Chandigarh, April 30- Haryana Chief Minister, Sh. Nayab Singh Saini said reverence for cows is the essence of Indian culture. He said that cow rearing and service have been vital to the prosperity of rural life. Our sages had declared thousands of years ago that the welfare of humanity is possible only through the protection of cows. Today, as the world grapples with global warming, health issues, and the erosion of moral values, there is a need to return to our traditions and the first step on that journey is Gau Seva, said Sh. Nayab Singh Saini while addressing the gathering as the chief guest during the annual function organized on the auspicious occasion of Akshaya Tritiya by Gau Seva Dham Hospital in Hodal.
During his visit, the Chief Minister inaugurated a new tin shed at Gau Seva Dham and also toured the entire complex.
Addressing the gathering, Sh. Nayab Singh Saini said Akshaya Tritiya is a sacred day whose virtue never diminishes, likewise, the virtue of serving cows is eternal and limitless. In Sanatan Dharma, the cow is revered as a mother and not only holds religious significance but also plays a crucial role socially, economically, and health-wise in our lives, he said.
The Chief Minister said that the Akshaya Tritiya is a celebration of the great traditions of Sanatan Dharma and symbolizes the spirit of universal welfare.
Appreciating the World Sankirtan Tour Trust, Sh. Nayab Singh Saini said the Trust is doing commendable work in ‘Gau and Manav Seva’, turning Gau Seva into a vibrant movement. He said Gau Seva Dham has become a pilgrimage of service, where animals are treated and cared for with modern facilities.
On this occasion, Sh. Nayab singh Saini announced a grant of Rs 21 lakh and assured that the demands submitted by Gau Seva Dham Hospital would be fulfilled through departmental procedures.

The Chief Minister highlighted that the state has made significant efforts in ‘Gau Seva’ in the past ten years. He said that in 2015, the government implemented the Haryana Gauvansh Sanrakshan and Gausamvardhan Act, a strict law to protect cows. The act has provisions for up to 10 years of imprisonment for cow slaughter and up to 7 years for cow smuggling.
He further shared that in the current financial year's budget, Rs 595 crore has been allocated for the Gaushalas. In 2014, there were only 215 registered Gaushalas in Haryana housing 1.74 lakh cattle. Today, there are 683 registered Gaushalas for 4 lakh stray cattle. Over the last 10 years, the government has provided Rs 270 crore as fodder grants to registered Gaushalas. In the last financial year, Rs 166 crore was given to 608 Gaushalas for fodder.
Gau-Charan land dedicated to Cow Welfare
The Chief Minister informed that to ensure no cow remains destitute, the government has established three Gau Abhyarans (cow sanctuaries) in village Nain (Panipat), village Dhandhoor (Hisar), and in Panchkula. These have arrangements for sheds, water, and fodder, and currently house about 6,500 stray cattle. He said that Rs 35 crore was granted for building around 400 sheds and fodder warehouses, and Gau-Charan land from Panchayats is also being allocated to gaushalas.
Biogas Promotion accelerated Under GOBARdhan Yojana
The Chief Minister said that under the leadership of Prime Minister, Sh. Narendra Modi, the GOBARdhan Yojana was launched to promote biogas. Any Gaushalas in Haryana willing to install a biogas plant can now receive financial assistance through the Gau Sewa Ayog. Recently, the Prime Minister laid the foundation stone of such a plant in Yamunanagar at a cost of Rs 90 crore.
He added that solar energy plants have been installed in 331 gaushalas across the state, and 90 percent subsidies are being provided to install solar plants in the remaining 344 Gaushalas.
State Government Committed to Cow Welfare and Protection- Gaurav Gautam
Minister of State for Sports and Youth Empowerment, Sh. Gaurav Gautam, said that cows are revered as divine. Under the leadership of Devi Chitralekha, Gau Seva Dham Hospital has been selflessly serving injured, elderly, and sick cattle for the past 12 years. He said that the state government continues to devise and implement plans for cow welfare and protection, and these efforts will persist in the future.

