Chandigarh, April 4 – Haryana Chief Minister Sh. Nayab Singh Saini, while addressing a Dhanyvad evam Vikas rally held in Safidon of Jind district on Saturday, made major announcements for the development of the area. He said that the Safidon hospital will be upgraded to a 100-bed facility. Apart from this, new buildings for veterinary hospitals will be constructed in Siwana Mal village and Khatla village. Ramsar Park and an auditorium will be developed in Safidon, and an e-library will be established in the city for students. Additionally, an entrance gate named after Mahatma Jyotiba Phule will be constructed from Panipat Road to the municipal limits. The building of a BSc Nursing College will be constructed soon in Safidon. The boundary wall of Memorial Government Girls College in Safidon will also be reconstructed.

He further said that the 33 KV line passing over houses in Peepal Wala Mohalla, Ward No. 7, Guljari Chowk colony in Safidon city will be removed as per norms. In village Kheda Khemavati, the capacity of the power transformer installed at the 33 KV substation will be increased to 33 MVA. The old and dilapidated buildings of the primary school and government senior secondary school in the village will be declared condemned and new rooms will be constructed.

The Chief Minister said that the capacity of the power transformer installed at the 132 KVA substation in Khedi Taloda will be increased in phases to 40–45 MVA and 132–33 KVA. A 33 KV substation will be constructed in village Siwan Mala. New PHC buildings will be constructed in Rajana Kalan and Dhanarth villages. During this, the Chief Minister also announced civil works worth ₹1 crore in government schools of various villages. He said that a fire station will be constructed in Pillukhera subject to land availability. Additionally, two new fire tenders will be provided to the Safidon fire station. Applications submitted by various social organizations for allotment of plots in HSVP sectors will be processed as per rules and the allotment process will be completed soon.

The Chief Minister announced that rehabilitation of Gangoli, Kalwa, Bhadatana, sub-minor, and Siwana Mal distributary canals will be carried out at a cost of ₹12.50 crore, and a Gram Secretariat will also be constructed in the village. Along with this, the canal rest house at Anta will be repaired. He said that an ITI will be constructed in Pillukhera subject to land availability. Religious places in the Safidon area under Kurukshetra Development Board will be renovated at a cost of ₹2 crore. A biogas plant will be installed on Shamlat land of Gram Panchayat Muana. A community center will be constructed in Morkhi village. A retaining wall will be built for the historic Yayati Surya Kund temple in Kalwa village. The BDPO office building in Safidon will be constructed. Works worth ₹10 crore under the Public Health Engineering Department will be carried out in various villages.

He said that repair of roads, construction of new shed covers and other works will be carried out in the grain market of Safidon, for which ₹5 crore has been allocated. A vegetable market will be constructed in Pillukhera subject to land availability. ₹6 crore has been allocated for construction, widening and repair of roads connecting various villages of Safidon and Pillukhera. The new grain market in Pillukhera will be expanded further subject to land availability. A new rest house will be constructed in Safidon at a cost of approximately ₹9.50 crore. Bridges over drains will be constructed in Bhambhewa.

The Chief Minister further announced that 12 roads of the PWD department will be reconstructed at a cost of about ₹19 crore. A total of 49 roads with a length of 203.5 km in Safidon constituency, which are currently under DLP, will also be strengthened and maintained by the concerned agency. He said that special repairs of 39.36 km of roads will also be carried out at a cost of ₹22.89 crore. Similarly, 63 roads of 173.29 km under the Market Committee, currently under DLP, will also be strengthened and maintained by the concerned agency. In addition, special repair of 8 roads with a total length of 56.70 km will be carried out at a cost of ₹5.86 crore. Farm paths up to 25 km in the Safidon constituency will be paved. The Chief Minister also announced a separate allocation of ₹5 crore for the development of villages in the constituency.

Chandigarh, April 4 — Haryana Chief Minister Sh. Nayab Singh Saini targeted the opposition, stating that it neither has a clear policy nor any vision. He said the opposition has only one agenda—to spread confusion, tell lies, and mislead the public. “When real development takes place, those indulging in politics of falsehoods feel uncomfortable,” he said. He added that opposition leaders only enjoyed power, promoted dynastic politics, and trapped people in a web of promises. “Today, the public is aware and firmly stands with the government on the issue of development, and therefore the opposition’s lies and misinformation will not succeed,” he added.

