UHBVNL Dismisses CFO Amit Dewan Over Financial Fraud and Corruption Allegations
Chandigarh, May 4 — The Uttar Haryana Bijli Vitran Nigam Limited (UHBVNL) has dismissed its Chief Financial Officer, Sh. Amit Dewan, with immediate effect, following serious allegations of financial fraud, corruption, and misuse of government funds during his tenure on deputation as Director Finance at Haryana Power Generation Corporation Limited (HPGCL).
The dismissal order was issued by the Managing Director, UHBVNL, after an extensive investigation into fraudulent banking transactions, forged financial records, and alleged diversion of public money. The case, initially investigated by the State Vigilance & Anti-Corruption Bureau, has now been transferred to the Central Bureau of Investigation (CBI) for further probe.
According to the findings of the investigation, Sh. Amit Dewan allegedly conspired with certain bank officials to siphon off government funds through unauthorized banking operations. It was revealed that HPGCL funds were transferred to accounts in IDFC First Bank and AU Small Finance Bank in violation of prescribed government norms and empanelment guidelines.
Investigators found that in one case, a deposit amounting to Rs. 50 crore was credited into an account where subsequent Fixed Deposit Records were allegedly forged, while several unauthorized and fraudulent transactions were carried out.
The investigation further uncovered evidence, including Call Detail Record (CDR) analysis and witness statements, suggesting that Sh. Amit Dewan received illegal gratification in return for compromising the interests of the power utility. It has specifically been alleged that he accepted Rs. 50 lakh on January 6, 2026, as part of the corrupt arrangement.
Sh. Amit Dewan was arrested on March 18, 2026, and had remained under suspension pending further action. Following a detailed review of the case, the Competent Authority concluded that his conduct was “most reprehensible” and had seriously damaged the image and credibility of the State Government and its power utilities.
The dismissal order further notes that conducting a regular departmental enquiry was not reasonably practicable in the present circumstances due to the possibility of tampering with evidence and influencing subordinate officials during the ongoing investigation.
Invoking the provisions of the Uttar Haryana Bijli Vitran Nigam Employees (Punishment & Appeal) Regulations, 2018, UHBVNL has permanently removed Sh. Amit Dewan from service in order to safeguard public interest, uphold administrative integrity, and maintain organizational discipline.

Municipal Body Elections on May 10; Voter Identification Guidelines Issued
Chandigarh, May 4 — The general elections for 3 Municipal Corporations, 1 Municipality, and 3 Municipal Councils in the state will be held on May 10. Voting will take place from 8:00 AM to 6:00 PM.
Sharing details in this regard, a spokesperson of the Haryana State Election Commission said that voters who have not yet received their Voter Photo Identity Cards but whose names are listed in the current electoral rolls of the respective Municipal Corporation, Municipality, or Municipal Council will not be deprived of voting. Such voters can use documents like Aadhaar Card, Family ID, Passport, Driving License, PAN Card, service identity cards issued by central/state government offices, public sector undertakings or local bodies, photo passbooks issued by authorized banks or post offices, Freedom Fighter ID, caste certificates (SC/ST/OBC) with photo, disability certificate, arms license, MGNREGA job card with photo, property-related photo documents, pension-related photo documents, health insurance smart card, ration card, or any other photo identity document acceptable to the Presiding Officer.
The spokesperson further shared that the distribution of voter slips has been completed in most places. Directions have been issued to ensure that in areas where distribution is still pending, concerned officers must complete the process within the stipulated time and ensure delivery to every household.
The Commission has appealed to citizens to exercise their right to vote and actively participate in the democratic process. It also emphasized that public cooperation is essential to ensure free, fair, and peaceful elections.

Chandigarh, May 4 – The Haryana Government has granted administrative approval for the construction of an Urban Health Center in Palla Sehatpur village of Faridabad district.
Divulging more details in this regard, Health Minister, Ms. Aarti Singh Rao, stated that Rs. 22.33 crore will be spent on the construction of this Urban Health Center.
She further said that once this health centre becomes operational, it will not only improve access to healthcare services in rural areas but also reduce the burden on major hospitals. This will ensure timely treatment for people and further strengthen the state’s healthcare system.
She also added that the state government is continuously making efforts to strengthen the healthcare infrastructure, introduce new facilities, and ensure the delivery of quality healthcare services to every citizen.

