CHANDIGARH, 16 March 2026:On the completion of four years of the Aam Aadmi Party (AAP) Government, Punjab Chief Minister Bhagwant Singh Mann on Monday said the government has fulfilled all guarantees made to the people through what he described as a ‘politics of work’, asserting that the trust reposed by the people after rejecting Congress, Shiromani Akali Dal and the BJP has not been broken.
The Chief Minister highlighted key achievements including free electricity, daytime power for farmers, canal irrigation reaching 78% of fields, 65,000 government jobs and 5.5 lakh employment opportunities, along with expanded healthcare through Aam Aadmi Clinics and free treatment up to ₹10 lakh.
He also said the government’s anti-drug campaign ‘Yudh Nashean Virudh’, record investments of ₹1.55 lakh crore and road safety reforms through the Sadak Surakhya Force reflect the government’s focus on rebuilding Punjab. Taking aim at opposition parties, CM Bhagwant Singh Mann said while Congress, Akalis and the BJP are concerned about power, the AAP Government is focused on saving Punjab and will not allow divisive politics to succeed in the state.
Interacting with media persons on the completion of four years of the AAP Government, CM Bhagwant Singh Mann stated, “The Punjab Government has started a new tradition in politics by completing all promises in four years whereas parties are not able to do so even in five years.” He added, “After assuming charge in the year 2022 at the native village of Shaheed-e-Azam Bhagat Singh, the Punjab Government took several people-friendly decisions.” Punjab Chief Minister Bhagwant Singh Mann further said, “Along with me, millions of Punjabis took the oath to restore the pristine glory of the state.”

Highlighting the transformation in the education sector, CM Bhagwant Singh Mann stated, “Punjab’s government schools are now ranked No.1 in the country in studies according to the Government of India’s survey.” He added, “No child in a government school now sits on the floor as more than one lakh desks have been provided so that every student can study with dignity.”
CM Bhagwant Singh Mann further stated, “Due to the Digital Kranti in government schools, more than 9,000 smart classrooms and 5,000 computer labs have been opened, bringing modern education to students across Punjab.” He added, “For the first time in the history of Punjab, contractual teachers have been given permanent jobs and more than 15,000 teachers have been recruited to strengthen government schools.”
CM Bhagwant Singh Mann said, “Government school principals and teachers are receiving world-class training in Finland, Singapore and IIMs, bringing global standards to Punjab’s classrooms.” He added, “Punjab’s youth are being prepared to become job creators and not job seekers, and every year around 1.5 lakh college students are learning business and entrepreneurship skills.”
CM Bhagwant Singh Mann further stated, “Government schools are now competing with private schools.” He added, “In the year 2026 alone, 305 government school students cleared JEE Mains and 845 cleared NEET.”
*Healthcare Expansion Through Mukh Mantri Sehat Yojna and Aam Aadmi Clinics*
Talking about the health sector, CM Bhagwant Singh Mann stated, “Under the Mukh Mantri Sehat Yojna, every family in Punjab will receive free and cashless treatment up to ₹10 lakh in top private hospitals.” He added, “This is the world’s largest health insurance programme.”
CM Bhagwant Singh Mann further said, “While previous governments built just 400 clinics in Punjab in 75 years, the Punjab Government has opened 881 Aam Aadmi Clinics in the last four years.” He added, “Over five crore out-patient visits have been registered so far.”
CM Bhagwant Singh Mann stated, “The largest recruitment of doctors in Punjab’s history has taken place in government hospitals and in the last four years 1,575 doctors have been recruited.” Speaking about the Farishtey Scheme, he said, “This scheme incentivises every passerby on the road with ₹2,000 to help the injured reach hospitals while accident victims receive free treatment in any hospital in Punjab.”
CM Bhagwant Singh Mann added, “It is a matter of immense pride and satisfaction that more than 1,700 injured persons have received free treatment under this scheme.” He further stated, “The CM Di Yogshala initiative is promoting healthy living across Punjab and nearly two lakh people practise free yoga every day.”
CM Bhagwant Singh Mann also said, “Seven new medical colleges are being built in Hoshiarpur, Kapurthala, Sangrur, SBS Nagar, Lehragaga, Malerkotla and Ludhiana.” He added, “Around 600 new MBBS seats will be added in Punjab, giving students more opportunities to study medicine within the state.”
*Historic Push for Sports Infrastructure and Youth Development*
Talking about sports achievements, CM Bhagwant Singh Mann stated, “Punjab is making historic investment in village playgrounds and three thousand modern sports grounds are being built with an investment of ₹1,100 crore.” He added, “Work on 6,000 more grounds will start soon and free sports kits including cricket, volleyball and football equipment will be provided in all village playgrounds so that every young person gets the chance to play.”
CM Bhagwant Singh Mann further stated, “Six thousand indoor gyms are being built in villages to promote fitness and sports among youth.” He added, “Olympic medal-winning Punjabi hockey players have received ₹1 crore each and government jobs, while winners of the Women’s Cricket World Cup 2025 were honoured with ₹4.91 crore.”
*Rural Development and Infrastructure Strengthening*
Highlighting achievements in rural development, CM Bhagwant Singh Mann stated, “In the last four years, 76,000 families have received support to build their own homes, including 30,000 families affected by floods.” He added, “The previous government built 39,000 houses in five years, whereas the current government supported 76,000 families in just four years.”
