Chandigarh, September 25 – Haryana Cabinet which met under the chairmanship of Chief Minister, Mr Manohar Lal here today approved the proposal of the Industries and Commerce Department regarding the collection of toll on 6-lane Kundli-Manesar section of Kundli-Manesar-Palwal expressway project being executed by Haryana State Industrial and Infrastructure Development Corporation (HSIIDC).

The work on the Kundli-Manesar section is likely to be completed by October 31,2018 and the toll on this section is to be levied immediately after actual completion of the work. The HSIIDC itself or through an agency will commence levying and collecting toll fee from the users. The toll points on which the toll fee will be levied initially included toll plaza at village Abbaspur and village Pipli in Sonipat district, at village Mandhoti and village Badli in district Jhajjar and at villages namely Sultanpur, Patli-Hazipur and Mokalwas/Fazliwas in district Gurugram.

The toll fee to be recovered from the users on Kundli-Manesar section for the year 2018-19 has been worked out on the basis of National Highways Fee (Determination of Rates and Collection) Rules, 2008 and its subsequent amendments to date issued by Ministry of Road Transport and Highways for various vehicles on Kundli-Manesar section.

The toll fee will be applicable with effect from April 1,2018 to March 31,2019 and would be linked with WPI and will be changed with effect from April 1,2019 onwards every year on the basis of National Highways Fee (Determination of Rates and Collection) Rules, 2008 and its subsequent amendments issued by Ministry of Road Transport and Highways.

The executing agency that is HSIIDC itself or through an agency will upon request provide a pass for multiple journeys to cross a toll plaza within the specified period and rates. A driver, owner or person incharge of a mechanical vehicle who makes use of a section of expressway, permanent bridge, bypass or tunnel, may opt for such pass and he or she will have to pay the fee in accordance with the following rates :

Those who will be exempted from the payment of toll over said toll points included winners of Gallantry awards such as Param Vir Chakra, Ashok Chakra, Maha Vir Chakra, Kirti Chakra and Shaurya Chakra. Similarly, the mechanical vehicles which would be exempted from the payment of toll included vehicles having VIP symbols or officially belonging to President of India, Vice President of India, Governor of a State and Lieutenant Governor of a Union Territory, a foreign dignitary on State visit to India and a foreign diplomat stationed in India using cars with CD/CC number plates, Chairman of Rajya Sabha or Speaker of Lok Sabha or Chairman of a State Legislative Council or Speaker of a State Legislative Assembly or a Minister for the Union or State of Leader of Opposition in Lok Sabha or Rajya Sabha or State Legislatures having the Status of Cabinet Minister if he is sitting in the vehicle or Members of Parliament in the entire country or a Member of Legislative Assembly of a State or a Member of Legislative Council of a State, in the respective State; defence vehicles, including vehicles being used by defence personal, police vehicles, fire fighting vehicles, ambulances, funeral vans, post and telegraph department’s vehicles, Central and state government vehicles on duty and Judges of Supreme Court of India and of High Court having jurisdiction.


* Haryana government has decided to provide government job of Group D to Mr Jaivir Singh, brother of martyr Satbir Singh on compassionate grounds by giving relaxation in the policy.

A decision to this effect was taken in the meeting of State Cabinet held under the Chairmanship of Chief Minister, Mr Manohar Lal here today.

Sepoy Satbir Singh of village Dhani Harsukh in district Bhiwani laid down his life in Operation Rakshak, Jammu and Kashmir on November 23,2002.


*Chandigarh, Sept 25- Haryana Cabinet which met under the chairmanship of Chief Minister, Mr Manohar Lal here today accorded approval to the Panchgram Development Bill, 2018 for developing five new cities over an area of 50,000 hectares on each side of the Kundli-Manesar-Palwal (KMP) expressway. Panchgram Development Authority will be constituted as the Apex Body for policy making, development and regulation for the development of Panchgram Region.

The Cabinet approved the concept of the Panchgram Region and developing five cities on the Kundli-Manesar-Palwal (KMP) expressway on 50,000 hectares each side of the expressway which would cover eight districts of the State namely Sonipat, Rohtak, Jhajjar, Gurugram, Rewari, Mewat, Faridabad and Palwal. While the entire vacant area between the KMP expressway and Delhi has been included in the cities, the area on the outer side varies depending on the development potential.

Haryana State Industrial and Infrastructure Development Corporation(HSIIDC) has initiated the process for hiring a world class consultancy firm through a global tender for undertaking the master plan. The master plan will be prepared using the high resolution area, photography and act as a guiding document for all the future initiatives. This plan will be finalized after the study of the ground realities and demand-supply paradigm. The proposed legislation envisages creation of an authority for planning development and growth of Panchgram Region and a complete code for establishing and operationalising five modern and efficient cities. The Chief Minister will be the Chairperson of the Authority and the other members of the Authority will comprise of State Ministers, public representatives, State Government officers and local body representatives.

