ON CAPT AMARINDER SINGH'S DIRECTIVE, RETURN OF OVER 3,95,000 MIGRANTS ALREADY FACILITATED THROUGH SPECIAL TRAINS WITH 300TH TRAIN LEAVING FROM PATIALA TODAY

CHANDIGARH, MAY 24: With 300th Train leaving from Patiala today, Punjab Government on the directives of Captain Amarinder Singh has already facilitated return of more than 3,95,000 migrant workers to their home states.

Disclosing this here today, the Nodal Officer Vikas Pratap said total 23 trains are running today taking total number to 311, making Punjab one of the top performing States in this regard. The state government has spent Rs. 21.8 Crores till now in form of cost of these operations.

The 300th train which was flagged off from Patiala by DC Kumar Amit would take migrants to their homes in Uttar Pradesh.

We are ensuring those wishing to go back are united with their families without any difficulty at the earliest, he said. The State Government has been working round the clock to provide all relief and succour to our guest workers as per the directions of Chief Minister, Nodal Officer Vikas Pratap said adding the task was being accomplished with the collaboration of Deputy Commissioners and the railway authorities of Ferozpur & Ambala Division.

Captain Amarinder Singh had assured all migrants working in the state, ever since the crisis broke out, of all assistance and cooperation to whosoever wants to go back to their home state.

Out of total 311, maximum trains (204) have gone to UP, with another 82 taking migrants to Bihar, followed by 9 to Jharkhand, 7 to Madhya Pradesh and 2 to Chhatisgarh and West Bengal. One train each has gone to Maharashtra, Andhra Prasesh, Manipur, Tamil Nadu and Uttrakhand.

Assuring the state's commitment to go the extra mile to mitigate their sufferings, he said adding food, water and other essentials were also being provided to all those travelling back home for their journey.

Besides, Nodal Officers have been deputed for all these states who are pro-actively connecting to their counterparts in other states to facilitate the return of the migrants, and teams constituted at level of the Deputy Commissioners for the mandatory medical screening of migrants.

Chandigarh, May 24:Asserting that it was his government’s duty to ensure that all migrants keen to go back home return to their native states safely, Chief Minister Captain Amarinder Singh on Sunday directed the Deputy Commissioners and District Police Chiefs to ensure that no migrant is forced to walk home to any other state in the country, or to remain hungry while in Punjab.

Any migrant found walking on the road should be transported by bus by the police to the nearest place from where he can board a train or bus to his native State, the Chief Minister directed the DCs and the police officials, even as the 300th Special Shramik Train left the state carrying migrants to Uttar Pradesh. Till they leave Punjab, they should be provided food and water, he has further directed the officers.

Urging the migrants not to panic, the Chief Minister assured that the state government would make sure that every single migrant who is keen to return home is assisted by the State, with arrangements for their free travel and food.

Underlining the state’s commitment to “look after every person in distress”, Captain Amarinder described the migrants as “our fellow Indians who contribute to the State and its economy”.

“Punjab is your karma-bhoomi, even if it is not your janam- bhoomi,” said the Chief Minister to the migrants, appealing to them not to try to undertake arduous journey by foot to their native place as the state government is making all necessary arrangements for their travel by trains or buses.

.The Chief Minister disclosed that more than 10 lakh persons have registered on the State portal for outbound movement from Punjab. The state government has undertaken a massive validation exercise of all registered persons by making individual phone calls to re-ascertain whether or not they are keen to return to their native States. “This is being done in view of the fact that, in the past 3-4 days, around two-thirds of the industrial units in the State have commenced operations after the easing of restrictions, following which the number of persons keen to travel out of Punjab has reduced considerably,” he said, terming it a welcome sign.

However, the State Government would continue to ply trains to the concerned States till such time persons evince desire to return home, said Captain Amarinder, adding that the state government has had already paid Rs. 20 crore to Railways for free travel of migrant workers to their respective States following its decision in April-end to provide free travel and food for all the migrant workers keen to return to their respective States.

The Chief Minister shared that the 300th Special Shramik train today departed from Patiala for Uttar Pradesh at 5 PM. By Sunday night, 311 Special Shramik trains carrying more than 3.90 lakh passengers would have been sent from different districts of Punjab to various States of India, including States of southern India and the North-East.

