Chief Minister Assures Full Support to Industry Associations Amid Middle East Crisis
Chandigarh, May 22 – Haryana Chief Minister Sh. Nayab Singh Saini said the ongoing crisis in the Middle East has significantly impacted industries, particularly the import-export sector. He said that Prime Minister Sh. Narendra Modi has also expressed concern over the situation. In this difficult time, the Haryana Government stands firmly with traders and industrialists.
The Chief Minister said this while addressing a meeting with representatives of various industries and traders’ associations from the NCR region at Haryana Bhawan in New Delhi on Friday. Haryana Industries and Commerce Minister Rao Narbir Singh was also present during the meeting.
Sh. Nayab Singh Saini said the country had also witnessed the difficult period of the COVID pandemic, and just as everyone collectively overcame that crisis, the present challenges would also be successfully addressed together. He said Prime Minister Sh. Narendra Modi has emphasized the need to pay close attention to even the smallest issues during this period. “The government stood with you earlier and continues to stand with you now,” the Chief Minister said.
The Chief Minister informed that the Haryana Government’s new industrial policy has received Cabinet approval. He said suggestions earlier submitted by industry representatives have been incorporated into the policy to create a more industry-friendly environment in the state.
During the meeting, representatives from various trade and industrial organizations also presented their suggestions before the Chief Minister. He listened carefully to all proposals and approved several demands during the meeting itself.
Referring to the increasing incidents of fire accidents, the Chief Minister stated that high-capacity fire tenders would soon be deployed in Gurugram, Sonipat and Faridabad. He also informed that changes have been made in fire safety department regulations to facilitate installation of EV charging points in underground parking areas of high-rise buildings, which would benefit industries and residents alike.
He further stated that the process for expanding connectivity in NCR districts through modern transportation systems such as Metro and RRTS has already begun.
The Chief Minister also announced enhancement of freight subsidy, subsidy on testing equipment for industries, extension of benefits received under MSME MOUs to other industries, and financial assistance of Rs. 15,000 per month for six months per candidate under the apprenticeship scheme.
He further stated that electric bus services would be introduced for internal transportation within IMT areas. In addition, subsidy support for pollution control equipment under Arjun SPV and the introduction of electric school buses are also under consideration.
Representatives present at the meeting appreciated the Chief Minister’s announcements and provisions under the new industrial policy and expressed gratitude to the Haryana Government.

Chandigarh, May 22 – Haryana Irrigation and Women & Child Development Minister Shruti Choudhry on Friday conducted surprise inspections of Anganwadi centres, crèches, child care institutions and Shishu Niketan centres in Panchkula to review the arrangements and facilities being provided there. During the inspection, she directly interacted with children and gathered information regarding the facilities, nutrition and care arrangements being provided to them.
During the inspection, negligence was found at several levels, following which the Minister strongly reprimanded the concerned officials. She observed that even senior women officers at the headquarters level were not regularly visiting the centres for inspections, while the monitoring mechanism at the field level was also found unsatisfactory.
On the occasion, Shruti Choudhry directed officials that no compromise would be tolerated regarding children’s nutrition, health, safety and hygiene. She clearly stated that strict administrative action would be taken against concerned officers and employees if any negligence related to children is found.
She instructed all officials to ensure regular inspections, improve arrangements at the centres and accord top priority to better childcare and welfare services.
During the inspection, Shruti Choudhry also ordered explanations to be sought from the concerned Child Development Project Officer and Supervisor in connection with the negligence found during inspection.

Haryana Introduces Major Reform, Manual ACR System to End from April 2027
Digital Performance Monitoring System to be Introduced, Employee Rankings Will Also Be Displayed
Chandigarh, May 22 – The Haryana Government has initiated preparations for a major transformation in the functioning and performance assessment of government employees. The state government has decided to introduce a revised ACR (Annual Confidential Report) framework along with a Digital Performance Monitoring System to digitally monitor the work performance of employees and officers.
In this regard, Chief Secretary Sh. Anurag Rastogi has issued directions to all Administrative Secretaries, Heads of Departments, Boards and Corporations, Universities, and District Administrations.
