Chandigarh, June 8- Haryana Chief Minister, Sh. Nayab Singh Saini on Monday said that for the Bharatiya Janata Party, power is not a means of enjoying authority but a medium of public service. He asserted that the present government has ended the discrimination faced by South Haryana under previous regimes and has ensured balanced development across the state by translating the vision of ‘Haryana Ek, Haryanvi Ek’ into reality.

The Chief Minister was addressing a public gathering after inaugurating BJP’s newly constructed district office, ‘Namo Kamal’, in Narnaul. Earlier, he hoisted the party flag and participated in a havan ceremony. The programme was presided over by Haryana BJP President, Dr Archana Gupta.

Paying homage to the sacred land of Maharishi Chyawan, Sh. Nayab Singh Saini said the region has a rich legacy of patriotism and sacrifice, having produced brave sons who made the supreme sacrifice in defence of the nation. Highlighting the development of Mahendragarh district, he said road connectivity in Narnaul and the adjoining areas is being significantly strengthened. Several key projects, including a logistics hub, are underway and are expected to generate new employment opportunities for the youth.

The Chief Minister also referred to efforts being made to address the region’s long-standing water scarcity issues. He said the government has worked to ensure that canal water reaches even the tail-end areas, providing relief to residents who had been facing water shortages for years.

Congratulating BJP workers of Mahendragarh district on the establishment of the new district office, Sh. Nayab Singh Saini said the inauguration of the organisational centre was a matter of pride and satisfaction. He remarked that political party offices are not merely buildings made of bricks, cement and mortar, but centres of organisational strength, ideology and energy.

For BJP workers, a party office is a temple of organisation and service from where the resolve to serve the nation is strengthened and efforts are made to ensure that development and welfare schemes reach the last person in society, he said.

The Chief Minister said the BJP’s organisational structure is fundamentally different from that of other political parties. While parties driven by dynastic politics often confine leadership opportunities to a select few, the BJP provides every ordinary worker the opportunity to rise to the highest positions through dedication, hard work and merit.

Describing this as one of the BJP’s greatest strengths, Sh. Nayab Singh Saini said the party was founded in 1980 with the objective of building a strong, prosperous and powerful India. From Bharat Ratna Atal Bihari Vajpayee to the present leadership, the organisation has continued to expand and today, with more than 140 million members, has emerged as the world’s largest democratic political party.

Journey from Two Seats in 1984 to Present-Day Success is a Testament to Workers’ Dedication- CM

The Chief Minister said the BJP’s rise from winning just two Lok Sabha seats in 1984 to becoming the country’s largest political force reflects the tireless efforts of its workers and the trust reposed in it by the people. He said India has witnessed unprecedented development and welfare-oriented governance under Prime Minister Narendra Modi’s leadership over the past 12 years.

Sh. Nayab Singh Saini said district party offices should emerge as centres of public aspirations and expectations. Every farmer, youth, poor citizen and needy person visiting the office should feel assured that their concerns will be heard and sincere efforts made to resolve them, he added.

Urging party workers to continue serving society with honesty, commitment and dedication, the Chief Minister called upon them to contribute towards making Haryana one of the most developed states in the country. He expressed confidence that Haryana would play a significant role in realising Prime Minister Narendra Modi’s vision of a developed India.

State Government to Procure Organic Carbon Analysis Kits- Shyam Singh Rana

Farmers Will Now Be Able to Know the Exact Carbon Content in Their Fields

Special Drive to Prevent Agricultural Land from Turning Barren

Chandigarh, June 8- In a major and far-reaching decision aimed at preventing Haryana’s agricultural land from becoming barren and making farmers more prosperous, the State Government has decided to procure Organic Carbon Analysis Kits across the state. The initiative will make it possible to accurately determine the amount of organic carbon present in farmers’ fields.

Sharing this information, Haryana Agriculture and Farmers’ Welfare Minister, Sh. Shyam Singh Rana, said that the primary objective of this special initiative is to improve soil health and prevent agricultural land from becoming barren.

The Minister was presiding over a meeting of the High-Powered Purchase Committee held today to approve the procurement of Organic Carbon Analysis Kits. Education Minister, Sh. Mahipal Singh Dhanda, was also specially present on the occasion. Additional Chief Secretary, Agriculture and Farmers’ Welfare Department, Sh. Vijayendra Kumar, along with several other senior officers, attended the meeting.