In addition, migrant workers are also being transported free of charge from their homes to the railway stations by government buses across the State. Punjab has also sent State Transport buses to drop migrant workers to districts of western Uttar Pradesh without any charge to the migrants. “Punjab’s officers, both in the State headquarters as well as in the districts, have done a commendable job in facilitating this organised movement of migrants” said the Chief Minister.

At the same time, the state government is also facilitating Punjabis stranded in other states to return to Punjab, including providing financial assistance for travel, wherever necessary. Captain Amarinder, however, expressed the hope that “all State Governments will abide by their responsibility of transporting our persons stranded in other States.” The Chief Minister said he had already written to all concerned Chief Ministers in this regard. Punjab is the motherland of all Punjabis and it is our duty to bring them back to the State, said Captain Amarinder.

Allaying concerns on this count amid fears of Covid-19, Captain Amarinder further said clear protocols are in place for quarantine and testing of such travellers, to check further spread of the virus in the state.

GOVERNANCE REFORMS & PUBLIC GRIEVANCES DEPARTMENT DEVISES TECHNOLOGY SOLUTIONS TO PROVIDE CITIZEN CENTRIC SERVICES DURING LOCKDOWN-VINI MAHAJAN

CHANDIGARH, MAY 24: The Department of Governance Reforms and Public Grievances (DGR&PG) has been proactively engaged in providing technology solutions to the Punjab Government amid unprecedented COVID-19 pandemic.

Disclosing this here today ACS Governance Reforms and Public Grievances Vini Mahajan said that the department developed solutions to manage, share and analyse data as well as to provide seamless essential citizen centric services efficaciously during the lockdown.

The ACS further informed that that the IT team under the supervision of CEO e-governance Ravi Bhagat and Director DGR&PG Parminder Pal Singh had been tasked to build and implement technology solutions to help the State Government in this difficult phase. The entire team worked relentlessly to develop these unique solutions through its dedicated and innovative approach.

The teams managed by General Manager PSeGS Vinesh Gautam, Senior Consultants Jasminder Pal Singh and Manpreet, built and launched the COVA App in March 2020 which has 23 lakh downloads till date, to track the spread of the pandemic, geo tag patients to identify clusters, geo fence quarantined individuals and provide citizen services before any other Government or organization had launch a similar solution. As many as 11 States requested for access to admin logins to the COVA App and Dashboard such that they could use the features of the application to manage services in their respective States as well, said Vini Mahajan.

Pointing out further, the ACS said that over time, this team has onboarded unique features and services to the COVA App that have helped citizens access essential services and medical assistance; enabled district administration enforce lockdown and guidelines; trace contact history of every infected individual; as well as allowed the decision makers at the State level get real time updates of COVID-19 figures from across the 22 districts. Partnering with multiple agencies, start-ups and organizations who were willing to provide pro bono support to the Department, the IT team has implemented several dashboards for data collection and integration including for registration of migrant workers, registration of citizens willing to come back to or leave Punjab among others.

This team has been consistently offering IT support to the Departments of Health and Family Welfare and Medical Education and Research, State COVID-19 Control Room as well as to the Punjab Mandi Board. Having an internal IT team housed in the DGR&PG has proven to be an asset and an invaluable support especially during this time of the unprecedented crisis, she added.

PBTI OFFERS 15 PERCENT DISCOUNT ON TESTING OF AGRI PRODUCTS TO PUNJAB BASED EXPORTERS

CHANDIGARH, MAY 24: With a view to boosting export of agri-products amid COVID-19 restrictions, the Punjab Biotechnology Incubator (PBTI) has approved a flat 15% discount on all product testing facilities in PBTI facility for registered Punjab-based exporters besides introducing special packages to further support the exporter community.

Disclosing this here today an official spokesperson said that the PBTI was providing testing services such as Residue Analysis, Microbial Analysis, Adulterants and Food Additive analysis, which form an important part of the stringent export guidelines of international locations such as European Union. The spokesperson further said that major exports from the State during the lockdown period were rice, honey, milk and milk products to key markets such as European Union, UK and UAE and the relief extended by the Incubator would be immensely beneficial for all agri and food exporters.

The Invest Punjab, investment promotion and facilitation agency of the State has conducted brainstorming sessions with the government departments, industry, exporters and entrepreneurs in the Agri and Food Sector to identify initiatives which can help the Punjab-led businesses to capture most of the growing demand for agri products globally. In one such session, it was also highlighted by the exporter fraternity that some relaxation in testing charges would render exports from the State more viable, he added.

