Chandigarh, July 18 – In Haryana, applications are being invited for the online transfers of Principals, Headmasters, ESHM and PGTs from July 18, 2019 at 5 p.m. onwards.

While stating this here today, a spokesman of the Secondary Education Department said that as per the time schedule for the activities of transfer drive, those interested can voluntary participate from July 18 to 20. The rationalization, vacancy calculation, normalization of posts, surplus calculation, merit point calculation will be done from July 21 to 23. The teachers can fill up school preference from July 24 to 28.

He said that the cutoff date for merit point calculation, count of stay will be July 31. Teachers having 12 months or less in retirement, would not be transferred, if they are not willing to participate in transfer drive. Teachers completing five years regular service in a zone would compulsorily participate. Teachers completing one year regular service in a zone would be able to opt for voluntary participation. It is made clear that once a teacher has opted for voluntary participation and has not changed his option before the closing date of voluntary participation would compulsorily fill up choices of schools otherwise he or she would be considered for allocation of school under anywhere category.

The spokesman said that for allocation of “Anywhere”, a 22x22 matrix of districts has been designed and teachers will be assigned a school starting in the nearest district of his present posting as per 22x22 matrix and so on. Teachers reposted in zone 5, 6 and 7 even after completing five years stay in these zone pursuant to provision of the transfer, will have to participate in the drive again to give fair chance to others to compete for that post. However, they can apply for that school again.

He said that teachers, whose service profile is not approved, would not be able to participate. Such teachers would contact Directorate for re-allocation of school immediately after the closure of drive to allocate them school having valid vacancy. He said that list of subjectwise, schoolwise posts after rationalization are being notified separately. Posts to be kept vacant as per policy are being notified separately, he added.

Haryana Chief Minister, Mr. Manohar Lal has announced that the enhanced fee charged from the college students will be rolled back

Chandigarh, July 18 – Haryana Chief Minister, Mr. Manohar Lal has announced that the enhanced fee charged from the college students will be rolled back with immediate effect and the fee structure of the last academic year will be charged from the college students. He also announced that the difference of enhanced fee will be refunded back to the students by the respective colleges with in a fortnight.

The Chief Minister also directed all the Vice Chancellors of the affiliating State universities should notify the same fee structure as was applicable to the students in the academic session 2018-19 for the academic session 2019-20 as well.

A delegation of Akhil Bharatiya Vidyarthi Parishad under the leadership of Kshetriya Sangthan Mantri, North Zone of the Parishad, Mr. Vikrant Khandelwal, met the Chief Minister today and presented a representation demanding that the enhanced fee being charged from the college students of the state in the academic session 2019-20 may be rolled back.

Dearness Relief (DR)

Chandigarh, July 18 – Haryana Government has decided to release three due installments of Dearness Relief (DR) of January 1, 2018, July 1, 2018 and January 1, 2019 to pensioners and family pensioners, who are drawing their respective pension in the 6th Pay structure.

While stating this here today, Finance Minister, Capt. Abhimanyu said that the Chief Minister, Mr. Manohar Lal, has approved a proposal to this effect.

He said that the DR will be released to pensioners and family pensioners on the pattern of Government of India. According to which, the DR Rate will be enhanced by 3 per cent from 139 per cent to 142 per cent on January 1, 2018, by 6 per cent from 142 per cent to 148 per cent on July 1, 2018 and by 6 per cent from 148 per cent to 154 per cent on January 1, 2019.

Enhancement of children education allowance

Chandigarh, July 18 – Haryana Government has decided to extend the benefit of enhancement of children education allowance from Rs 750 per month to Rs 1,125 per month with effect from May 1, 2018 to eligible children of deceased government employees.

While stating this here today, Finance Minister, Capt. Abhimanyu said that the Chief Minister, Mr. Manohar Lal, has approved a proposal to this effect.

He said that the State Government had issued a scheme to grant Children Education Allowance of Rs 500 per month per child maximum to first two living children to government employees with effect from July 1, 2009. The mentioned rates were revised from Rs 500 per month to Rs 750 per month with effect from January 1, 2014 on the same terms and conditions.

It is worth mentioning here that the office of Chief Secretary has also issued clarification that instructions will also be applicable to the deceased government employees, who died while in service. The office of Chief Secretary had also made amendments in Compassionate Assistance to the Dependents of Deceased Government Employees (Amendment) Rules, 2018 according to which last pay received by the dependents of deceased government employee, who died before January 1, 2016, will be revised in accordance with the formula and procedure laid down in HCS (RP) Rules, 2016 and HCS (ACP) Rules, 2016 as the case may be.

C.M.INSTRUCTIONS

Chandigarh, July 18 – Haryana Government has issued directions to all Heads of Departments (HODs) and Administrative Secretaries that short-term deputation of any officer or official should not be made without prior approval of the Chief Minister, Mr. Manohar Lal.

While stating this here today, an official spokesman said that the Chief Minister has issued directions that as far as possible, only additional charge will be given to meet the shortfall against any post in any office. If it becomes absolutely necessary for an HOD or Administrative Secretary to use the power of deputation vested in them by any executive instructions or rules, the said power would be exercised in every single case only with prior approval of the Chief Minister.

He said that the Chief Minister has directed to implement these instructions with immediate effect.

It is worth mentioning here that even as introduction of online transfer policy is reducing the element of discretion, it was observed that the power of HODs and Administrative Secretaries for short-term deputation of officials is being exploited by vested interests. Therefore, the Chief Minister has issued these directions.

While stating this here today, an official spokesman said that the Chief Minister has also approved change of scope of work to construct 4-lanned road from Jhajjar Subana Kosli (State Highway-22) road to Jhajjar Railway station in district Jhajjar instead of 5.50 meter wide carriageway as per approved rough cost estimate road against balance funds available amounting to over Rs 2.14 crore.

Chandigarh July 18: Haryana Government has decided to establish Shree Sheetla Mata Devi Medical College in village Kherki Majra, sector 102, Gurugram over 39 acres of land to promote medical education. Town and Country Planning Department will be Nodal Department for this purpose.

While stating this here today, an official spokesman said that Chief Minister, Mr Manohar Lal has approved a proposal in this regard.

He said that the Shree Sheetla Mata Devi Medical College would be established by Gurugram Metropolitan Development Authority (GMDA) in association with Municipal Corporation Gurugram (MCG) and Shree Sheetla Mata Devi Shrine Board. He said that while the project funding to be provided by Shree Sheetla Mata Devi Shrine Board would be 5 per cent, the remaining funding would be made by GMDA and MCG in the ratio of 50:45.

Crackdown against drug-peddling, Haryana Police has seized 400 kg doda post from a canter in district Sirsa.

Chandigarh, July 18 – Continuing its crackdown against drug-peddling, Haryana Police has seized 400 kg doda post from a canter in district Sirsa. The value of seized contraband is around Rs 8 lakh.

While stating this here today, a spokesman of Police Department said that recovery was made by a team of Dabwali Police Station during routine night patrolling last evening.

He said that Police team during checking saw a canter near Khalsa school, Dabwali. On seeing the Police, person in the vehicle abandoned canter and managed to escape taking advantage of darkness. When searched, 400 kg doda past was recovered from vehicle.

The Police have registered a case under NDPS Act at Dabwali Police station. A search operation to nab the accused has been launched.

In another case, Crime Investigation Agency has arrested Niranjan, a native of district Gaya, Bihar on the charges of possessing 880 gram opium from Chatargarh patti area in Sirsa.