Sharing details of the meeting and the government’s plan, Sh. Shyam Singh Rana said that the State Government has approved the purchase of 332 Organic Carbon Analysis Kits at an estimated cost of approximately Rs. 2.5 crore.

These modern kits will be deployed in all 106 government laboratories operating across Haryana, where detailed testing of soil samples collected from farmers’ fields will be carried out. Farmers will then receive clear reports indicating the actual level of organic carbon present in their soil.

Referring to scientific and agricultural standards, the Minister explained that for any field to produce healthy and abundant crops, the organic carbon content in the soil should be at least between 0.5 and 0.75 per cent. However, for soil to be considered ideal, healthy and highly fertile, the organic carbon level should be 1 per cent or higher.

Expressing concern, he said that if soil testing reveals an organic carbon level below 0.5 per cent, such land is classified as extremely weak and unhealthy, as the soil gradually begins to lose its natural capacity to provide essential nutrients to plants.

Highlighting the role of carbon in maintaining soil fertility, the Agriculture Minister said that organic carbon is often described as the soul or backbone of the soil because it serves as the primary food source for earthworms and beneficial microorganisms that live within the soil. When soil contains an adequate amount of organic carbon, its ability to absorb and retain water improves significantly. As a result, the soil can preserve moisture for longer periods, enabling crops to withstand low-water and drought-like conditions more effectively.

He further said that organic carbon helps bind essential nutrients such as nitrogen, phosphorus and potash within the soil and facilitates their easy delivery to plant roots. Consequently, crop roots are able to spread deeper into the ground and develop more effectively, while farmers’ dependence on chemical fertilisers is reduced to a considerable extent.

Reiterating the government’s core commitment, Sh. Shyam Singh Rana said that the ultimate objective is not only to make agriculture profitable and sustainable, but also to free farmers from the vicious cycle of excessive chemical fertiliser use and guide them towards completely debt-free farming. He said that he sincerely wishes to see a future where every farmer in Haryana practices debt-free farming and every farming family lives free from debt.

State Government Fully Committed to Resolving Public Grievances- Cabinet Minister Krishan Kumar Bedi

Minister chairs District Public Relations and Grievances Committee meeting at Fatehabad, 8 out of 13 grievances resolved on the spot

Chandigarh, June 8- Haryana Social Justice, Empowerment, Scheduled Castes and Backward Classes Welfare, and Antyodaya (SEWA) Minister, Sh. Krishan Kumar Bedi, said that the state government is working with complete dedication to ensure the prompt resolution of public grievances. He said that under the leadership of Haryana Chief Minister, Sh. Nayab Singh Saini, the state government is committed to providing transparent, accountable, and citizen-centric governance. He emphasized that the government's objective is to ensure the timely and impartial resolution of every citizen's grievance.

Chairing the meeting of the District Public Relations and Grievances Committee held at the DPRC Hall in Fatehabad district on Monday, the Cabinet Minister conducted a detailed review of complaints pertaining to various government departments. He directed officers to ensure that no negligence is shown in resolving public issues and that all grievances are addressed within the stipulated timeframe. He said that forums such as the District Public Relations and Grievances Committee serve as an effective medium of direct communication between the government and the people, enabling complaints to be addressed on a priority basis.

Meanwhile, a total of 13 grievances were placed before the committee during the meeting. Of these, 8 cases were resolved based on reports submitted by the concerned departments and the satisfaction expressed by the complainants. The remaining 5 cases were kept pending for further inquiry and necessary action until the next meeting.

While reviewing a grievance filed by Sunder Singh, a resident of Badopal village, regarding the drainage of rainwater, the Cabinet Minister directed that the matter remain pending and directed the officers to submit a report within two weeks. In another complaint, where the complaint was found to be false, he directed the District Elementary Education Officer to initiate appropriate action as per rules.

Similarly, while hearing another grievance , the Minister directed the Executive Engineer to conduct a site inspection and submit a report. The Minister also ordered a fresh inquiry into some complaints and directed that a committee headed by the SDM of Tohana be constituted to investigate the matter.