CM Bhagwant Singh Mann further stated, “More than 40,000 kilometres of rural link roads are being rebuilt and this is the biggest road repairing scheme ever undertaken in Punjab’s history in any single year.” He added, “These roads are being built with a five-year maintenance guarantee.”
CM Bhagwant Singh Mann said, “A total of 13,414 village ponds have been cleaned across Punjab while mandis across the state have been upgraded with 664 covered sheds and solar panels installed in 36 mandis.” He added, “Under MGNREGA around nine lakh workers have received employment generating 2.3 crore workdays with ₹1,100 crore spent on wages.”
*Major Steps for Farmers and Agricultural Reforms*
Talking about agriculture reforms, CM Bhagwant Singh Mann stated, “For the first time in Punjab’s history farmers are receiving eight hours of uninterrupted daytime electricity for irrigation.” He added, “A total of 18,349 long-neglected canals have been revived, bringing irrigation water back to farmers’ fields.”
The Chief Minister further stated, “Punjab farmers are receiving ₹416 per quintal for sugarcane, which is the highest price in the country.” He added, “Farmers have received ₹20,000 per acre compensation for crop loss, which is the highest compensation anywhere in India.”
CM Bhagwant Singh Mann said, “A total of 1.58 lakh Crop Residue Management machines have been provided to farmers on subsidy to tackle stubble burning.” He added, “Crops are being purchased immediately and farmers are receiving payments on time in a smooth and hassle-free manner.”
*Women Empowerment and Social Welfare Initiatives*
CM Bhagwant Singh Mann stated, “The Punjab Government has launched the Mukh Mantri Mawan Dhiyan Satkar Yojna under which every woman will receive ₹1,000 every month while women from the Scheduled Caste community will receive ₹1,500 directly in their bank accounts.” He added, “The free travel scheme for women in Punjab Government buses has also been started and more than 14.5 crore free bus journeys are availed every year.”
He further stated, “A total of 5.2 lakh new beneficiaries have been added to pension schemes and ₹23,102 crore has been distributed to 35.7 lakh people during the last four years.” CM Bhagwant Singh Mann added, “Anganwadi services have been strengthened with 4,400 workers recruited and 6,100 more recruitments underway.”
He also said, “Free sanitary pads are distributed every month through 27,314 anganwadi centres and so far 7.4 crore sanitary pads have been distributed to 13.7 lakh women.”
*Power Sector Reforms Bring Relief to Households*
CM Bhagwant Singh Mann stated, “Ninety percent households in Punjab now receive zero electricity bills, giving major relief to families.” He added, “For the first time in Punjab’s history electricity tariffs have been reduced with power rates cut by up to ₹1.5 per unit for homes, 79 paise for commercial users and 74 paise for industries.”
He further stated, “The Punjab Government purchased the 540 MW GVK private power plant which helped reduce electricity production costs.” CM Bhagwant Singh Mann added, “PSPCL, which was once running in losses, has now been in profit for three consecutive years and has received the highest A+ rating from the Government of India.”
He also said, “Cheap coal purchased from Pachwara coal mine has saved ₹1,000 crore from the state exchequer.” CM Bhagwant Singh Mann added, “Under the Roshan Punjab initiative ₹5,000 crore is being invested to strengthen the electricity transmission and distribution network and ensure 24×7 power supply.”
*Rozgar Kranti and Employment Generation for Youth*
Speaking about employment generation, CM Bhagwant Singh Mann stated, “The Punjab Government has launched a Rozgar Kranti in the state.” He added, “More than 65,000 government jobs have been given to youth in the last four years purely on merit without recommendation or bribe.”
CM Bhagwant Singh Mann further stated, “Record private investments in Punjab have created around 5.5 lakh employment opportunities during the last four years.”
*Decisive Action Against Drugs Under Yudh Nashean Virudh*
Speaking about the campaign against drugs, CM Bhagwant Singh Mann stated, “Under Yudh Nashean Virudh decisive and unprecedented action has been taken against drug traffickers.” He added, “A total of 68,389 FIRs have been registered and 92,264 persons have been arrested.”
CM Bhagwant Singh Mann further stated, “5,480 kilograms of heroin has been seized, which is the highest in the country.” He added, “Properties worth ₹760 crore belonging to drug smugglers have been confiscated while 64 hawala operators have been arrested.”
He further stated, “More than 1.5 lakh members have formed Village Defence Committees across Punjab which act as the government’s eyes and ears against drugs.” CM Bhagwant Singh Mann added, “More than 600 drug peddlers have been arrested based on inputs provided by these committees.”
He also said, “Fifteen thousand Pind De Pehredar have been deployed in villages and wards to keep communities alert against drugs.” CM Bhagwant Singh Mann added, “Beds in de-addiction centres have increased by 360 percent from 1,455 to 5,255 in four years and a special anti-drug curriculum has been introduced in government schools for classes 9 to 12.”
*‘Gansteraan Te Vaar’ on Gangsters and Strengthening Law and Order
Speaking about law and order, CM Bhagwant Singh Mann stated, “The Punjab Government has launched ‘Gangsteraan Te Vaar’ and Operation PRAHAR to ensure that organised gangs are not able to operate from the soil of Punjab.” He added, “So far 44,424 raids have been carried out by teams of 12,000 policemen which have led to the arrest of 14,722 gangsters including 711 proclaimed offenders.”
