Chandigarh, December 5 – Haryana Chief Minister Sh. Nayab Singh Saini said that sports today are no longer confined to players alone; they have emerged as a vast sector driven by employment, innovation and science. Welcoming academicians, experts and sports enthusiasts from across the country at the “Modern Sports Management: The Indian Model” conference organized at Haryana Sports University, Rai, he said this conference will help create a strong roadmap for the future of India’s sports ecosystem.
The Chief Minister said that under the leadership of Prime Minister Sh. Narendra Modi, India is moving forward with a resolve to become a developed nation by 2047, and the sports sector has a crucial role in achieving this vision. Players from Haryana have brought unprecedented glory to the state at the global level. Athletes have raised the national flag with pride at international platforms such as the Olympics, Asian Games, Commonwealth Games and University Games.
Sh. Nayab Singh Saini said that the Indianisation of sports management does not simply mean adopting Indian symbols or names; rather, it involves blending traditional Indian sporting values with modern scientific management. He stated that the foundation of this Indianisation rests on four ‘M’s — Modernity, Mindset, Management and Moral Values. He added that the future of sports will be data-driven, tech-enabled and science-supported, making it essential to develop a robust management model suited to Indian conditions.
The Chief Minister said in the last 11 years, the Haryana Government has invested over Rs 989 crore in the sports sector, while a provision of Rs 589.69 crore has been made in the current financial year’s budget. Today, the state boasts 3 state-level sports complexes, 21 district-level stadiums, 163 Rajiv Gandhi rural sports complexes, 245 rural stadiums, 382 indoor gyms, 10 swimming pools, 11 synthetic athletics tracks, 14 hockey astroturfs, 2 football synthetic surfaces and 9 multipurpose halls.
He said coaching centres and modern stadiums are being made in every village. Currently, 1,489 sports nurseries are being run in the state, where 37,225 athletes are receiving training. He said that High Performance Centres will be set up in every district and mini sports complexes will be established at the panchayat level.
The Chief Minister said that by connecting traditional Indian sports techniques with the modern sports market, India can create a new “Indian Sports Brand” that will give a unique global identity to the country’s sports model. He expressed confidence that through the synergy of players’ talent, scientific training and modern management, India will show remarkable improvement in the medal tally at the 2026 and 2028 Olympics.
He said this conference will play a key role in shaping the future of sports in India. The ideas presented here will add a new chapter to the history of Indian sports in the coming years. He urged everyone to strengthen the vision of “Viksit Bharat” given by Prime Minister Sh. Narendra Modi through sports.
On this occasion, Prasad Mahankar, National Organising Secretary of Kreeda Bharati, shared detailed information about the two-day conference. He said this conference will promote innovation in sports and help advance athletes’ growth. Haryana Sports University Vice-Chancellor and former DGP Ashok Kumar highlighted that the objective of the two-day seminar is to integrate Indian culture into sports. He also shed light on the achievements of the Sports University established in 2022.

Chandigarh, December 5 – Haryana Chief Minister, Sh. Nayab Singh Saini directed officers to make departmental functioning more transparent and public-oriented. He said that whenever a tender related to development works in rural areas is issued on the Haryana Engineering Works (HEW) portal by any department, the information should be immediately shared with the concerned Sarpanches through SMS. This will ensure that rural representatives receive timely, accurate, and complete information about development works. It will also improve monitoring and quality of implementation. The portal will also provide tender information to the public, further enhancing transparency in works.
The Chief Minister was chairing a review meeting late Thursday evening at the Civil Secretariat regarding the progress of budget announcements of the Development and Panchayat Department for the financial year 2025–26. He directed officers to ensure timely completion of all schemes aimed at strengthening infrastructure in rural areas.
He said the state government aims to concrete the kachha phirnis of villages with a population of more than 1,000 to provide smooth movement for people. It was informed in the meeting that 639 phirnis have already been completed, while work on 303 is in progress.
The Chief Minister said that in order to increase participation of women and provide them a suitable place for meetings and other activities, the state government is constructing ‘Mahila Chaupals’ in every village. In the first phase, 754 villages have been identified, out of which construction of 480 ‘Mahila Chaupals’ has been completed, while work on the remaining 274 is underway. It was informed that under the first phase in rural areas, 994 e-libraries have been renovated and furnished. Books and computers will soon be made available in these libraries. Besides this, 415 indoor gyms have been set up so far in rural areas across the state.
Similarly, construction of community halls for various Scheduled Castes is progressing rapidly in every district. So far, 202 out of 366 Panchayats have been completed, while construction of 140 halls is ongoing. The Chief Minister directed officers to ensure timely progress of all development projects and to move forward speedily with a focus on transparency, accountability, and public participation.