Urbanization of the region along the KMP e-way is inevitable. It is estimated that around 50 per cent of the total population of India will be residing in urban areas by 2050. In case of Haryana, urban population will reach 50 per cent mark before 2040. The key urban areas of the State around National Capital Region (NCR) will see unprecedented growth in urban population. Haryana has an advantage of availability of maximum non-urbanized area around NCR which can be developed as new cities.

*Chandigarh, Sept 25- Haryana Cabinet which met under the chairmanship of Chief Minister, Mr Manohar Lal here today accorded approval to provide financial assistance of Rs 92.50 crore on shape of loan and subsidy to the three private sugarmills of the State for making cane arrears payment of the sugarmill farmers for the sugarcane crushing season 2017-18.

*Chandigarh September 25: Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today reviewed the progress of implementation of Ujwal Discom Assurance Yojna (UDAY) scheme in Haryana power Discoms- the Uttar Haryana Bijli Vitran Nigam (UHBVN) and Dakshin Haryana Bijli Vitran Nigam (DHBVN).

The Cabinet placed on record its appreciation for unprecedented reduction in Aggregate Technical and Commercial (AT&C) losses by the Haryana Discoms and remarkable achievement in achieving financial turnaround in FY 2017-18 by eliminating the gap between average cost of supply and average revenue return. The Cabinet also expressed satisfaction over the fact that all the four power utilities had recorded profit for the first time in FY 2017-18.

The Cabinet congratulated the UHBVN and DHBVN for being ranked 10th and 13th best performing utilities among 42 Discoms in 6th Annual Integrated Rating issued by Ministry of Power. The UHBVN and DHBVN have moved 12 and 10 positions up in ranking over a period of one year. As both utilities have achieved financial turnaround in financial year 2017-18, two years ahead of UDAY target, the ratings are expected to improve further in next financial year.

The Cabinet was informed that the Discoms have achieved 20.29 per cent reduction in AT&C losses as against the target of 20.04 per cent in the year 2017-18 and 25.43 per cent as against the target of 24.02 per cent in the year 2016-17, thus showing significant reduction in AT&C losses over a period of two years which constitutes 5.14 per cent and 4.40 per cent. Similarly, the line losses in rural areas have been reduced from 69 per cent in financial year 2016-17 to 60 per cent in financial year 2017-18 and in urban areas from 20 per cent in financial year 2016-17 to 15 per cent in financial year 2017-18.

It was informed that under the Mhara Gaon Jagmag Gaon Scheme, 24 hours supply is being given on 581 feeders covering 2776 villages. The work on 595 new feeders has been completed and work on additional 227 feeders would be completed by March 2019. Various activities are also being carried out under the urban feeder sanitization which included meter relocation outside of premise and sealing of all meters, meter replacement, AB Cabling in theft prone areas and release of new connections in un-electrified premises, unauthorized Connections/Colonies and Slum Areas.

It was informed that theUHBVN and DHBVN have collaborated with EESL for Advanced Metering Infrastructure (AMI) roll out. One million smart meters will be installed as part of the project. EESL plans to install 2.10 Lacs Smart Meters by March 31, 2019.

It was also informed that the average Fuel Surcharge Adjustment (FSA) per unit has also been reduced considerably. The FSA for domestic consumers has been reduced from Rs 1.45 per unit in 2015-16 to Rs 0.37 per unit in the year 2018-19 whereas in case of non-domestic consumers, it has been reduced from Rs 1.56 per unit to Rs 0.37 per unit. Similarly, in case of HT industry, the FSA has gone down from Rs 1.63 per unit in 2015-16 to Rs 0.37 per unit in 2018-19 and for LT industry, from Rs 1.71 per unit in 2015-16 to Rs 0.37 per unit in 2018-19.

*Chandigarh, September 25 – Haryana Cabinet which met under the chairmanship of Chief Minister, Mr Manohar Lal here today accorded approval to provide Government Job to Mrs Sujita Kumari, the daughter of Martyr Satya Narayan, serving in Army as a Sepoy, who was killed in Operation Meghdut on November 9, 1988.

She will be given job on compassionate appointment for Group-'C' post by giving relaxation in the policy as an exceptional case.