According to the instructions issued, the traditional ACR system will gradually be converted into a fully digital mechanism. Department-wise new ACR formats will be developed in which employees’ work, achievements, and performance will be recorded in a measurable and result-oriented manner to ensure objective evaluation of performance.
The government has also sought lists from all departments identifying officers and employees at whose level the maximum number of ACRs are pending. The objective behind this exercise is to eliminate pendency in ACRs and ensure greater accountability and timely evaluations.
The instructions clearly state that the manual ACR system will be completely discontinued from April 2027. Thereafter, all evaluations will be conducted through a digital platform. NIC or a designated technical team will develop an online platform that will directly link employees’ work performance and achievements with the ACR system. The entire mechanism will be integrated with the HRMS portal, enabling real-time assessment of employees’ work.
A special “Honour Board” will also be developed on the Chief Secretary’s website, where performance-based rankings of employees will be displayed according to prescribed parameters. This system will be implemented at the state, district, and block levels. Rankings of both high-performing and poor-performing employees will be displayed under the system.
The government believes that the new digital and performance-based ACR system will significantly improve administrative efficiency, transparency, and accountability, while also promoting a better work culture and competitive spirit among employees.

Chandigarh, May 22 – Haryana Chief Minister Sh. Nayab Singh Saini said that India and Japan have shared a strong strategic and economic partnership for many years. He stated that resilient supply chains can be built in collaboration with Japan to create a next-generation industrial ecosystem, paving the way for a smarter, greener and more prosperous future.
The Chief Minister was addressing the Indo-Japan Conclave held in New Delhi on Friday. Haryana Industries and Commerce Minister Rao Narbir Singh was also present at the event.
Sh. Nayab Singh Saini invited Japanese investors attending the conclave to partner with Haryana in the fields of innovation, manufacturing, technology, sustainability, and future-oriented development. He said that Japan’s advanced technology and cooperation are playing a significant role in several major development projects across India. He stated that if the most vibrant and successful model of India-Japan partnership can be seen in any Indian state, it is Haryana, where Japanese investment, industrial development, and technological cooperation have accelerated growth.
Addressing the conclave, the Chief Minister said that Haryana has today become the largest hub for Japanese industries in India. Nearly 394 Japanese industries and over 600 Japanese business establishments are currently operating in the state. He added that the India-Japan partnership continues to grow stronger.
Referring to his visit to Japan in October last year, the Chief Minister said that Japanese companies had responded very positively during the visit. Nine reputed Japanese companies expressed their commitment to invest around Rs. 5,000 crore in Haryana. This trust, he said, is making Haryana a “Home Away From Home” for Japanese companies.
He emphasized that the relationship goes beyond business-to-business or government-to-government ties, and that Haryana gives greater importance to H2H — “Heart to Heart” relationships.
The Chief Minister said that India and Japan share a trust-based partnership founded on common values such as trust, discipline, harmony, respect for tradition, and commitment to excellence. In today’s world, trust-based partnerships are the most valuable.
Haryana Preferred Destination for Japanese Investors
The Chief Minister said it is worth considering why Japanese companies have specifically chosen Haryana for investment. He explained that the reason is not only the state’s geographical location or investment promotion policies, but also Haryana’s understanding and adoption of Japanese work culture.
He said Japanese industries place special emphasis on quality, operational stability, disciplined workforce, reliable supply chains, and long-term commitment, and Haryana has successfully met all these standards.
Based on these principles, Haryana has developed its entire industrial ecosystem. Today, areas such as Gurugram, Manesar, Sonipat, Bawal, and Jhajjar are not merely industrial clusters, but examples of strong India-Japan industrial integration. Haryana, he said, is no longer just an investment destination for Japan, but a trusted strategic partner.
Naraingarh to Become a New Centre of Japanese Industrial Partnership
The Chief Minister said Haryana’s biggest strength is its world-class connectivity. Nearly two-thirds of the state falls within the NCR region, and every district is connected through national highways.
He said infrastructure projects such as the Dedicated Freight Corridor, Delhi-Mumbai Expressway, Rapid Rail, metro connectivity, greenfield corridors, and airports are making Haryana an ideal destination for global investment.
