Chandigarh, November 20: Haryana Chief Minister, Sh Nayab Singh Saini, has announced the film The Sabarmati Report, based on the Godhra train incident, tax-free in Haryana.

The Chief Minister made this announcement after he, along with Union Minister Sh Manohar Lal, watched the film The Sabarmati Report at DT Mall in IT Park, Chandigarh. Several Haryana Ministers and MLAs were also present at the screening.

Sh Nayab Singh Saini said that the film is based on the tragic incident of the Sabarmati Express train in Godhra, Gujarat, on February 27, 2002. He commended the film for shedding light on the truth behind the incident and acknowledged the producer’s sensitive and dignified handling of the subject.

He further said that through this film, the 59 innocent victims-men, women, and children of the Godhra tragedy have been given a platform to express their experiences. The Chief Minister described the film as a heartfelt tribute to these 59 victims, revealing the untold truth of the incident to the nation, a truth that was previously unknown to many.

*Expedite work of under-construction hospitals, Arti Singh Rao tells officials*

*Health Minister holds meeting, directs officials to fill vacant posts in Health Department*

Chandigarh, November 20- Haryana Health Minister Arti Singh Rao directed officials of the Health Department to expedite the work on hospitals under construction in the state so that health services can be provided to the citizens at the earliest. Along with this, she directed that all government and non-government hospitals in the state should ensure to take fire NOC so that any untoward incident can be avoided.

The minister was presiding over a review meeting with officials of the Health Department here today. During the meeting, she directed to expedite the recruitment process for vacant posts in the department.

In the meeting, the Health Minister was informed that work on the building of 50-bed AYUSH hospital in village Mayyer of Hisar is 90 per cent complete. This hospital, being built at a cost of about Rs 10.85 crore, is expected to be completed in the next 8 to 9 months.

Health Minister said OPD was started in the hospital from June 2024, where various types of health services are being provided. The remaining services will be started after the completion of the construction work, and the Inpatient Department (IPD) will also be started. The minister was also informed that necessary infrastructure like firefighting system, medical waste disposal facilities, laundry services, boundary wall, sewage treatment plant (STP) and sewerage system will also be established soon.

The Health Minister said comprehensive health services will be provided under the AYUSH system in this hospital, which will benefit the people of Hisar and surrounding areas.

The meeting was also informed in detail about the 60-bed Government Unani College and Hospital project at Akera, Nuh. It was told that 52 per cent of the work of this hospital, being built at a cost of Rs 45.43 crore, has been completed. The revised time limit for completion of the work has been fixed at about 12 months. The Health Minister directed the concerned officials to expedite the remaining work. She said after the completion of this hospital, the people of Nuh and surrounding areas will get health services based on Unani system.

Apart from this, while reviewing the Homeopathic College and 25-bed hospital project to be built at a cost of Rs 55.85 crore in Chand Pura, Ambala, the Health Minister gave strict instructions that there should not be unnecessary delay in the construction of hospitals. Complete the construction work in a timely manner so that health services can be started in the hospital as soon as possible, she said. About 6,253 patients are expected to benefit in the OPD of this hospital.

Additional Chief Secretary of Health Department Sh. Sudhir Rajpal and Director of AYUSH Department Sh. Anshaj Singh were also present in the meeting.

Yash Garg, Director of the Industries and Commerce Department, Haryana said that the Haryana Government has made significant progress in reducing the average approval time for the NOC required by industries to just 12 days. The state of Haryana is steadily emerging as a model under the "Ease of Doing Business" initiative.

Sh. Garg was chairing a workshop on the rationalization of regulatory compliances and the decriminalization of criminal provisions under "Ease of Doing Business" here today.

Dr. Jivisha Joshi Gangopadhyay, Deputy Secretary, DPIIT, Government of India, and Sh Rajesh Aggarwal, Additional Director, Industries and Commerce Department, Haryana, along with other officers, were present at the event. Representatives from 34 departments of Haryana participated in the workshop, emphasizing the importance of ease of doing business and fostering a conducive environment for industries in the state.

The event commenced with the welcome remarks by Sh. Yash Garg who highlighted the state's proactive role in promoting industries, particularly heavy industries, which are vital in generating employment and revenue for the state. He said that Haryana has made significant strides in reducing the average clearance time for industries to just 12 days and was recognized as a top achiever in the BRAP by DPIIT. He stressed the importance of collaborative efforts across all departments to create a business ecosystem conducive to attracting and sustaining industries. He further pointed out that a stable and predictable environment is crucial for fostering entrepreneurship, noting the high economic cost that regulatory burdens can impose. Chandigarh, November 20 — The Haryana Government has notified the ‘Haryana Good Governance Award Scheme 2024’ (Haryana Sushaasan Puraskaar Yojana 2024). The scheme aims to promote excellence in governance by recognizing and rewarding employees whose innovative practices and exceptional efforts contribute to improved governance across the state.

