Vij said that in this direction, a Memorandum of Understanding has been signed between the University and Sports Authority of India (SAI) to support high performance sportspersons preparing for national and international competition and other SAI schemes, and should work more closely with National and State Sports Organisations. Data and records of the sportspersons should be managed by the Centre and should be shared with the counterparts, he added. He said that MYAS has identified five top university or medical colleges including Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtak. For this, the Indian Institute of Sport Science and Research has given approval for conducting courses in MD, Sports Medicine (2 Seats) and DSM (3 Seats).
        The Minister said that the allotted funds would cover expenditure relating to faculty, scientists, supporting staff, equipment, computers, AMC, consumables and library. After five years, the grantee institution would be self reliant to continue the scheme.
        He said that all the identified universities or medical colleges would make a consortium and work jointly for research, curriculum development and scientific support service to be provided to the sportspersons.

Chandigarh, March 19- While taking stern action against the two Gurugram based private firms for their involvement in the huge bogus transactions under the VAT regime, the Haryana Government has not only got an FIR registered against the firms, but also constituted a Special Investigation Team (SIT) to probe the matter.
          While stating this here today, a spokesman of Excise and Taxation Department said that these firms included M/s Vipin Enterprises, Gurugram and M/s Uma Traders, Gurugram (East).
          He said that while M/s Vipin Enterprises, Gurugram was found claiming Input Tax Credit (ITC) of VAT to the tune of over Rs 41.78 crore and of Central Excise to the tune of over Rs 7.37 crore totaling to over Rs 49.16 crore, M/s Uma Traders, Gurugram (East) was found claiming ITC in VAT to the tune of over Rs 42.38 crore and in Central Excise to the tune of over Rs 8.05 crore totaling to over Rs 50.43 crore through TRAN-1 furnished in the month of September 2017 under the GST regime.
          The spokesman said that the M/s Vipin Enterprises, Gurugram was found making fraudulent claims of ITC on intra-State purchases in a web of operations with many other firms. He said that the enterprise was not traceable at given address and proprietor of the firm Vijay could also not be traced. An effort was made to contact the said proprietor at the given mobile number but on True Caller Mobile App, the said phone number of Vodafone Telecom Operator is shown to belong to one Mr Rakesh Arora, Delhi but the person responding from the other side disclosed his name Hemraj and expressed ignorance about either Rakesh Arora or Vijay.
          He said that the original record of the registration of the firm is not traceable in the Gurugram office. He said that the dealer had furnished sureties of two firms namely M/s Pooja Gallery and M/s Shree Shyam Plastic Agency. The first surety was found non-existent and the second surety found to be a petty dealer and denied having given surety to the firm. He said that the surety M/s Pooja Gallery is not in existence but the mobile number of the firm as registered in VAT regime is found to be same as that given by M/s Vipin Enterprises. He said that the M/s Vipin Enterprises has registered the mobile number while migrating from VAT regime to GST regime and five other taxpayers have registered on that mobile number in GST regime. 
          The spokesman said that M/s Uma Traders, Gurugram (East) was registered under the VAT Act with liability to pay tax with effect from September 25, 2014. It had filed the first, second and third quarterly return for the 2015-16 and declared a turnover of over Rs 3.03 crore, nil and over Rs 43.92 crore respectively. He said that no return for the assessment year 2016-17 and first quarter of assessment year 2017-18 has been filed. He said that the dealer neither paid any tax in all three quarters nor did he pay tax on value enhancement that is VAT. Moreover, in first quarter, value enhancement as shown through sales are very much high as compared to the purchases made which is not possible in normal business practice. In GST regime, the dealer has filed GSTR-3B and GSTR-1 for the month of July 2017 only.
          He said that M/s Uma Traders, Gurugram (East) has discharged his output tax liability in IGST of over Rs 2.61 crore by utilising ITC during the period for July 2017 of over Rs 2.61 crore. Apart from this, the dealer has also discharged the output tax liability in State Goods and Services Tax (SGST) and Central Goods and Services Tax (CGST) of over Rs 15.33 lakh in each head by utilising the ITC of Rs 30.66 lakh.
          The spokesman said that the dealer had not filed the returns for the fourth quarters of 2015-16 and henceforth no quarterly return is filed by the dealer. He said that the credit of input tax of VAT regime cannot be allowed as per section 144(1) (ii) of Haryana Goods 150 and Services Tax Act, 2017 since the dealer has not furnished all returns required under existing law for a period of six months immediately preceding the appointed day. 
          He added that an internal inquiry is also being conducted to identify the employees who had colluded in the registration of these entities or otherwise. He said that strictest possible action would be taken against them. He further added that the State Government is committed to identify any other entity of this type of tax evaders.
