Chandigarh, July 12 – Haryana government has appointed Mr. Mehar Chand Gehlot, resident of village Sihol, District Palwal as Vice Chairman of the Board of Directors of the Haryana Livestock Development Board, Panchkula with immediate effect.

External Development Charges (EDC) received against any license granted in a development plan area would be utilised for provision of external development works in the said development plan area.


Chandigarh, July 12 – In Haryana, the External Development Charges (EDC) received against any license granted in a development plan area would be utilised for provision of external development works in the said development plan area. A proposal to this effect has been approved by the Chief Minister, Mr. Manohar Lal.

The EDC received by Town and Country Planning Department under the Haryana Development and Regulation of Urban Areas Act, 1975, was sent to the headquarters. Thereafter, this amount was utilised by Haryana Shahari Vikas Pradhikaran for completion of various development works in different cities. It was brought to the notice of the Chief Minister that sometimes this system causes discrimination with a particular area where people deposits more EDC through licenses.
Following the directions of the Chief Minister, the officers have prepared draft of amendment in the rules to bring further transparency. Now, separate bank accounts would be opened in all cities in which the EDC collected would be deposited and spent on development of the cities. As per the amendment, the Director or any other government agency or local authority receiving EDC would maintain a town-wise account statement of the receipts. The EDC received against any specific project in a given town would be utilised for provision of external development of the respective town alone. In case, the amount is received against EDC by any government agency or local authority other than the Director, it would be the responsibility of such government agency of local authority to maintain town-wise account statement for the amount received by them. Such account statement would be updated on monthly basis and hosted on the website for the purpose of the information of all concerned.

Media Advisor to Chief Minister, Mr. Rajiv Jain said that it takes time to provide basic facilities in areas where residential and industrial colonies were being set up. Now, the EDC received through licenses would be deposited in bank account and utilised for development of that particular area. This would ensure speedy delivery of basic facilities at local level, he added.

The accused in rape and eve-teasing cases in Haryana will now be debarred from all such government facilities as old age pension, pension for the physically disabled persons, driving and arm licenses.

Chandigarh July 12 - Except for ration, the accused in rape and eve-teasing cases in Haryana will now be debarred from all such government facilities as old age pension, pension for the physically disabled persons, driving and arm licenses.

These services will remain suspended till the court announces verdict in the case. In case the accused is convicted and sentenced, he would not be eligible for these facilities anymore.

Virtually administering a warning to the perpetrators of crime against women and girls in the state to mend their ways, the Haryana Chief Minister, Mr Manohar Lal, announced various significant decisions at a programme on women’s security and empowerment organized under the Ek Aur Sudhar Programme in Panchkula, near here, today.

Reiterating the commitment of his government to make Haryana number one state in the country in terms of safety and security of women and girls, he said a comprehensive scheme for the safety and security of women would be launched either on Independence Day on August 15 or on the occasion of Raksha Bandhan on August 26, 2018.

The Chief Minister said in case a rape victim wanted to hire a lawyer of her choice except for the one provided by the state government, she would be provided financial assistance of Rs 22,000 as fees. Provision of uninterrupted investigation in cases of rape and eve-teasing would be made in all police stations.

The investigation officer would have to complete the investigation into a rape case in one month, and, in eve-teasing within 15 days, otherwise action would be taken against him.

Six Fast Track Courts would be set up in those districts where 50 or more cases of rape, eve-teasing and mental harassment are pending in the courts. These include two in Faridabad and one each in Gurugram, Panipat, Sonipat and Nuh.

“I would shortly meet the Chief Justice of the Punjab and Haryana High Court to request him to issue necessary directions to the court to record the statement of a woman on the same day, and not to adjourn the hearing to any other day,” he added.

Mr Manohar Lal announced that girl students of classes 9th to 12th would be given training in self-defence. Instructors for imparting training would be appointed in such girls’ schools as have more than 50 students in 9th and 10th classes.

The Chatra Parivahan Suraksha Scheme would be implemented to provide free-of-cost transport facility for girl students. Under the scheme, the facility of bus, mini-bus or tempo would be made available as per requirement in case there is no high or senior secondary school within three-km radius of a village, and the girl students of 9th and 10th of that village have to go to far away school for studies or want to pursue 11th or 12th in science or commerce stream. The expenditure on this facility would be borne by the government, he added.