He added that global competition today is not limited to production alone, but depends equally on logistics efficiency, robust supply chains, and easy market access, and Haryana is among the leading states in all these areas.
The Chief Minister informed that 64 industrial estates, electronic clusters, EV ecosystems, logistics hubs, food parks, and advanced manufacturing zones are being developed in the state. Additionally, 10 new IMTs will be established. He said that the Japanese Industrial Township being developed in Jhajjar and the proposed Japanese cluster at Nariangarh will give a new direction to India-Japan industrial partnership.
Chief Minister Invites Japanese businessmen to Invest in Haryana
The Chief Minister urged Japanese investors to expand their businesses in Haryana, stating that the state offers all essential facilities and modern infrastructure for investment. He invited them to invest in residential, commercial, and industrial development projects. Since Haryana manufactures nearly 50 percent of the country’s cars and 33 percent of two-wheelers, Sohna and Kharkhoda IMTs present excellent opportunities for investment in the automobile sector.
He also said that Haryana is rapidly emerging as a logistics hub and the Delhi-NCR region is being developed into a modern logistics network. Investors can explore opportunities in dry ports, container freight stations, and multimodal logistics parks.
The Chief Minister further stated that the state government has focused not only on “Ease of Doing Business” but also on “Speed of Doing Business.” More than 140 services are now available digitally under one roof, and the approval time for projects has been reduced from 24 days to 12 days.
Haryana Developing Special Facilities for Japanese Investors
The Chief Minister said that a smart state is not built by industries alone; quality of life is equally important. He stated that Gurugram has emerged as one of India’s best social infrastructure ecosystems for Japanese professionals. International schools, Japanese restaurants, world-class healthcare services, golf courses, and integrated urban infrastructure are transforming Gurugram into a truly global city.
He informed that the “Global City Project” being developed in Gurugram is based on the concept of “Live, Work and Play” and will be among the country’s largest integrated mixed-use township projects.
Sakura Desk Established for Japanese Investors
The Chief Minister said that the Haryana Government has established a special “Sakura Desk” for the convenience of Japanese investors. This dedicated desk will exclusively handle matters related to Japanese companies and provide them assistance and guidance from start to finish. Support will be provided at every stage, from pre-investment consultation to expansion plans and issue resolution.
Haryana to Give New Direction to India-Japan Partnership
The Chief Minister said that the future belongs to economies with strong and resilient supply chains. India and Japan together can establish the world’s most reliable manufacturing partnership. He said there is immense potential for cooperation between the two countries in sectors such as electric vehicles, batteries, semiconductors, artificial intelligence, robotics, electronics, health technology, and green manufacturing.
He added that Haryana is fully prepared for this new industrial revolution and is rapidly advancing in electric mobility, clean energy, green hydrogen, renewable manufacturing, and sustainable urban development.
Highlighting the importance of MSMEs, the Chief Minister said that the next major chapter of India-Japan partnership will be written in the MSME sector. Haryana has over 13 lakh registered MSMEs providing employment to more than 65 lakh people.
He said that Haryana’s MSMEs in sectors such as auto components, engineering products, electronics, textiles, chemicals, and industrial manufacturing can become an important part of global supply chains in collaboration with Japanese industries. To support this vision, the state government is promoting joint ventures, technology transfer, skill partnerships, and institutional collaboration mechanisms.

High-Level review meeting held on progress of PM Surya Ghar Muft Bijli Yojana
Directions issued to speed up installation of all rooftop solar systems

Chandigarh, May 22– A high-level meeting was held in Panchkula under the chairmanship of Special Secretary, Energy Department and Managing Director, Uttar Haryana and Dakshin Haryana Bijli Vitran Nigams, Sh. Vikram Singh, to review the effective implementation and progress of the Pradhan Mantri Surya Ghar Muft Bijli Yojana (PMSGMBY).
During the meeting, the Managing Director reviewed in detail the applications received under the scheme, the approved cases, the installation of rooftop solar plants, and the pending cases. He directed officials to expedite the implementation of the scheme and ensure timely benefits for consumers. He also emphasised the need for the quick resolution of issues being faced at different levels.