₹162.88-Crore Unity Mall project in Karnal set for completion in July 2027

Chandigarh, December 5 – Haryana Chief Secretary Sh. Anurag Rastogi today expressed satisfaction over the steady progress of the ambitious Unity Mall project in Karnal, following the crucial environmental clearance granted by the Ministry of Environment, Forest and Climate Change on November 17, 2025.
Chairing a high-level review meeting at the Civil Secretariat, the Chief Secretary assessed the current status of the ₹162.88 crore Unity Mall project, which is coming up on a 3.87-acre site along the Grand Trunk Road in Sector 37 of Karnal’s Industrial Estate. Designed to showcase India’s diverse MSME products under the One District One Product (ODOP) initiative, the Unity Mall is targeted for completion by July 2027.
Officials informed that excavation work is progressing rapidly, marking an important milestone in the project’s implementation. Sh. Rastogi instructed departments to maintain strict adherence to the approved construction schedule and uphold the highest standards of quality throughout execution.
The project is being built with substantial financial support from both the Government of India and the Haryana Government. The Chief Secretary highlighted the competitive advantage of the project’s location on the historic Grand Trunk Road, which offers excellent connectivity to Delhi, Chandigarh, and other major northern cities. Karnal’s emergence as a growing industrial and commercial center, along with its strategic position in the National Capital Region, significantly enhances the project’s potential impact.
The Unity Mall is envisioned as a national-level platform to display and market MSME products from across India, especially those crafted under the ODOP initiative. The facility will help reduce marketing costs for small manufacturers, improve visibility in domestic and global markets, and create new avenues for business collaboration.
Managing Director, Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), Sh. Aditya Dahiya briefed the Chief Secretary that the Unity Mall will serve multiple functions, including working as a permanent exhibition centre for state-specific products, a business-to-business networking hub, and a tourist attraction that showcases India’s diverse manufacturing strengths. The project aligns closely with the Central Government’s vision of promoting indigenous industries, expanding market access, and boosting inter-state trade through high-quality infrastructure.
The Chief Secretary directed the HSIIDC and the Directorate of MSME to ensure seamless coordination. He commended the teams for overcoming early-stage challenges and maintaining project momentum. “The Unity Mall is a strategic investment in Haryana’s economic future, and we are committed to its timely and high-quality completion,” he said.
During the meeting, the Chief Secretary also reviewed two working women hostels under construction in Sector 78, Faridabad and Sector 9, Gurugram. He emphasized the need to ensure timely completion of these socially significant facilities. He directed the concerned departments to accelerate the ongoing civil and structural works, while maintaining strict compliance with safety and quality norms.
Sh. Rastogi noted that the hostels would provide safe, affordable, and well-equipped accommodation for employed women, especially those relocating for work opportunities in the NCR region. He said such facilities play an essential role in supporting women’s workforce participation by offering secure living arrangements, modern amenities, and proximity to major employment hubs.

Expedite the establishment of five labour courts and construction of ESI hospitals –Chief Minister
Under the AAY, 250 canteens to be established across the state by 2027
Chandigarh, December 5 — Haryana Chief Minister Nayab Singh Saini has directed officials to expedite the establishment of the proposed labour courts in Palwal, Rewari, Sonipat, Jhajjar and Bawal to ensure speedy resolution of labour-related disputes for the people of the state. He said that any delay or negligence in setting up these courts will not be tolerated and instructed officials to complete the task with utmost promptness.
The Chief Minister issued these directions while chairing a review meeting on the progress of the 2025–26 budget announcements here on late last evening. He said that the establishment of labour courts will ensure timely justice for millions of workers and strengthen transparency and trust within the industrial sector.
He also directed officials to prioritize the construction of the proposed ESI hospitals in Sonipat and Karnal. The Chief Minister said these hospitals would provide modern and improved healthcare facilities to workers, industrial areas and nearby residents. It was informed in the meeting that construction of the ESI hospitals is progressing well- Bawal is 86 percent complete, Panchkula 97 percent complete, and Bahadurgarh 96 percent complete.
It was also informed that under the Antyodaya Aahar Yojana, 250 canteens will be established across the state by 2027 to provide workers with pure and nutritious food at affordable rates.
The Chief Minister reiterated that workers’ welfare remains a top priority for the state government. Whether it is the quick resolution of disputes or the expansion of healthcare facilities, the government is taking concrete steps in every sphere. He added that the working community forms the backbone of the state’s economic development, and it is the government’s responsibility to safeguard their rights, safety, and well-being.
He directed officials to regularly monitor all Labour Department projects included in the budget announcements and expressed confidence that with coordinated efforts and timely action, all targets will be achieved, ultimately benefiting the workers.