Mr Manohar Lal said with a view to providing a safe and secure atmosphere to girls and women during the night, 2,100 new posts have been sanctioned exclusively for night patrolling on the pattern of 1,000 ex-servicemen recruited as Special Police Officers (SPOs) two months ago only for night patroling in Gurugram. Apart from this, special patrolling would also be carried out in those areas in daytime also where girls and women stay alone in their houses.

Woman has occupied a special place in our society since ancient times immemorial but with the passage of time, the approach towards women has changed and our inclination towards the western culture is responsible for this. There is dire need to change this attitude to develop a sense of respect for the women.

The Chief Minister said during the tenure of his government so far, several steps had been taken for the welfare of women and girls in the state. To enable girl students to get higher education, it has been decided to open a college, preferably a women’s college, at a distance of every 20 kilometers.

During the 44-month tenure of our government, we have opened 44 new colleges, including 29 women’s colleges. With the opening of nine more colleges soon, the state government would achieve its target of setting up one college at a distance of every 20 kilometers. The state government has also opened 15 new co-education colleges, he added.

The Chief Minister in the 48 years since the inception of the state, there was only one women police station in Sonipat. But to ensure that women could report crime against them freely, the present state government has set up 26 women police stations.

Apart from this, the participation of women in the state police has also increased from six per cent to nine per cent. A target has been fixed to further increase it to 20 per cent. The increased number of women in the police would certainly help in curbing the tendency of crime against women, he added.

The Chief Minister said Haryana which had earned a bad name in the country for killing girls in the womb of the mother was now known for improved sex ratio. We took the call given by the Prime Minister, Mr Narendra Modi, at Panipat in 2015 to save the girl child as a challenge.

As a result of the concerted efforts made by the government and people of the state, the sex ratio in the state has reached 922 girls per 1000 boys. We would further take it to 950, he said, adding that sex ratio of the state was 789 in 2001, 832 in 2012 and 871 in 2014, the Chief Minister added.

Earlier, the Chief Minister launched Durga Shakti mobile App and honoured four empowered women for their outstanding contribution in different fields. These included Ms Pankaj Chaudhary the first women bus driver of Sirsa district, Sarpanch of village Dhonch in district Faridabad Mrs Nazma Khan, Mrs Kavita Sharma of village Bhadana district Jhajjar and Mrs Manju Kaushik of Mahendergarh. He also launched Information Education and Communication (IEC) material for text books of school students to generate awareness among girls’ students about the Protection of Children from Sexual Offences Act (POCSO Act) and other related acts.

Speaking on this occasion, Women and Child Development Minister, Mrs Kavita Jain said that today girls and women have earned recognition in almost every field. A joint effort on part of all stakeholders is needed to ensure the women empowerment in a real manner, she added.

She said that the present State Government led by Chief Minister, Mr Manohar Lal is committed for the overall development of women in the State and implemented various schemes in this direction. She also expressed her gratitude to Prime Minister, Mr Narendra Modi for launching the Beti-Bachao-Beti Padhao programme from Panipat in Haryana as a result of which the sex ratio in the State has reached to 922 girls per 1000 boys.

Haryana Government is developing a Global City over 1000 acres area in district Gurugram.

Chandigarh, July 12: Haryana Government is developing a Global City over 1000 acres area in district Gurugram. This global city is poised to serve as an important node to Delhi–Mumbai Industrial Corridor (DMIC) sub-region of Haryana and carries an investment potential of USD 15 billion.

This was stated by the Haryana Industries and Commerce Minister, Mr Vipul Goel during a press conference here today.

He stated that as DMIC project initiative Mass Rapid Transit System (MRTS) between Gurgaon-Manesar-Bawal, over a length of about 82 KMs, would be implemented as joint venture participation between Delhi Mumbai Industrial Corridor Development Corporation (DMICDC) and Haryana State Industrial Infrastructural Development Corporation(HSIIDC) with an investment of about Rs 17,328 crore. The project would be funded by Japan International Co-operation Agency (JICA) and has been included in the JICA Rolling Plan.

In response to another question, he said that the Government is developing a 135 km long KMP expressway across Kundli, Manesar and Palwal. Another bright side to this project is that a Global Economic Corridor is proposed to be developed alongside the expressway and this economic corridor is estimated to have an investment potential of USD 50 billion. Manesar- Palwal section of this expressway, which is 52.33 km long is already complete. He said that keeping in view the demands of the traders, the Kherki Daula Toll would be shifted further.