CM Bhagwant Singh Mann further stated, “This action has broken the backbone of terrorist networks as 76 terror modules have been busted and 486 terrorists and radicals have been arrested with major recoveries of arms, explosives and grenades.” He added, “Punjab’s crime rate has reduced to 227 crimes per lakh population according to the National Crime Records Bureau which is almost half of the national average of 448 and three times lower than Haryana’s crime rate of 740.”
CM Bhagwant Singh Mann also said, “For the first time in Punjab’s history nine advanced anti-drone systems have been procured to counter cross-border drone threats.” He added, “A total of 12,197 personnel have been recruited including 1,062 Sub Inspectors, 450 Head Constables and 10,285 Constables to strengthen the police force.”
He further stated, “More than ₹1,156 crore has been invested in police modernisation, infrastructure upgradation, cyber capabilities, intelligence strengthening, border police stations and police welfare.”
*Strong Financial Management Improves Punjab’s Fiscal Health*
Talking about the financial health of Punjab, CM Bhagwant Singh Mann stated, “Punjab is expected to earn ₹53,122 crore from the excise policy in five years of the present government which is nearly double the revenue of the previous government.”
He added, “₹30,367 crore has been earned from stamp and registration which is around 2.5 times more than the previous government.” CM Bhagwant Singh Mann further stated, “GST collection has also seen a major jump as ₹83,739 crore GST has been collected in just 46 months which is higher than the ₹61,286 crore collected by the previous government in five years.”
He added, “Strong financial management has reduced Punjab’s debt-to-GSDP ratio from 48.25 percent in 2022 to 44.47 percent in 2026.”
*Record Investments and Industrial Growth*
Talking about industrial development, CM Bhagwant Singh Mann stated, “Punjab has attracted record investment worth ₹1.55 lakh crore in four years with global investors participating in the Progressive Punjab Investors Summit 2026 held in Mohali.”
He added, “Strategic partnerships with the United Kingdom, Japan and South Korea are bringing new industries and employment opportunities to Punjab.”
CM Bhagwant Singh Mann further said, “Under the Right to Business Act approvals for setting up new factories are now being given within 5 to 18 days for MSMEs based on self-declaration which allows industries to begin construction quickly.”
He added, “The FastTrack Punjab portal integrates more than 50 regulatory approvals and 200 service requests while a deemed approval is issued if permissions are not granted within 45 days.”
CM Bhagwant Singh Mann also stated, “The Punjab Industrial and Business Development Policy 2026 has been introduced after extensive consultations with industry and offers customised incentive packages.”
*Digital Governance and Anti-Corruption Measures*
CM Bhagwant Singh Mann stated, “An Anti-Corruption Action Line has been launched so that citizens can report corruption directly.”
He added, “Punjab has become the first state where property registrations are fully digital and completed within 48 hours through the Easy Registry system.”
CM Bhagwant Singh Mann further stated, “A total of 406 government services are now available from home through the 1076 helpline under the Sarkar Tuhade Dwar initiative.”
He added, “Fifty-six services related to driving licences and vehicle registrations have been made fully digital enabling more than 30 lakh transactions annually without visiting RTO offices.”
*Historic Canal Irrigation Revolution*
Talking about irrigation reforms, CM Bhagwant Singh Mann stated, “A historic investment of ₹6,700 crore has been made in canal irrigation during the last four years.”
He added, “The share of agricultural land irrigated through canal water has increased from 26 percent in 2022 to 78 percent in 2026.”
CM Bhagwant Singh Mann further said, “Canal water has reached fields in 1,365 villages for the first time in 40 to 50 years while more than 15,539 kilometres of canals have been cleaned and 18,349 watercourses restored.”
He added, “Redevelopment of the ₹239 crore Kandi canal system has brought irrigation water to 433 villages covering 1.25 lakh acres while the Mahorana distributary remodelling and Malerkotla minor project worth ₹288 crore will bring canal water to 44,000 acres across 55 villages.”
*Religious Tourism and Heritage Initiatives*
Talking about religious tourism, CM Bhagwant Singh Mann stated, “Under the Mukh Mantri Teerth Yatra Yojna more than 9,300 elderly citizens travel free every week to Amritsar or Anandpur Sahib to visit holy sites.”
He added, “Devotees are provided free AC buses, air-conditioned accommodation and free food during the pilgrimage.”
CM Bhagwant Singh Mann also said, “A special development plan has been launched for the historic Shri Kali Mata Temple in Patiala.”
He further stated, “Grand events have been organised across Punjab to mark the 350th martyrdom anniversary of Sri Guru Tegh Bahadur Ji while year-long celebrations are being organised for the 650th birth anniversary of Sant Guru Ravidas Ji at Khuralgarh and other historic sites.”

CM Bhagwant Singh Mann stated, “India’s first Sadak Surakhya Force has been launched in Punjab due to which accident deaths have been reduced by 50.12 percent. More than 47,000 people have received timely assistance during road accidents.”
CM Bhagwant Singh Mann further stated, “Several toll plazas across Punjab have been closed which is saving Punjabis around ₹64 lakh every day.”

CM Bhagwant Singh Mann also announced, “The financial assistance given to families of martyred soldiers has been increased from ₹50 lakh to ₹1 crore.”