‘Aahaar Mitra’ app to be launched on Thursday
App launched by Haryana Labour Department will help to connect workers with Atal-Shramik-Kisan Canteens across Haryana
Chandigarh, April 30 – To promote transparency and public participation, the Haryana Labour Department will launch a mobile application named ‘Aahaar Mitra’ on May 1, 2025. This app will help users locate the nearest Atal-Shramik-Kisan Canteen and check service availability, get information about schemes, and give feedback. The aim is to make it easier for workers - farmers and labourers to get nutritious food at an affordable price.
Sharing information in this regard an official spokesperson said that the app will connect workers across the state with all Atal-Shramik-Kisan Canteens, which will make food distribution easy and convenient for the workers. To support the system, AI-enabled face biometric systems are being installed in these canteens to accurately track the number of beneficiaries. The Labour Department is also providing UPI-based digital payment in the canteens to ensure fast, cashless, and transparent transactions.
The spokesperson said that the Haryana Labour Department will act as the nodal agency for implementation, grant, and monitoring this initiative.
Notably, the Haryana government is operating 196 Atal-Shramik-Kisan Canteens across the state, providing nutritious meals to workers, farmers and daily wage earners at concessional rates. The ‘Aahaar Mitra’ app will be available on Android devices, and an iOS version will be launched soon.
The spokesperson further said that clean, balanced, and nutritious meals are served in these canteens for just Rs.10. This initiative is being run with the support of HSIIDC, the Haryana State Agricultural Marketing Board (HSAMB), and local Panchayats, while its overall management is being handled by the Labour Department. Chief Minister, Sh. Nayab Singh Saini has announced that the number of canteens will be increased to 200 by August 2025 and further expanded to 600 over the next two years.

Environment, Forest and Wildlife Minister holds meeting with senior officials at Haryana Civil Secretariat
Chandigarh, April 30 - Haryana Environment, Forest and Wildlife Minister Rao Narbir Singh today held a review meeting with senior officials of the department regarding the plantation works proposed during 2025-26. The Cabinet Minister discussed in detail the plantation activities of the current financial year and other related topics and gave necessary instructions. He said instead of planting maximum saplings, attention should be paid to saving, irrigating and nurturing plants and trees.
The Cabinet Minister directed the officials to prepare a proposal to create land banks by purchasing land at collector rate from the panchayats of the state which have more than 100 acres of land. He said it is important to pay attention to the nutrition and health of the plants in the nurseries of the state so that in future they become a fruit-flowering-leafy plant or tree.
Discussing the issue of water conservation, the Cabinet Minister said attention should be paid to Shivaliks, Aravallis and other such areas where small dams can be built at low cost. He said in every district of the state, such areas of 5 to 100 acres should be identified which can be developed as oxy-van areas. Such areas should be developed and trees like Peepal, Neem and Banyan should be planted. He directed the officials to prepare a proposal to create one urban and one rural oxy-van in every district.
He also took information about the activities to be carried out under the Compensatory Afforestation Fund Management and Planning Authority (CAMPA). Additional Chief Secretary of Environment, Forest and Wildlife Department, Sh. Anand Mohan Sharan, Principal Chief Conservator of Forests (PCCF) Sh. Vineet Garg, APCCF Atul Sirsikar and senior officers of the department were present in the meeting.