He directed all officials and vendors to accelerate the installation of rooftop solar systems while maintaining quality standards. He also directed that consumer applications should not remain pending, and installation work must be completed within the fixed timeline. To improve coordination with vendors and ensure quick resolution of issues, a regular coordination meeting will be held on the first Wednesday of every month.
Bank officials present in the meeting were requested to simplify and speed up the loan approval and disbursement process under the scheme so that consumers do not face financial difficulties. Officials said that faster banking procedures would help more people benefit from the scheme.
During the review meeting, Sh. Vikram Singh also reviewed the progress reports of different circles and divisions. Dakshin Haryana Bijli Vitran Nigam has released 36,130 connections against its target of 1,22,000, while Uttar Haryana Bijli Vitran Nigam has released 45,605 connections against its target of 1,00,000. In this way, both Nigams have released a total of 81,735 connections.
The Managing Director further directed officials to conduct awareness campaigns at the field level to make consumers aware of the benefits of the rooftop solar scheme. He said the scheme will help reduce electricity bills and promote clean and green energy. The PM Surya Ghar Muft Bijli Yojana is an ambitious scheme of the Government of India aimed at connecting domestic consumers with solar energy and promoting energy self-reliance.

With this objective, the Chief Minister held detailed discussions with industry representatives, investors, and senior officials during a high-level meeting organized at Haryana Bhawan in New Delhi.
The meeting focused on Haryana’s industrial development, investment opportunities, and strategies for developing an integrated EV and automotive manufacturing ecosystem. During the meeting, a case presentation related to global EV manufacturer VinFast was also made, highlighting potential investment and manufacturing opportunities in Haryana.
On the occasion, Chief Minister Sh. Nayab Singh Saini also test-drove a car manufactured by VinFast.
Sh. Nayab Singh Saini said that Haryana today is among the fastest-growing industrial states in the country. The state government is providing investors with transparent industrial policies, better law and order, skilled human resources, modern infrastructure, and excellent connectivity for setting up industries.
He said that Haryana’s proximity to Delhi-NCR, along with strong availability of national highways and logistics networks, makes the state the most suitable destination for the automobile and EV industry.
The Chief Minister stated that through the Haryana Enterprise Promotion Centre, investors are being provided all necessary approvals and services in a time-bound manner under the single window system, thereby further strengthening the “Ease of Doing Business” framework.

Over 2.36 crore certificates and services delivered by Haryana Parivar Pehchan Authority so far
Government services are being delivered to citizens at their doorstep in line with the directions of Chief Minister
Chandigarh, May 22 — In a major step towards citizen-centric governance, the Haryana Government is ensuring that most government services and certificates are being made available online from the comfort of citizens’ homes. Through a transparent, paperless, faceless and cashless service delivery mechanism, the State Government continues to strengthen the framework of good governance across Haryana.
Through the Haryana Parivar Pehchan Authority, nearly 2.36 crore certificates and public services pertaining to various departments have so far been delivered to citizens at their doorstep.
Sharing more details in this regard an official spokesperson stated that under the Parivar Pehchan Patra (PPP) scheme, launched in June 2020, a reliable and integrated database of families across the State has been created. This database will serve as the foundation for future developmental policies of the State and will also ensure seamless doorstep delivery of government welfare benefits to eligible citizens. Under this system, every registered family is assigned a unique Family Identification Number.
More than 2.36 crore certificates and services issued
Commissioner and Secretary, Citizen Resources Information Department (CRID), Sh. J. Ganesan, informed that for the effective implementation of the scheme, the Haryana Parivar Pehchan Authority was constituted in October 2021. The Authority is responsible for issuing Family Identification Numbers and ensuring the development, updation and maintenance of the family information database.
Based on the Authority’s database, over 37 lakh income certificates, more than 21 lakh Backward Class certificates, over 23 lakh Scheduled Caste certificates, around 8.5 lakh Other Backward Class certificates, 39.76 lakh Public Distribution System ration cards and Ayushman Cards to more than 82 lakh eligible beneficiaries have been issued so far.