*Responding to Opposition and Centre–State Issues
Responding to criticism regarding finances, CM Bhagwant Singh Mann stated, “Some people had raised doubts about how funds would be managed but the Punjab Government has ensured holistic development through several initiatives.”
He added, “The medical college at Sangrur could have been operational by now but the SGPC created obstacles which were against the interests of the state.”
CM Bhagwant Singh Mann further stated, “BJP governments never bother about fulfilling promises and have also ruined the future of youth through repeated paper leaks. Promises like depositing ₹15 lakh in people’s accounts and providing two crore jobs have proved to be a mirage.”
CM Bhagwant Singh Mann stated, “The BJP must remember that the seeds of hatred will never germinate in Punjab and the state does not need a double-engine government because a single engine is already delivering results.”
CM Bhagwant Singh Mann also said, “The Union Government has stalled Punjab’s funds related to NHM, RDF and other schemes which is unfair and against the federal structure.”
He further stated, “Akali leaders who do not even have leadership in their party are now patronising gangsters to distribute election tickets and are pretending ignorance about the gangster culture that flourished during their rule.”
He added, “Those who ruined Punjab are now raising slogans of Punjab Bachao but people are well aware of their track record.”
CM Bhagwant Singh Mann added, “Congress leaders are also cut from the same cloth as they had promoted gangsters in Punjab.”

He also announced, “A world-class international cricket stadium will soon be constructed in Amritsar which will boost sports and help keep youth away from drugs.”

CHANDIGARH, March 16:The Bhagwant Mann Government has further strengthened its commitment to universal healthcare access by allocating ₹2,000 crore to the ‘Mukh Mantri Sehat Yojna’ in the Punjab Budget 2026-27. The allocation reinforces one of Punjab’s largest healthcare protection initiatives under the leadership of Punjab Chief Minister Bhagwant Singh Mann, aimed at ensuring that families do not have to delay critical treatment due to financial constraints.
For many families, a medical emergency often begins with two urgent questions about how quickly treatment can begin and how the cost will be managed. Over the past months, families across Punjab have found answers through the Mukh Mantri Sehat Yojna, a health protection programme that has steadily expanded its reach across Punjab.
Building on this momentum, the Punjab Government has allocated ₹2,000 crore for the scheme in the 2026-27 Budget to further expand its reach and ensure that families across Punjab continue to receive cashless medical treatment of up to ₹10 lakh at government and empanelled private hospitals.
The programme now covers nearly 65 lakh families across Punjab, benefiting close to 3 crore residents and offering protection against the financial shock that often accompanies serious illness. The programme’s growing reach is reflected in the rapid expansion of enrolment and healthcare partnerships across Punjab.
More than 9 lakh Sehat Cards have already been issued, enabling beneficiaries to access treatment at over 820 empanelled government and private hospitals. The scheme currently offers more than 2,300 treatment packages covering a wide range of medical procedures.
Speaking about the enhanced allocation in the Budget, CM Bhagwant Singh Mann said, “In moments of illness, families should not have to think about money before seeking treatment. Our aim is simple: every household in Punjab should have the confidence that quality healthcare will be available when they need it most.”
CM Bhagwant Singh Mann added, “Through the Mukh Mantri Sehat Yojna, thousands of families who once struggled with medical expenses are now able to access treatment without financial stress.”
Under the scheme, beneficiaries can receive treatment for a wide range of serious medical conditions including heart disease, cancer, kidney ailments, orthopaedic procedures and accident-related injuries without paying upfront costs. This coverage ensures that treatment decisions are guided by medical urgency rather than a family’s financial capacity.
Medical services across Punjab have also been strengthened through the appointment of over 1,500 doctors in recent years, including more than 600 specialists and over 900 general doctors, accounting for nearly 35 percent of the doctors currently serving across Punjab.
The Punjab Government continues to encourage eligible residents to enrol for the Sehat Card at nearby Seva Kendras and Common Service Centres to avail cashless treatment benefits under the Mukh Mantri Sehat Yojna. Chandigarh, March 16:The Punjab Government, under the leadership of Chief Minister S. Bhagwant Singh Mann, is committed to the holistic development of children and is continuously making efforts to further strengthen the infrastructure in Anganwadi Centres across the state. Special focus is also being laid on improving sanitation and hygiene facilities for children to ensure a clean, safe and healthy environment for them. This was stated by Social Security, Women and Child Development Minister Dr. Baljit Kaur.
Sharing details in this regard, Dr. Baljit Kaur said that new toilets will be constructed for children in 2,162 Anganwadi Centres in rural areas, with an estimated expenditure of around Rs. 7.78 crore. She added that approximately Rs. 36,000 will be spent on the construction of each toilet.
She further informed that funds will soon be released to the districts for the construction of toilets in Anganwadi Centres so that the work can begin in a timely manner.
The Cabinet Minister said that these toilets will be constructed keeping in view the health, safety and hygiene of children, which will help provide better facilities to young children attending Anganwadi Centres and create a clean and healthy environment for them.
Dr. Baljit Kaur said that Anganwadi Centres serve as the first stage of care and early learning for young children. Providing a safe, clean and healthy environment for children is the Government’s top priority. She added that improved toilet facilities will not only help safeguard children’s health but will also strengthen the confidence of parents in Anganwadi Centres.