Deputy Director General and State Informatics Officer Deepak Bansal retires
Chandigarh, April 30 - Sh. Deepak Bansal, appointed as Deputy Director General and State Informatics Officer in the Haryana State Centre of National Informatics Centre, retired today after a service of about 37 years.
A farewell ceremony was organized to mark his retirement in which the officers praised his service.
On this occasion, Sh. Deepak Bansal shared memories of his job journey in NIC and told that after passing MCA from Kurukshetra University, he joined NIC on 7th October, 1988 as a "System Analyst".
He told that his first big success came when all the treasuries were computerized. Once we proved our capabilities, NIC started getting a lot of respect within the administration and our role increased significantly.
Sh. Deepak Bansal informed that later his job was transferred to “Haryana State Centre” of National Informatics Centre, where he was assigned Haryana Warehousing Project.
He further informed that thereafter he started imparting training to Private Secretaries and Personal Assistants. This step made a significant contribution towards skill development and capacity building. In the year 2005, he conceived the e-Disha project, which became a model for service delivery across the country. Parallel to this he also got involved in Budget Preparation for the Finance Department, which laid the foundation for developing a state of the art, end-to-end Integrated Financial Management System (IFMS) for Haryana. This system not only received appreciation, but was also successfully implemented in parts of Punjab and Tripura.
Sh. Bansal informed that in the year 2016, on the request of Chief Minister’s Office, “ServicePlus” started to be implemented under the brand name “Saral”. It was a project that changed the paradigm of service delivery in unimaginable ways. Today, Saral is providing more than 550 services across various departments and monitoring more than 850 services.
He was also awarded the prestigious "National e-Governance Award (Gold)" and "Digital India Award" for this transformational initiative.
He informed that on 1st May, 2017, he was designated as State Informatics Officer (SIO). He informed that during the challenging times of COVID-19 pandemic he led the creation of "38 critical applications" including "NIC-Meet" which aimed to provide timely relief in terms of cash, food, medicines and industrial operations and permissions.
Sh. Deepak Bansal expressed his pride in being a part of the "Core Committee" of the concept of "Parivar Pehchan Patra" and said that it is a unique initiative of a "family-based database".
Expressing satisfaction over his tenure, he said that he is extremely proud to have contributed to the development of digital governance in India.
He thanked the Haryana Government for guiding and supporting him from time to time.

Ashima Brar appointed in-charge of Gurugram, PC Meena of Nuh district
Chandigarh, April 30- The Haryana Government has appointed Commissioner and Secretary of Cooperation Department and Managing Director of Haryana Vidyut Prasaran Nigam Limited, Smt. Ashima Brar as the in-charge of Gurugram, and Rohtak Divisional Commissioner Sh. Phool Chand Meena as the in-charge of Nuh district in addition to their present responsibilities.
According to an order issued by Chief Secretary Sh. Anurag Rastogi, both these officers will review vigilance cases in respect of projects costing Rs 25 crore and above, incidents of crime and heinous crime, and approval under Section 17A and 19 of the Prevention of Corruption Act, 1988. They will also review the effectiveness and functioning of the service delivery system as per the provisions of the Right to Service Act, parameters of functioning of health, education and social sectors, obstacles faced by DETC in relation to taxes, GST etc.
Apart from this, they will also interact with MLAs and other public representatives in the presence of Deputy Commissioner and Superintendent of Police. They will also visit one of the important sites related to the health and education departments.

Arti Singh Rao listens to problems of people in Rewari, directs immediate resolution
Chandigarh, April 30 - Haryana Health and Family Welfare Minister Arti Singh Rao heard the problems of the general public regarding power cuts, shortage of drinking water supply and cleaning of drains in villages in view of the summer season and directed the officials to resolve them immediately.
The minister heard the problems of the people under the Jan Sunwai programme at her camp office in Rewari today.
Taking all the complaints of the common people seriously, she gave strict instructions to officials of the concerned departments to take necessary steps immediately. Showing promptness, the officials started the process of resolving many problems on the spot.
During this, a delegation of Koriawas Gram Panchayat also met the Health Minister and submitted a memorandum demanding to name the medical college under construction in Koriawas after the great freedom fighter Rao Tularam. The panchayat representatives said that Rao Tularam has made an important contribution to the history of this region and naming the college after him would be a befitting honour to his sacrifice.
The Health Minister assured the delegation that their demand would be presented before the state government in the proper form and the matter would be considered positively.