The financial assistance will be utilised for procuring advanced medical equipment, including ventilators, digital X-ray machines, ultrasound units, operation theatre tables, and multipara monitors. These additions are expected to significantly enhance diagnostic and critical care services at the district hospital level, reducing dependency on larger medical centres in cities like Rohtak and Chandigarh.
Welcoming the initiative, ACS, Dr. Sumita Misra described the collaboration as a meaningful example of public-private partnership. She emphasised that such targeted CSR contributions directly benefit patients relying on government healthcare facilities and help bridge infrastructure gaps in the system.
The sanctioned funds will support procurement across multiple departments. The orthopedic unit will receive advanced operation theatre tables, while neonatal care will be strengthened with infant warmers. Radiology services will be upgraded with a high-end digital X-ray machine, and intensive care facilities will benefit from ventilators and infusion pumps. All equipment will carry a minimum five-year warranty along with fixed maintenance costs, ensuring long-term sustainability.
The initiative is part of IDBI Bank’s flagship CSR programme ‘HOPE – Healthcare Outreach and Public Empowerment’, which has already supported 23 healthcare institutions across Haryana during the 2025–26 financial year with the total CSR contribution of approx Rs. 1 Crore. Monsoon Preparedness in Focus, Rao Narbir Singh Orders Measures to Prevent Waterlogging

Chandigarh, May 4 – Haryana’s Industries and Commerce Minister Sh. Rao Narbir Singh, on Monday, chaired an important review meeting with officials of GMDA and Municipal Corporation Gurugram at the PWD Rest House in Gurugram. During the meeting, a detailed review was conducted of basic civic amenities such as sanitation, drainage, roads and infrastructure, and drinking water supply. GMDA Chief Executive Officer Sh. P.C. Meena and Municipal Commissioner Sh. Pradeep Dahiya, along with officials from both departments, were present.
During the meeting, the Minister directed officials to accelerate the pace of development works in Gurugram and ensure that the general public does not face any inconvenience. He particularly emphasized finding a permanent solution to the problem of waterlogging before the onset of the monsoon.
Reviewing the drainage system, Sh. Rao Narbir Singh directed that cleaning, desilting, and strengthening of all major drains be completed within stipulated timelines so that waterlogging does not occur during the rainy season. Officials informed that under the master drainage network, three major drains are operational in the city and work is progressing rapidly in most areas. Several key projects, including drainage systems in Sectors 68–75 and 112–115, are under construction. Additionally, the number of identified waterlogging points in the city has significantly reduced compared to previous years, reflecting the positive impact of administrative efforts.
Directions to Expedite Road and Infrastructure Works
The meeting also reviewed road construction and repair works. Officials informed that road-related works worth approximately ₹447 crore are currently underway in the GMDA area, while projects worth ₹1,271 crore are in the process of allotment. Furthermore, new projects worth ₹1,870 crore are in the approval and planning stages. The Minister directed that all ongoing projects be completed within stipulated timelines, with priority given to works such as service roads along the Dwarka Expressway, sector dividing roads, and master roads.
Special Focus on Sanitation and Waste Management
While reviewing sanitation situation, the Minister emphasized that maintaining cleanliness in the city must be a top priority. Officials apprised that door-to-door waste collection, road sweeping, and waste disposal activities are being carried out by the Municipal Corporation. Around 400 vehicles are engaged in door-to-door waste collection, and mechanized road sweeping machines are cleaning approximately 540 kilometers of roads daily. The Minister instructed that no negligence in waste management will be tolerated and that regular monitoring must be ensured.
Emphasis on Strengthening Drinking Water Supply System
Reviewing the drinking water supply situation, officials informed that the total water treatment capacity of GMDA in Gurugram is 670 MLD, out of which approximately 455 MLD is currently being supplied by the Municipal Corporation. The Minister directed officials to strengthen monitoring mechanisms and make alternative arrangements to ensure there is no shortage of water during the summer season.
Ensure Time-Bound Redressal of Public Grievances
Concluding the meeting, Sh. Rao Narbir Singh issued clear instructions that all pending development works across Gurugram should be completed on a priority basis. He emphasized that officials must remain active in the field, closely monitor ongoing works, and ensure prompt resolution of public grievances so that Gurugram can be developed into a better and well-organized city.
