Syndicate Meeting 


Chandigarh,26.05.18Panjab University in its Syndicate meeting deliberated on the leftover 17 agenda  items of April 29 and 54 agenda items of May 26 meeting.  Majority of the agenda 
items were considered and decisions for few agenda items were deferred for want of 
adequate time for detailed discussions. However, these items will be taken up in the 
next sitting of Syndicate in the month of June .

The Syndicate approved the recommendations of the Panjab University Ph.D guidelines, 
2017 in accordance with the UGC minimum standards and procedure and award of 
M.Phil/Ph.D Degrees.
The Syndicate accepted the donation of Rs. 4 Lakhs made by Dr. Darshan Singh, 
Emeritus Professor of PU for the institution of endowment named as Shishu Memorial 
Lecture in the Department of UIPS and Guru Nanak Sikh Studies. 
The Syndicate discussed threadbare all the issues relating to the salaries of 
teaching and non-teaching staff working in various affiliated colleges (Govt. Sector 
as well as privately managed Colleges) of Panjab University. The Vice Chancellor 
observed that the transcript of the discussions be sent to Chancellor’s office. It 
was resolved to seek information regarding details of salaries being paid to the 
staff in two colleges, in particular, Shree Atam Vallabh Jain College Ludhiana and 
D.D. Jain College, Ludhiana. In this matter it was also resolved to start periodic 
inspections of the colleges by sending team of University Professors with proper 
guidelines. 
The Syndicate, after brief discussion on issue of amendment of service rules in the 
light of the Sexual Harassment of the Woman at Workplace (Prevention, Prohibition 
and Redressal) Act, 2013, deferred the item for next Syndicate. PUCASH recommended 
that the University may recommend to MHRD to modify the regulation to include that, 
‘in case of persons being found guilty by PUCASH of an offence  of sexual harassment 
of women at workplace, for major penalty , the word’  ‘2/3 majority’ be replaced 
with ‘simple majority of the persons present and voting’. 
The Syndicate approved the conferment of the title of “Emeritus Professor” on the 
following distinguished teachers of Panjab University:
1.      Ms. Kamlesh Mohan, Retd Professor & Chairperson, Deptt of History
2.      Prof. Ashok Kumar Aggarwal, Retd. Professor, Centre for Advance Study in 
Mathematics
3.      Prof. Manmohan  Gupta, Retd. Professor & Chairperson, Centre for Advance 
Study in Physics
4.      Prof. Mahendra Kumar, Retd. Professor & Chairperson, Deptt of Indian Theatre
5.      Prof. Virendra Kumar, Retd.  Professor  & Chairperson, Deptt of Laws

The Syndicate approved the minutes of the Committee which were framed for the 
qualification, guidelines, nature of post etc. for the Chief of University Security.
The Syndicate approved the minutes of the Committee on the issue of incorporating 
amendments in the application form and the Template for the post of Assistant 
Professor.
The Syndicate approved the Admission Guidelines (affiliated colleges) for the 
session 2018-19.

VICE CHANCELLOR’S STATEMENT

1.      I am pleased to inform the honourable members that:

i)      Hon’ble Governor of Punjab and Administrator, UT, Chandigarh, Shri V.P. 
Singh Bandnore and Member of Parliament, Smt. Kirron Kher, has very kindly consented 
to inaugurate the Neerja Bhanot Girls Hostel No.10 and Teachers’ Flats (T-1) in 
South Campus, PU and unveil the Plaque of Dewan Anand Kumar Ji, in the 
Administrative Block, PU on May 29, 2018.

ii)     Dr. Jyoti Rattan, Associate Professor, Department of Law and Dr. Vijay 
Rattan, Prof. of Public Administration at USOL, have been invited to speak at a 2018 
World Congress of the International Institute of Administrative Sciences (IIAS), 
Belgium, which is being organized by IIAS jointly with the Presidency of Tunisian 
Government and the Tunisian National School of Administration from June 25 to June 
29, 2018 in Tunis.

iii)    PU has improved its rank from 135 to 130 in the Times Higher Education 
Emerging Economies Rankings 2018.  In Overall Rankings, PU stands at 4 among 
universities, behind Tezpur, Jadavpur and DU and is at 12 among all institutes of 
India including IITs and IISc.

iv)     A Book authored by Prof.  Rupinder Tewari (Coordinator, DST-Centre for 
Policy Research, PU) & Ms Mamta Bhardwaj (Scientist in DST-Centre for Policy 
Research, PU) entitled ‘Mapping of Patents and Research Publications of Higher 
Education Institutes and National Research Labs of India’ was released by Shri Harsh 
Vardhan, Union Minister of Science & Technology at Vigyan Bhawan, New Delhi, on 
Technology Day on May 11, 2018.

v)      The Bioincubators Nurturing Entrepreneurship for Scaling the Technologies 
(BioNEST), PU, has received a grant of Rs. 2.57 crore for Secondary Agriculture 
Entrepreneurial Network in Punjab under which projects in food and agriculture 
processing will be funded.  Under this project ways of converting biomass into high-
value product will be suggested to the Government.  Five start-ups/innovators (upto 
50 lakhs each), which would work in this field with a main focus on Punjab and 
nearby areas, will be funded under this project.  The BioNEST project is headed by 
Dr. Rohit Sharma of Department of Microbial Biotechnology.