The Chief Minister was addressing a Dhanyawad evam Vikas Rally in Safidon, Jind, on Saturday. Earlier, he inaugurated and laid the foundation stone of 10 development projects worth ₹49.73 crore. These included the inauguration of 6 projects worth ₹19.31 crore and the foundation laying of 4 projects worth ₹30.42 crore.

Sh. Nayab Singh Saini said that the land of Safidon is known for agriculture as well as struggle and self-respect. He remarked that there was a time when people here had to struggle even for basic amenities. Roads were in poor condition, and people had to depend on influential individuals for employment. Development was limited to paper. “But today, the situation has completely changed. The positive transformation seen in the state and the country is the result of strong and visionary leadership,” he added.

Praising the leadership of Prime Minister Sh. Narendra Modi, he said that the vision of Viksit Bharat 2047 has given new energy and direction to the nation. He said that the Haryana Government is working on the principle of “Nation First” and stands firmly with the people in every crisis. He assured citizens that there is no shortage of petrol, diesel, or domestic cooking gas in the state and that adequate stock is available at all petrol pumps and gas agencies. He said that opposition leaders are spreading confusion through cheap politics during this global crisis and appealed to people not to pay attention to rumours.

He said strict measures have been taken to curb black marketing and several FIRs have already been registered. Additionally, to promote expansion of gas pipelines, lease rent has been reduced from ₹3 lakh to ₹1,000, which will help accelerate the target of providing PNG connections to lakhs of households.

The Chief Minister said that earlier, people in Safidon region had to struggle for basic facilities, but now the situation has completely transformed. Concrete roads in villages, better irrigation facilities, and transparent employment opportunities for youth are now available. He informed that in the last 11.5 years, development works worth ₹1,594 crore have been carried out in Safidon, compared to only ₹552 crore spent during the previous government’s 10-year tenure.

He said that in the past one year, 36,000 youths have been provided government jobs without any corruption, and in the last 11.5 years, this number has reached 1.80 lakh. Highlighting welfare schemes for women, farmers, and the poor, he said that several schemes including Deendayal Lado Lakshmi Yojana, Pradhan Mantri Kisan Samman Nidhi, and Ayushman Bharat-Chirayu Yojana are being effectively implemented. All crops of farmers are being procured at Minimum Support Price, and payments have been directly transferred to farmers’ accounts. He added that the previous Congress government had left ₹269 crore as pending compensation for farmers, which was cleared by the present government after assuming office in 2014.

To provide relief to farmers for losses caused by natural disasters in horticulture crops, 46 crops have been included under the Mukhyamantri Bagwani Beema Yojana. So far, a total of ₹1.40 crore has been disbursed to 157 farmers. He also stated that the creamy layer limit for backward classes has been increased and lakhs of houses have been provided to the poor under housing schemes.

Referring to key decisions in Budget 2026–27, he said that Haryana Agro Discom will be established to ensure better electricity supply to farmers, and special clusters will be developed to promote natural farming. Schemes such as Lakhpati Didi and Pink Cab will help make women self-reliant and give new direction to holistic development in the state.

’Respond to Forces Trying to Push Haryana Back’

Sh. Nayab Singh Saini said that opposition leaders are still trying to divide people on the basis of caste, religion, and region. However, he emphasized that the new Haryana has risen above such narrow thinking. “Today’s youth does not want caste, but jobs; not religion, but opportunities; not regionalism, but development,” he said. He added that the present government has worked for every section and every region without discrimination. “A new work culture has developed in Haryana—where work speaks, results are visible, and public trust is paramount,” he said, urging citizens to accelerate the development journey and respond to forces attempting to hold Haryana back.

Chandigarh, April 4 — Haryana Chief Minister Sh. Nayab Singh Saini, while addressing the ‘Dhanyavaad Evam Viksit Faridabad Rally’ in Faridabad on Saturday, made several significant announcements for the city. He stated that to reduce vehicular pollution, major junctions in the city will be improved in a phased manner to ensure smooth traffic flow and reduce pollution.