Sepoy, Satya Narayan serving in Army and resident of Village and PO-Mamaria Ahir, Tehsil and District Rewari was killed in Operation Meghdut on November 9, 1988. At that time Mrs Sujita Kumari daughter of Martyr Satya Narayan was ten months old. Now the Daughter of the Martyr is married and has made a request to give appointment on compassionate grounds. Her qualification is M.A B.Ed. As per qualification, she is eligible for Group-C post.

The ex-gratia amount given to the dependents of the martyrs was Rs 2.50 lakh on January 4,2006 which was increased to Rs 20 lakh on August 25,2014. Later on, on March 6,2017, it was again increased to Rs 50 lakh, by the present government.

*Chandigarh, September 25 – Haryana Cabinet which met under the chairmanship of Chief Minister, Mr Manohar Lal here today accorded approval to the proposal of Revenue and Disaster Management to revise the Registration fee for the registration of non – testamentary documents relating to immovable property.

The rates of registration fees were revised on November 6, 2006 according to which the maximum rate of registration fee is Rs. 15000 if the value of consideration in money terms is exceeding Rs. 25 lakh. The registration fee is charged on a slab system. There has been a considerable hike in the rates of property since then. Therefore, it has become necessary to increase the rates of registration fee in order to augment the State Revenue to meet the increased development expenditure and to feed the expenditure of registration department.

As per the revised rates, if the registration of non – testamentary documents such as exceeds Rs 25 lakh but does not exceed Rs 30 lakh, present rate is Rs 15 thousand, if it exceeds Rs 30 lakh but does not exceed Rs 40 lakh, then the revised rate would be Rs 20 thousand, exceeds Rs 40 lakh but does not exceed Rs 50 lakh, then the revised rate would be Rs 25 thousand, if it exceeds Rs 50 lakh but does not exceed Rs 60 lakh, then the revised rate would be Rs 30 thousand, exceeds Rs 60 lakh but does not exceed Rs 70 lakh, then the revised rate would be Rs35 thousand, if it exceeds Rs 70 lakh but does not exceed Rs 80 lakh, then the revised rate would be Rs 40 thousand, exceeds Rs 80 lakh but does not exceed Rs 90 lakh, then the revised rate would be Rs 45 thousand and if it exceeds Rs 90 lakh then the revised rate would be Rs 50 thousand.

Non testamentary documents relating to immovable property are instrument of sale, gift, mortgages, sale certificates, rent or lease deed, collaboration agreement, deed of exchange of property, deed of settlement and deed of partition.

*Chandigarh, September 25 – Haryana Cabinet which met under the chairmanship of Chief Minister, Mr Manohar Lal here today accorded approval for initiating Kalpana Chawla Haryana Solar Award and signing of memorandum of understanding between International Solar Alliance (ISA) and the state government.

The objective of Kalpana Chawla Haryana Solar Award scheme is to create a platform for participation of women and men scientists in solar energy sector thereby instituting an award dedicated to scientists and engineers working prominently in the field of solar energy research and development or associated with such research institute. Such awards will encourage their participation in solar sector and provide them a platform to access affordable, reliable and sustainable energy across 121 prospective member countries of ISA. It will help in achieving the universal goal of sustainable energy for all.

The award has been instituted in the fond memory of Kalpana Chawla, the daughter of Haryana, which not only encouraged the scientists all over the globe to work in the field of solar energy, but also strengthen the movement ‘Beti Bachao Beti Padhao’ of the government.

The entries for the award will be invited from the eligible scientists every year by writing to embassies of all member countries. Research scholars from all the academic and scientific institutes based in the 121 member countries of ISA will be eligible to apply. The research papers published in the reputed scientific journals will also be considered. The research and development leading to some useful solar application or related research will be one of the criteria for selection of award. The International Committee will scrutinize the applications based on the criteria laid down and finalize the candidate. The constitution of the International Committee will be finalized by the Director General of ISA.

The Award Committee constituted will screen the applications based on the criteria laid down and recommend three nominations. While Retired Head of the Council of Scientific and Industrial Research (CSIR) will be the Chairman of the Committee, Consultant, Renewable Energy or any other official nominated by Director General, ISA will be the Convener and Consultant (Legal) or any other official as nominated by Director General, ISA will be the Co- Convener of the Committee. The other members of the Committee included Director Indian Institute of Technology (IIT) Delhi or his or her representative, General Director of International Nuclear Event Scale (INES), France or his or her representative, Secretary, New and Renewable Energy, Government of Haryana or his or her representative and Director General, National Institute of Solar Energy (NISE) or his or her representative.

The Award Committee will screen the entries received and finalize the three nominations by March 31 every year. The three entries will be submitted to the International Committee for finalization.