During the meeting, officials from various departments presented progress reports on their respective cases. The Cabinet Minister directed them to act on the basis of facts in all pending matters and to submit clear and satisfactory reports in the next meeting. He said that the purpose of grievance committee meetings is not merely to hear complaints but to ensure their effective resolution.

The Minister further said that the state government is providing improved services to citizens through various welfare schemes and is continuously strengthening the grievance redressal mechanism to make it more effective and responsive.

Reiterating the government's commitment to good governance, Sh. Krishan Kumar Bedi said that resolving public grievances remains a top priority and that no citizen should be compelled to face unnecessary difficulties in seeking redressal. The government, he added, is working tirelessly to ensure that the benefits of transparent and efficient governance reach every individual.

Chandigarh, June 8- Haryana Minister of State for Youth Empowerment & Entrepreneurship, and Sports, Sh. Gaurav Gautam, on Monday inaugurated a modern ‘Aspirational Toilet’ constructed at an estimated cost of Rs.30 lakh in Tau Devi Lal Town Park, located in Ward No. 12 of Municipal Council, Palwal. Developed with joint financial support from the Government of India and the Haryana Government, the project has been implemented in accordance with the guidelines of the Swachh Bharat Mission (Urban) 2.0 and the Ministry of Housing and Urban Affairs (MoHUA).

Speaking on the occasion, Sh. Gaurav Gautam said that the State Government's objective is not merely to construct toilets, but to develop public sanitation facilities that meet the highest standards of cleanliness, safety, convenience and dignity. He said that the initiative represents an important step towards creating a safer and more inclusive public environment, particularly for women, children, transgender persons and Divyangjan.

The Minister informed that the modern public sanitation complex has been designed with separate toilet facilities for men, women, transgender persons and Divyangjan. Keeping in mind the needs of mothers and young children, a dedicated baby care room has also been provided. In addition, a store room has been constructed for the safe storage of cleaning and maintenance materials.

Public Participation Vital for Building Cleaner Cities

Sh. Gaurav Gautam said that facilities such as Aspirational Toilets play a crucial role in reducing unhygienic practices such as open urination, improving public health and strengthening sanitation standards such as ODF Plus. He appealed to citizens to remember that this facility has been created for public use and should therefore be used responsibly. He urged people to maintain its cleanliness and protect it as a valuable public asset.

He said that separate facilities for women, dedicated spaces for childcare, dignified provisions for the transgender community and barrier-free access for Divyangjan make this project an ideal public sanitation model. He added that only through public participation and awareness can the benefits of such public welfare initiatives reach every section of society.

The Sports Minister of State further stated that the project marks an important step towards strengthening citizen amenities, promoting sanitation and developing inclusive urban infrastructure. He expressed confidence that it will contribute significantly to the creation of a cleaner, healthier and more developed city.

Nayab Singh Saini on Monday said that emerging challenges such as Artificial Intelligence (AI), cybersecurity, climate change, rising energy demands, the digital economy, global competition and social inequalities require not only administrative responses but also public awareness, social participation and strong legislative leadership.

Addressing the inaugural session of the three-day conference of the Commonwealth Parliamentary Association (CPA), India Region, Zone-II, being hosted by the Haryana Vidhan Sabha, the Chief Minister said that the world is undergoing unprecedented transformation and that democratic institutions must continuously evolve to effectively address the challenges of the future.

The conference was formally inaugurated by Lok Sabha Speaker Sh. Om Birla. Deputy Chairman, Rajya Sabha, Sh. Harivansh Narayan Singh, Speaker, Haryana Vidhan Sabha, Sh. Harvinder Kalyan, Deputy Speaker, Haryana Vidhan Sabha, Dr. Krishan Middha, and Haryana Parliamentary Affairs Minister Sh. Mahipal Dhanda were also present on the occasion.

Recalling Haryana’s remarkable progress since its formation in 1966, Sh. Nayab Singh Saini said that despite initial apprehensions regarding its size and resources, the state transformed challenges into opportunities through determination, hard work and resilience. Referring to Haryana’s historical and spiritual legacy, he said it was on the sacred land of Kurukshetra that Arjuna received the timeless message of selfless duty, a principle that continues to inspire the state's spirit of perseverance and nation-building.