She further stated that the construction of these toilets in rural areas will be carried out through the Rural Development and Panchayats Department and the work will be completed on a priority basis.

Chandigarh, March 16:The Punjab Vidhan Sabha passed two important bills on Monday.
The first bill, the Punjab Regulation of Crusher Units, and Stockists and Retailers (Amendment) Bill, 2026, was presented by Punjab Water Resources and Mining Minister Barinder Kumar Goyal. The bill was passed by the House with a majority.
The second bill, the Shri Guru Teg Bahadur World Class University, Punjab Bill, 2026, was presented by Punjab Education Minister Harjot Singh Bains. This bill was passed unanimously by the House.

Also tabled were the Report of the Comptroller and Auditor General of India on Performance Audits of Punjab Agricultural University and Solid Waste Management by Urban Local Bodies in Punjab, the Report on State Revenues for the period ended March 2024, another report for the period ended March 2024, and the Report on Local Bodies for the period ended March 2023. In addition, the Finance Accounts of Government of Punjab (Volume-1) for year 2024-25, Finance Accounts of Government of Punjab (Volume-II) for year 2024-25, and the Appropriation Accounts of Government of Punjab for the year 2024-25 were also laid before the House. A report on The Chairman, Committee on Budha Darya and Ghaggar Darya was also presented.

The issue pertains to a statement made by Partap Singh Bajwa during a public gathering at Jandiala Guru in Amritsar on February 6, 2026. During his address, Bajwa allegedly targeted Minister Harbhajan Singh ETO, who hails from the Dalit community, using derogatory and caste-based remarks. Members of the House stated that such remarks were not only a personal insult to the Minister but also a grave affront to his family background and the hardworking Dalit community at large.
The matter was brought to the house by MLA Manjit Singh Bilaspur, who highlighted that these comments hurt the dignity of band-orchestra performers and daily-wage laborers who earn their livelihood through honest hard work. The legislators emphasized that individuals holding responsible public offices must exercise restraint and uphold the values of respect, equality, and social harmony.
Moving the condemnation resolution, MLA Manjit Singh Bilaspur stated that the House strongly denounces the "shameful" comments made by Partap Singh Bajwa. He remarked that such behavior reflects a feudal and anti-Dalit mindset, which is detrimental to the social fabric and communal harmony of Punjab.
The resolution demanded that Partap Singh Bajwa tender an unconditional public apology for hurting the sentiments of the Dalit community.
Furthermore, an appeal was made to the Hon'ble Speaker to take note of the matter and initiate appropriate disciplinary action to ensure that no political leader in future should insult any individual based on their occupation or caste in the future.

Chandigarh, March 16:Punjab Defence Services Welfare, Freedom Fighters and Horticulture Minister Mohinder Bhagat on Monday chaired a special meeting with senior officers to review the status of compensation to the families of soldiers martyred in the 1962, 1965 and 1971 wars who are yet to receive the benefit.
During the meeting, officers briefed the Minister that the Punjab Government has already provided compensation to most of the families of soldiers martyred in these wars in the form of land or financial assistance. They also apprised him of the remaining cases and their present status.
Mr.Bhagat directed the officers to dispose of all pending cases relating to ex-servicemen and families of martyred soldiers on priority so that eligible beneficiaries receive compensation at the earliest.
The Minister said the Punjab Government holds the highest respect for the brave soldiers who laid down their lives in defence of the nation. He added that the state government is fully committed to the welfare of ex-servicemen and families of martyrs and is making continuous efforts to extend all possible assistance to them.

Our government started Aam Aadmi Clinics to provide free medicines, tests and primary healthcare services to the people near their homes. Currently, more than 842 clinics are running in Punjab. The Anti-Corruption Action Line was launched by the Punjab Government on 23 March 2022 under which people can file a complaint by sending audio or video evidence to WhatsApp number 9501200200. The Vigilance Bureau investigates these complaints and takes necessary action.
Sharing more details, he said that the objective of the School of Eminence project launched by the Punjab Government on 21 January 2023 is to bring the education of government schools to top level. Under this project, preparation for competitive exams like JEE, NEET is being done free of cost. Teachers of Punjab government schools were sent to abroad for getting quality education training so that they can provide top class education to the students of Punjab. A total of 118 Schools of Eminence are running very effectively in 23 districts of Punjab. The Punjab government is also focusing to providing maximum jobs to the youth of Punjab.
Sandhwan highlighted that Punjab Government has brought a new industrial policy 2026 which will make Punjab choicest destination for industrialists. The Fast Track Punjab portal was launched to provide all clearance in short time to set up industry in Punjab.The Road Safety Force was operationalised in January 2024. This is the first state-level force in the country, which has been formed to reduce fatal road accidents and provide immediate help to the injured.

Agriculture is the mainstay of Punjab’s economy. Efforts have been made to improve irrigation facilities for farmers and further strengthen agriculture-related services. Along with this, attention is also being paid to crop diversification so that the income of farmers can increase. The Punjab Government has laid special emphasis on crop diversification to take farmers out of the traditional wheat-paddy cycle. The biggest example of this is providing Minimum Support Price (MSP) on moong crop, which has given farmers additional income. Along with this, the government has paid the old dues to sugarcane farmers and provided relief to the farmers by providing a historic increase in the government price of sugarcane.
