Ayushman Bharat-Haryana Health Protection Mission

Chandigarh August 9: Haryana Government has decided to launch the Ayushman Bharat-Haryana Health Protection Mission in the State on August 15, 2018 to provide cashless and paperless healthcare treatment facility to the eligible beneficiaries in the empanelled government hospitals of the State. On pilot basis, the scheme would be implemented in one government hospital each in all 22 districts, one ESI hospital and one Medical College.

A decision to this effect was taken in the meeting held under the Chairmanship of Chief Minister, Mr Manohar Lal here today. Health Minister, Mr Anil Vij and Finance Minister Capt Abhimanyu were also present in the meeting.

Under the Ayushman Bharat-Haryana Health Protection Mission, the identified families under Socio Economic and Caste Census (SECC) would be provided benefit coverage of Rs five lakh. Every family figuring in the defined SECC 2011 database would be entitled to claim benefit under the scheme. Each beneficiary would be issued a card with a unique QR code and he would have to produce it in hospital he is visiting for treatment.

The Chief Minister directed to ensure that sufficient stock of required medicines is available in these hospitals so that patients need not purchase it from outside.

It was informed that all necessary arrangements have been made for the pilot launch of Ayushman Bharat-Haryana Health Protection Mission in the State. It was informed that 15.50 lakhs families including 925014 rural and 626761 urban figures in SECC 2011 database would be entitled to claim benefit. It was also informed that 58 government and 32 private hospitals in the State would be empanelled for successful implementation of the scheme by August 15, 2018 for the pilot project. Process is in progress to empanel more hospitals under the scheme. Out of 1,350 treatment packages provided by Government of India, about 266 packages would be reserved by the State Government for public care health system in government hospitals of the state.

The Department of Medical Education and Research has been asked to empanel the Medical Colleges or hospitals in the Ayushman Bharat Scheme. Similarly, Labour Department has been asked to empanel the ESI Medical College and hospitals under the scheme.

It was informed that Ayush Mitra would be appointed in all empanelled government hospitals which would assists the patients visiting the hospitals in availing the facilities under the scheme. Apart from this, training Programme of all Chief Medical Officers (CMO’s) and Nodal Deputy CMO’s was conducted at Panchkula for the implementation of this scheme.

Earlier, the Chief Minister launched the website of Ayushman Bharat-Haryana Health Protection Mission. It was informed that the public and private sector hospitals can apply online for empanelment under the scheme by visiting the website http://ayushmanbharatharyana.in. It was also informed that 74 applications from private hospitals have been accepted on the website and their physical verification is being conducted for empanelment.

Requisition to Haryana Staff Selection Commission (HSSC)

Chandigarh, August 9 – Taking a serious view that some Departments, Boards and Corporations have not sent the requisition to Haryana Staff Selection Commission (HSSC) in respect of Group D posts till date despite Government instructions, the Haryana Government has directed them to submit requisition for these posts maximum by 12 noon on August 11, 2018.

While stating this today, an official spokesman said that all departments, boards and corporations were requested to submit consolidated requisition for all Group D posts, except for the posts of sweeper, chowkidar and sweeper-cum-chowkidar, on the online requisition facility developed by HSSC from August 1 to 8, 2018. However, some of the departments have not sent the requisition. Now the Government has issued directions to submit consolidated requisition for all Group D posts except for the posts of sweeper, chowkidar and sweeper-cum-chowkidar by 12 noon on August 11, 2018, he added.

Haryana Police have arrested three persons for allegedly possessing 71.6 gram heroin in three separate cases in district Sirsa.

Chandigarh, August 9– Haryana Police have arrested three persons for allegedly possessing 71.6 gram heroin in three separate cases in district Sirsa.

While stating this here today, a spokesman of Police Department said that the accused have been identified as Gopal, a resident of Bhadra Bazar, Kath Mandi, Sirsa, Om Parkash of J.J. Colony Sirsa and Karan Singh, a native of village Pipli, Sirsa. While 50 gram heroin was recovered from Gopal, Om Parkash and third accused Karan Singh were nabbed with 11.6 gram and 10 gram heroin respectively.

He said Police have also enquired about the name of supplier. Based on this, a case under NDPS Act has been registered against the above three accused as well as six others. All three accused would be taken on remand by producing them in the court. Efforts were on to arrest the other accused involved in these cases. Stern action would be taken after identifying the other persons involved in this racket of heroin smuggling, he added.