Six Patwaris Suspended, Probe continues to identify other erring officials

Chandigarh, Dec 5 — Haryana Chief Minister Sh Nayab Singh Saini has taken strong cognizance of the misuse of government funds and fraudulent activities on the E-Kshatipurti portal, where the same photos related to crop damage were repeatedly uploaded. He has directed strict disciplinary action against all Patwaris involved in such cases.
Following the Chief Minister's orders, the concerned Patwaris have been identified and action has been initiated. Patwaris from Jui Khurd (Bhiwani), Boripur (Kurukshetra), Kalawan (Jind), Jandwala (Fatehabad), Pataudi (Gurugram) and Nimli (Dadri) have been suspended with immediate effect. A thorough investigation is ongoing to identify and take action against other erring officials.
The Chief Minster given these directives while chairing a review meeting on the progress of the Revenue Department’s budget announcements here today.
He stated that the government’s priority is to ensure that assistance reaches every eligible person without discrimination. He emphasized that farmers who have suffered actual losses must be assured of timely compensation.
It is noteworthy that to compensate for crop losses caused by excessive rainfall during the monsoon, the Chief Minister had previously issued clear instructions to conduct crop damage assessments impartially and transparently, with reports submitted promptly. The Chief Minister expressed concern over delays and instances of fraud, where some Patwaris reported crop damage even in unaffected areas. In addition, repeated uploads of the same crop damage photo were found to be an attempt to misuse government funds. Strict disciplinary action has been ordered against all such erring Patwaris.
In the meeting, the Chief Minister directed Additional Chief Secretary of the Revenue Department, Dr. Sumita Misra to immediately collect reports from all Deputy Commissioners and ensure that affected farmers receive compensation within the next week.
The Chief Minister also reviewed the Revenue Department’s budget announcements and CM announcements, instructing that all be completed at the earliest so that the benefits of government schemes reach the public promptly.

Haryana Boosts Women’s Safety, Police Modernisation – CM Nayab Singh Saini
Chandigarh, December 5 – Haryana Chief Minister Nayab Singh Saini today said that the state government will substantially enhance women’s representation in the police force by raising it from the existing 15 percent to 25 percent. He said the police department will soon fill 6,000 vacancies, of which 1,250 posts will be earmarked for women.
The Chief Minister said this while presiding over a review meeting on the implementation of the budget announcement related to the Home Department. Chief Principal Secretary to the Chief Minister Rajesh Khullar, Additional Chief Secretary, Home Department, Dr. Sumita Misra, and other senior officers of the Home and Police Departments were present at the meeting.
To curb reckless driving and enhance road safety, the Chief Minister stressed the need to expand the speed radar network for automated challans beyond Gurgaon, Faridabad, and Hisar. Panchkula will soon join this network, adopting a model similar to Chandigarh’s successful traffic management system.
The review highlighted Haryana's pioneering completion of the implementation framework for the three New Criminal Laws—Bhartiya Nagrik Suraksha Sanhita, Bhartiya Nyaya Sanhita, and Bhartiya Sakshya Adhiniyam—well ahead of the national rollout schedule. All necessary notifications, instructions, and procedural rules have been issued, and extensive capacity-building programmes and iGOT Karmayogi training modules have been completed for personnel across the justice system.
Reviewing the comprehensive progress across sectors, the Chief Minister emphasized that Sankalp Patra targets are being implemented with speed, transparency, and measurable outcomes. He reaffirmed the government's commitment to strengthening safety infrastructure, improving justice delivery mechanisms, and enhancing citizen services across Haryana.
The Chief Minister reaffirmed that the state’s commitment to women’s safety continues to expand significantly. He further stated that seven new Women Police Stations will be established across the state, enhancing infrastructure for women’s safety and accessible policing services. Haryana currently operates 33 Women Police Stations, with plans for additional units being implemented across multiple districts. Dedicated women’s helpdesks and enhanced field presence have substantially improved women’s access to police services, creating safer reporting environments and more responsive assistance.
He also highlighted impressive progress in police modernisation initiatives. The Finance Department has approved Rs. 150 crore in the first phase for strengthening the Haryana Police with state-of-the-art technology and infrastructure. Cyber policing capabilities have received a major boost, with fully functional cyber police cells now operational in every sub-division across the state, ensuring quick response to digital crimes and online fraud.
Additional Chief Secretary, Home Department, Dr. Sumita Misra informed that the state government has sanctioned Rs. 68.70 crore for procuring modern forensic equipment and software to strengthen forensic science services statewide. She added that approval has been granted for establishing 17 new Mobile Forensic Science Units, which will enhance rapid evidence-collection capabilities and bring advanced forensic expertise closer to crime scenes.
Reinforcing the state's uncompromising stance against narcotics, Dr. Misra said that Haryana has set up eight dedicated NDPS Fast-Track Courts in strategically important districts including Hisar, Ambala, Karnal, Kaithal, Panipat, and Sirsa. These specialised courts will expedite the prosecution of drug-related offences and ensure swifter justice delivery. A Centralised NDPS Monitoring Cell has also been operationalised within the Haryana State Narcotics Control Bureau to enable seamless real-time coordination and intelligence sharing across districts.
Under the state's ambitious Traffic Management Mission, Haryana has deployed extensive ANPR-based smart surveillance systems, upgraded Integrated Traffic Management System networks, and strengthened highway safety mechanisms across major arterial routes including National Highway 44, National Highway 48, National Highway 152D, and the Delhi–Mumbai Expressway. Hundreds of high-resolution cameras and real-time monitoring systems have been installed to support continuous enforcement and rapid incident response.
The state government's commitment to protecting youth from exploitation in overseas employment has also advanced significantly with the enactment of the Haryana Registration and Regulation of Travel Agents Act, 2025. This legislation aims to curb illegal migration practices and shield vulnerable youth from fraudulent agents promising overseas opportunities. The rules under the Act will be notified shortly, Dr. Misra added.