Similarly, financial assistance is being provided to beneficiaries registered under various welfare schemes, including 9.7 lakh beneficiaries under the Old Age Samman Pension Scheme, 93,000 widow pension beneficiaries, 11.21 lakh beneficiaries under the Lado Lakshmi Yojana, 56,000 disability pension beneficiaries, 1 lakh widower and unmarried pension beneficiaries, 1.23 lakh beneficiaries under the Mukhya Mantri Vivah Shagun Yojna, 16,000 beneficiaries under the Aapki Beti Hamari Beti scheme and more than 57,000 beneficiaries under the Dayalu Scheme.
More than 50 departments Integrated with PPP
The spokesperson further stated that the Haryana Government’s Parivar Pehchan Patra platform is one of the most unique governance initiatives of its kind in the country. Under this system, a total of 77,41,912 families comprising 2,98,47,359 members across all 23 districts of the State have been registered so far.
More than 50 departments have been integrated with the PPP platform, through which benefits of over 400 schemes and services are being extended to eligible citizens on the basis of this unified database.
The Authority has significantly simplified citizens’ access to government schemes and services. Since the system is integrated with birth, death and marriage records, it also enables automatic updation of data.
PPP 2.0: Moving from Better to Best
The spokesperson further informed that, under the guidance of the Chief Minister, Sh. Nayab Singh Saini, the department will soon roll out PPP 2.0, which will be based on an upgraded architecture of the existing PPP platform. The new system will mark a major step towards making the existing framework more robust, seamless and citizen-friendly.
Under PPP 2.0, a user-friendly mobile application will also be launched to facilitate smooth inter-departmental data exchange and establish a unified identity mechanism across all departments. This will eliminate duplication and ensure faster and more transparent delivery of government benefits to eligible citizens.
PPP Smart Cards to be Introduced on the Lines of Aadhaar
The Spokesperson further stated that the Authority will also provide PPP Smart Cards to citizens, which will be developed on the lines of Aadhaar and will serve as a single gateway for accessing government welfare schemes and services.
The card will enable quick QR-based authentication, allowing verification processes across departments to be completed through a simple tap, thereby eliminating the need for manual searches or physical paperwork.
The smart card will contain all essential identity-related data and is expected to emerge as a strong tool in preventing fraud and ensuring greater transparency in service delivery.

Chandigarh, May 22 – Chief Commissioner of the Haryana Right to Service Commission, Sh. T. C. Gupta, IAS (Retd.), today released the Annual Report for the year 2025-26 in Chandigarh. On the occasion, the AAS WhatsApp Chatbot and AAS Mobile Application were also launched to facilitate citizens.
Secretary of the Haryana Right to Service Commission Dr. Sarita Malik, Under Secretary-cum-Registrar Sh. Sube Khan, and other officials were also present on the occasion.
Chief Commissioner T. C. Gupta said that the Commission is continuously working on the principle of “Transparent, Accountable and Time-Bound Service” to ensure that government services are made simple, accessible and available to citizens within the prescribed time limit.
He said that through the WhatsApp Chatbot and Mobile Application, citizens will now find it easier to file appeals, track their status and obtain information related to government services. Under the concept of “Services at Your Fingertips, Anytime, Anywhere,” this initiative will provide citizens with quick assistance through digital platforms.
The platform will provide fast, simple and hassle-free services through WhatsApp, enabling citizens to access information and initiate the appeal process directly from their mobile phones. Citizens can use the chatbot anytime by sending a message on WhatsApp number 6239466937.
802 Services Covered Under Time-Bound Delivery Framework
Chief Commissioner T. C. Gupta informed the media that the primary objective of the Haryana Right to Service Act, 2014 is to ensure that notified services are delivered to citizens and entrepreneurs within a fixed time frame so that they do not have to face uncertain waiting periods, repeated follow-ups or unnecessary visits to government offices.
He said that currently 802 services of 56 departments and organizations are covered under the Haryana Right to Service framework. These include birth and death certificates, domicile certificates, caste certificates, marriage registration, pensions, social security schemes, electricity and water-related services, factory licences, shop registrations, building plan approvals, industrial plots and various industry-related services.