*Chandigarh, Sept 25- Haryana Cabinet which met under the chairmanship of Chief Minister, Mr Manohar Lal here today approved the Electricity (Haryana Amendment) Bill, 2018 for state amendment in sub-section (2) under section 127 of the Electricity Act, 2003.

The amendment intends to amend the section 127 (2) in order to provide relief to consumers to file appeal against assessments done under section 126. This will help better dispute resolution and bring down pendency of disputes between distribution companies and the consumers assessed for unauthorized use of power.

As per the provisions of the Electricity Act, 2003, the assessment of amount to be recovered from a person on account of unauthorized use of electricity is made by the Assessing Officer. Any person aggrieved by the final order of assessment made under section 126 can file an appeal before an appellant authority provided that such an appeal shall be entertained only if the person deposits half of the assessed amount with the licensee.

Now, instead of depositing half of the assessed amount, at the time of appeal, the consumer has only to deposit one-fifth of the assessed amount.

*Chandigarh, September 25 – Haryana Cabinet which met under the chairmanship of Chief Minister, Mr Manohar Lal here today accorded approval to the Haryana Canal and Drainage (Amendment) Rules, 2018.

The Haryana Canal and Drainage Rules, 1976 were enacted to fulfill the needs of management of water in equitable manner. There are various provisions which define the action to be taken for violation of said rules and also elaborate the functioning for smooth and safe running of irrigation channels and distributaries.

The Committee on Subordinate Legislation for the year 2013-14 was nominated by the Speaker, Haryana Vidhan Sabha. Mr Jagbir Singh Malik, MLA was appointed as the Chairperson of the Committee. Besides watching the implementation work relating to earlier reports, the Committee scrutinized the Haryana Canal and Drainage Rules, 1976 framed under the Haryana Canal and Drainage Act, 1974 and made its observations and recommendations on the relevant Rules under scrutiny.

The recommendations of the Committee as agreed upon by Irrigation and Water Resources Department, Haryana are framed in the Haryana Canal and Drainage (Amendment) Rules, 2018.

Under the amendment, the demand statement (Khatauni) would be accessible to villagers. The demand statement (Khatauni) with the Patwari of the village would be opened at such place, date and time as may be specified by the Patwari for inspection of the persons who are liable to pay water charges.

*Chandigarh, September 25 – Haryana Cabinet which met under the chairmanship of Chief Minister, Mr Manohar Lal here today accorded approval to the Haryana Mata Bhimeshwari Devi Mandir (Ashram) Beri Shrine Act, 2018 for the better management, administration and governance of Mata Bhimeshwari Devi Mandir (Ashram), Beri and its endowments including the lands and buildings attached or appurtenant to the Shrine.

The ownership of the Shrine fund shall, from the commencement of this Act, of Shrine will vest in the Board and the Board would be entitled to its possession, Administration and utilization as prescribed. The Chief Minister, will be the Chairman of the Board and Minister-in-Charge, Local Government, Haryana, would be Vice Chairman. The Secretary to Government, Haryana, Local Government Department whether designated as Financial Commissioner, Local Government or Commissioner, Local Government, as the case may be, will be the ex-officio member. The Deputy Commissioner, Jhajjar, would be the ex-officio member Secretary, Sub Divisional Officer (Civil), Beri would be Chief Executive Officer. The Secretary, Municipal Committee, Beri would be Executive Officer. Nine persons to be nominated by the Government as members will include two persons who, in the opinion of the Government have distinguished themselves in the service of Hindu religion or culture, two women, who in the opinion of the Government have distinguished themselves in the service of Hindu religion, culture or social work, especially in regard to advancement of women and two persons, who have distinguished themselves in Administration, legal affairs or financial matters.

The Shrine funds would be applied for defraying expenses for the proper maintenance of the temple, performance of puja and other rituals, for providing amenities, facilities to the visiting devotees, for establishment and maintenance of the educational institutions, for training of vidyarthies and for securing the health, safety and convenience of disciples, pilgrims and worshippers visiting the Shrine.

The Board may appoint Chief Administrator, Chief Executive Officer, and such other officers as it considers necessary. No jewellery, ornaments which have once been adorned on the idols or other valuable property of non perishable nature forming part of the Shrine fund can be exchanged, sold or disposed of without the previous sanction of the Government on the recommendation of the Board. No land or other immovable property held by the Board would be alienated except by a resolution of the Board and the approval of the Government.

The Board will make proper arrangement of worshiping in temple, provide facilities for worshiping to the pilgrims, to ensure the safety, security and preservation of the valuable assets and jewellery of the temple. The Board will also ensure the facilities for the goodness of pilgrims and Pujari which included to make building for their stay, to manage cleanliness, to improve mode of communication and transportation, to initiate development works in the temple and its surrounding, ensure good management in providing religious and general education, ensure medical facilities for Pujari and pilgrims and to ensure good management, care and all such things which are related to Administration to facilitate for the worship place, assets of the temple and the pilgrims.

