Chandigarh September 13: Haryana Chief Minister, Mr Manohar Lal announced to constitute Faridabad Metropolitian Development Authority (FMDA) on the pattern of Gurugram Metropolitian Development Authority (GMDA) to provide basic infrastructure facilities to the people residing in Faridabad.

This and several other announcements were made by Mr Manohar Lal while addressing a press conference here today. He said that since Faridabad is the second largest city of the State after Gurugram, it has been decided to constitute FMDA to make available all infrastructure facilities to the people and also address their problems.

He said that the present State Government has constituted the GMDA on August 12, 2017 thus fulfilled the long pending demand of the people. The residents of Gurugram have been demanding for the setting up of a local development authority since 1988 but their request during the previous government fell on deaf ears. He said that the GMDA has already started working and providing various services online including Change of Land Use (CLU), approval of Building Plan and Right of Way (RoW), stadium booking and infrastructure plan. The Authority has adopted the paper less concept for all its related services, he added.

he Chief Minister said that recently he has launched City Bus Service in Gurugram under which 25 buses would ply initially on different routes. The tender for 200 more buses is in the pipeline. He said that development works worth of Rs 1001 crore of GMDA are in progress. Under this, optical fiber is being laid in streets in front of every household in the entire city. Out of this, one line has been exclusively dedicated for providing government services to the people free of cost.

Chandigarh September 13: Haryana Chief Minister, Mr Manohar Lal, said that the present State Government has taken effective steps for keeping a check on corruption in Change of Land Use (CLU) cases which was prevailing in the previous government.

The State Government has prepared a new Policy on November 10, 2017 under which applications would be invited from the applicants and license and CLU would be given through open auction and too in limited numbers, he said while addressing a press conference here today.

He said that there was rampant corruption in issuance of CLU during the previous government. The Chief Minister had taken away all the powers to issue CLU and license of colonies which were vested with Director, Town and Country Planning Department. But we have not only scrapped such orders but also given back the powers to the Director Town and Country Planning.

The Chief Minister said that the Licensing/CLU Policy of the Department has also been amended. Earlier, licenses of group housing, commercial and IT Park were given on the basis of first come first serve basis. The present State Government has prepared a new policy under which applications were invited from the applicants and License and CLU are given through auction.

He said that the State Government has also decentralized the powers for issuing industrial CLUs, permission and licenses to colonies. The powers of providing industrial CLUs of upto one acre have been given to district level committee headed by Deputy Commissioner concerned whereas, Empowered Executive Committee have the power to give approval to big units.

Chandigarh, Sept 13 – With a view to curb the development of unauthorised colonies and make available affordable plots to people, the Haryana Government would grant licenses for construction of affordable houses on 5 to 15 acres of land under Deep Dayal Jan Awas Yojana.

The Chief Minister, Mr. Manohar Lal gave this information while addressing a press conference, here today.

He said that the State Government has removed the maximum limit for affordable group housing colony of 75 acres in small towns and 300 acres in Gurugram. Apart from this, the maximum limit in each residential sector has been increased from 10 acres to 15 acres and preference in allotment of flats would be given to beneficiaries of Pradhan Mantri Awas Yojana.

He said that 1,534 licenses were granted in the tenure of previous government, of which maximum were granted after 2002. However, the present State Government has, during last four years, given 175 licenses including 107 licenses for colonies falling under Deen Dayal Jan Awas Yojana and 68 other licenses.

The Chief Minister said that licenses are granted on 5 to 15 acres of land under Deen Dayal Jan Awas Yojana and the maximum size of plot would be 150 square metres. Keeping in view the success of this scheme, the government has implemented this scheme in cities with high density.

The Department has so far granted 107 licenses on 1,051 acres of area where 20,819 residential plots have been made available for people. Apart from this, 39 LOI were issued on 415 acres where 7,392 residential plots would be made available for middle class. For this, 120 applications were received for 1,250 acres and licenses would soon be issued to them. This would create 22,220 additional residential plots. He said that completion certificates have been issued to six colonies among those which have granted licenses. As many as 950 residential plots and 2,850 residential units have been made available in these colonies. He said that about 1.50 lakh people would be benefitted after these 250 licenses are granted.