To save the falling groundwater level, the government has started giving an incentive of Rs 1,500 per acre to farmers doing ‘Direct Sowing of Paddy’ (DSR). Along with this, the canal network has been strengthened to bring water to the tailings where water had not reached for the last 30-40 years. Providing machinery for disposal of stubble on subsidy has also been an important step. The compensation amount for crop loss due to natural calamities has been increased by 25%. Now the process of giving compensation is being expedited and the money is sent directly to the accounts of the farmers immediately after Girdawari. While continuing the facility of free electricity for agriculture, uninterrupted power supply has been ensured during the paddy season, which is leading to huge savings in the expenditure of farmers on diesel. Generating employment for the youth has also been an important priority of our government, he added.
In the last four years, recruitments have been made in various government departments and thousands of youth have got recruited in government jobs. Apart from this, industries have been encouraged to invest in Punjab. By implementing new industrial policies, facilities have been provided to industrialists so that new industries can be established and youth can get more employment opportunities. In this series, the government has first of all accelerated the process of filling up vacant posts in government departments. So far, thousands of youth have been given appointment letters in a transparent manner. The AAP government is not limited to just providing jobs but is also preparing the youth for self-employment. Skill Development Centers have been upgraded so that the youth can get training according to the modern needs of industries. Plans have also been drawn up to provide cheap loans and subsidies to entrepreneurs so that they can start their own small business and provide employment to others.
A new chapter of Punjab politics was started when decision was taken to move the Punjab Vidhan Sabha session outside the closed walls of the capital Chandigarh to Sri Anandpur Sahib, the birthplace of the Khalsa. The main objective of this initiative by the Aam Aadmi Party government was to take the democracy of the state directly to the court of the people and closer to their religious and cultural roots. This step was not limited to administrative work alone, but it became a unique by paying homage to the rich heritage and glorious history of Punjab. The Punjab government's decision to call a special session of the Vidhan Sabha on 24 November 2025, dedicated to the 350th martyrdom anniversary of Sri Guru Tegh Bahadur Ji, was a commendable step. This session means to pay tribute to the unique sacrifice made by the ninth Guru, the 'Hind di Chadar', for humanity, protection of religion and human rights. Rising above political differences, all the representatives took a pledge to adopt the teachings of Guru Sahib. This initiative of the government has preserved the cultural, spiritual heritage of the state and also deepened the unique identity of Punjab across the world. Such events not only boost the infrastructure and tourism of the area but also became a source of inspiration for the upcoming young generation.
He said that the 600 unit free electricity scheme implemented in Punjab has proved to be a revolutionary step for the common people of the state. Under this scheme, every domestic consumer is given 300 units per month and a total of 600 units of free electricity according to the bill cycle of two months. If a family's consumption remains below 600 units, its bill comes to 'zero', in which no additional tax or fixed charge is levied. This initiative has brought great relief especially to poor and middle class families, as getting rid of heavy electricity bills during the inflationary period has increased their monthly savings.
Divulging more, he said that Health insurance scheme launched by the AAP government in Punjab is a symbol of a major change in the health infrastructure of the state. The main objective of this scheme is to ensure that no citizen is deprived of treatment due to lack of money. While earlier the health insurance limit was low, now it has been increased to Rs 10 lakh, which provides strong financial protection for serious diseases like cancer, heart disease and other major surgeries. The scheme is completely cashless, which means that the patient does not have to make any cash payment and the entire expenditure is paid directly to the hospital by the government. Another special thing about this scheme is its wide scope, which includes government hospitals as well as many large private hospitals. It gives the common man the freedom to choose quality health services. In conjunction with the government-run network of ‘Aam Aadmi Clinics’, this insurance scheme offers a holistic health model, where primary check-ups are being done in clinics. This step of the government is a big relief not only for people living below the poverty line but also for middle-class families, who were often burdened with debt due to expensive treatment. This scheme is a meaningful initiative towards making Punjab a healthy and prosperous state.
He said that Women in rural and middle-class families often depend on men for their small needs. Rs 1000 for general women and Rs. 1500/ for SC women will be given. This amount will give them the freedom to spend as they wish, which increases their self-esteem. In today’s times, when the prices of kitchen items and daily necessities are skyrocketing, such financial assistance can prove to be a big relief.
Apart from this, with the grace of Guru Sahib, the work of preserving the heritage of Diwan Todar Mal Haveli is being done. Punjabis are appealed to come forward to protect their historical heritage. As per the promises made to the Bargari Morcha leaders, challans were presented against the culprits. CHANDIGARH, 16th March 2026:Just a day after the nation marked his 92nd birth anniversary, a historic resolution seeking the Bharat Ratna for eminent social reformer and political leader Babu Kanshi Ram Ji was unanimously passed by the Punjab Assembly on Monday. The resolution, moved by Punjab Finance Minister Harpal Singh Cheema, urges the Union Government to posthumously confer India’s highest civilian award upon Sahib Shri Kanshi Ram Ji. The resolution received unanimous support across the House, with the Punjab Government set to forward this strong recommendation to the Centre.
Paying tribute while moving the resolution, Punjab Finance Minister Harpal Singh Cheema stated, “Babu Kanshi Ram Ji played a monumental role in championing the ideology of Babasaheb Dr. B.R. Ambedkar and carried the message of socio economic equality to every household. Babu Kanshi Ram Ji was a symbol of unparalleled integrity. He lived and died without any property, land or bank accounts registered in his name.”