He said that over the past six decades, Haryana has consistently remained at the forefront of nation-building, making significant contributions in agriculture, sports, defence services, industry and social transformation, while inspiring the nation through its achievements.

The Chief Minister said that the theme of the conference is ‘Role of Aware Society and Legislators in Realizing Future Challenges and Goal of Viksit Bharat 2047 ’ is highly relevant in the present context. He said that Prime Minister, Sh. Narendra Modi’s vision of transforming India into a developed nation by 2047 is not merely a policy objective but a national mission that provides direction to the aspirations of 140 crore Indians.

He emphasized that the goal of a developed India cannot be achieved by governments alone. It requires active participation from an aware society, dedicated public representatives and responsible citizens. Policies and decisions must ensure that the benefits of development reach the last person in society. The vision of Viksit Bharat encompasses not only economic prosperity but also self-reliance, technological advancement, environmental responsibility, social justice and strong democratic values.

Haryana Shaping Its Future Today

The Chief Minister said that Haryana has embraced the vision of Viksit Bharat @2047 not merely as a slogan but as a collective commitment. He said that the state government has translated this vision into action through concrete initiatives aimed at preparing Haryana for the future.

Highlighting one such initiative, he said that the establishment of the Department of Future in 2025 marked a unique and pioneering step in the country. The department reflects the government's resolve to proactively prepare for future challenges rather than postponing them for the next generation. The policies, reforms and priorities that will define Haryana in 2047 are being shaped today, he added.

Sh. Nayab Singh Saini further said that the Haryana Government has prepared the Haryana Vision Document-2047 in alignment with the national vision of Viksit Bharat. Unveiled by Union Home Minister Sh. Amit Shah On December 24, 2025, the document serves as a comprehensive roadmap for the state's development over the next two decades.

He said that the government has set an ambitious target of transforming Haryana into an economy exceeding one trillion US dollars with a per capita income of more than Rs. 40 lakh by 2047. All departments have been directed to formulate clear short-term and long-term goals to ensure planned development, measurable outcomes and timely implementation.

The Chief Minister said that the government has also constituted the Arjun Special Purpose Vehicle (SPV), the Foreign Cooperation Department and the Haryana Innovation Forum to integrate Artificial Intelligence and emerging technologies into governance and development. Through collaboration among government, industry, educational institutions and start-ups, Haryana is steadily moving towards becoming an innovation-driven state.

Describing the journey towards Viksit Bharat as a people’s movement rather than merely a government programme, he said that the real strength of any transformative movement lies in its elected representatives.

Legislators Have a Pivotal Role in Building a Developed Haryana

The Chief Minister said Haryana has already recognised that legislators and public representatives will play the most important role in achieving the vision of a developed state. The blueprint for a ‘Viksit Vidhan Sabha’ can only be drawn by those who understand the needs, aspirations and challenges of their constituencies at the grassroots level.

To strengthen this process, the state government has decided to organise a special Chintan Shivir for all Members of the Haryana Legislative Assembly. He said the exercise would not be a routine meeting but a platform for meaningful reflection and policy dialogue, where legislators would discuss constituency-specific challenges, potential solutions, public expectations and the roadmap for building a developed constituency and a developed state.

Calling upon participants to think beyond present-day concerns, he urged them to deliberate not only on current issues but also on emerging challenges that will shape the future. Given the rapid pace of change across the world, he said, strengthening the foundations of tomorrow has become an urgent necessity.

The Chief Minister observed that issues such as Artificial Intelligence, data security, cybercrime, water security, biodiversity conservation and the growing influence of social media are no longer subjects confined to expert discussions. They have become integral components of legislative discourse and public policymaking. Legislators who understand these issues today, he said, will be better equipped to guide society tomorrow.

Expressing satisfaction that the conference would also feature a special presentation on ‘Artificial Intelligence and Human Rights,’ he said the topic reflects the need to balance innovation with ethical responsibility and democratic values.

He stressed that adapting legislative thinking to changing times is essential for ensuring responsive and future-ready governance. The success of democracy, he said, is ultimately measured by the positive impact it creates in the lives of citizens. When society is aware, policies become more effective; when legislators are visionary, development becomes sustainable; and when both work together, nations achieve extraordinary progress, said the Chief Minister.