Single-Use plastic must be completely banned in Gurugram: Rao Narbir Singh
Instructions given to Haryana State Pollution Control Board Officials
Chandigarh, April 30: Haryana Environment Minister, Rao Narbir Singh, has directed the officers to enforce a complete ban on "single-use plastic" in Gurugram. He called for a special campaign in key markets, emphasizing that any unauthorized use of this plastic should be penalized in accordance with the rules.
Rao Narbir Singh was presiding over a meeting with officers from the Haryana State Pollution Control Board (HPCSB) here today.
He mentioned that Gurugram is regarded as the economic capital of Haryana, hosting offices of numerous prominent companies and attracting top officials, both from within the country and abroad. Given this, maintaining a pollution-free environment in Gurugram is a key priority. While "single-use plastic" is officially banned in Haryana, he noted that due to a lack of awareness, it continues to be used illegally by many shopkeepers, malls, hotels, dhabas, and other establishments. He pointed out that plastic carry bags made from single-use plastic are often not properly disposed of, contributing significantly to pollution. This form of pollution, he stressed, is particularly harmful.
The Minister directed the officials to launch an aggressive campaign against single-use plastic in Gurugram and enforce a strict ban.
The meeting was attended by the Additional Chief Secretary of the Environment Department, Sh Anand Mohan Sharan, along with other senior officers.

ECI strengthens field readiness with 2-day training for electoral officers at IIIDEM
Chandigarh, April 30- Chief Election Commissioner (CEC) of India Sh. Gyanesh Kumar inaugurated a two-day capacity-building training programme for Electoral Registration Officers (EROs) and Booth Level Officers (BLOs) from Bihar, and EROs and BLO Supervisors from Haryana, NCT of Delhi, and Uttar Pradesh at the India International Institute of Democracy and Election Management (IIIDEM), New Delhi today.
The training programme is part of the Election Commission of India's ongoing preparations for the upcoming General Elections to the Legislative Assemblies. A total of 369 grassroots election officials are taking part in this mixed-batch training programme.
In his inaugural address CEC Sh. Gyanesh Kumar said that the BLOs and EROs along with the Booth Level Agents (BLAs) are responsible for ensuring correct and updated electoral rolls and they are to function strictly as per the Representation of People Act 1950, Registration of Electors Rules 1960 and instructions issued by the ECI from time to time. Earlier this month, around 280 BLAs from Bihar of 10 recognised political parties were also trained at IIDEM.
The training is designed to enhance participants' practical understanding especially in the areas of voter registration, form handling, and field-level implementation of electoral procedures. The officials will also be provided technical demonstrations and training of EVMs and VVPATs. The participants were also familiarised with the provisions of first and second appeals against the final electoral rolls as published with the DM/District Collector/Executive Magistrate under section 24(a) of RP Act 1950 and Chief Electoral Officer (CEO) of the State/UT under section 24(b) respectively. It may be recalled that no appeals were filed from Bihar, Haryana, Uttar Pradesh and NCT of Delhi after the completion of the Special Summary Revision (SSR) exercise as of 6th-10th of January 2025.
The curriculum includes interactive sessions, role plays simulating house-to-house surveys, case studies, and hands-on exercises for filling Forms 6, 6A, 7, and 8. Additionally, participants will receive practical training on the Voter Helpline App (VHA) and the BLO App.
Sessions are being conducted by experienced National Level Master Trainers (NLMTs) and expert Resource Persons from the IT and EVM Divisions of the Commission. The sessions are interactive and will address common field-level errors and how to avoid them.

