Link Officers Designated for Cooperation Department

Chandigarh, April 9 – The Haryana Government has designated link officers in the Cooperation Department to ensure smooth functioning of the department in case any post falls vacant due to transfer, retirement, leave, training, official tours, or election duty of an officer.

According to the orders issued by Chief Secretary Sh. Anurag Rastogi, in the absence of the Registrar, Cooperative Societies, the Cooperation Secretary will act as Link Officer-1, while the Managing Director of Hafed will serve as Link Officer-2.

In the case of the Managing Director of Hafed, the Managing Director of Sugarfed will act as Link Officer-1, while the Managing Director of HDDCF will serve as Link Officer-2.

In the absence of the Managing Director of Sugarfed, the Managing Director of Hafed will act as Link Officer-1, while the Cooperation Secretary will serve as Link Officer-2.

Similarly, in the case of the Managing Director of HDDCF, the Managing Director of Sugarfed will act as Link Officer-1, while the Managing Director of Hafed will serve as Link Officer-2.

The order also clarifies that any officer proceeding on leave, training, official tour, or election duty must inform the designated link officer in advance.

Haryana Government Issues 15-Day Deadline to Clear Pending Files under CFM & TIS

Chief Secretary directs all departments to update file status; portal data to be treated as final for accountability

Chandigarh, April 9: The Haryana Government has directed all departments, boards, corporations, and autonomous bodies to clear pending files within 15 days under the Centralized File Movement & Tracking Information System (CFM &TIS).

Chief Secretary Sh. Anurag Rastogi has instructed all administrative secretaries, heads of departments, managing directors, divisional commissioners, and deputy commissioners to ensure disposal of cases and updation of their status on the portal within the stipulated timeline.

A large number of files have been shown as “pending” on the CFM & TIS portal since 2025 and 2026. The government has noted that in several cases, files may have already been disposed of at the physical level, but their status has not been updated digitally.

All departments have now been instructed to verify such cases, reconcile records, and update the correct status on the portal.

After completion of the 15-day exercise, the data available on the CFM & TIS portal will be treated as final and authentic for monitoring purposes. This data may also be used for reviewing departmental performance and fixing responsibility for delays.

Departments have been further directed to ensure that all file movements are updated regularly on the portal going forward, so that discrepancies between physical and digital records do not arise.

Haryana to establish Sainik and Ardh Sainik Welfare Corporation: Rao Narbir Singh

Chandigarh, April 9 – Haryana Sainik and Ardh Sainik Welfare Minister, Rao Narbir Singh, said that with the objective of securing the future of Agniveers, the Haryana Cabinet has approved the ‘Haryana Agniveer Policy–2024’, which will be implemented effectively from August 2026. Under this policy, horizontal reservation for Agniveers in government jobs has been increased from 10 percent to 20 percent. Besides this, employment opportunities will be ensured in other sectors, making Haryana the first state to guarantee employment to former Agniveers.

He said that during 2022–23, a target of 26,649 Agniveers was set at the national level for recruitment in the Army, Navy and Air Force, out of which 1,830 Agniveers were recruited from Haryana in 2022–23 and 2,215 in 2023–24.

Under the Agnipath scheme launched by the Central Government in 2022 as part of defence reforms, 25 percent of Agniveers will be inducted into regular services by the Army based as per its requirements. The first batch, completing four years of service, will return in July 2026, including about 75 percent (1,373) from Haryana, who will be accommodated under the ‘Haryana Agniveer Policy–2024’, he added.

He further said that under the scheme, Agniveers will receive a 'Seva Nidhi' package of approximately Rs.11.71 lakh, including 30 percent contribution to the fund by Agniveers during their four-year service period and the Government of India's corpus fund contribution. Additionally, the Haryana Government will provide special reservations for posts in the Haryana Police, including constables, jail wardens, forest guards, and other positions, as per its policy.

The Minister said that those Agniveers willing to pursue self-employment or entrepreneurship will be provided interest-free loans of up to Rs. 5 lakh for three years by the state government. He added that the Chief Minister, Sh. Nayab Singh Saini, in his Budget Speech for 2026–27, has announced the establishment of the Haryana Sainik and Ardh Sainik Welfare Corporation, and the process for the same is underway.

He further informed that the Haryana Government had constituted a separate Sainik and Ardh Sainik Welfare Department in 2016 for the welfare of ex-servicemen, paramilitary personnel and their dependents. Since October 2014, employment on compassionate grounds has been provided to the dependents of 420 martyrs, reflecting the government’s commitment towards the welfare of soldier

CM Nayab Singh Saini Reviews Functioning of ‘Samadhan Shivirs’, Directs Officials to Ensure Prompt Action

Chandigarh, April 9 – Chief Minister Sh. Nayab Singh Saini, on Thursday, conducted a detailed review of the progress of Samadhan Shivirs being organized across the state in a high-level meeting via video conferencing. During the meeting, he directly heard complaints from citizens of various districts and instructed concerned officials to ensure their prompt and effective resolution.

Samadhan Shivirs are organized every Monday and Thursday in the offices of Deputy Commissioners and Sub-Divisional Officers across all districts of the state. In these camps, citizens present their grievances. Complaints that can be resolved on the spot are addressed immediately, while the remaining cases are ensured to be resolved within 7 to 15 days.