Meanwhile, Director General of Police Mr B.S. Sandhu lauded the efforts being made by Sirsa Police against those involved in drug peddling activities. It may be mentioned here that a crackdown was launched against smuggling of narcotics in the district, especially in the areas bordering Rajasthan and Punjab.

Chandigarh, August 9– Continuing action against those involved in smuggling of illicit liquor, Haryana Police have seized 500 boxes of illicit liquor in Kurukshera district and arrested two persons in this connection. Police has also intercepted a canter used in smuggling of liquor.

While stating this here today, a spokesman of Police Department said that following the Director General of Police, Mr B.S. Sandhu’s directives to act tough against crime and criminal, efforts were being made by the district Superintendents of Police to keep a check and curb illegal activities in their respective areas. Regular raids are being conducted on suspected locations by the police.

He said that acting on a tip-off, police team stopped a white canter at a blockage near Gobindpur Majra. When searched, police team found 500 boxes of illicit liquor. Police had immediately arrested driver and one other person and intercepted the vehicle. The accused have been identified as Multan Singh and Ravish, both resident of Jajanpur. Case has been registered against them and further investigation is under progress.

Police team has also booked five other persons under Excise Act and recovered 95 bottles of illicit liquor from their possession in the district.

Chandigarh, Aug 9 – Haryana Civil Aviation Minister, Rao Narbir Singh said that the first airport of Haryana would become duly functional from August 15 this year for which all arrangement have been made.

In a statement issued here today, the Minister said that with a view to provide affordable air travel facility to people, the Prime Minister, Mr. Narendra Modi had launched UDAN Scheme to increase regional air connectivity. He said that the Hisar airport has been linked with this scheme. The Hisar airport would be first licensed airport of the state.

He said that the Chief Minister, Mr. Manohar Lal would inaugurate the airport on August 15and the same day the air services from Hisar to Chandigarh and Delhi would be started.

The Minister said that in order to avail the maximum benefit of increasing opportunities in civil aviation sector, the government has decided to expand the existing air strips at five airports in the state. He said that four air strips at Karnal, Pinjore, Bhiwani and Narnaul would be expanded up to 5,000 feet so that medium sized planes could be provided the facility of parking, sub-basing, flying training alongwith other several activities. For this, the Department had already got published Expression of Interest.

Rao Narbir Singh said that the air strips would be further extended up to 9,000 feet by the end of next year for betting landing facilities. Under this second phase, facilities such as parking, basing and Maintenance, Repair and Overhaul (MRO) would be made available.

Chandigarh, Aug 9 – Haryana Health Minister, Mr. Anil Vij has suspended Superintendent of Health Department, Rohtas and Assistant, Pankaj for providing wrong information under the Right to Information (RTI) Act and directed to get the matter investigated from any senior IAS officer, the report of which will be submitted within a month.

Mr. Vij said that providing wrong information against the information sought by a resident of Gurugram under the RTI Act, these officials had stated in the information that no new building of hospitals had been constructed in Haryana after 2014. He said that these officials had deliberately given such information which has maligned the image of the Department.

The Minister said that the present State Government had not only completed the buildings of the hospitals approved by the previous State Government, but also get constructed new buildings. He said that 86 buildings approved during the tenure of the Congress Government were also got completed by the present State Government after 2014 and a sum of Rs 282.21 crore was spent on them. Similarly, the present State Government has got constructed 12 new buildings of hospitals at a cost of Rs 122.83 crore. Apart from this, administrative approval has been given for construction of 136 new buildings at a cost of Rs 643.41 crore.

He said that the present State Government has given approval for establishing four new medical colleges and construction of Pandit Deendayal Upadhyaya Medical University at Karnal and Shri Krishna Ayush University at Kurukshetra are under progress.

Chandigarh, August 9- The Department of Employment has decided that instead of training other persons under various Skill Development Programmes, all the Departments or Organizations first select approved Saksham Youth as trainees and in case same are not available for any training programme, then only other candidates should be enrolled for such training programmes.

While giving this information today, a spokesman of Employment department said that Haryana Government has notified Educated Youth Allowance and Honorarium Scheme, 2016 popularly known as Saksham Yuva Scheme and skill training of Saksham Youth is an integral part of this scheme.

