Chandigarh, February 11 - Haryana Chief Minister Sh Nayab Singh Saini said that the Haryana government, following Pandit Deendayal Upadhyaya’s Antyodaya philosophy, is extending the benefits of development to the poorest of the poor. The government is ensuring that the light of development reaches the last mile and that no citizen is left behind, he added.

The Chief Minister was addressing the Samarpan Diwas programme organised at Panchkamal, in Panchkula to mark the death anniversary of Pandit Deendayal Upadhyaya. Earlier, he paid tribute to the leader by offering floral homage at his portrait.

Sh Nayab Singh Saini said that the entire nation is observing Samarpan Diwas today on the death anniversary of Pandit Deendayal Upadhyaya. He remarked that the day serves as a reminder that politics is not a means to power, but a medium of service. Describing Pandit Deendayal Upadhyaya as a leader with no attraction towards authority, the Chief Minister said that despite this, he ruled the hearts of the people. He termed him an embodiment of honesty who placed national service above party politics.

The Chief Minister further said that Pandit Deendayal Upadhyaya propounded timeless principles such as Integral Humanism (Ekatm Manavvad) and Antyodaya, rooted in India’s philosophy of life, customs and traditions, rich culture, and social fabric. He added that the progress of any society should be judged not by those at the top, but by the condition of those at the lowest rung. Villages, the poor, farmers, the deprived, the oppressed, the exploited, and tribal communities remained central to his thinking. Pandit Deendayal Upadhyaya firmly believed that the nation cannot become strong until the last person in society is empowered, he said.

Sh Nayab Singh Saini said that in keeping with the principle of Antyodaya, Prime Minister Sh Narendra Modi has given the guiding mantra of “Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas.” He has pledged to ensure that the benefits of government schemes reach every eligible citizen without discrimination. Whether it is the drive to provide housing, toilets, Ujjwala gas connections, electricity and pure drinking water to the poor, or the scheme to provide free rations to 80 crore people across the country, all these initiatives reflect the practical implementation of Pandit Deendayal Upadhyaya’s ideals.

The Chief Minister said that in Haryana, in accordance with the philosophy of Antyodaya, several programmes have been launched to ensure that the benefits of development reach the poorest sections of society, while addressing basic needs such as food, clothing, housing, education and healthcare. In the state, 41 lakh poor families are being provided free rations. Under the Har Ghar–Har Grihini scheme, 14.50 lakh families are receiving gas cylinders for Rs 500.

To fulfil the dream of the poor to own a home, 1.56 lakh houses have been provided under the Pradhan Mantri Awas Yojana. In addition, under the Mukhya Mantri Awas Yojana, plots have been allotted to more than 27,000 poor families in urban and rural areas. Under the Ambedkar Awas Navinikaran Yojana, families belonging to Scheduled Castes, Vimukt Jatis and Tapriwas Jatis living below the poverty line are being given Rs 80,000 for house repairs. So far, Rs 416 crore has been disbursed to 76,985 beneficiaries under this scheme.

Referring to the unprecedented steps taken in the health sector, the Chief Minister said that to ensure no poor person is deprived of medical treatment due to financial constraints, free treatment of up to Rs 5 lakh is being provided under the Ayushman Bharat–Chirayu Yojana. So far, about 27 lakh people have availed themselves of free treatment at an estimated cost of Rs 4,000 crore. He added that fulfilling the Sankalp made during the Assembly elections, free dialysis services have been introduced for kidney patients in all government hospitals and medical colleges across the state. In addition, patients suffering from thalassemia and hemophilia are being provided monthly financial assistance of Rs 3,000.

Reiterating the government’s commitment to providing economic and social security to women in the state, Chief Minister Sh Nayab Singh Saini said that the government has launched the Deen Dayal Lado Lakshmi Yojana, under which eligible women are provided Rs 2,100 per month. So far, Rs 634 crore has been disbursed to more than 9,22,000 beneficiaries in four instalments. The Chief Minister said that yesterday only, he has transferred Rs 193 crore to the accounts of beneficiary women as the fourth instalment of the scheme. He added that similarly, old-age, widow, disabled and other social security pensions have also been released. The Chief Minister said that Haryana has become the first state in the country to extend the highest amount of social security pension to its beneficiaries.