The Chief Commissioner stated that the Auto Appeal System (AAS), launched in 2021, has emerged as the most significant reform under this framework. If a notified service is not delivered within the prescribed time limit, an appeal is automatically generated. Citizens are no longer required to visit district headquarters, departmental offices or Chandigarh for filing appeals.
If a citizen remains dissatisfied with the service, he or she may independently file an appeal through the SARAL portal. Appeals can also be filed by calling the Antyodaya SARAL Helpline at 0172-3968400, which functions from Monday to Saturday between 7 a.m. and 8 p.m.
According to the Annual Report, during the financial year 2025-26, more than 2.06 crore applications for notified services were received on the SARAL platform. Out of these, nearly 1.95 crore applications, accounting for 94.71 percent, were disposed of within the prescribed timeline. Around 9.63 lakh applications were delayed, while approximately 1.25 lakh applications remained pending as of March 31, 2026.
The Commission informed that more than 28.5 lakh appeals have been received on the Auto Appeal System so far, out of which over 98 percent cases have already been resolved. Presently, more than 750 services of 63 organizations are being monitored through this system.
Strong Digital Foundation for Ease of Living and Ease of Doing Business
Chief Commissioner T. C. Gupta said that the Haryana Right to Service framework strengthens both “Ease of Living” for citizens and “Ease of Doing Business” for industries and enterprises.
He stated that whether a citizen requires a certificate or an entrepreneur needs approvals and permissions, both require a fixed timeline and clear procedures. Haryana’s Right to Service framework provides legal as well as digital support for both.
He informed that during 2025-26, the Commission also made several important recommendations to departments for simplifying and improving transparency in service delivery processes. These included improving the pre-verification mechanism for domicile certificates, ensuring clear information in electricity bills, preventing indefinite reversion of property ID applications, strengthening tracking systems for distribution of degrees in higher education institutions and ensuring clear communication to beneficiaries of welfare schemes.
The Chief Commissioner said that the system has proved especially beneficial for rural residents, senior citizens, labourers and people for whom repeated visits to government offices are difficult. Citizens no longer need to determine which officer to approach for appeals, as the system itself identifies delays and forwards the matter to the next level automatically.
He further stated that hearings of cases coming before the Commission are conducted through video conferencing, where both appellants and concerned departments are given an opportunity to present their views. The Commission’s office is functioning in a paperless manner through the e-office system, resulting in greater transparency and faster disposal of cases.
Sh. T. C. Gupta said that the Auto Appeal System has transformed service delivery from a citizen-dependent process into a system-driven mechanism. Now, citizens do not need to chase the system in case of delays; instead, the system itself becomes active in favour of the citizen.
He added that Haryana’s model is now emerging as a benchmark at the national level. Under the Government of India’s deregulation initiative, it has been identified as a priority reform area, and several states and Union Territories are moving towards adopting similar systems

Haryana Moves Forward With Future-Ready Skill Ecosystem, Chief Secretary Reviews Ambitious Skilling ecosystem Reform Agenda
Roadmap focused on AI, green skills, industry-led ITI transformation and workforce up-skilling
Chandigarh, May 22 - Haryana is focusing on futuristic skill development and technology-based vocational education, with the State Government planning major initiatives in Artificial Intelligence, green technologies, digital skilling and industry-linked training systems.
During a meeting of the Skill Development & Industrial Training (SDIT) Department, Haryana Chief Secretary Sh. Anurag Rastogi reviewed various reforms aimed at preparing youth for future employment opportunities and strengthening Haryana’s skilled workforce in line with Prime Minister Sh. Narendra Modi’s vision of ‘Viksit Bharat’.
The review focused on modernisation of Industrial Training Institutes (ITIs), introduction of AI and emerging technology courses, improvement in monitoring of training programmes and development of an industry-oriented skill ecosystem. The State is also working on up-skilling government workforce personnel and expanding courses in areas such as Artificial Intelligence, Renewable Energy and Advanced Manufacturing to meet future industry requirements.