He said due to quality issues arising from groundwater-based water supply, the possibility of providing fresh drinking water from the Upper Ganga Canal will be explored. For this, coordination will be established with the Uttar Pradesh Government, and necessary steps will be taken to bring Ganga canal water to Faridabad.

The Chief Minister announced that rainwater harvesting systems will be installed in 50 community centres and parks in Faridabad city in the first phase. In addition, all government buildings will also be equipped with rainwater harvesting systems by the concerned departments, which will help in water conservation and address the issue of waterlogging.

He said that a nature park will be developed in Greater Faridabad under the Divya Nagar scheme at a cost of approximately ₹10 crore. The Chief Minister also announced that a large banquet hall will be developed above a multi-level parking facility on about 3 acres of HSVP land in front of the convention hall and near the Labour Court.

He further stated that the state government will provide land for setting up a Kendriya Vidyalaya in Greater Faridabad to ensure access to quality education for children in the area.

The Chief Minister also announced the establishment of a multi-speciality hospital in Sector-8 under the PPP mode. Additionally, IMT Sector-66 will be developed as a commercial sector and transformed into an entertainment city, featuring modern amenities such as cinema halls, hotels, and multiplexes.

He also announced that the swimming pool located in Sector-12 will be upgraded under PPP mode and developed into an all-weather facility meeting international standards.

Sh. Nayab Singh Saini also announced an additional grant of ₹5 crore for development works. He said that the recently approved Delhi–Gurugram–Faridabad–Noida RRTS/Namo Bharat corridor will provide new economic strength to Faridabad and significantly enhance connectivity in the region.

Chandigarh, April 4 — Haryana Chief Minister Sh. Nayab Singh Saini, while addressing the Dhanyavaad Evam Viksit Faridabad Rally held in Faridabad on Saturday, said that over the past 11.5 years, unprecedented work has been carried out in Faridabad in the fields of infrastructure, connectivity, industry, Smart City development, metro expansion and digital services. Continuing this momentum, the Chief Minister laid the foundation stone for four major development projects worth ₹120.76 crore to further accelerate the city’s holistic development.

These projects include construction of a rest house at a cost of ₹50.61 crore, construction of a dispensary-cum-CMO office at ₹41.70 crore, laying of sewerage lines in various areas at ₹25 crore, and construction of a school building in Old Faridabad at ₹3.45 crore.

The Chief Minister said the government is committed to making Faridabad one of the cleanest cities in the country. In this direction, the Chief Minister unveiled a cleanliness mascot and a cleanliness comic and appealed to citizens to actively participate in the cleanliness drive. On this occasion, the Chief Minister also issued e-appointment letters to around 1,331 youths who had been selected earlier in the mega employment fair held at JC Bose University.

Fast-Tracking CM Announcements and Manifesto Commitments

The Chief Minister stated that 44 CM announcements have been made in this area over the past 11.5 years, out of which 24 have been completed, while work on the remaining is progressing rapidly. He emphasized that the government delivers on its promises, citing that 60 out of 217 manifesto commitments have been fulfilled within one and a half years, with work ongoing on the rest.

He said that the vision of Viksit Bharat 2047 by Prime Minister Sh. Narendra Modi is being realized in Haryana through ‘Viksit Haryana’. The double-engine government has implemented the mantra of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas’ on the ground.

Adequate Stock of Fuel and Gas Available

The Chief Minister said that when the government focuses on development and public welfare, some opposition leaders attempt to spread misinformation and indulge in politics based on false promises. He expressed gratitude to the Prime Minister for reducing excise duty on petroleum products to provide relief to the public. He said even during global challenges, some opposition leaders try to create confusion among people, whereas the government is working sensitively to safeguard public interests.

The Chief Minister clarified that there is no shortage of petrol, diesel, or LPG in Haryana, and adequate stock is available at all 4,032 petrol pumps and gas agencies in the state. He urged people not to pay attention to rumours and avoid panic buying.

Welfare Schemes Benefiting Every Section

Highlighting various welfare schemes, the Chief Minister said that initiatives such as Deendayal Lado Laxmi Yojana, gas cylinders at ₹500, MSP-based crop procurement, crop compensation, Pradhan Mantri Kisan Samman Nidhi, social security pensions, Pradhan Mantri Awas Yojana, Ayushman Bharat-Chirayu Yojana, free dialysis, and government jobs without “parchi-kharchi” are benefiting all sections of society.