The notification to this effect was issued by Chief Secretary Sh. Vivek Joshi today, applicable to all employees across government departments, boards, corporations and public sector undertakings in the state.

The notification further states that under the scheme, the State Government has outlined specific rewards to recognize exceptional efforts in promoting good governance across the state. The awards at the state level have been categorized to include both Flagship Scheme Awards and State-Level Awards for teams demonstrating outstanding performance and innovation.

The State-Level Flagship Scheme Awards will honour teams involved in flagship projects that bring significant improvements in governance. These awards include a trophy and an appreciation certificate signed by the Chief Secretary of Haryana, which will be added to the service record of each awarded employee through the respective Administrative Secretary. Additionally, a cash reward of Rs. 51,000 will be provided per flagship scheme. The cash reward will be equally distributed among all team members, regardless of their individual ranks or positions, ensuring fair recognition for each contributor within the team.

Alongside the flagship scheme awards, State-Level Awards will be conferred on teams achieving high performance in various governance initiatives. These awards include a trophy and a certificate of appreciation, placed in the service records of the recipients. Cash rewards for the state-level awards are structured across three categories, with Rs. 51,000 for the first prize, Rs. 31,000 for the second prize and Rs. 21,000 for the third prize. As with the flagship scheme awards, the cash rewards will be divided equally among the winning team members, fostering a spirit of teamwork and collective achievement.

At the district level, the scheme introduces the District-Level Awards, which will be presented by the Deputy Commissioner of each district. Each district will recognize teams in three categories, with cash rewards set at Rs. 31,000 for first place, Rs. 21,000 for second place and Rs. 11,000 for third place. Each awarded team will also receive a trophy and an appreciation certificate signed by the Divisional Commissioner of the respective district.

A maximum of six awards will be granted under the State-Level Flagship Scheme Awards category, acknowledging exceptional performance in key state initiatives. Additionally, the State-Level Awards will include six honours, with three awards for individual state-level performances—one each for 1st, 2nd, and 3rd positions—and three awards designated for the top three performing districts, as ranked by the parameters provided in the guidelines. At the district level, each district will be eligible for three awards, acknowledging the top three positions for governance initiatives.
The areas of evaluation for these awards cover a wide range of public service domains, including Economic category- key performance indicators include the ease of doing business, the growth of industries and MSME establishments, agricultural advancements such as food grain and horticultural production, and environmental considerations like forest cover changes and the implementation of climate action plans. Economic governance metrics, including Gross State Domestic Product (GSDP) growth, per capita income, fiscal health, and state revenue generation, are also critical factors in the evaluation process.

In the Infrastructure category, the scheme assesses the availability of essential public utilities, including potable water, electricity, and sanitation. The success of initiatives such as the Jal Jeevan Mission (JJM), Open Defecation Free (ODF) villages and towns, and the accessibility of 24x7 power supply are key focus areas. Additionally, the scheme evaluates improvements in rural connectivity and energy availability to meet growing demands.

The social sector evaluation covers a wide range of indicators related to human resource development, including the quality of education, gender parity in school enrolment, and skill training initiatives. It also emphasizes social welfare, such as health insurance coverage, unemployment rates, and housing for all. Special attention is given to the empowerment of women, SCs, STs, OBCs, and minorities, along with the disposal of cases related to atrocities against SC/ST communities. Further, it evaluates citizen-centric governance initiatives, such as the digitization of services and the efficiency of the judiciary in disposing of cases, including those related to consumer rights.

The notification further outlines the procedure for employees to apply for the awards. Employees are required to submit their online applications via the portal at haryanagoodgovernanceawards.haryana.gov.in or manually to the ‘Empowered Committee’ or the ‘District-Level Empowered Committee’. Additionally, employees may submit an advance copy of their success story through the portal or by regular mail. The deadline for submission of applications to both the ‘Empowered Committee’ and ‘District Level Empowered Committee’ is set for 5th December 2024. The final recommendations for the awards, including State-Level Flagship Schemes (by the Government), State-Level Awards (by the Empowered Committee), and District-Level Awards (by the District Level Empowered Committee), will be finalized, preferably by 10th December, 2024.

The Empowered Committee for State-Level Awards and the District Level Empowered Committee for District-Level Awards will be responsible for shortlisting candidates for up to three times the number of awards to be given. The competent authority for the approval of awards will be the Government of Haryana for State-Level Flagship Schemes and State-Level Awards, while the Deputy Commissioner of the concerned district will approve the awards for District-Level categories.

Notably, the Good Governance Day is celebrated every year on 25th December on the birth anniversary of former Prime Minister Sh. Atal Bihari Vajpayee.