Haryana Government Extends Gratuity Benefits to Employees Under Unified Pension Scheme
Chandigarh, December 5 – The Haryana Government has announced a major decision, extending the benefits of 'Retirement Gratuity and Death Gratuity' to its State Government employees who are covered under the Unified Pension Scheme (UPS).
An office memorandum in this regard was issued by Chief Secretary Sh. Anurag Rastogi, who also holds the charge of Additional Chief Secretary, Finance, clarifying that all State Government employees enrolled under the Unified Pension Scheme (UPS) will now be eligible for these crucial gratuity benefits.
The Unified Pension Scheme (UPS) was introduced with effect from August 1, 2025, covering State Government employees recruited on or after January 1, 2006, and who were previously covered under the National Pension System (NPS).

Haryana Government Issues Fresh Guidelines on Foreign Visits of Officers
Chandigarh, December 5 – The Haryana Government has revised its guidelines regarding official and private foreign visits of government officers in order to ensure greater clarity and streamlined administrative practices.
In a letter issued by Chief Secretary Sh. Anurag Rastogi, who also holds the charge of Additional Chief Secretary, Finance, to all Heads of Departments, Divisional Commissioners, the Registrar General of the Punjab and Haryana High Court, Deputy Commissioners and Sub-Divisional Officers (Civil), it is stated that Para 2(A)(v) of its earlier instructions dated October 15, 2025, has been amended.
As per the revised provision, the restrictions on foreign visits will not apply in cases where officers of the All India Services or State Services are deputed for training or study programmes based on orders issued by the Chief Secretary’s Office (Training Branch). The exemption will also apply to programmes sponsored and funded entirely by external agencies, involving no financial burden on the State exchequer.
The Finance Department clarified that all other terms and instructions issued earlier will remain unchanged.

Chandigarh, December 5 – Haryana Government has created a massive and robust drinking water infrastructure, over the past 60 years, for providing adequate and safe drinking water supply in the villages and towns of the State. The Public Health Engineering Department, Haryana is providing drinking water supply through 1870 Canal Based Water Works, 12920 Tubewells, 9 Ranney wells and 4140 Boosting Stations. A labyrinthine network of canal ecosystems exists in the State, which broadly consists of the Bhakra Main Line canal (BML), Western Yamuna Canal system and Lift Irrigation system. Notably, in district Sirsa, the drinking water supply dispensation is based on BML canal which is virtually a perennial source of raw water.

The spokesperson of the Public Health Engineering Department said that there is no shortage of drinking water in the Urban area of Sirsa Parliamentary constituency. The Department is providing drinking water supply in Sirsa Parliamentary constituency through 456 Canal Based Water Works, 886 Tubewells and 297 Boosting Stations. At present drinking water supply in the Rural area of Sirsa Parliamentary constituency is being provided at a water allowance of 55 Litres per capita per day (LPCD) except in villages Dehman & Khara Kheri, where drinking water is supplied at 40 LPCD. Work is in progress for increasing the water allowance in these two villages to 55 LPCD and is likely to be completed by March 2026.
The spokesperson said however, due to systemic decline in the availability of raw water from the canal systems there have been several instances of disruptions in the supply of canal water. The State Government strives to provide quality drinking water to the citizens. It is a fact that under the Jal Jeevan Mission, the State has achieved the distinction of having covered all 30.41 lakh rural households (which were found in the survey) with water tap connection by April 6, 2022, said the spokesperson.
The spokesperson said that the State is seamlessly engaged in the task of ensuring functionality of water taps by fast-tracking the ongoing infrastructural improvement works, innovative technological interventions, relentless monitoring and a close interface with the public.