Quoting a popular saying, he remarked that a legislator is the person who understands every village, every street and every section of society, and therefore possesses the ability to create new benchmarks of development.

The Chief Minister concluded his address by calling upon all participants to return to their respective states with a renewed resolve to build an India that is economically prosperous, socially just, technologically advanced and deeply humane. Pilgrims return from sacred journeys with renewed energy, inspiration and spiritual awakening, he said.

The Chief Minister was addressing a gathering after flagging off a special train from Kurukshetra to Somnath carrying more than 1,100 devotees. On the occasion, he honoured saints and spiritual leaders by presenting them with ceremonial shawls.

Sh. Nayab Singh Saini said that Prime Minister, Sh. Narendra Modi, who has been leading the nation since 2014, has provided a new direction to India's development journey. Referring to the pilgrimage being undertaken by senior citizens, he said the opportunity being provided to them to undertake a comfortable journey to Somnath was a blessing and a reflection of the Prime Minister's commitment towards their welfare.

The Chief Minister said that, keeping in view the significance of pilgrimage centres, unprecedented efforts are being undertaken under the leadership of Prime Minister, Sh. Narendra Modi for the preservation and promotion of India's religious and cultural heritage. Several sacred sites have been restored and rejuvenated in recent years. The nation witnessed the historic inauguration of the Ram Mandir, while the grand redevelopment of Kashi Vishwanath Dham has restored the ancient glory of Kashi, he said.

The Chief Minister further said that through the development of pilgrimage destinations across the country, the Char Dham Project, the PRASAD Scheme and initiatives aimed at preserving India's cultural heritage, the nation is reconnecting with its civilisational roots. Lord Shiva's Message of Compassion and Service Remains Relevant to the World

The Chief Minister said that the world today faces numerous challenges and uncertainties. However, India's Sanatan culture continues to offer the values of balance, compassion and humanity. He said Lord Shiva is not merely the deity of destruction but the embodiment of renewal and creation. Lord Shiva teaches that one can absorb poison and still offer nectar to society, transforming adversity into strength for the welfare of others.

He said Lord Mahadev inspires humanity to use power for protection rather than destruction and teaches that sacrifice, penance and selfless service constitute the true path of life. For this reason, Lord Shiva is not only a source of inspiration for India but for humanity as a whole.

Quoting Prime Minister, Sh. Narendra Modi, the Chief Minister said Somnath is a symbol of enduring faith that teaches humanity that the power of creation is always greater than the forces of destruction. He described this thought as the essence of India's ancient civilisational wisdom.

The Chief Minister said that the pilgrimage marks the beginning of a journey rooted in faith, devotion, culture and Sanatan consciousness from the sacred land of Haryana. Offering prayers at the feet of Lord Shiva, Shri Saini wished that divine blessings continue to guide every family in Haryana, every farmer, youth, mother and sister, as well as all citizens of the nation. He also noted that Somnath Temple is regarded as the first among the twelve sacred Jyotirlingas and occupies a unique place in India's spiritual tradition.

Somnath Stands as a Symbol of India's Resilience and Enduring Faith-CM

The Chief Minister said the history of Somnath Temple stands as a saga of India's resilience and unwavering faith. The temple was attacked, damaged and plundered several times throughout history, yet each time it rose again with greater strength and determination. History bears testimony to the fact that whenever Somnath came under attack, the soul of the nation felt wounded. Yet every challenge reaffirmed that faith cannot be erased through force, he said.

Referring to the reconstruction of the temple after Independence, Sh. Nayab Singh Saini said that when the rebuilding of Somnath became a symbol of India's cultural renaissance, Sardar Vallabhbhai Patel described it as an important step in national reconstruction and the restoration of India's cultural identity. The reconstruction helped reconnect the nation with its civilisational roots, he added.

The Chief Minister said that Somnath Swabhiman Parv is being celebrated across the country and will continue till January 2027. Under the Mukhyamantri Tirth Yatra Yojana, devotees are being facilitated to visit various pilgrimage destinations across the country. Thousands of senior citizens have already undertaken pilgrimages to major religious centres under the scheme.

Describing senior citizens as society's greatest asset, he said they have guided generations through their experience, values and lifelong contributions. The Mukhyamantri Tirth Yatra Yojana, he added, is an expression of the government's respect and gratitude towards the elderly.

