CM exhorts to extend all cooperation to the jail inmates

While presiding over the a two day long conference on “Positive Engagement of Inmates in Prisons” organized by Prison & Correctional Services here today, Chief Minister Jai Ram Thakur urged the members of the civil society to extend all cooperation and help to the jail inmates so that after completion of their jail term the prisoners could lead a normal life.

The Chief Minister said that even the prisoners were the part of our society and we all should adopt a humane attitude towards them. He said that the social stigma with prisoner in particular and his family in general was indeed beyond explanation.

Jai Ram Thakur said that there were about 2500 prisoners lodged in various jails of the State. He said that they were facing the punishment as per the law of the land for their unlawful activities, but at the same time it becomes our duty that their families do not suffer for the misdeeds of the individual. He said that several jail inmates were working in the jail and reform centres so that they could contribute positively for the society.

The Chief Minister also appreciated various initiatives of the Prison & Correctional Services Department such as e-Peshi, e-Prisons Softwares and facility of Video Conferencing. He urged the Jail Administration to ensure better reforms in the jails so that the jail inmate apart from leading a respectable life, could also contribute towards the society. He added that more efforts should be made to rehabilitate the prisoners so that they could reside with dignity after completion of jail term. NGOs, individuals and industrial houses should also cooperate in the rehabilitation of prisoners, he added.

Jai Ram Thakur also released a Coffee Table Book ‘Har Hath Ko Kam- A Game Changer’. He also provided ‘Appreciation Awards’ to the people for their immense contribution towards welfare of the prisoners. He expressed hope that the two day Conference would go a long way in ensuring positive engagement of the inmates in Prisons.

Chief Minister also visited the exhibition stalls and envisaged keen interest in the items prepared by the prisoners.

Chief Secretary, Dr. Shrikant Baldi said that it was for the first time that a conference regarding prisoners was being held in such a positive energy. He said that it was heartening to know that quite a good number of entrepreneurs were working for the welfare of the jail inmates.

Director General of Prison & Correctional Services Somesh Goel welcomed and honoured the Chief Minister on the occasion. He said that the thrust of the Departments of Prison & Correctional Services has been to ensure proper rehabilitation of the jail inmates so that they could lead a normal life after completion of their terms. He also detailed various activities being carried out by the Department for welfare of the prisoners. He said that the jail inmates were preparing various articles which were put on sale at different centres on different occasions.

Chairman cum Managing Director SJVNL Nand Lal Sharma, DGPs, Former DGPs, representatives from 21 states were also present on the occasion.


Jan Jagran Sabha on Abrogation of Article 370

Open a new era of peace, progress and prosperity in the Jammu-Kashmir area: CM

Chief Minister Jai Ram Thakur while addressing the Jan Jagran Sabha on Abrogation of Article 370 from Jammu & Kashmir, here today said that that Article 370 and Article 35A were obstacle in the development of Jammu and Kashmir and its abrogation would ensure a safe and peaceful environment for all residents of Jammu-Kashmir and Ladakh Union Territories besides speedy development there.

Jai Ram Thakur said that after the India attained freedom, the then Prime Minister Jawahar Lal Nehru entrusted the duty to merge 561 princely states out of total 562 princely States to the Union Home Minister Sardar Patel and said that he would himself handle Jammu-Kashmir State. He said that it was unfortunate that all the 561 States became integral part of India and Jammu-Kashmir was kept as a separate State by granting the Article 370. He said that it was after about 70 long years that Article 370 had been scrapped from Jammu- Kashmir, which gave special status to this State, which has ensured One Nation One Constitution in whole country.

Jai Ram Thakur said that Dr Shyama Prasad Mukherjee who founded the Jan Sangh on 21 October 1951 in collaboration with the Rashtriya Swayamsevak Sangh (RSS) was in favour of having one Constitution, one flag and one Prime Minister for India. He was a true nationalist who not only wanted India to be free of colonial mindset but also did not support the Article 370 for Jammu-Kashmir. He said that Dr. Mukerjee believed that Article 370 would become a threat to the unity of India. He expressed happiness that with this historic decision the dream of Dr. Mukherjee was visualised.

The Chief Minister said that the Article 370 was the root cause of the spread of terrorism and anti national activities in the Valley. He said that Article 35A empowered the Jammu-Kashmir Government of special rights thereby discriminating the people of the country of the right to settle there and even deprived the Kashmiri girls when they marry a non Kashmiri. He said that this Article helped two political families to rule Jammu-Kashmir at their will. He said that today even the Congress Party stands divided on the Article 370 as they also feel that it was a biggest impediment in the path of development of the State. He said that this would open a new era of peace, progress and prosperity in the Jammu-Kashmir area and now it would be developed leaps and bounds under the dynamic leadership of Prime Minister Narendra Modi.

The Chief Minister said that the biggest hurdle in the way of progress and development of Jammu and Kashmir was Article 370. He said that now the Jammu and Kashmir will progress and prosper along-with the nation. He said that now the people of Jammu and Kashmir would be governed by the laws of the country. He said that this decision would also go a long way in ensuring the national safety and national integration. He said that this step was in the right direction and cleared the Union Government’s intention of dealing with the Jammu-Kashmir issue. Now time has come that the PoK also becomes the integral part of India under the strong and vibrant leadership of Prime Minister Narendra Modi, he added.