He continued, “Babu Kanshi Ram Ji sacrificed his career as a gazetted officer in Pune to fight against caste based discrimination. By first forming the All India Backward and Minority Communities Employees Federation (BAMCEF) and later entering active politics, he empowered thousands of youth from poor and middle class backgrounds to enter the national political arena.”
Tracing the life and political journey of the leader, Harpal Singh Cheema said, “Babu Kanshi Ram Ji was born on March 15, 1934 in Khawaspura in Ropar and completed his graduation from Government College, Ropar. He later served as a Member of Parliament representing Etawah in Uttar Pradesh in 1991 and Hoshiarpur in Punjab in 1996, and subsequently served in the Rajya Sabha.”
Speaking about recent initiatives to honour the leader’s legacy, the Punjab minister added, “Recently, along with my Cabinet colleague Harjot Singh Bains, I visited Babu Kanshi Ram Ji’s associated villages of Khawaspura in Ropar and Pirthipur Bunga in Anandpur Sahib. To honour his legacy locally, the Punjab Government has allocated a ₹2 crore grant for the reconstruction and upgrading of a local school, which will be renamed in honour of Babu Kanshi Ram Ji. Additionally, the government has approved the construction of a high quality library and a modern auditorium in his native village to preserve his historical impact for future generations.”
Referring to earlier political demands on the issue, Harpal Singh Cheema said, “Aam Aadmi Party National Convener Arvind Kejriwal had formally demanded the Bharat Ratna for Babu Kanshi Ram Ji as early as 2016. However, after Babu Kanshi Ram Ji’s passing on October 9, 2006, the Congress led Union Government failed to allocate suitable land in Delhi for a memorial despite widespread demands from the Bahujan Samaj Party and his followers.”
Concluding, he appealed to the House to support the resolution unanimously and said, “This House should pass this resolution with complete unity and send a strong recommendation to the Central Government to confer Bharat Ratna upon Babu Kanshi Ram Ji.”

*Chandigarh, March 16:*Punjab Mining and Geology Minister Barinder Kumar Goyal today strongly countered the Leader of Opposition, Partap Singh Bajwa, over remarks related to the State’s mining revenue projections of Rs.20,000 crore as was stated by AAP National Convener Arvind Kejriwal.
Presenting factual details in response to the query regarding the possibility of generating nearly Rs.20,000 crore from mining activities, the Mining and Geology Minister questioned why the revenue collections had failed to cross Rs.120 crore during the previous Congress regime, while asserting that ongoing reforms and policy initiatives are aimed at substantially enhancing the State’s income from the sector. He Reiterated that Chief Minister S. Bhagwant Singh Mann led government’s sustained efforts towards potash exploration and progressive mining reforms hold the potential to generate revenue exceeding Rs.20000 crore for Punjab.
Clarifying the earlier statement regarding the projected mining revenue, the Cabinet Minister said in the Punjab Vidhan Sabha that the estimate was based on the immense potential of potash mineral reserves identified in parts of Punjab adjoining Rajasthan particularly in districts such as Fazilka and Sri Muktsar Sahib. He explained that potash is a critical fertiliser mineral of which nearly 96 percent is imported in the country and earlier indications of its presence in Punjab were not pursued through systematic exploration by previous governments.
He informed that Chief Minister S. Bhagwant Singh Mann led government consistently raised the issue with the Union Government and central agencies. The matter was strongly taken up during meetings of mining ministers at national forums and through repeated official communications seeking accelerated exploration in Punjab.
He stated that ever since the formation of the Mann Government, consistent and sustained efforts have been undertaken in this sector. During the meeting of Mining Ministers of all States held last year at Konark in Odisha under the leadership of the Union Mining Minister G. Kishan Reddy, he had raised the issue that while the Centre frequently speaks about critical minerals, the most significant among them, potash, was not receiving due attention or action.
He pointed out that while drilling had been conducted at nearly 200 locations in Rajasthan, only nine sites had been drilled in Punjab, which clearly indicated discriminatory treatment. Taking note of the concern, the Union Mining Minister had directed officials to visit Punjab and assess the situation on the groundSubsequently, the department pursued the matter through a series of official communications. He also met G. Kishan Reddy again in New Delhi to reiterate the demand. Later, on January 10, during a meeting in Gandhinagar, Gujarat, he once more took up the issue with the Union Minister, who then instructed senior officials to expedite the process, leading to further progress in the matter.
Following these efforts, fresh drilling and survey initiatives have now been undertaken. Geological exploration covering nearly 48 kilometres area in Fazilka has been approved with an estimated cost of about Rs.19 crore and further drilling points are being examined to expedite the process.
Barinder Kumar Goyal stated that preliminary assessments of potash samples collected during the exploration process have shown encouraging quality which strengthens the state’s confidence regarding future mining prospects. He added that while powers related to mineral exploration and auction rest with the Union Government, the royalty benefits from extraction will accrue to the state exchequer thereby strengthening Punjab’s financial resources once commercial mining begins.
Responding to concerns regarding mining activities, the Cabinet Minister also said there is often confusion between illegal mining and desilting operations undertaken for river rejuvenation flood prevention and infrastructure development works. He informed that large scale desilting and strengthening works have been initiated at vulnerable river sites identified after recent floods, with nearly 180 locations taken up for protective measures at an estimated cost of around Rs.500 crore.
