Chandigarh, August 19 – Haryana Government is organizing a Regional Conference of Chief Ministers of five northern states and Union Territory, Chandigarh on the topic of Drug Menace, Challenges and Strategies at Chandigarh on August 20, 2018.

While stating this here today, an official spokesman said that the Chief Ministers of Haryana, Punjab, Rajasthan, Uttarakhand, Himachal Pradesh and Administrator, Union Territory of Chandigarh would participate in the Conference.

It may be recalled that in a letter written in response to the letter of the Punjab Chief Minister, Capt. Amarinder Singh, regarding curbing the problem of drug menace from society, Mr Manohar Lal has earlier called for a joint action by all states to eradicate the menace of drugs and lending strong support to any endevour to free the society free from the evils of drug abuse and drug addiction. Haryana Government was fully committed to effectively checking the smuggling and sale of narcotics and to fully cooperating with all states.

He said that the conference on August 20 will be organized for a joint strategy for curbing the drug menace.

YMCA University of Science and Technology, Faridabad has launched “Adopt a Tree “ campaign

Chandigarh, August 19 : With a view to promote and make the students aware about environmental conservation, YMCA University of Science and Technology, Faridabad has launched “Adopt a Tree “ campaign under which the students would be encouraged to adopt and take care of the plants.

The campaign was launched by Vice Chancellor Professor Dinesh Kumar in the university campus from the new session, which would be managed by the environmental conservation related ‘Vasundhra’ society of the University. On this occasion, Vice Chancellor himself adopted a tree and planted it in his premises.

A target of planting around 1000 plants is fixed under this campaign. To be a part of this campaign, a students would have to get himself or herself registered online by August 28. The students interested to adopt a plant would then have to ensure the survival of the plant till it becomes a tree. After adopting the plant, the student would be required to upload and share their selfie with the plant.

Chandigarh, August 19 : Immediately after taking charge, Hon’ble Mr. Justice Krishna Murari, Chief Justice, Punjab & Haryana High Court laid stress to address the grievances of the litigants, who are the major stakeholders in judicial system. To further facilitate providing services to them and ease out the problems being faced, the High Court today launched I.T. initiatives for ease of litigants and lawyers. e-Payment of High Court Services, Android based Mobile Application, Online Grievance & Feedback System, Surety Information Management System, Infrastructure Web Application, Crystal Reports Software and eNotices are some of the major I.T. initiatives recently developed under the guidance of Hon'ble Mr. Justice Rajesh Bindal, Chairman, Computer Committee. As the aforesaid applications were developed by the officials working in High Court and District Courts, Hon’ble the Chief Justice invited the officials concerned to press the launching button of their respective I.T. projects. He appreciated their efforts and expected that more and more officials will contribute to provide IT solutions for use by the Courts, litigants and lawyers.

To follow up the steps taken pursuant to an earlier meeting held on 13th May 2018, an interactive session was held with all the District and Sessions Judges from the States of Punjab, Haryana and U.T. Chandigarh at Chandigarh Judicial Academy wherein issues pertaining to pendency of cases, ways and means for early disposal of cases, prioritizing disposal of cases relating to crime against women and children, cases under NDPS Act etc. were discussed. On this occasion, Hon’ble Mr. Justice Rajesh Bindal, Hon’ble Mr. Justice P.B. Bajanthri, Hon’ble Mr. Justice Rajbir Sehrawat, Hon’ble Mr. Justice Mahabir Singh Sindhu, Hon’ble Mr. Justice Sudhir Mittal, Advocate Generals from the States of Punjab and Haryana, DGP Punjab, DG (HQ) Haryana, DGP, UT, Chandigarh, Chief General Manager, State Bank of India, office bearers of Punjab & Haryana Bar Association etc. were also present.

In collaboration with State Bank of India and for benefits of litigants, a payment gateway was launched for online transfer of money, wherever money is required to be deposited in Court for any services, through Multi Option Payment System (MOPS). Facility will also be added for payment of other charges through internet banking debit/credit cards. Special pre-paid cards shall also be issued by the bank for payment of any charges in the High Court as well as District Courts in the States of Punjab and Haryana, such as copying, inspection etc.

An Android based Mobile Application has also been launched. Any person interested can download the same from Google play store. It will make easier for any person/litigant interested to have any information about a court case to access the same while on move (at a fast speed).

Litigant is an important stakeholder in any judicial system. It is the duty of the Court to redress his grievances and also take his suggestions to improve further. Facility through Online Grievance & Feedback System application is being provided to the litigants / general public to give their feedback and suggestions online.