Earlier, the Chief Minister took round of the exhibition of life of Prime Minister Narendra Modi put up by the State BJP on the occasion of ‘Seva Saptaah’ celebrations to mark the birthday of the Prime Minister and evinced keen interest in it.

Speaking on the occasion, Education Minister Suresh Bhardwaj said that this year would be written in golden letters in the annals of the Indian history as it was during this year that a historic decision of abrogation of Article 370 was taken by the Union Government headed by Prime Minister Narendra Modi. He said that Article 370 was blunder committed by former Prime Minister Pt. Jawahar Lal Nehru, which was corrected by the present Prime Minister Narendra Modi. He said that Sardar Patel was totally against imposing Article 370 in Jammu-Kashmir as he had framed a uniform ‘Merger Letter’ for all the princely states of the country. He said that the blunder committed by the Congress deprived the people of Jammu and Kashmir of their legitimate rights.

Member of Parliament Suresh Kashyap said that the scrapping of the Article 370 from Jammu and Kashmir was a historic and bold step of Central Government in itself. He said that with this decision the dream of Late Dr. Shyama Prasad Mukherjee has been realised and India has become one from Jammu-Kashmir to Kanyakumari. He said that now the people of Jammu-Kashmir would be able to derive benefits of several schemes launched by the Union Government. He said that he was fortunate to be the witness of this historic decision as member of the Lok Sabha.

Former Member of Parliament and Organizer of the Rashtriya Ekta Abhiyan Virender Kashyap while welcoming the Chief Minister and other dignitaries present on the occasion said that the main objective of organising this event was to sensitise the people regarding this historic decision of abrogation of Article 370 and 35 A from Jammu and Kashmir, thereby correcting the historic blunder. He said that even Dr. Bhim Rao Ambedkar was against the Article 370 as he felt that this would discriminate the people of Jammu and Kashmir from the rest of the people of the country. He said that this decision was for the benefit of the common man of the Jammu- Kashmir.

Chief Secretary presides over the meeting of HPCMRF

Chief Secretary Dr. Shrikant Baldi here today presided over the meeting of Himachal Pradesh Chief Minister Relief Fund (HPCMRF) to explore the prospects of online payment method.

Chief Secretary directed the concerned authorities to improve the online payment platform of HPCMRF by simplifying the online payment method. He also directed to enhance the website by redesigning it and making it look attractive to the users and donors. He said that a separate bank account should be opened in any nationalized bank for online donation towards Himachal Pradesh Chief Minister Relief Fund.

He also emphasized on promoting the online donation process so that the people can make donation towards HPCMRF from any part of the State. He said that an appeal for online payment towards HPCMRF through online portals should be done so that not only people within the state are able to make their contribution but the Himachali diaspora along with others people are able to contribute towards the State. He said that promotion of the online payment towards HPCMRF should be done on websites of various departments of state government.


Pain and Palliative Care unit established at IGMC

Health and Family Welfare Minister Vipin Singh Parmar here today informed that Pain and Palliative Care unit has been established at the Indira Gandhi Medical College (IGMC), Shimla under Radiotherapy and Oncology Department.

Minister said that 70 percent of the advance cancer patients suffer from pain and the pain management of these patients was a challenge. He said that this unit would treat the pain and other issues of advance cancer patients through latest technology. This facility which was available only in AIIMS Delhi and PGI Chandigarh would now be available in the Cancer Unit of IGMC, Shimla. He also expressed happiness towards the latest development taken place at IGMC's Cancer Unit.

He also informed that an Assistant Professor has also been appointed in Pain and Palliative Care Unit of Radio Therapy Department, IGMC.


Special monitoring drive to be conducted to access the impact of bursting of firecrackers during forthcoming Diwali

A spokesman of State Pollution control board today here said that to access the impact of bursting of firecrackers during the forthcoming Diwali festival the H.P State Pollution Control Board will conduct special monitoring drive. During this drive the board will assess the ambient air and noise quality in the State.

He said that necessary directions have been issued to all the regional officers and laboratory In-Charges of the State Board to conduct extensive ambient air quality monitoring derive with effect from 20th October to 3rd November, 2019 . He said that ambient noise monitoring will also be conducted during pre- Diwali 21st October and on the day of Diwali (27th October).

He said that during this monitoring drive apart from general parameters like particular Matters (PM10, PM 2.5), oxides of Sulphur and Nitrogen, Carbon Monoxide and Ammonia some additional parameters like Lead, Nickel, arsenic , Barium, Iron and Strontium will also be monitored.

He further said that all the Deputy Commissioners and Superintendent of Police have been directed to ensure that no firework of firecrackers shall be allowed to burst in the 100 meters vicinity of the silence zone such as hospitals, educational institutions, courts etc. as per the provision of law. Sales and use of firecrackers generating noise level exceeding 125 dBA is also prohibited. Besides strictly following the directions issued by the Hon'ble Supreme court in this regard.

He said that the board has urged the department of education to educate the children about the harmful effects of air and noise pollution caused due to bursting of firecrackers and also to encourage them to celebrate pollution free Diwali. He also urged the people of the State to celebrate this festival of light in an eco-driendly way and say No To Firecrackers