Over 7,000 Contractual Workers Already Up-Skilled
In a significant achievement, more than 7,000 contractual employees deployed through Haryana Kaushal Rozgar Nigam (HKRNL) across various departments, boards and corporations have already been up-skilled in soft skills and IT literacy by Haryana Skill Development Mission (HSDM) through Haryana Knowledge Corporation Limited (HKCL). Another batch of employees is expected to be covered during the current financial year. The government is also preparing a strategy to up-skill Group C and Group D employees to enhance workplace efficiency and digital readiness across departments. In this regard, the Chief Secretary directed officials to conduct skill training of drivers and peons in the coming weeks at the headquarter as well as district level.
Futuristic Skill Gap Study
To prepare for emerging employment trends, the State has commissioned a comprehensive skill gap study focusing on futuristic technologies and emerging industrial requirements. The work order has been placed with Swarna Jayanti Haryana Institute of Fiscal Management (SJHIFM) on April 20, 2026, and the report is expected by the first week of July 2026. Officials said the study will help align Haryana’s training ecosystem with future industry demands.
PM-SETU Initiative to Transform ITIs
Principal Secretary, Youth Empowerment and Entrepreneurship Department, Sh. Rajeev Ranjan informed that under the PM-SETU initiative, Haryana has identified four pilot ITI clusters — Sonipat, Kurukshetra, Palwal and Chhara (Jhajjar) — for industry-led transformation of vocational institutions. The State has set an ambitious target to cover all 12 clusters allocated by the Directorate General of Training (DGT) within the next three years. The proposal has already received in-principle approval from Chief Minister Sh. Nayab Singh Saini. Officials informed that an industry workshop linked to the initiative will be scheduled in next month in Gurugram to accelerate collaboration between industries and vocational institutions.
Real-Time Monitoring Portal Under Development
To strengthen accountability and quality monitoring in outsourced skill training programmes, a dedicated digital monitoring portal for real-time supervision of training providers, is being developed. The portal is expected to significantly improve transparency, tracking and outcome-based assessment in skill training programmes.
AI, Renewable Energy and Advanced Manufacturing Courses Expanded
The SDIT Department is now preparing to introduce emerging technology-based courses, including Artificial Intelligence, in ITIs from the 2026-27 academic session. At present, courses such as Solar Technician and Mechanic Electric Vehicle are already operational in the State’s vocational ecosystem. Shri Vishwakarma Skill University (SVSU), Palwal has already launched specialised courses in Artificial Intelligence, Renewable Energy and Advanced Manufacturing during the 2025-26 session. In addition, the university has introduced short-term bridge courses in Drone Design and Assembly, Mechatronics & Industrial Automation, Python Programming, Semiconductor Device Packaging and Machine Learning.
Haryana Eyes Global Opportunities in Care Economy
The government is also planning to engage private training partners to build specialised manpower in the rapidly growing care-giving sector. Training programmes are proposed in geriatric care, physiotherapy and yoga, enabling Haryana to tap emerging domestic and global opportunities in the care economy sector.
Rs. 50 Crore Proposed for ITI Infrastructure Upgrade
In a major infrastructure push, the State has proposed a budget provision of Rs. 50 crore for improving the physical appearance and learning environment of Government ITIs across Haryana. The initiative aims to elevate vocational institutions to standards comparable with premier educational institutions, in line with the Prime Minister’s vision of enhancing the dignity and attractiveness of skill education.
MoUs Signed for Employability Skills Training
As part of efforts to improve workplace readiness, soft skills and digital skills training are already being imparted in ITIs under the Employability Skills curriculum. The SDIT Department has signed Memorandums of Understanding (MoUs) with Wadhwani Foundation and Quest Alliance for training Employability Skills Instructors. The SDIT Department is also preparing a detailed five-year and ten-year strategic roadmap in consultation with stakeholders to align Haryana’s skill ecosystem with the national Vision 2047 framework.
Haryana is emerging among the leading states in implementing the Prime Minister’s directives discussed during the Chief Secretaries’ Conference, particularly in the areas of futuristic skilling, digital governance and industry-linked vocational reforms.