He said that in furtherance of social upliftment in the state, financial assistance of up to Rs 71,000 is being provided for the marriages of daughters from poor families under the Mukhya Mantri Vivah Shagun Yojana . To achieve the goal of universal education, the government has also made provision for free textbooks, uniforms and stationery up to Class 12 for students from poor families with annual incomes below Rs 1.80 lakh, and no fees are charged from them. Similarly, daughters from such families pursuing higher education in colleges and universities are also exempted from paying tuition fees.

On this occasion, the Chief Minister urged the people to imbibe the ideals of Pandit Deendayal Upadhyaya in their conduct, decisions and actions, and to remain steadfast on the path of national service, social service and the upliftment of the poor. He said that this would be the truest tribute to the great leader.

Monitor the progress of mega project for timely completion – CM

Chandigarh, February 11 - Haryana Chief Minister Sh Nayab Singh Saini on Wednesday directed officials to closely monitor the progress of mega infrastructure projects and expedite their execution to ensure timely completion.

The Chief Minister was presiding over a review meeting of mega projects costing more than Rs 75 crore at the State Pragati Dashboard here today.

During the meeting, Sh Nayab Singh Saini instructed that all major infrastructure projects being executed across the state must be uploaded to the State Pragati Dashboard to enable real-time monitoring at all levels. He emphasized that strict oversight is essential to maintain quality and timelines.

Taking a serious view of delays, the Chief Minister said that any lapse or slowdown by executing agencies would not be tolerated. He directed officials to impose penalties as per prescribed norms against agencies responsible for delays.

During the meeting, the Chief Minister reviewed eight mega projects related to the Town and Country Planning Department and the Urban Local Bodies Department. He instructed concerned officials to ensure their timely completion so that the benefits of these projects reach the people without delay.

Haryana to Procure Medical Equipment Worth Rs. 2.39 Crore to Strengthen Public Healthcare Services

Chandigarh, February 11 - The Haryana Government has approved the procurement of critical medical equipment worth Rs. 2.39 crore, including 25 slit lamps, 140 radiant warmers, 60 LED phototherapy units and 1,575 plastic moulded pallets, to enhance patient care and strengthen healthcare infrastructure across the state. The equipment will be supplied to civil hospitals, neonatal care units ensuring improved diagnostic, treatment and storage facilities in government health institutions.

The decision was taken during a meeting of the Special Standing Purchase Committee (Higher), chaired by Dr. Sumita Misra, Additional Chief Secretary, Health & Family Welfare Department. The procurement will be carried out under a two-year rate contract that also includes maintenance support to ensure uninterrupted functioning of the equipment.

According to Dr. Misra, 25 slit lamps valued at about Rs. 74 lakh will be installed in ophthalmology departments of civil hospitals to strengthen eye diagnostic services, enabling early detection and treatment of vision-related disorders. For neonatal care, 140 radiant warmers costing around Rs. 82 lakh will help maintain optimal body temperature for newborns immediately after birth, reducing the risk of complications. Additionally, 60 LED phototherapy units worth Rs. 32 lakh will be used for the treatment of neonatal jaundice, a common but potentially serious condition among newborns.

To improve logistics and storage efficiency, 1,575 plastic moulded pallets valued at Rs. 51 lakh will be supplied to HMSCL warehouses. These pallets will enhance inventory management and ensure safe storage of medicines and medical supplies.

Dr. Misra stated that this initiative will significantly upgrade healthcare delivery across Haryana’s public health network, directly benefiting patients, especially newborns and those requiring specialized eye care services.

Day-Care Cancer Centres are a transformative step in public health: CM

Chandigarh, February 11 – Haryana Chief Minister Sh. Nayab Singh Saini virtually inaugurated Day-Care Cancer Centres (DCCC) in 17 districts of the state during a ceremony organised at the Civil Secretariat here today. These centres had already been launched in five districts earlier; and with today’s inauguration, Day-Care Cancer Centres are now operational in 22 districts of Haryana.

The Chief Minister had announced this initiative in the Budget for the financial year 2025–26, and the announcement has now been fully implemented on the ground. Health and Family Welfare Minister Arti Singh Rao also joined the ceremony through videoconferencing.

The launch of Day-Care Cancer Centres in 17 districts marks a significant step toward providing accessible healthcare to the people of the state. The objective of these centres is to ensure accessible, affordable cancer treatment closer to patients’ homes.