Wishing all pilgrims a safe and memorable journey, Sh. Nayab Singh Saini prayed for their happiness, peace, prosperity and spiritual advancement. He expressed hope that Haryana would continue to move forward on the path of development, that India would scale new heights globally, and that God would grant every citizen the strength to make a meaningful contribution towards nation-building.

He said development is not merely about creating physical infrastructure but also about improving the quality of life of citizens and strengthening basic public amenities.

The Minister said that several long-pending demands of local residents are being fulfilled through these projects. He said that upon completion, these projects would provide improved civic amenities and give fresh momentum to the overall development of the area. He directed officers concerned to ensure that all works are completed within the stipulated timeframe while maintaining the highest standards of quality so that residents can benefit from the facilities at the earliest.

Highlighting the role of senior citizens in society, the Minister said they are a valuable source of guidance, experience and cultural values. He said that commencing the projects through village elders was a gesture of respect and gratitude towards their lifelong contribution to the community.

Chandigarh, June 8- Haryana Chief Minister, Sh. Nayab Singh Saini on Monday said that emerging challenges such as Artificial Intelligence (AI), cybersecurity, climate change, rising energy demands, the digital economy, global competition and social inequalities require not only administrative responses but also public awareness, social participation and strong legislative leadership.

Addressing the inaugural session of the three-day conference of the Commonwealth Parliamentary Association (CPA), India Region, Zone-II, being hosted by the Haryana Vidhan Sabha, the Chief Minister said that the world is undergoing unprecedented transformation and that democratic institutions must continuously evolve to effectively address the challenges of the future.

The conference was formally inaugurated by Lok Sabha Speaker Sh. Om Birla. Deputy Chairman, Rajya Sabha, Sh. Harivansh Narayan Singh, Speaker, Haryana Vidhan Sabha, Sh. Harvinder Kalyan, Deputy Speaker, Haryana Vidhan Sabha, Dr. Krishan Middha, and Haryana Parliamentary Affairs Minister Sh. Mahipal Dhanda were also present on the occasion.

The three-day conference is being attended by Presiding Officers, including Chairmen, Speakers, Deputy Chairmen and Deputy Speakers, MLA/MLCs from the five Legislatures of CPA India Region Zone-II and Union Ministers, Members of Parliament, former Speakers and Deputy Speakers of Haryana Vidhan Sabha.

Meanwhile, during the inaugural session, a special documentary showcasing Haryana’s rich history and heritage was screened .

Welcoming the distinguished delegates to Haryana, the Chief Minister described the conference as a proud moment for the state. He said that the Haryana Vidhan Sabha is not merely an institution but a living symbol of democratic heritage that has witnessed six decades of public aspirations, meaningful debates and historic decisions that have shaped the state's development journey.

Recalling Haryana’s remarkable progress since its formation in 1966, Sh. Nayab Singh Saini said that despite initial apprehensions regarding its size and resources, the state transformed challenges into opportunities through determination, hard work and resilience. Referring to Haryana’s historical and spiritual legacy, he said it was on the sacred land of Kurukshetra that Arjuna received the timeless message of selfless duty, a principle that continues to inspire the state's spirit of perseverance and nation-building.

He said that over the past six decades, Haryana has consistently remained at the forefront of nation-building, making significant contributions in agriculture, sports, defence services, industry and social transformation, while inspiring the nation through its achievements.

The Chief Minister said that the theme of the conference is ‘Role of Aware Society and Legislators in Realizing Future Challenges and Goal of Viksit Bharat 2047 ’ is highly relevant in the present context. He said that Prime Minister, Sh. Narendra Modi’s vision of transforming India into a developed nation by 2047 is not merely a policy objective but a national mission that provides direction to the aspirations of 140 crore Indians.

He emphasized that the goal of a developed India cannot be achieved by governments alone. It requires active participation from an aware society, dedicated public representatives and responsible citizens. Policies and decisions must ensure that the benefits of development reach the last person in society. The vision of Viksit Bharat encompasses not only economic prosperity but also self-reliance, technological advancement, environmental responsibility, social justice and strong democratic values.

Haryana Shaping Its Future Today

The Chief Minister said that Haryana has embraced the vision of Viksit Bharat @2047 not merely as a slogan but as a collective commitment. He said that the state government has translated this vision into action through concrete initiatives aimed at preparing Haryana for the future.