Foolproof arrangements in place as Haryana gears up to conduct NEET (UG)-2025
Over 60,000 students to appear for exam across 162 centres in state
Chandigarh, April 30 - Haryana is fully prepared to ensure the smooth and fair conduct of the NEET (UG) examination, scheduled for May 4, 2025. A total of 162 examination centres have been established across the state, with 60,687 students registered to appear.
Haryana Chief Secretary Sh. Anurag Rastogi chaired a high-level meeting today to review the state’s preparedness for the examination. The meeting was attended by Director General of Police Sh. Shatrujeet Kapur, Director, Higher Education, Sh. Rahul Hooda, while Additional Chief Secretary, Higher Education, Sh. Vineet Garg, all Deputy Commissioners, Superintendents of Police, the Director of Higher Education, representatives from the National Testing Agency (NTA), and senior officials from the Education Department joined in via videoconferencing.
Emphasis on Coordination and Security
The Chief Secretary underscored the need for seamless coordination between the civil administration and the NTA to ensure a professional, transparent, and incident-free examination process. He directed all Deputy Commissioners to work in close coordination with the NTA’s City Coordinators to finalize logistical arrangements and ensure the availability of all essential amenities at examination centres. Officers were instructed to conduct on-site visits of the designated centres to assess preparedness and address any gaps well in advance.
The Chief Secretary directed the concerned Deputy Commissioners to ensure foolproof arrangements at the examination centres - right from the transportation of examination material to the conclusion of the exam. He said any laxity in the entire process will be dealt with strictly and responsibility will be fixed at the highest levels in the district administration.
He also interacted with the DCs and reviewed the preparations in each district. The DCs assured that all arrangements are in place and no malpractice of any kind will be allowed at the examination centres. The Chief Secretary said the officials must maintain a complete logbook of the strongrooms till the examination process is over.
Sufficient Police Deployment and Traffic Management
DGP Shatrujeet Kapur directed all Deputy Commissioners and Superintendents of Police to deploy sufficient police personnel in and around examination centres. He said a two-layer security shall be in place at every exam centre and emphasized the need for effective traffic regulation to prevent congestion and facilitate timely arrival of candidates at their respective centres.
District-Wise Candidates and Centre Details
According to official data, Gurugram will host the highest number of candidates, with 6,672 students appearing at 18 centres. This is followed by Hisar with 6,332 candidates at 15 centres, and Faridabad with 6,192 students across 17 centres. In Rohtak, 5,184 students will appear at 15 centres, while Rewari will see 3,840 students across 12 centres.
Bhiwani will accommodate 3,672 students at 7 centres, and Mahendragarh will host 3,392 candidates in 8 centres. Mewat (Nuh) will have 1329 students in 4 centres, Kaithal will see 1634 students at 4 centres, and Karnal will host 2,496 students in 7 centres. Jind will have 2594 candidates in 5 centres, Sonipat will see 2,437 students across 6 centres, and Panipat will accommodate 2,430 students in 7 centres.
In Ambala, 2,344 students will appear in 5 centres, while Sirsa will have 2,038 students across 5 centres. Jhajjar will host 1,968 candidates in 6 centres, Kurukshetra will have 1,811 students in 7 centres, Palwal will accommodate 2736 students in 9 centres, and Yamunanagar will see 1,586 candidates across 5 centres.

Common Eligibility Test likely in May-end: HSSC Chairman Himmat Singh
Chandigarh, April 30 – Haryana Staff Selection Commission (HSSC) Chairman Sh. Himmat Singh today informed that the Common Eligibility Test (CET) in Haryana is proposed to be held in the last week of May.
He informed that a large number of candidates are likely to appear in this examination to be conducted for Group-C and Group-D posts. Keeping this in mind, arrangements are being made on a large scale to ensure fairness and transparency of the examination. The Chairman informed that the process of one-time registration for the examination will be started soon. A portal is being prepared for this, so that the candidates do not face any inconvenience during registration.
Candidates have been requested to register and deposit the fee in time, which is mandatory to take the examination. Sh. Himmat Singh also said that the candidates should keep their educational certificates, identity cards etc. ready in time or get new documents made as per the requirement, so that there is no problem in future. He clarified that Haryana Staff Selection Commission is working with full seriousness so that the Common Eligibility Test can be conducted in a fair, transparent and systematic manner.