On the occasion, Chief Minister Sh. Nayab Singh Saini stated that cancer has emerged as a serious public health challenge not only in Haryana but across the country. In view of the growing situation, the Health Department is providing comprehensive prevention, screening, and treatment services under the National Programme for Prevention and Control of Non-Communicable Diseases (NP-NCD). Regular screening for oral, breast, and cervical cancer is being conducted for individuals aged 30 years and above.

The Chief Minister said that with the launch of these new centres, patients will be able to access chemotherapy, follow-up treatment, palliative and supportive care, and symptom management services within their own districts. Dedicated Cancer OPDs, Pain and Palliative Care OPDs, and structured post-treatment follow-up services will be provided free of cost.

These centres will function under a ‘Hub and Spoke’ model. PGIMS Rohtak, National Cancer Institute Jhajjar, Sarvodaya Hospital Faridabad, and Atal Cancer Care Centre, Ambala Cantonment, will serve as hubs providing expert guidance to district hospitals.

The Chief Minister informed that the Atal Cancer Care Centre in Ambala Cantonment is already offering advanced facilities such as chemotherapy, radiotherapy, surgery, and palliative care. In 2025, thousands of patients have been treated at the centre, including a large number of chemotherapy sessions, mammographies, brachytherapy procedures, and cancer surgeries.

He said that providing services at the district level will reduce patients’ travel, accommodation, and related expenses, potentially resulting in average savings of up to ₹3.3 lakh per patient. This will also reduce the burden on major hospitals, enabling them to focus more on complex cases.

The state government is also ensuring social support. Free travel facilities are being provided to cancer patients and one attendant in Haryana Roadways buses. Thousands of patients availed of this benefit in the previous financial year.

Through the Department of Social Justice and Empowerment and Antyodaya (SEWA), financial assistance of ₹3,000 per month is being provided to Stage III and Stage IV cancer patients with an annual family income of less than ₹3 lakh. Thousands of patients have benefited from this scheme so far.

The Chief Minister said that the establishment of Day-Care Cancer Centres in all districts is a transformative initiative toward ensuring equitable, timely, and patient-centric healthcare services in Haryana. The state government remains committed to reducing the cancer burden and ensuring better health outcomes.

On the occasion, Health and Family Welfare Minister Arti Singh Rao congratulated the Health Department, doctors, and medical staff for successfully operationalising the Day-Care Cancer Centres. She said this initiative reflects the sensitivity and commitment of the Chief Minister and the state government toward the health and well-being of every citizen of Haryana. She emphasised that the Health Department will continue to work with full dedication to expand cancer care services, enhance early detection efforts, and ensure that every patient receives quality treatment with dignity and support.

NABL accreditation improves accuracy of testing results: Rajeev Arora

QAA organises one-day seminar on NABL accreditation in Panchkula

Emphasis on strengthening laboratory quality and technical reliability

Chandigarh, February 11 – Chairperson, Quality Assurance Authority (QAA), Sh. Rajeev Arora, said that NABL-accredited laboratories are crucial in today’s technical and regulatory environment. He said that this accreditation formally confirms a laboratory’s technical competence, impartiality and compliance with international standards, thereby ensuring the reliability and accuracy of testing results.

The Quality Assurance Authority (QAA), Haryana, in collaboration with the National Accreditation Board for Testing and Calibration Laboratories (NABL), organised a one-day seminar and awareness programme in Panchkula. The programme is a result of the Memorandum of Understanding signed between QAA and NABL on December 3, 2025 in the presence of the Chief Minister of Haryana. The seminar was chaired by Sh.Rajeev Arora and attended by senior officers and technical representatives from various state government departments.

Accredited laboratories play a key role in quality management

Sh. Rajeev Arora said that accredited laboratories play a vital role in ensuring calibration accuracy, controlling measurement uncertainty, method validation, regular equipment testing, internal quality control and effective implementation of quality management systems. This helps reduce testing errors, enhances the reliability of reports, and enables technically sound decisions in public infrastructure projects.

Focus on developing NABL category laboratories in Haryana

The Chairperson said that QAA, in collaboration with NABL, will promote the development of NABL Plus category laboratories in Haryana to further strengthen the state’s quality assurance system. He said that the need to develop a strong network of accredited laboratories in sectors such as roads and buildings, bridges, water supply, sewerage, electrical infrastructure, agricultural testing, medical services and environmental monitoring.