Highlighting one such initiative, he said that the establishment of the Department of Future in 2025 marked a unique and pioneering step in the country. The department reflects the government's resolve to proactively prepare for future challenges rather than postponing them for the next generation. The policies, reforms and priorities that will define Haryana in 2047 are being shaped today, he added.

Sh. Nayab Singh Saini further said that the Haryana Government has prepared the Haryana Vision Document-2047 in alignment with the national vision of Viksit Bharat. Unveiled by Union Home Minister Sh. Amit Shah On December 24, 2025, the document serves as a comprehensive roadmap for the state's development over the next two decades.

He said that the government has set an ambitious target of transforming Haryana into an economy exceeding one trillion US dollars with a per capita income of more than Rs. 40 lakh by 2047. All departments have been directed to formulate clear short-term and long-term goals to ensure planned development, measurable outcomes and timely implementation.

The Chief Minister said that the government has also constituted the Arjun Special Purpose Vehicle (SPV), the Foreign Cooperation Department and the Haryana Innovation Forum to integrate Artificial Intelligence and emerging technologies into governance and development. Through collaboration among government, industry, educational institutions and start-ups, Haryana is steadily moving towards becoming an innovation-driven state.

Describing the journey towards Viksit Bharat as a people’s movement rather than merely a government programme, he said that the real strength of any transformative movement lies in its elected representatives.

Legislators Have a Pivotal Role in Building a Developed Haryana

The Chief Minister said Haryana has already recognised that legislators and public representatives will play the most important role in achieving the vision of a developed state. The blueprint for a ‘Viksit Vidhan Sabha’ can only be drawn by those who understand the needs, aspirations and challenges of their constituencies at the grassroots level.

To strengthen this process, the state government has decided to organise a special Chintan Shivir for all Members of the Haryana Legislative Assembly. He said the exercise would not be a routine meeting but a platform for meaningful reflection and policy dialogue, where legislators would discuss constituency-specific challenges, potential solutions, public expectations and the roadmap for building a developed constituency and a developed state.

Calling upon participants to think beyond present-day concerns, he urged them to deliberate not only on current issues but also on emerging challenges that will shape the future. Given the rapid pace of change across the world, he said, strengthening the foundations of tomorrow has become an urgent necessity.

The Chief Minister observed that issues such as Artificial Intelligence, data security, cybercrime, water security, biodiversity conservation and the growing influence of social media are no longer subjects confined to expert discussions. They have become integral components of legislative discourse and public policymaking. Legislators who understand these issues today, he said, will be better equipped to guide society tomorrow.

Expressing satisfaction that the conference would also feature a special presentation on ‘Artificial Intelligence and Human Rights,’ he said the topic reflects the need to balance innovation with ethical responsibility and democratic values.

He stressed that adapting legislative thinking to changing times is essential for ensuring responsive and future-ready governance. The success of democracy, he said, is ultimately measured by the positive impact it creates in the lives of citizens. When society is aware, policies become more effective; when legislators are visionary, development becomes sustainable; and when both work together, nations achieve extraordinary progress, said the Chief Minister.

Quoting a popular saying, he remarked that a legislator is the person who understands every village, every street and every section of society, and therefore possesses the ability to create new benchmarks of development.

The Chief Minister concluded his address by calling upon all participants to return to their respective states with a renewed resolve to build an India that is economically prosperous, socially just, technologically advanced and deeply humane. Chandigarh, June 8 – The Commonwealth Parliamentary Association (CPA), India Region Zone-II Conference commenced in Chandigarh on Monday. The conference, which will continue till June 10, is being attended by Speakers and Deputy Speakers of Legislative Assemblies, Members of Parliament, MLAs, and officials of various legislatures from different states. During the conference, discussions will be held on parliamentary traditions, democratic processes, the role of public representatives, and various contemporary issues related to public welfare.

The inaugural session began with the National Song, the National Anthem, and the State Song. This was followed by the traditional lighting of the ceremonial lamp. On the occasion, a special documentary film titled “Haryana 1966–2025” was screened, showcasing the state's development journey and achievements. Haryana Vidhan Sabha Speaker Sh. Harvinder Kalyan welcomed and felicitated the distinguished guests present on the dais.