He said that over an area of 3500 acres an Aviation Hub comprising of a domestic airport, maintenance, repair and overhaul (MRO)/ Fixed Based Operator (FBO) facilities, expansion of 4000 feet strip to 9000 feet, training and simulation centers, aerospace university and aerospace/defense Manufacturing Park would be developed in Hisar.

Mr Goel said that the State Government has already signed a MOU with HMT Ltd in which land having area of 446 acres has been transferred to HSIIDC to build industrial estate on this land so as to boost industrial development in the area.

YMCA University of Science and Technology, Faridabad has announced to start 26 new Certificate, Diploma, Advance Diploma and Bachelor in Vocation (B.Voc.) courses ranging from a period of 15 days to five years under the Community College of Skill Development (CCSD) in the new academic session 2018-19.

Chandigarh, July 12 – The YMCA University of Science and Technology, Faridabad has announced to start 26 new Certificate, Diploma, Advance Diploma and Bachelor in Vocation (B.Voc.) courses ranging from a period of 15 days to five years under the Community College of Skill Development (CCSD) in the new academic session 2018-19.

Making announcement of new courses under CCSD, Vice-Chancellor, Prof. Dinesh Kumar said that the courses being started in the new academic session included refrigeration, air-conditioning, home appliances, electrician, fitter, turner, welding, web designing, computer software, hardware and networking, beautification and yoga and naturopathy, for which applications have been invited. The minimum qualification for all courses is matric and 10+2 and last date for application is August 16, 2018.

He said that the aim of the Community College being run by the University is to make students, who are belonging to weaker sections, employable through skill development. The Vice-Chancellor said that keeping in view of industrial demand, the College has started new skill development and vocational courses in industrial collaboration which would ensure employment opportunities to students taking admissions to these courses.

Principal, Community College, Dr. Sanjiv Goyal said that the University had started the college in 2013. The Community College, which is affiliated to University Grants Commission, has been running one year diploma courses in welding and electrician since academic session 2014-15. The College provides full assistance to students for employment and self-employment and so far the placement record of college has been excellent, he added.

Dr. Goyal said that the College has been starting five year integrated course in air-conditioning with leading company Daikin India - leading Air Conditioning company. The minimum qualification for admission to this course is matric pass and there are total 60 seats in this course. This course would have provision of lateral entry and lateral exit which means certificate would be given on leaving the course after completing first year. Similarly, advance certificate would be given after completing of second year, diploma after third year, advance diploma after fourth year and Bachelor Degree in Vocation after completion of fifth year.

He said that eight certificate and advance certificate courses ranging from a period of 15 days to three months were also being started in collaboration with Godrej Disha Company. Under these courses, students would be given training to repair home appliances such as refrigeration, air-conditioning, washing machine and microwave. As many as 11 certification courses of three months to one year duration are being started in the college in collaboration with National Small Industries Corporation (NSIC), Neemka. These courses included electrician, fitter, tuner, tool and die maker, CNC Machining Technology, Tally with GST, PLC and SCADA, beautification and mobile repair and maintenance. Apart from this, applications have also been invited for three courses namely CNC tuning, ARC welding and assistant electrician each of three months duration. The University has invited applications for three diploma courses in web designing, computer software, hardware and networking, and yoga sciences each of one year duration.

Haryana Government would soon implement a Logistics and Warehouse Policy

Chandigarh, July 12: With a view to further boost the Logistics and Warehousing sector, Haryana Government would soon implement a Logistics and Warehouse Policy. In addition, to further develop manufacturing and skill development under Micro, Small and Medium Enterprises (MSME) Sector, Tool Rooms Technology Centres would be set up in IMT Rohtak with an investment of Rs. 100 Crore.

This was disclosed by Haryana Industries and Commerce Minister, Mr Vipul Goel while addressing a press conference here today.

He said that the state is ready to take the logistics and warehousing sector to the next level and planning to develop North India's largest logistic hub in Narnaul at an estimated cost of one billion US dollars. Our aim is to reduce the time of transportation of goods through this multi-modal logistics hub, he added.

He said that in order to promote the manufacturing and skill development under Micro, Small and Medium Enterprises (MSME) sector, the tool room / technology center would be set up at IMT Rohtak at a cost of Rs. 100 crore. This Tool Room / Technology Center in IMT Rohtak would start functioning from March 2019.