It is noteworthy that since the launch of this campaign on June 10, 2024, around 1.5 lakh complaints have been received across the state, out of which approximately 78 percent have been successfully resolved.

In today’s meeting, the Chief Minister established direct communication with citizens from various districts, understood their issues, and directed officials to prioritize and resolve pending cases at the earliest. He also reviewed pending cases from the years 2024, 2025, and 2026, issuing clear instructions to ensure their timely disposal.

During the meeting, the Chief Minister took serious note of the absence of officials in some districts. Taking the absence of concerned officers in Mahendragarh district and the SDM office in Badshahpur seriously, he directed all Deputy Commissioners and SDMs to be personally present in Samadhan Shivirs and listen to citizens’ grievances.

The Chief Minister stated that a weekly review meeting of Samadhan Shivirs is held every Friday, which should be chaired by the respective Deputy Commissioner. Strict instructions were also issued to officers who have been regularly absent from these review meetings.

He emphasized that officers must personally chair the meetings and monitor the resolution of pending complaints.

The Chief Minister reiterated that the state government’s goal is to ensure time-bound, transparent, and effective resolution of citizens’ grievances, and any negligence in this regard will not be tolerated.

Haryana Strengthens Waste Management Systems, Chief Secretary Anurag Rastogi Reviews NGT Compliance Progress

Chandigarh, April 9 - Haryana is steadily advancing towards scientific and sustainable waste management, with Chief Secretary Sh. Anurag Rastogi on Thursday reviewing the state’s progress on compliance with directions of the National Green Tribunal (NGT). The review reflected a positive trajectory, with major improvements in infrastructure, monitoring mechanisms, and environmental governance.

Chairing the high-level meeting, the Chief Secretary stressed the importance of continuous monitoring, accurate reporting, and coordinated action across departments to ensure timely compliance with NGT directives. He reiterated that Haryana is committed to achieving full compliance through a structured and result-oriented approach.

Significant progress has been made on the ground. Scientific waste processing through composting is now operational in 53 Urban Local Bodies, with the output being effectively utilised in agriculture and horticulture. One Waste-to-energy plant is functional at Sonepat, while work is progressing rapidly to expand processing facilities across remaining areas.

Legacy waste remediation has also gathered pace, with work completed at a majority of identified sites. The remaining waste is being targeted for scientific disposal within defined timelines, indicating a clear shift towards long-term environmental sustainability.

At the operational level, Haryana has achieved near-universal door-to-door waste collection, covering about 98 percent of wards, while source segregation has also improved significantly. The state is now focusing on bridging the remaining gap in waste processing capacity, with a target to achieve full coverage by the end of 2026.

To ensure better coordination and monitoring, district-level task forces have been constituted under Deputy Commissioners, bringing together multiple departments for integrated action. Nodal officers have also been deployed at the urban local body level to strengthen supervision and accountability.

The Chief Secretary also reviewed earlier observations made by the Tribunal and directed departments to further improve data accuracy, strengthen reporting systems, and expedite ongoing projects related to both solid and liquid waste management.

Commissioner and Secretary, Urban Local Bodies, Sh. Ashok Kumar Meena informed that with sustained efforts, strong institutional mechanisms, and technology-driven monitoring, Haryana is fast emerging as a model state in environmental management.

Additional Chief Secretary, Environment, Forests & Wildlife Department, Sh. Sudhir Rajpal, Member Secretary, Haryana State Pollution Control Board, Sh. Yogesh Kumar, Joint Director (Admin), Urban Local Bodies, Sh. Kanwar Singh and other senior officers were present in the meeting.

Ensure no inconvenience to farmers during wheat procurement: Krishan Lal Panwar

Development and Panchayat Minister conducts surprise inspection in the grain market, Sonipat

Chandigarh, April 9 – Haryana Development and Panchayat Minister, Sh. Krishan Lal Panwar said that the State Government is committed to safeguarding the interests of farmers and will ensure that no farmer faces any inconvenience during the wheat procurement season. He said that under the leadership of Chief Minister, Sh. Nayab Singh Saini, the government will ensure the procurement of every single grain brought by farmers to the mandis.

The Minister was speaking after conducting a surprise inspection of the Gohana grain market (mandi) in the district of Sonipat on Thursday. During the visit, he reviewed the facilities and arrangements made for farmers. He also inspected wheat quality, moisture levels, the biometric registration system, and other arrangements in the mandi.

Directing the officers, he emphasised that the procurement process must be carried out in a transparent and smooth manner so that farmers do not face any inconvenience. He also directed officers to ensure timely lifting, proper storage of wheat, and adequate availability of gunny bags.

He further said that the biometric system has been implemented to prevent any fraud with farmers and to ensure transparency in the procurement process. The system aims to safeguard farmers’ interests and ensure that there are no irregularities in the sale of their produce.

The Minister reiterated that protecting farmers’ interests is the government’s foremost responsibility and that necessary directions have already been issued to all concerned departments and procurement agencies. He clarified that any negligence will not be tolerated and that farmers’ grievances must be addressed promptly.