Pertinently, the PBTI is a component of Agri Food Biotechnology Cluster SAS Nagar (Mohali), which provides accredited analytical services, testing facilities, contract research, etc. to farmers, entrepreneurs, startups, and exporters.

It may be recalled that the Invest Punjab is working on the forefront to facilitate the investors and industry operating in the food processing sector in Punjab to ensure smooth international and domestic operations of their essential goods during the curfew and lockdown. PBTI labs have also facilitated the Punjab exporters of essential goods during the lockdown to ensure uninterrupted supply of their goods due to the increased demand from European countries.

HEALTH DEPARTMENT ISSUES ADVISORY FOR BARBER SHOPS IN VIEW OF COVID-19

CHANDIGARH, MAY 24: Health Department on Sunday issued detailed advisory for maintaining of hygiene and sanitization of Barber shops/hair-cut saloons during the COVID-19 pandemic.

Disclosing this here today, a spokesperson of the department stated that the owner of the Barber shop/ Hair-cut saloon would have to ensure that any staff member who has symptoms of COVID-19 (Fever, Dry Cough, breathing difficulty etc) is not engaged at work and stays at home on sick medical advice. Similarly no client having such symptoms should be attended.

All clients should be asked to avail services unaccompanied unless necessary (such as parent/guardian). It should be ensured by the owners that there is no unnecessary crowding Barber shops/Hair cut saloons, the spokesperson added.

Further, cients must use the mask to extent possible while availing services. Owners and staff working in such shops will mandatorily use mask.

All guidelines related to prevention of Covid-19 like frequent hand washing (with soap and water or alcohol based hand sanitizer), maintaining a physical distance of one meter, following respiratory hygiene, keeping a watch over disease symptoms, no spitting in public etc must be complied with during the interpersonal dealing of clients and staff, the advisory stipulates.

In addition, the shop owners should encourage the customers to use the digital payment mode as much as possible. In case cash transaction is used, the shopkeeper, staff and clients shall sanitize their hands immediately before and after cash transaction.

Regarding proper cleaning at shops, indoor areas including service rooms, waiting areas, workstations etc should be cleaned preferably every 2-3 hours. Floors should be cleaned with 1% Sodium Hypochlorite or equivalent commercial disinfectant. Furniture and frequently touched surfaces and articles should be regularly cleaned/sanitized.

Tools (Scissors, razors, combs, styling tools) should be wiped with 1% Sodium Hypochlorite after every use. Robes, towels and related items should be clean and regularly washed robes, towels etc. Should not be reused for multiple clients.

Beautification project of Chamkaur Sahib inaugurated, Rs 47 Crore being spent on development works of City

Chandigarh/Chamkaur Sahib, May 24: The Punjab Government under the leadership of Chief Minister Capt. Amarinder Singh was making special efforts to develop the holy historic city of Sri Chamkaur Sahib as a one of the best tourist destination in the world. The Chief Minister has approved Rs. 47 crore for beautification and theme park under this project.

Disclosing this here today after the inauguration of the beautification project Mr. Charanjit Singh Channi Cabinet Minister Punjab said that Rs 14 Crore would be spent on the beautification project and Rs 33 crore on the theme park.

Briefing further about the project the Minister said that 14 crore beautification project includes façade development at Gurudwara katalgarh Sahib Road, Beautification of canal embankment and pathway along the canal etc.

Mr. Channi thanked Chief Minister for approving the development projects for the historic holy city which would be done by the state tourism department.

The Minister said that Sri Chamkaur Sahib holds a great significance in the Sikh history as elder Sahibzadas of tenth Sikh Guru of Sri Guru Gobind Singh ji were martyred here fighting with the mugals. The Sikhs from all over the world come here to pay obeisance to Baba Ajit Singh Ji and Baba Jujhar Singh ji. Due to its importance, the Punjab Government would leave no stone unturned in beautification of this holy place.

The Minister further said that besides this development works of theme parks are in progress with the cost of Rs 33 Crore. This work is being done by the best designers, engineers, artists, singers with the latest technology from all over the world. ‘All the development works of the holy city would be completed well in time,’ added Channi.