Chandigarh, Sept 13 - Haryana Development and Panchayats Minister, Mr O.P. Dhankar today directed the officers to make 2,294 Gram Sachivalayas functional as an office so that video conference could soon be arranged there, to interact with Gram Sachivs and Sarpanches.

The Minister was presiding over a review meeting of the Department, here today.

He directed the officers to prepare a list of minimum ten adarsh villages where visitors from other states and abroad could visit.

“We need to pick up fast pace to develop Adarsh Gram, only then we will be able to realize the dream of Gramodaya.

Those present included Principal Secretary, Development and Panchayats, Mr. Sudhir Rajpal, Director, Mr Sanjay Joon and other officers.

Chandigarh,September 13: In a major decision, Haryana Government has allowed the construction of four-storey residential buildings in the State, the registration of which will be opened from today onward.

The State Government has framed a policy in this regard and the registration could be made from today onward announced Chief Minister, Mr Manohar Lal, while addressing a press conference here today.

He said that Haryana Building Code – 2017 has been framed in order to remove the variations and bring uniformity in Building Bye-laws adopted by different development agencies. He said that self certification has been implemented for all residential plot building plan and occupation certificate. Also, the self-certification has been implemented for building plan of commercial plot upto 2000 square meter. Similarly, self-certification has been implemented for building plan and occupational certificate in industrial plots. The Floor Area Ratio (FAR) for institutional and educational buildings has been increased from 100 per cent to 150 per cent.

The Chief Minister said that with a view to address the problem of parking in residential areas, a provision of Stilt has been made. Apart from this, it has made mandatory to provide Car bay in every residential plot. He said that use of basement in residential plots has also been allowed for residential purpose provided they fulfill provision of fire, lighting and ventilation. He said that a provision of green building has been made under which the building owner is provided the benefit of additional FAR of three to 15 per cent. In case, the building owner set up solar photovoltaic plant and solid waste management plant for management of water, electricity and waste, he would be provided additional FAR.

Chandigarh September 13: Haryana Government has decided to constitute an Appellate Tribunal to hear the complaints of allottees against the decision of Haryana Real Estate Regulatory Authority (HRERA). The office of the Appellate Tribunal would be set up at Karnal.

This was announced by Chief Minister, Mr Manohar Lal while addressing a press conference here today.

He said that the State Government has set up Haryana Real Estate Regulatory Authority (HRERA) to redress the grievances of allotees. Though geographically, Haryana is comparatively a small state, we have set up two separate Authorities- one at Gurugram to exclusively deal with the cases of Gurugram and the second one at Panchkula to deal with the cases of rest of Haryana. To ensure the convenience of allottees of both Gurugram and Panchkula, it has been decided to set up the office of Appellate Tribunal at Karnal, he added. He said that Haryana is first State in the country to have set two separate units of HRERA in the State.

The Chief Minister said that HRERA has so far received 842 complaints out of which 209 complaints have already been disposed off. Remaining complaints would also be redressed soon, he asserted.

Chandigarh September 13: With a view to inject transparency in the allotment of sites for petrol pumps and CNG filling stations, the Haryana Government has decided to allot such sites through auction process.

This was announced by Chief Minister, Mr Manohar while addressing a press conference here today.

The Chief Minister said that the petrol pumps and CNG filling stations sites would be allotted only to the petroleum companies on lease. The allotment of the sites would start from next month and the petroleum company offering highest bid money would be allotted the sites, he added.

Chandigarh September 13: Haryana Chief Minister, Mr Manohar Lal, said that the Haryana Shehari Vikas Pradhikaran (HSVP) plans to float nine sectors including a defence sector exclusively for defence personnel in the State during the current financial year.

Mr Manohar Lal was addressing a press conference here today.

He said that these included three sectors in Mahendergarh (sector-9A, 10, 11-Part) and one each in Bhiwani (23 Part-II), Yamuna Nagar (sector-24), Dabwali (sector-10), Taoru (sector-7) and Pinjore (sector-27). Apart from this, a defence sector exclusively for defence personnel is likely to be floated at Jhajjar.

He said that the HSVP has a plan to float 30,470 plots in 47 residential sectors across the State; a schedule in this regard will be issued soon. He said that at present 9500 acre land valuing Rs 18,000 crore is available with the HSVP.