He added that the Budget 2026–27 also includes several major decisions for farmers, women, youth, workers, and the poor. These include Haryana Agri-Discom, an increase in minimum wages, creation of 3 lakh Lakhpati Didis, 4,000 new ration depots, 20% reservation for Agniveers, and new plot allotments under the Mukhyamantri Shehri Awas Yojana.

The Chief Minister said that ‘Viksit Faridabad’ is not just a dream but a comprehensive vision ensuring better education, healthcare, employment, and improved quality of life for every citizen. He assured that Faridabad’s development will not stop at any cost and that no effort will be spared for the region’s overall progress.

Union Minister Krishan Pal Gurjar Highlights Achievements

On this occasion, Union Minister of State for Cooperation Sh. Krishan Pal Gurjar said that before 2014, Faridabad had not witnessed significant development. However, the unprecedented development over the past 12 years is now clearly visible to people across the country and the state.

He said that earlier governments could not ensure adequate power supply, whereas now uninterrupted 24-hour electricity is being provided in both villages and cities. During the Congress government’s tenure, only 500 km of highways were built in Haryana, whereas in the past 12 years, this has increased to 5,000 km.

He added that Haryana has made remarkable progress in water, education, healthcare, and infrastructure. Projects like elevated expressways, hospitals, colleges, and modernization of railway stations have transformed Faridabad.

’Viksit Faridabad’ Vision Turning into Reality

Rally convener and Haryana Cabinet Minister Sh. Vipul Goel said that ‘Viksit Faridabad’ is no longer just a dream but is rapidly becoming a reality. The Chief Minister has given top priority to Faridabad in budget allocations and development plans, accelerating its growth.

He said that once Faridabad becomes part of the international global corridor, the distance to Jewar Airport will be reduced to just 30 minutes from the current two hours. Efforts are also being made to reduce travel time between Faridabad, Gurugram, and Noida through the Regional Rapid Transit System (RRTS).

Sh. Goel said that the Chief Minister has resolved to make Faridabad flood-free, and efforts in this direction are progressing swiftly. Faridabad is now moving towards becoming Haryana’s new international city.

He further stated that in a recent FMDA meeting, development works worth ₹985 crore were approved for Faridabad, for which he expressed gratitude to the Chief Minister. He also placed several key demands related to Faridabad’s development before him.

Haryana Takes Bold Steps to Strengthen HIV/AIDS Response: Rs. 47.16 Crore Budget Proposed, Second Viral Load Lab to Be Set Up, and Spouse Testing Initiative Launched

Chandigarh, April 4 - In a significant push to accelerate Haryana's fight against HIV/AIDS and strengthen public health infrastructure, the 23rd Executive Committee Meeting of the Haryana State AIDS Control Society (HSACS) was held today under the chairmanship of Additional Chief Secretary, Health & Family Welfare, Dr. Sumita Misra.

The meeting approved a series of progressive decisions spanning budget allocations, technological upgrades, expanded testing protocols, and cross-departmental coordination. Budget of Rs. 47.16 Crore Proposed for 2026–27. The committee approved a proposed Annual Action Plan (AAP) for 2026–27 with a total outlay of over Rs. 47.16 crore.

The major allocations include Rs. 16.45 crore for Targeted Interventions and LWS (Link Worker Scheme), 10.90 crore for ICTC/BSD services, Rs. 6.22 crore for Institutional Strengthening, Rs. 4.68 crore for Care, Support and Treatment (ART), Rs. 3.75 crore for IEC activities, and Rs. 1.52 crore for STI services — reflecting a well-rounded commitment to prevention, treatment, and systemic strengthening.

Second Viral Load Laboratory to Be Established in Panchkula

In a major infrastructure development, the committee noted that a second HIV Viral Load Laboratory has been approved and will be made functional at Panchkula within one month. Currently, only one Viral Load Lab at PGIMS Rohtak serves 17 districts, with five additional districts linked to IHBAS, New Delhi.