He said that various Department or organizations of the state government were providing skill training to youth. It has now been decided that instead of training other persons under various Skill Development Programmes, the Department or Organizations first select approved Saksham Youth as trainees and in case same are not available for any training programme, then only other candidates should be enrolled for such training programmes.

Chandigarh, Aug 9 – Haryana Minister of State for Food, Civil Supplies and Consumer Affairs, Mr. Karan Dev Kamboj said that cashless facility would be started as a pilot project in district Panchkula for depot holders and Public Distribution System (PDS) consumers. Thereafter, the scheme would be implemented across the state. For this, current bank accounts of all depot holders are being opened in PNB Banks.

Mr. Kamboj, who was addressing a press conference here today, said that the State Government would launch flour fortification scheme in district Ambala and Karnal from November 1, 2018. Thereafter, the scheme would be implemented across the state. Under the first phase, fortified flour is already being distributed under PDS in two blocks namely Barara and Naraingarh of district Ambala.

The Minister said that the present State Government is working to realise the vision of the Prime Minister, Mr Narendra Modi. He said that Haryana is the first state in the country to become ‘Kerosene Mukt, LPG Yukt’ under Pradhan Mantri Ujjwala Yojana under which 5.12 lakh gas connections have so far been issued to people of the state at a cost of Rs 81.89 crore. The State Government has extended this scheme till March 31, 2019. He said that subsidy amounting to Rs 1600 per family is being given on every gas connection. As many as six lakh people have been linked with Aadhaar to eliminate those who were taking kerosene illegally and provided free gas connections to families without LPG.

Mr. Kamboj said that at present 9353 ration depots are functional in the state and POS machines have been installed at these depots. Till June 2013, there were 12.84 lakh BPL ration card holders and 54.41 lakh beneficiaries in the state. After implementation of National Food Security Bill, the number of beneficiaries has reached 1.37 crore in the state. With a view to ensure providing timely ration to consumers in the state, they have been linked with Aadhaar which has resulted in ousting of 25 lakh fake beneficiaries that has saved Rs 400 crore annually to the State exchequer.

He said that the present State Government has taken significant step of full automation of department under which beneficiaries and depot holders get SMS of challan generation right from truck carrying ration from godown and upto delivery. He said that ration was being provided to beneficiaries through biometric. If beneficiaries face any inconvenience in getting ration from one shop, they have been given the facility of portability of their ration depots. As many as 18 per cent beneficiaries have availed benefit of portability till June 2018. Apart from this, if any person is unable to visit ration shop, the beneficiary has the right to send his certified representative.

The Minister said that the State Government has been providing one kg sugar at Rs 13.50 per kg and two litres of mustard oil at Rs 20 per litre every month to about 11.33 lakh BPL and AAY families in the state. For this, the State Government has to bear an expenditure of Rs 160 crore. Apart from this, the monthly income of each depot holder has been increased to minimum Rs. 8702.

Mr. Kamboj said that 94 per cent of the complaints pertaining to the Department received at CM window have been disposed off. Out of 11,485 complaints received, 10,851 complaints have been disposed off. Apart from this, 89 per cent of the total complaints received on toll free number of the department 1800-180-2087 and 1967. Similarly, 95 per cent of complaints received at State Consumer Commission have also been disposed off.

He said that no ration cards were printed in the state after 2005. The present Government has got 80 lakh ration cards printed in four colours namely khaki, yellow, green and pink. Any person can get information related to ration cards through Saral Portal saralharyana.gov.in, CSC, e-Disha and Atal Sewa Kendras.

A Memorandum of Agreement (MOA) to establish the Sustainable Development Goals Coordination Centre(SDCC) as part of the Swaran Jayanti Haryana Institute of Fiscal Management

Chandigarh, August 9- A Memorandum of Agreement (MOA) to establish the Sustainable Development Goals Coordination Centre(SDCC) as part of the Swaran Jayanti Haryana Institute of Fiscal Management – a Government of Haryana, Finance and Planning Department initiative, has been signed between Haryana Government and United Nations Development Programme.

The Principal Secretary, Finance and Planning Department, Mr. T.V.S.N. Prasad signed this MOA on behalf of Haryana Government with Ms. Francine Pickup, Country Director, United Nations Development Programme in New Delhi.