*Haryana Health Minister inaugurates workshop to strengthen healthcare workforce in fight against Multi-Drug Resistant Tuberculosis (MDR TB)*

Chandigarh, Nov 20 – Haryana Health and Family Welfare Minister, Ms. Arti Singh Rao today inaugurated an important workshop aimed at training healthcare professionals on the new management protocols for Multi-Drug Resistant Tuberculosis (MDR TB).

This workshop is a vital step in strengthening the state’s efforts to combat MDR TB, ensuring that healthcare providers are equipped with the latest treatment guidelines and advancements in patient care. Chandigarh, Nov 20 – The growing awareness about the benefits of earthen pots has led to a surge in their popularity. These pots not only contribute to better health but also help reconnect people with their rich heritage.

This trend is evident at the Haryana Pavilion of the International Trade Fair in Delhi, where crowds are flocking to the stall featuring earthen pots made by Dayaram, a resident of Mohana, Faridabad, and by Dharmavati and Nisha from Faridabad. For the past 33 years, Dayaram has been crafting earthen pots with the goal of promoting pure cooking, eating, and drinking. In addition to Dayaram’s stall, two other stalls in the Haryana Pavilion also feature earthenware products. Items like handi, kadhai, balls, kulhads, glasses, and earthen pans for cooking dal, vegetables, and other dishes are selling well.

The 43rd Indian International Trade Fair is being held from November 14 to 27 at Bharat Mandapam in New Delhi. The Haryana Pavilion showcases 36 stalls, highlighting the state’s small and cottage industries.

*Live Pottery Making on Display*

At Dharmavati’s stall in the Haryana Pavilion, visitors can watch live pottery-making demonstrations. Dharmavati spends the day shaping pottery, with a focus on crafting glasses and kulhars. Many visitors, particularly women, take selfies with Dharmavati while she works.

*International Recognition from the Fair*

Dharmavati shared that for several years, she has been participating in the International Trade Fair. As a result, not only her business flourished, but she has also gained international recognition. She mentioned that her family has been making pottery for over three decades, and her participation in events like Surajkund and the International Trade Fair has led to increased orders. The exposure from these fairs has improved her financial situation and helped her business grow, with many customers now placing orders over the phone.

*Transforming Clay into Art with Skilled Hands*

Dayaram, from Mohana, Faridabad, crafts clay utensils with a modern touch, especially clay cookers, which have become popular among housewives. He describes pottery as an art form, passed down through generations. Each piece is made to order, and Dayaram notes that the demand for clay utensils has increased due to a shift in people’s attitudes toward healthier cooking.

*Learning the Craft and Finding a Livelihood*

Nisha shared that a few years ago, the sale of clay utensils was low, but as people have become more health-conscious, the demand has risen. Nisha learned pottery-making after joining her in-laws’ family, who have been in the pottery business for generations. Today, she runs her own stall at the International Trade Fair. Nisha believes that food cooked in clay pots retains its nutritional value, and although it may take longer to cook, the results are always better.

*HSFDC provides Rs.410.46 lakh financial assistance- Krishan Kumar Bedi*

Chandigarh, November 20- Haryana Scheduled Castes Finance and Development Corporation (HSFDC) has provided financial assistance of Rs.410.46 lakh, including a subsidy of Rs.36.62 lakh, to 502 beneficiaries under various schemes during the current financial year, till October 2024.

Sharing information in this regard Social Justice, Empowerment, SCs and BCs Welfare and Antyodaya (SEWA) Minister, Sh. Krishan Kumar Bedi said that the corporation provides loans to people belonging to scheduled castes under various categories including agriculture, allied sector, industrial sector and trade and business sector, to enable them to establish their own business and self employment ventures. Financial assistance is also being provided to them under the schemes implemented with the support of the National Scheduled Castes Finance and Development Corporation (NSFDC) .

He said that under the agriculture and allied sectors, loans of Rs.214.24 lakh have been provided to 268 beneficiaries for dairy farming, sheep rearing, pig rearing and Jhota-Buggi. Out of this,199.21 lakh has been disbursed as bank loans and Rs.15.03 lakh as subsidies. Under the industrial sector schemes, 41 beneficiaries have been provided with an amount of Rs. 14.60 lakh, out of which Rs.9.16 lakh has been disbursed as bank loans, Rs. 3.98 lakh as subsidies, and Rs.1.46 as margin money.

Similarly, under the Trade and Business sector, 166 beneficiaries have been provided with an amount of Rs. 161.62 lakh, out of which Rs.128.94 lakh has been disbursed as bank loans, and Rs.16.51 as subsidies, and Rs.16.17 lakh as margin money.

Sh. Bedi stated that under the schemes implemented with the support of the National Safai Karamcharis Finance and Development Corporation(NSKFDC), a total of Rs.18 lakh has been provided to 18 beneficiaries during this period. This includes a direct loan share of Rs.14. 90 lakh from the NSFDC and a direct loan share of Rs. 2 lakh from the HSFDC .