He emphasised that accurate testing of cement, steel, concrete, soil, bitumen, water quality, wastewater, electrical equipment and air quality is essential for the safety and durability of public infrastructure.Accredited laboratories provide technical validation of testing processes, thereby reducing risks of structural failures, project delays, cost escalation, and quality-related disputes.

During the programme, NABL officers delivered technical presentations explaining the accreditation process, eligibility criteria, documentation requirements, quality management systems, measurement uncertainty, inter-laboratory comparison and proficiency testing. It was informed that NABL accreditation is granted for four years and includes annual surveillance audits,re-evaluation after two years,and re-accreditation upon completion.

Notably, the testing and calibration reports issued by NABL-accredited laboratories are accepted in more than 80 countries under international mutual recognition arrangements. Institutional mechanisms for training and capacity building are available, and a large number of laboratories across the country are already operating under this system.

CM chairs State Level Committee Meeting, Approves Development Plan of Baholi Town in Panipat

Chandigarh, February 11- Haryana Chief Minister, Sh. Nayab Singh Saini has directed officers to ensure planned and systematic development of Baholi town in Panipat district with adequate infrastructure, civic amenities and transparent public participation.

While chairing the State Level Committee (SLC) meeting convened by the Town and Country Planning Department on Wednesday, the Chief Minister said that development plans must align with future industrial expansion and population needs while safeguarding public interest.

The Chief Minister emphasised that with the presence of the Panipat Oil Refinery and growing ancillary industrial activities, it is imperative to regulate development in the area through a scientific and forward-looking approach. He directed officers to ensure that all infrastructure and public utility provisions are created in a planned manner to support balanced urban and industrial growth.

The Chief Minister was apprised that the development Plan of Baholi town has been prepared by the Department of Town & Country Planning by incorporating the latest departmental policies, ground realities and conformity with other planning parameters. It was further informed that to cater to the projected population of approximately 65,000 persons for the horizon year 2031, the plan provides for Residential, Commercial, Public & Semi-Public, Transport and Communication, Public Utility and Open Spaces. These provisions will ensure the availability of adequate amenities and infrastructure to facilitate sustainable growth and improve the quality of life of residents.

It was further informed that the plan will now be notified and published by the Department to invite objections and suggestions from the public. Any person affected will be able to submit views within 30 days of publication. Thereafter, the final Development Plan will be published to regulate and promote planned development of the town and surrounding areas. The finalisation of this plan is expected to pave the way for industrial development in the area by enabling the provision of essential amenities and infrastructure in a structured and planned manner.

Survey to be conducted for opening schools in urban areas- Chief Minister

Focus on bringing school dropouts back into the mainstream, directs CM

Chandigarh, February 11- Haryana Chief Minister, Sh. Nayab Singh Saini has directed the Education Department to conduct a survey for opening new schools in urban areas, keeping in view the rising population and expanding localities. The objective is to ensure that children have access to nearby schools and do not have to travel long distances for education.

The Chief Minister gave these directions while presiding over a meeting of the State-Level DISHA Committee held on Wednesday. Development and Panchayat Minister, Sh. Krishan Lal Panwar, MPs, Sh. Dharambir Singh, Sh. Naveen Jindal and several MLAs were present at the meeting, while officers from all districts joined virtually.

The Chief Minister said that out of 34,000 students who had dropped out last year, 18,796 were provided six months of training, and 15,386 of them have been reintegrated into the mainstream education system. He further said that the construction of a school building in Sector-37, Faridabad, will commence soon. Model Sanskriti Schools are being opened in every district to provide quality education to students.

Sh. Nayab Singh Saini directed that a special awareness campaign be launched to ensure that the benefits of the Har Ghar Grihini Yojana reach all eligible women. Additionally, people, especially those living in ‘Dhanis’, should be made aware of solar subsidy schemes to facilitate access to electricity.

The Chief Minister said that the officers must intensify the efforts to make the state TB-free and anaemia-free. Under the National Deworming programme, the state has achieved 98 percent coverage. He also called for the expansion of naturopathy facilities and greater emphasis on opening Jan Aushadhi Kendras to ensure affordable medicines for citizens.

