Haryana & Canada explore partnership in energy, mining and technical sectors

Chandigarh, December 2 — Under the leadership of Haryana Chief Minister Sh. Nayab Singh Saini, the State Government is continuously striving to establish Haryana as a global hub in the field of education. In continuation of these efforts, Canada’s High Commissioner to India, Christopher Cooter, paid a courtesy call on Chief Minister Sh. Nayab Singh Saini at his residence, Sant Kabir Kutir, on Tuesday.

On this occasion, Canada offered cooperation with Haryana in areas such as education, investment and technical collaboration. The discussions also included Canada’s proposal to open a university in Haryana.

During the meeting, it was discussed that investment processes between Haryana and Canada would be facilitated through a Fast-Track System. This system will enable the simplification of approval procedures, better coordination among departments and the provision of all necessary services. In addition, considering Haryana’s rapid economic growth, strong industrial base and investor-friendly policies, Canada expressed interest in further strengthening its economic and strategic engagement with the State.

This initiative between Haryana and Canada will open new avenues of investment in the State, accelerate job creation and strengthen global partnerships. The Government aims to establish Haryana as the most reliable global investment destination in North India.

During the meeting, Christopher Cooter also held detailed discussions with the Chief Minister on possibilities related to waste-to-energy projects, power generation and increasing the participation of Haryana’s youth in Canada’s mining sector.

They also deliberated on a comprehensive roadmap to attract Canadian investors to Haryana, so that bilateral commercial relations between both sides become even stronger and more result-oriented.

Chief Minister Sh. Nayab Singh Saini said the Haryana Government is committed to providing global opportunities to the youth and taking the State towards new dimensions of development. Youth are being provided with skill training as per industry requirements, and extensive efforts are also being made to facilitate employment opportunities for them abroad.

He added that the State Government has set a target to grow Haryana’s economy to 1 trillion dollars by the year 2047, with major contributions expected from sectors like education, energy and artificial intelligence.

He further said that to make Haryana a preferred destination for global investors, the State Government has prioritised Ease of Doing Business. For this purpose, a separate Department of Foreign Cooperation has been established, which continuously coordinates with ambassadors, investors and other representatives to promote mutual cooperation.

The High Commissioner assured the Chief Minister that in the coming times, this partnership between Haryana and Canada would progress in a multi-dimensional manner and its benefits would directly reach the people and youth of the State.

*Employees of Boards, Corporations, Companies and Cooperative Institutions in Haryana Now Entitled to Death-cum-Retirement Gratuity*

Chandigarh, December 2 — The employees of Haryana Boards, Corporations, Companies and Cooperative Institutions who joined service on or after January 1, 2006 and fall under the New Defined Contributory Pension Scheme (NPS) will now be extended the benefit of Death-cum-Retirement Gratuity.

A letter in this regard has been issued by Chief Secretary Mr Anurag Rastogi, who also holds the charge of Additional Chief Secretary, Finance Department, to the Managing Directors, Chief Administrators and Chief Executive Officers of all Boards, Corporations, Companies and Cooperative Institutions in the state.

Referring to the Finance Department’s communication dated January 19, 2017, the letter states that employees of the State Government covered under NPS shall be eligible to receive Retirement Gratuity and Death Gratuity in the same manner as provided to employees under CSR Volume-2.

They have been directed to sanction Retirement/Death Gratuity only after thorough scrutiny and verification of cases. It has also been clarified that the additional financial liability arising from these benefits will be borne by the concerned Board or Corporation from its own resources.

*Meeting of “Special Task Force” held to monitor Sex Ratio*

*Strict directions issued to keep close watch on Illegal MTP and PNDT cases*

Chandigarh, December 2 – Haryana Health Department Secretary and Mission Director, National Health Mission, Haryana, Sh. Rippudaman Singh Dhillon, has directed all Civil Surgeons in the state to conduct increased raids in cases of illegal Medical Termination of Pregnancy (MTP) and Pre-Conception and Pre-Natal Diagnostic Techniques (PNDT) violations, and to take strict action against the offenders.

Sh. Rippudaman Singh Dhillon was presiding over the meeting of the Special Task Force constituted to monitor the sex ratio in the state here today. It was informed in the meeting that this time the sex ratio of girls in the state has reached 915. Director General, Health Services Dr. Kuldeep Singh, Dr. Virender Yadav, along with other senior officers, were present at the meeting.

Sh. Rippudaman Singh Dhillon directed the Civil Surgeons, Nodal Officers, and Police Department officers of districts lagging behind in sex ratio to keep a close watch on illegal MTP and PNDT cases within their respective jurisdictions. He emphasized that if anyone is found guilty, strict action must be taken against them.

He also said that while filing FIRs, all aspects should be taken into consideration so that the accused does not get acquitted due to lack of evidence. He further said that in cases where it appears that the accused has been acquitted by the lower court due to inadequate representation, the case must be appealed in the higher court. He sought details of court cases from the past three years to determine whether challans are being filed on time or not.

Sh. Rippudaman Singh Dhillon said that following the Prime Minister, Sh. Narendra Modi’s call for “Beti Bachao, Beti Padhao,” the state government is committed to eliminating female foeticide completely to achieve a balanced sex ratio. He directed that in districts where no raids have been conducted in the past 4–5 months for checking illegal MTP and PNDT cases, concerned officers must intensify their efforts to achieve the target sex ratio.

