NEW DELHI,11 December 2019-: Deputy Chief Minister of Delhi, Shri Manish Sisodia informed that Mukhyamantri Tirth Yatra Yojana (MMTY) is temporarily suspended as the IRCTC intimated the Delhi government of the cancellation of trains scheduled from 10 December 2019 onwards, in a press conference held at the Delhi Secretariat along with Kamal Bansal, Chairman of Teerth Yatra Yojana. “Yesterday, IRCTC informed us that it is canceling the trains of Mukhyamantri Tirth Yatra Yojana due to the non-availability of rakes. We will discuss this issue with IRCTC and the honorable Railway minister, and try to resolve it soon”, said the Deputy Chief Minister.
“Since July this year, Mukhyamantri Tirth Yatra Yojana has been going well with the cooperation of the Indian railways. We had undertaken an MoU with IRCTC for the same. This scheme provided the elderly people in Delhi an invaluable opportunity to go for pilgrimage with the complete financial support of the Delhi government and thereby fulfilling one of their precious dreams. We hope that this unexpected difficulty will be resolved soon”, the Deputy Chief Minister added.
The letter from IRCTC dated 10 December 2019 reads “…as advised by the Northern Railway, the proposed trains of MMTY, Delhi government scheduled from 10.12.19 onwards stand canceled for now, due to unavailability of rakes with railways”. As per the schedule planned by Delhi Government and IRCTC, 30 trains are pending between 10 December 2019 and 28 January 2020 (December – 12, and January - 18). The last train of Tirth Yatra Yojana started on 07 December 2019 to Dwarkadhish.
Delhi Government launched this unique scheme - Mukhyamantri Tirth Yatra Yojana on 12 July 2019 with its first train to Amritsar. Later, the Chief Minister announced the extension of the Amritsar route to Kartarpur under the scheme.
“From July 2019 onwards, 32828 elderly pilgrims from Delhi visited 10 pilgrim destinations in 34 trips. The most popular destination is Rameshwaram as 7865 people (nearly 25% of the total pilgrims) visited the place in 8 trips. Tirupati (4923 visitors in 5 trips) Dwarkadhish (4857 visitors in 5 trips), Vaishno Devi (3911 visitors in 4 trips) and Amritsar (3845 visitors in 4 trips) are the next popular destinations respectively. Apart from these places, Tirth Yatra Yojana also covers Shirdi, Puri, Ujjain, and Ajmer. Out of 63,435 applicants, more than 50% (32828) could avail the benefits of this scheme within just five months”, said the Deputy Chief Minister.
“There are 12 trips to Rameshwaram and six trips to Dwarkadhish among the 30 trips pending. We are in touch with IRCTC and asked for time to meet Shri Piyush Goyal, honorable Railways Minister to discuss and resolve this issue. Meantime, we’ll explore the scope of using buses for destinations of shorter distance. The details of the canceled trips will be officially communicated to the pilgrims”, the Deputy Chief Minister added.

In these statements, the hon’ble Union Minister has also tried to personally target the Delhi Urban Development Minister Mr Satyendar Jain, for the reasons best known to the hon’ble Union Minister.

This office has responded to every allegation with responsibility and within the limits of a civilized discourse.

However, it is the responsibility of this office to place the factual position on all matters related to the unfortunate fire incident in public domain.

The statement by the hon’ble Union Minister last evening, reflects his ignorance about the revitalization proposal submitted by the Delhi Government, as it is not about beautification of the Sahajahanabad Area (a Special Area as per Master Plan of Delhi-2021), but a revitalization plan with an objective to improve the living conditions and safety of residents, traders, labourers etc.

The Primary Project Report (PPR) not only included the infrastructural components like undergrounding of electrical cables, street fire hydrants etc., but also adaptive reuse of buildings for compatible trades while redeveloping markets of areas which have not been included by the Civic Authorities for long.

This plan also envisaged social and livelihood protection of workers working in hazardous and inhuman conditions.

Overall, it was an inclusive plan which could have helped to create template for similarly placed suggested areas, including unauthorized colonies in Delhi.

In this context, the Hon’ble Union Minister may like to clarify:-

(1) Is asking for funds for undergrounding of electrical cables, providing street fire hydrants, creating seamless transportation facility, building institutional capacity of civic bodies, improving Solid Waste Management, enhancing gender equality etc., a beautification plan?

(2) Why he chooses to remain silent on this plan despite repeated requests even if it could not have been considered under HRIDAY Scheme?

(3) Whether it always requires a letter from a Minister of a State government to process a proposal by his Ministry?

(4) Whether dumping such plans without any discussion is not an elusive act with an intention to play politics at the cost of life of lakhs of people living dangerously in these areas, even though when we have been making all possible efforts to create a safe and secured Delhi?

The Hon’ble Union Minister may show his LARGE Hriday by deliberating on the concept proposal which was submitted by the Delhi government more than two years back in larger public interest.

The claims of the hon’ble Union Minister with regards to the notification file for the Redevelopment Plan of Special Area under the MPD 2021 have already been found to be untrue by the records of this office. Those facts have already been placed in public domain.