He further stated that the government has maintained strict vigilance against illegal mining with over 1573 FIRs registered and 1655 challans presented so far. In public interest, soil required for major infrastructure works including the Ludhiana-Ropar National Highway project has been supplied at Rs.3 per cubic foot against the prevailing market rate of about Rs.6 per cubic foot and nearly four crore cubic metres soil has been utilised for the project.
He added that during earlier governments, the mining revenue never crossed Rs.120 crore whereas it stood at Rs.234 crore when the present government assumed office in 2022 and has now increased to nearly Rs.800 crore

In a landmark move merging Punjab’s deep spiritual heritage with a bold futuristic vision for higher education, the Bill proposes the establishment of a cutting-edge world-class university on the sacred land of Sri Anandpur Sahib that will offer North India’s first specialised courses in defence, aerospace, cyber security and quantum computing, with the ambition of positioning the institution alongside leading global centres of learning such as MIT.
Moving the Bill in Punjab Assembly on Monday, Harjot Singh Bains highlighted the significance of Sri Anandpur Sahib and Sri Guru Teg Bahadur's sacrifice. "The holy city's land was purchased by Sri Guru Tegh Bahadur Sahib Ji himself. This is sacred land where Dasmesh Pitah Sri Guru Gobind Singh Ji gifted the world the Khalsa Panth—the fountainhead of justice. It’s a humble tribute to Sikh legacy," he stated.
Underscoring the Bill's transformative potential, the Education Minister outlined an ambitious academic structure focused on emerging technologies and strategic studies, courses currently unavailable in any premier institute across North India. “These include BSc in Defence Technology, MSc Strategic and Defence Studies, M.Tech in Defence, Electronics and Radar Systems, M.Tech in Military Robotics and Atomic System, B.Tech in AI, M.Tech in AI, MSc in Data Sciences, B.Tech in Drone Engineering and UAV Technology, Atomic Serial System, B.Tech in Cyber Security, M.Tech in Cyber-warfare and National Security, B.Tech in Space Technologies and Satellite Engineering, B.Tech in Semi-conductor Engineering, M.Tech in Chip Design and Micro-electronics, B.Tech in Quantum Technology, M.Tech in Quantum Computing, BA & MA in Military History, LLM in Defence & Military Laws, LLB in Maritime, PG Diploma in Border Security & Counter Terrorism and Maritime courses,” he shared.
Defence is no longer just a public sector domain. Mahindra, Tata and others are building drones and missiles, he added, while stating, "Our children will be trained to meet these challenges. The Education Minister emphasised Punjab’s unique position as a border state, highlighting the need for technology-driven research in policing and internal security. He asserted, “The institution would be developed with global standards as CM Bhagwant Singh Mann led Punjab Government has envisioned an institution on par with MIT, nurturing future scientists in the legacy of Nobel Laureates like Hargobind Khorana, Piara Singh Gill and Dr. Narinder Singh Kapany. This will be a university with international validation, where students not only earn degrees but work on complex problems Punjab and the nation may face in the next 20 to 50 years.”
He revealed that ₹300 crore has been proposed for investment over the next three years, with an initial allocation of ₹20 crore in the current budget. This project is a top priority of the state government and whatever funds are required will be provided. The university will be strategically established near a newly approved bypass on Kiratpur Sahib and Nangal highway, ensuring excellent connectivity. It is a 70-minute drive from the Shaheed Bhagat Singh International Airport, Mohali and just four hours from the national capital. A transit campus has been identified at a closed college and a martial academy, with officials working day and night to commence courses by July 2026.
Harjot Singh Bains added, “The university would educate over 10,000 students in the next decade, generating thousands of direct and indirect jobs for the region, including faculty positions, technical staff, lab assistants and opportunities in retail, hospitality and startups. The culminating event of the 350th Shaheedi Diwas of Sri Guru Tegh Bahadur Sahib Ji would be held on the grounds of this very university. This is not just any university. It’s a tribute to that great land.”

Chandigarh 16 March 2026:s-Photos of the sitting 117 Members of Punjab Legislative Assembly including Speaker of Punjab Legislative Assembly, Chief Minister of Punjab, Deputy Speaker of Punjab Vidhan Sabha and Leader of Opposition have been installed in the Punjab Vidhan Sabha. This was inaugurated today by the Punjab Vidhan Sabha Speaker S Kultar Singh Sandhwan. Cabinet Minister Harpal Singh Cheema, Cabinet Minister Aman Arora and Leader of Opposition S. Partap Singh Bajwa were also present during the inauguration.
Punjab Vidhan Sabha Speaker S Kultar Singh Sandhwan today also met students of Punjab in his chamber who have qualified Civil Services Examination this year and congratulated them for their bright future. He urged them to serve the country with utmost dedication and honesty. Students also watched the proceedings of the Punjab Vidhan Sabha. Speaker explained the civil services examination qualified students the exact difference between Government and Government servant.
Speaker Sandhwan honored the students by presenting Lohi and Memento. Cabinet Minister Harpal Singh Cheema, Cabinet Minister Gurmeet Singh Khudian, Hardeep Singh Mundian and Leader of Opposition Partap Singh Bajwa also congratulated these students.