Expressing displeasure over improper birth registration of newborns during special camps held in slum areas of several districts, he directed officers to spread awareness in areas where frontline workers reside and ensure proper birth registration of their children.

*Haryana RTS Commission orders HSVP to give compensation of Rs. 5,000 to Complainant*

Chandigarh, December 2 – The Haryana Right to Service (RTS) Commission has issued an important order in a pending case related to the Haryana Shehri Vikas Pradhikaran (HSVP), stating that despite clear directions from the court, excessive delay was caused in resolving the matter. This resulted in unnecessary harassment for the complainant. Terming the delay as “unjustified” and “without cause,” the Commission made serious observations regarding the conduct of the officers involved. The Commission has directed HSVP to investigate the faulty and negligent behavior related to the case and recover the amount from the responsible officers, while ensuring compensation of Rs 5,000 to the complainant.

Sharing more details in this reheard spokesperson of the Commission stated that in this case, pending since 2018, the complainant had to repeatedly visit the HSVP office for nearly five years to get the court’s decree implemented due to faulty document updates, unnecessary formalities regarding biometric attendance, and official apathy. The Commission also clarified that HSVP’s justification that it was not a party to the court decree was unacceptable, as it is inherently responsible for implementing court orders.

The Commission further noted that even after the court’s decree was registered in 2023, the required system updates were not carried out on time. After reviewing the matter, the Commission observed that the court’s order was clearly in favor of the complainant, and despite the issuance of a public notice and no objections being raised by any legal heirs, the officers failed to respond with the necessary promptness.

The Commission has requested the complainant to provide bank details so that the compensation amount can be sent on time. Additionally, the CA–HSVP has been directed to submit a compliance report to the Commission by December 22, 2025.

Maintaining public trust is the collective responsibility of elected representatives

The Chief Minister said that India is the world’s largest and most vibrant democracy. Its real strength lies not merely in elections, but in the trust that people place in their elected representatives. When an ordinary citizen casts a vote, they entrust their dreams, hopes, and expectations to their representative. Therefore, maintaining public trust is our collective responsibility, he said.

Sh. Nayab Singh Saini said that the soul of democracy resides in our legislatures. Parliament and State Assemblies are the institutions where laws are enacted, policies formulated, and executive accountability ensured. Every discussion, debate, and decision taken in the House directly impacts the lives of citizens. Hence, it is our duty to remain present in the House, to engage in study and research, to understand public sentiments, and to participate in meaningful and constructive debates, he said.

Government and Opposition share equal responsibility to keep public interest paramount

The Chief Minister said that the strength of any democracy depends on its culture of dialogue. Differences of opinion are a natural and essential part of democracy, but both the Government and the Opposition share equal responsibility to place public interest above all and to carry forward the tradition of thoughtful deliberation that defines the Haryana Vidhan Sabha, he said.

Sh. Nayab Singh Saini said that meetings of the House and its committees, study of Bills, and analysis of policies reflect the dedication of elected representatives. Today, the need for research-based legislative work is greater than ever. Prime Minister, Sh. Narendra Modi has set the goal of achieving a ‘Developed India’ by 2047. This goal can be achieved only when representatives perform their roles diligently, understand policies deeply, and contribute practical solutions to accelerate the pace of development, he said.

Chandigarh, December 2 – Haryana Vidhan Sabha Speaker, Sh. Harvinder Kalyan said that the national goal set by Prime Minister, Sh. Narendra Modi to make India a developed nation by 2047 can only be fulfilled through a robust and empowered legislative system. He emphasized that both public representatives and citizens must work together to strengthen democratic institutions.

The Speaker was addressing the release event of the Vidhan Sabha’s official magazine Sadan Sandesh, organized in the premises of the Haryana Vidhan Sabha on Tuesday. Before the address, Chief Minister Sh. Nayab Singh Saini, Speaker, Sh. Harvinder Kalyan, Parliamentary Affairs Minister, Sh. Mahipal Dhanda, Deputy Speaker, Dr. Krishan Lal Middha, MLA, Sh. B.B. Highlighting the Prime Minister’s vision of “One Nation, One Legislative Platform,” the Speaker stressed the need for legislative bodies across the country to engage on a common platform for meaningful discussions and effective decisions. He added that unless people and local institutions become more aware of legislative functions, institutions cannot grow stronger. The magazine will help citizens understand the roles of panchayats, municipal bodies, the state assembly, and the Lok Sabha, thereby strengthening democratic structures at all levels, said Sh. Capacity-building initiatives and growing public interest in Assembly proceedings

Sh. Harvinder Kalyan said that, under the guidance of Lok Sabha Speaker Sh. Om Birla, the Haryana Vidhan Sabha has initiated several innovative measures in the past year. These include orientation camps for MLAs, training programmes for officers and employees, and multiple capacity-building initiatives with the support of the Lok Sabha and the state government. The Assembly has also introduced an "Annual Capacity Building Plan" outlining future training schedules, along with periodic updates for staff to enhance efficiency and performance, he shared.

He further shared that nearly 2,500 people witnessed proceedings during the Budget Session this year, while about 2,000 visited during the recently concluded four-day session—an indication of rising public interest in legislative work.