All such employees of the temple, who are provided jobs related to the worship place of the temple will be considered the employees of the board from the commencement of this act until they choose any other alternate, will be under the control of the administrative and disciplinary control of the Board. Their service rules and management will be controlled by the rules under this act. Their salary as far as possible will not be less than their present job. The shopkeepers and the lease holders who are tenants of this worship place will be considered as the tenants of the board.

It may be recalled that Shree Bhimeshwari Devi Mandir (Ashram) Beri is an ancient temple. About 5-6 lakh pilgrims all over Haryana and neighbouring States come to the temple every year to pay their obeisance to the Deity. Daily thousands of devotees visit the Shrine to pay obeisance to the deity. Two big fairs during Navratras are held annually in Bhimeshwari Devi Mata Mandir at Beri.

*Chandigarh, September 25 – Haryana Cabinet which met under the chairmanship of Chief Minister, Mr Manohar Lal here today accorded approval to amended the Haryana Development and Regulation of Urban Areas Rules, 1976 to enable maintenance of town-wise EDC Account.

The amendment in the Haryana Development and Regulation of Urban Areas Rules, 1976 has been made for making an enabling provision regarding maintenance of a town-wise EDC Account and for utilising the amount collected towards external development works for such town alone.

Under the amendment, the Director or any other Government agency or local authority receiving external development charges would maintain a development plan-wise account statement for all such receipts. The external development charges received against any specific project, in a given development plan would be utilised for provision of external development works in the said development plan area. In case, the amount is received against external development charges by any Government agency or local authority other than the Director, it would be the responsibility of such Government agency or local authority to maintain the development plan wise account statement for the amount received by them.

Such account statement would be updated on monthly basis and hosted on the website of the Town and Country Planning Department and the concerned government agency or local authority for the purpose of information of all concerned and for complete transparency.


*Chandigarh, September 25 – Haryana Cabinet which met under the chairmanship of Chief Minister, Mr Manohar Lal here today accorded approval to "Financial Assistance to Women and Girl Acid Attack Victims Scheme” under which a monthly pension to a woman or girl acid attack victim will be provided to allow her a continuous source of income throughout her life. Thus, it seeks to restore, to an extent, the right to live with dignity for a woman or girl acid attack victim.

Under the scheme, any woman or girl victim facing acid attack on or after May 2, 2011 will be eligible for the benefits of the scheme.

In some cases of Acid attack, women and girls have lost their ability to hear due to the attack. When acid enters the wind pipe or the food pipe, it can lead to fatal diseases. Many deaths have been reported after acid attacks. Treatment calls for a huge amount of money and it is not possible for every victim to afford such costly treatment, hence, financial assistance due to disability arising on account of acid attack will be granted. Acid attack is defined as an attack by another person and does not include self- inflicted acid injuries, made advertently or inadvertently. Financial assistance will be admissible for women and girls in case of disfigurement of any part of the body.

The financial assistance will be given on the basis of the percentage of disability. On 40-50 per cent disability, 2.5 times of Divyang pension, 51 to 60 per cent, 3.5 times of Divyang pension and more than 61 per cent, 4.5 times of Divyang pension.

The victim herself, parents or her legal guardians may apply to the District Social Welfare Officer for relief. In case of a minor victim, the application may be made on her behalf by a parent or guardian. In case of victim being a married woman, the application may be made on her behalf by husband or parent or guardian. The application will be supported by the documents which included medical certificate issued by the Medical Board at District level where the application is being made by or on behalf of victim, copy of the FIR/Complaint, copy of application made to or benefit received from Women and Child Development Department.

चंडीगढ़, 25 सितंबर- हरियाणा सरकार ने अनुकम्पा आधार पर नौकरी देने की अपनी नीति में ढील देते हुए शहीद सतबीर सिंह के भाई श्री जयवीर सिंह को ग्रुप-डी में सरकारी नौकरी देने का निर्णय लिया है।

इस आशय का निर्णय मुख्यमंत्री श्री मनोहर लाल की अध्यक्षता में आज यहां हुई मंत्रिमण्डल की बैठक में लिया गया।

सिपाही सतबीर सिंह, निवासी ढाणी हरसुख, जिला भिवानी ने 23 नवम्बर, 2002 को जम्मू कश्मीर में ‘ऑपे्रशन रक्षक’ के दौरान अपने जीवन का बलिदान दिया था।