With the new lab at Panchkula, districts will be re-clustered across three Viral Load Labs — significantly improving access, reducing turnaround time, and easing the burden on the existing facility. In addition, four new CD4 machines have been installed at Kaithal, Hisar, Panipat, and Faridabad and will be operational shortly, further strengthening the state's diagnostic infrastructure for PLHIV (People Living with HIV) monitoring and care. New CD4 labs to be proposed for Kalpana Chawla Government Medical College & Hospital, Karnal & Civil Hospital Panchkula.

Simultaneous HIV and Syphilis Testing of Pregnant Women and Their Spouses

One of the most significant public health decisions taken at the meeting was the approval of a proposal for simultaneous HIV and Syphilis testing of spouses of all antenatal care (ANC) women. As per NACO's revised ANC estimation, the screening target in Haryana for FY 2025–26 stands at 5,95,880. Under the new proposal, approximately 12,00,000 dual HIV/Syphilis tests will be required annually to cover both pregnant women and their spouses. Efforts are to be made in order to ensure the Elimination of Vertical Transmission of HIV and Syphilis (EVTHS) to nearly zero.

The committee approved a proposal to develop a secure web-based platform for voice messages, SMS alerts, and follow-up reminders to all PLHIVs — improving treatment adherence, reducing loss to follow-up, and enabling timely engagement with the healthcare system.

The committee reviewed encouraging progress in HIV testing and treatment linkages. The department is committed to achieving the ambitious 95–95–99 targets in the fight against HIV/AIDS—ensuring that 95% of all People Living with HIV (PLHIV) are identified, 95% of those diagnosed are promptly linked to and retained on Antiretroviral Therapy (ART), and 99% of those on treatment achieve sustained viral load suppression.

Focused efforts are being made through intensified awareness campaigns, expanded testing services, strengthened ART delivery systems, and regular monitoring to ensure adherence and treatment success. This integrated and result-oriented approach not only improves the quality of life for PLHIV but also plays a crucial role in preventing new infections.

Dr. Misra stressed the importance of inter-departmental coordination to maximise impact. "Swift and sustained awareness is key to breaking stigma and ensuring early detection," Dr. Misra stated. "We must reach every worker—formal or gig—to safeguard lives and achieve our 95-95-99 targets."

The Labour and Industries Department was urged to implement HIV/AIDS workplace policies across all large establishments and integrate HIV prevention in their CSR activities. The Education Department was called upon to open Red Ribbon Clubs in all government and private colleges, implement the Adolescence Education Programme in schools, and ensure non-discrimination with HIV-positive students. The Women and Child Development Department was requested to sensitise CDPOs and Anganwadi Workers on HIV/AIDS, particularly on EVTHS, through structured training programmes.

Health Minister Arti Singh Rao Interacts with Villagers in Khatiwas

Chandigarh, April 4 — Haryana Health, Medical Education and AYUSH Minister Arti Singh Rao said that under the leadership of Chief Minister Sh. Nayab Singh Saini, the government is committed to rural development. Development works are being implemented on a priority basis. She said that Kheri and Khatiwas villages are like her own, and she shares a family bond with both villages. Whenever there was a need, the people of these villages extended wholehearted support. She assured that no shortage will be left in the development of both villages. She also announced a grant of ₹10 lakh each for the development of Khatiwas and Kheri villages.

Arti Singh Rao was addressing a gathering during a felicitation function held in Khatiwas village of Jhajjar district on Saturday. She said that she will always remember the respect and honour given by the people of Kheri and Khatiwas villages, especially as she has had a long-standing familial connection with them.

She assured that most of the demands submitted by the Gram Panchayats of Kheri and Khatiwas will be fulfilled. She also stated that the pipeline work for water drainage will be completed at the earliest. She added that it is a matter of pride for her to be appointed in charge of this area, and the people of the region can approach her anytime for public welfare works.

She said that the government has ensured the availability of facilities such as X-ray, ultrasound, CT scan, MRI machines, and expert staff in hospitals across the state. People are also benefiting significantly under the Ayushman scheme. The government is accelerating development works while keeping in mind all regions and sections of society.

Shyam Singh Rana Visits Grain Markets of Panchkula, Barwala and Raipur Rani, Reviews Procurement of Wheat and Mustard

New Measures Implemented for Farmers’ Convenience: Shyam Singh Rana

Chandigarh, April 4 — Haryana Agriculture and Farmers’ Welfare Minister Sh. Shyam Singh Rana visited the grain markets of Panchkula, Barwala, and Raipur Rani on Saturday and reviewed the procurement process of wheat and mustard for the Rabi marketing season 2026–27. During the visit, he also issued necessary directions to the concerned officials.