While giving this information here, an official spokesman said that the state government is fully committed to the 2030 Global agenda and has set ambitious targets for itself for achieving the Sustainable Development Goals (SDGs) within the state. To take this agenda forward, the state government formulated its ‘Vision 2030’ document in partnership with the United Nations Development Programme (UNDP) which was launched by the Chief Minister, Mr. Manohar Lal on June 27,2017, he added.

The MOA concretizes the proposal in the Memorandum of Understanding (MoU) which was signed between the Haryana Government and UNDP on February 06,2018 and this laid the foundation stone of cooperation between the two for implementation of SDGs.

He said that the SDG Coordination Centre (SDGCC) would act as a capacity building center, a catalyst or resources center, a think tank, knowledge center and a monitoring post for all supporting departments and ministries of Haryana Government.

SDGCC would be responsible for initiating action for convening on SDG related issues, as also meetings at government level, as and when required. The Centre would also organize Conclaves at all levels in the state, for creating awareness about SDGs at the divisional or district levels as also for finalizing modalities for preparing field level action plans, he added.

Goal wise Partnership Conclaves would also be organized soon after this as well as Partnership conclaves with corporate sector.

He said that SDGCC would formulate a strategy for capacity building and training of field level officers, including for developing suitable training modules and grooming master trainers. The Centre would also take up a project through an appropriate agency for identifying, collecting and disseminating best practices and success stories from Haryana.

The technical support to manage the SDGCC would be provided by UNDP team comprising of 24 personnel and supporting the functions of SDGCC. The Memorandum of Agreement signed with UNDP envisages the partnership for the next three years, he added.

While giving this information, a spokesman of Finance Department said that all the Registrars of Kurukshetra University, Kurukshetra, Maharishi Dayanand University, Rohtak, Chaudhary Devi Lal University, Sirsa, Bhagat Phool Singh Mahila Vishwavidyalaya, Khanpur Kalan, Sonepat, Dr. B R Ambedkar National Law University, Kundli, Sonepat, Indira Gandhi University Meerpur, Rewari, Chaudhary Ranbir Singh University, Jind, Chaudhary Bansi Lal University, Bhiwani and Gurugram University, Gurugram, have been asked to get registered all implementing agencies (IA) including child agencies (colleges or institutes) on PFMS portal and start processing all financial transactions (receipts and payments) through this portal.

Chandigarh, August 9- Haryana Government has notified Parivartan Scheme for Team Haryana. “Parivartan” is a dynamic initiative towards fast tracking implementation of policies in priority areas of State Government in 46 backward blocks.

While giving this information here today, an official spokesman said that the motto of this scheme is "Perform, Reform and Transform”. Each of the 46 blocks has been assigned to Administrative Secretaries or Senior IAS, IPS and IFS officers to effectively operationalize this initiative. This scheme is designed to focus on 10 essential issues. Further, the scheme is sub-divided into 41+1 specific areas.

The priority areas inter alia include making credit available to weaker sections and women, development of agriculture and crop insurance, improvement of health services, generating employment for unemployed youth, promoting cleanliness and hygiene, checking air pollution, road safety and crime control, compliance of law and order, facilitating identity related services to citizen, he added.

He said that the evaluation of effort made is captured in an objective and quantitative Evaluation Matrix. Officers-in charge are required to carefully integrate one region-based issue into Performance Scoring Algorithm, as the eleventh parameter. The final evaluation would also include feedback from citizens through a survey conducted by HGRA (Haryana Government Reforms Authority).

The officer’s in-charge of blocks would report and upload progress on “Parivartan” portal (TeamHaryana.com) by way of self-certification. The officers can share their success stories and strategy on the portal to promote a collaborative approach, he added.

The field officers, including Deputy Commissioner, Superintendent of police and District and Block level officers of Departments would extend full co-operation to officer’s in-charge of blocks. These officers in-charge of blocks would exercise powers of Administrative Secretaries of all the Departments in their respective Blocks, if felt necessary to discharge their responsibilities, under intimation to the concerned Department in case of such exercise.

He said that the officer’s in-charge of blocks would also be provided with discretionary finance not exceeding for Rs 5 Lakhs each, to begin with, for effective implementation of parivartan, initiatives in their block. This fund could be utilized interalia for rewards, incentives and carrying out surveys.

Evaluation under Parivartan scheme would be carried out at least every quarter, he added.