To identify persons who furnish surety in criminal/civil matters on the basis of fake documents or for consideration, Surety Information Management System has been developed, which will check the fake sureties and also the persons who are repeatedly furnishing sureties in different cases.

Through Infrastructure Web Application, status of Judicial Court Complexes and Residential Houses and its progress can be monitored.

Report generation in Subordinate Courts in the States of Punjab, Haryana and Chandigarh through Case Information System 3.0, will get fillip due to introduction of Crystal Reports Software (CCR 3.0) developed by officials from District Courts. With the aforesaid module, District Judge will be able to monitor progress of cases more effectively.

With the launching of module for sending e-Notice through Saanjh Kendras in Punjab, speedy delivery of notices upto the concerned Police station level would be ensured.

Earlier the High Court had amended the Rules which enable any litigant to apply and get certified copy of any order passed by the High Court by moving an application before any of the District Courts in the States of Punjab and Haryana.

Haryana government has decided to appoint three State Information Commissioners in the State Information Commission and invited applications by September 13, 2018.

Chandigarh, August 19 : The Haryana government has decided to appoint three State Information Commissioners in the State Information Commission and invited applications by September 13, 2018.

While stating this here today, an official spokesman said that State Government has constituted a body under the Right to InformationAct, 2005 known as State Information Commission to exercise the powers conferred on and to perform the functions assigned to it under the Act. The Commission shall have a Chief Information Commissioner and up to ten Information Commissioners. The powers and functions of the Chief Information Commissioner and the State Information Commissioners are as per chapter V of the Act.

He said that the Act provides that the State Information Commissioner should be person of eminence in public life with wide knowledge and experience in law, science and technology, social service, management, journalism, mass-media or administration and governance.

He said that further, the State Information Commissioners should not be a Member of Parliament or Member of the Legislature of any State, or Union Territory, as the case may be or hold any other office of profit or connected with any political party or carrying on any business, or pursuing any profession. The cessation termination of holding of office of profit, pursuing any profession or carrying any business is a condition precedent to the appointment of a person as State Information Commissioner.

He said that the State Information Commissioner should hold office for a term of five years from the date on which he enters upon his office or till he attains the age of 65 years, whichever is earlier. The salary and allowances payable to State Information Commissioner should be the same as that of Chief Secretary of the State Government subject to adjustment of the pensionary or retirement benefits availed by him, if any, in accordance with the provisions of the Act.

He said that Persons fulfilling the criteria for appointment as State Information Commissioner and interested for appointment to the post may send their particulars in the enclosed performa by post to the office of Additional Chief Secretary, Administrative Reforms Department, Room No. 43, 9th floor, Haryana Civil Secretariat, Sector-1, Chandigarh by September 13, 2018. Persons who are serving under the State or Central Government or any other Organization, may send their particulars through proper channel. The persons who have already applied up to July 11, 2018 for these posts against Government advertisement dated June 12, 2018 are not required to apply afresh, he added.

The Special Task Force (STF) of Haryana Police has arrested two Nigerian nationals after 1 kg 3 gram heroin valued around Rs five crore in international market

Chandigarh, August 19 - The Special Task Force (STF) of Haryana Police has arrested two Nigerian nationals after 1 kg 3 gram heroin valued around Rs five crore in international market was recovered from them near Indian Academy, Sirohal Road, IFFCO Chowk, Gurugram.

While stating this here today, a spokesman of Police Department said arrested accused have been identified as Yao and Okelie of Nigeria. Both are presently residing in Hastsal Vihar area of Delhi's Uttam Nagar.

During interrogation, the accused revealed that they used to smuggle heroin from South Africa, Mexico and Peru and supply in India to Delhi, Gurugram, Punjab and Haryana. He said that a team of STF got a secret information that two foreigners were roaming near IFFCO chowk with an intention to supply heroin. Acting swiftly, STF team nabbed both the accused and recovered 1 kg 3 gram heroin from them.

He said that the accused are being interrogated. Their arrest could lead to unearthing of other cases. A case under Narcotic Drugs and Psychotropic Substances (NDPS) Act has been registered against them and police is investigating the source of drug suppliers and involvement of foreign national. Others involved in this racket would be nabbed soon.

Meanwhile, Director General of Police, Mr. B.S. Sandhu appreciated the efforts being made by STF. He said that Police would not allow drug menace in the state and stern action would be taken against those who are engaged or supporting such evil practices. Citizen should also come forward and share the information related to drug peddlers with the police, he added