The Minister conducted a detailed review of all arrangements in the mandis, including facilities being provided to farmers, crop verification process, electricity, water supply, cleanliness, and the biometric system. In the Panchkula, Barwala, and Raipur Rani mandis of the district, procurement of foodgrains is being carried out by the state procurement agency HAFED and the Haryana Warehousing Corporation. The Haryana Government has fixed the Minimum Support Price (MSP) of wheat at ₹2,585 per quintal and mustard at ₹6,200 per quintal.

He said that the Haryana Government is a farmer-friendly government. As per the directions of Chief Minister Sh. Nayab Singh Saini, no inconvenience should be caused to farmers and commission agents during the procurement process in the mandis. With this objective, directions have been issued to ensure smooth and uninterrupted procurement operations in all mandis.

The Minister directed that adequate arrangements of gunny bags be ensured in all three mandis of the district and that lifting of produce should be expedited as soon as crops arrive. He also instructed officials to ensure payment to farmers within 72 hours of procurement.

He stated that various arrangements have been implemented during the Rabi procurement season 2026 to provide convenience to farmers, save time, and ensure complete transparency in the procurement process. Farmers can bring their produce to mandis not only through tractor-trolleys but also through traditional means such as bullock carts. If a tractor-trolley does not have a number plate, the farmer can bring produce by writing the tractor number on the vehicle with paint or by displaying the registration number on a paper/sticker.

He informed that to avoid waiting for gate pass issuance, staff have been deployed through the Haryana Kaushal Rozgar Nigam. Under this system, farmers can bring their produce to the mandi for sale 24 hours a day. Registration on the “Meri Fasal Mera Byora” portal can be done by the farmer, the landowner, or a person cultivating the land on lease. The farmer/landowner/lessee can also register nominated persons on the portal.

He further stated that only the farmer or up to three nominated persons will be allowed to bring Rabi crops to the mandi for sale. Verification of the farmer or nominated persons will be carried out through fingerprint scanning using biometric devices. If fingerprint verification is not possible, iris scanning can also be used. This biometric verification will not take place at the mandi gate but at the time of procurement of the crop heap. In case of technical issues in biometric verification, verification can be done through OTP. Permission for OTP verification will be decided by a committee under the District Food and Supplies Controller.

The procurement agency’s inspector will issue the out-gate pass, which will be visible in the transporter’s login. After acceptance by the transporter, the mandi secretary will approve the out-gate pass. This will ensure complete transparency in the lifting process. The entire procurement process will be conducted online, ensuring time efficiency and transparency in the system.

Ensuring Crop Procurement and Timely Payments is Government’s Priority: Cabinet Minister Ranbir Gangwa

Chandigarh, April 4 — Haryana Public Works and Public Health Engineering Minister Sh. Ranbir Gangwa said the new measures implemented by the state government in mandis for crop procurement are entirely in the interest of farmers. The objective of these measures is to ensure that the produce of local farmers is procured first and that they receive timely payments, thereby bringing transparency to the procurement process and safeguarding farmers’ interests.

The Cabinet Minister visited the grain market in Hisar on Saturday to inspect the ongoing procurement operations and arrangements. During the visit, he held a meeting with officials, farmers, commission agents, and traders, where he listened to their issues and suggestions. He also addressed and resolved several of their concerns.

He clarified that the government’s primary focus is to ensure that farmers do not face any difficulty in selling their produce. He stated that all arrangements in the mandis have been implemented smoothly and that officials have been directed to ensure that the procurement process is carried out in a transparent, fair, and time-bound manner.

Minister Sh. Ranbir Gangwa issued strict instructions to procurement agencies and mandi administration officials, stating that negligence or irregularities at any level will not be tolerated. He warned that strict action will be taken against any officer or employee found guilty of laxity.

He further informed that special arrangements have been made by the government for effective monitoring of the procurement process. Nodal officers have been appointed for each mandi by the district administration, along with government representatives and senior administrative officials, to closely monitor the entire process.