While reviewing the Pradhan Mantri Awas Yojana (Gramin), the Chief Minister said that against the target of 98,726 houses in the state, 76,275 houses have been approved with an outlay of Rs. 652 crore, out of which 41,491 have been completed and the rest are under construction. Under the Pradhan Mantri Awas Yojana (Urban), 67,649 houses are to be constructed, of which 33,690 have already been built at a cost of Rs. 703 crore.

He further directed that the application process for Scheduled Caste families under the Dr. B.R. Ambedkar Awas Yojana must be completed at the earliest so that eligible beneficiaries can receive financial assistance soon. Construction of a State Central Library in Ambala and a district library in Narnaul is also underway for the benefit of the youth.

Reviewing the Jal Shakti Abhiyan, the Chief Minister directed the officers concerned that plans be prepared for creating water bodies in waterlogged areas to enable better water utilisation, and proposals be sought from gram panchayats. He said that the Hisar and Bhiwani drains will be deepened and widened soon.

The Chief Minister said that under AMRUT 2.0, 27 water supply and 9 sewerage projects are underway and will be completed shortly. Sewerage facilities are also being developed in around 59 large villages under the Mahagram Yojana and in newly formed municipalities, along with drinking water projects. Under the Swachh Bharat Mission, 66,000 toilets have been constructed and special focus is being placed on cleanliness in both urban and rural areas.

The Chief Minister said an amount of Rs. 314 crore is being spent on the renovation of 257 sports stadiums, while 1,025 gyms and Vyayamshalas have been developed in rural areas. Priority is being given to the construction of tracks in these Vyayamshalas so that women in rural areas can access safe and better spaces for walking and exercise. He also reviewed the work of other departments in detail and issued necessary directions to the officers concerned.

Lokayukta Haryana lays foundation stone of Lokayukta Bhawan in Panchkula

Chandigarh,February 11: Lokayukta Haryana, Justice Hari Pal Verma, laid the foundation stone of the Lokayukta Bhawan in Sector -1 at a ceremony held here today. The prestigious project will be constructed on land measuring 1.09 acres, allotted by the State Government, at an estimated cost of Rs 35.25 crore.

Addressing the gathering on the occasion, Justice Hari Pal Verma said that the day marked a significant milestone in the institutional development of the Lokayukta organisation in the State.

Smt. Saroj Verma, wife of Justice Hari Pal Verma, was also present on the occasion.

He said that the office of the Lokayukta plays a crucial role in the democratic framework by upholding the principles of transparency, accountability, and integrity in public administration. The construction of a dedicated Lokayukta Bhawan is a long-felt need and a significant step towards strengthening this important institution, he added.

The Lokayukta Bhawan will be a modern four-storey building, equipped with basement, parking and other essential amenities. It has been designed to meet the functional requirements of the institution and to provide a conducive environment for its effective functioning.

Justice Hari Pal Verma said that the State Government has approved a total budget of Rs 35.25 crore for the construction of the building, reflecting its firm commitment to promoting clean, transparent, and accountable governance. The construction of the Lokayukta Bhawan will commence in April 2026 and is expected to be completed within 18 months.

He added that once completed, the Bhawan will not merely be an administrative structure but will stand as a symbol of public trust and institutional integrity. It will enable the Lokayukta office to discharge its statutory duties more efficiently, ensure the timely redressal of grievances, and further strengthen public confidence in the institution.

He further said that the Lokayukta institution plays a vital role in investigating corruption and addressing public grievances. By strengthening this institution, the government is sending a strong message that it is dedicated to serving the people with integrity. The Lokayukta is an independent, state-level statutory authority established to address public grievances related to administrative irregularities and the misuse of power by public servants. The establishment of the Lokayukta is part of an ongoing effort to ensure clean, transparent, and accountable governance for the people.

In his welcome address, Registrar-II (Judicial), Lokayukta, Haryana Sh Ved Prakash Sirohi said that the laying of the foundation stone of the Lokayukta Bhawan marks an important milestone in the journey of institutional growth of the office of the Lokayukta. He said that this project symbolizes the shared vision of providing better infrastructure, enhanced accessibility and an efficient citizen-centric system. The upcoming institution will not only provide a dedicated and functional infrastructure but also further reinforce public faith in the system of fair inquiry and good governance.