Addressing the inaugural session, Rajya Sabha Deputy Chairman Sh. Harivansh emphasized the important role of an aware society and public representatives in achieving the goal of Viksit Bharat by 2047. He appreciated the visionary initiative of Lok Sabha Speaker Sh. Om Birla, under which CPA India has been divided into nine zones for the first time, making parliamentary dialogue more active, regular and organized.

Sh. Harivansh said that the goal of Viksit Bharat by 2047 can be achieved only through balanced and inclusive development across all regions of the country. He noted that the northern states have a special contribution to make toward this objective. Punjab and Haryana together contribute nearly one-fourth of the country's wheat production, making them strong pillars of national food security. Despite accounting for only 1.3 percent of India’s geographical area, Haryana contributes 3.6 percent to the national GDP.

He particularly appreciated the Haryana Government’s target of transforming the state into a one-trillion-dollar economy and the establishment of the country’s first Department of Future, backed by a fund of ₹2,000 crore to promote innovation.

Referring to future technological and environmental challenges, the Deputy Chairman said that public representatives must rise above immediate political concerns and focus on long-term national priorities. He stated that society and legislators must work together to address emerging challenges such as Artificial Intelligence (AI), cyber security, climate change, crop residue management, water scarcity, and rapid urbanization through evidence-based policymaking and continuous engagement with experts.

He said that Haryana, Punjab, Himachal Pradesh, Delhi, and Jammu & Kashmir are playing a significant role in realizing the vision of Viksit Bharat. These regions have made notable contributions in agriculture, industry, services, infrastructure, education, healthcare, tourism, and sports.

Sh. Harivansh said that over the past decade, India has achieved unprecedented progress in digital technology, space research, startups, healthcare, and education. Digital Public Infrastructure, Aadhaar, UPI, and Direct Benefit Transfer systems have brought new dimensions to good governance, transparency, and service delivery. Today, India is establishing a strong presence among the world’s leading economies and emerging as a reliable and capable partner on the global stage.

He expressed confidence that the conference would pave the way for practical and far-reaching recommendations to further strengthen democratic governance and enhance the effectiveness of public representatives.

Addressing the inaugural session, Haryana Vidhan Sabha Speaker Sh. Harvinder Kalyan said that an aware society and public representatives have a vital role in addressing future challenges and achieving the goal of Viksit Bharat-2047. While an informed society lays the foundation of a strong democracy, public representatives translate societal aspirations into policies and welfare-oriented decisions.

He said that India is the world’s largest democracy, and there is a need to make democratic institutions more effective, transparent, and accountable. He appreciated the efforts being made under the leadership of Lok Sabha Speaker Sh. Om Birla to connect legislatures across the country through a common parliamentary platform, promote digital transformation, and facilitate the exchange of best parliamentary practices.

Sh. Harvinder Kalyan stated that the Haryana Vidhan Sabha is continuously working towards legislative strengthening, capacity building, and constitutional awareness. Sh. Om Birla shared these remarks while inaugurating the Commonwealth Parliamentary Association (CPA) India Region Zone-II (North Zone) Conference at the Haryana Legislative Assembly in Chandigarh. Describing the 21st century as highly crucial, Sh. Birla observed that the global landscape is undergoing major shifts and the world is navigating various geopolitical tensions. Even during such challenging times, India is consistently moving forward on the strength of its long-term policies and plans, backed by good governance and a stable, strong, and robust legal framework. He added that while closely studying global trends in developed nations, India has introduced necessary and pragmatic changes from time to time, tailored to its own social and economic conditions. The Lok Sabha Speaker called for a massive mass movement (Janandolan) across the country, so that every citizen feels a sense of personal contribution toward building a developed India. Expressing confidence, he said that when the participation of every individual is ensured, India’s collective strength—especially its youth power—will become so formidable that we will accomplish the goal of 'Viksit Bharat' well before the target year of 2047. In this context, he mentioned that while India's growing population was once viewed as a challenge, today that very youth demographic has become its greatest strength. To leverage this, the youth must be equipped with skill development, quality education, and a mindset for innovation. He also proposed that the policies and laws formulated in our legislatures must resonate with the aspirations and requirements of the new generation.

Underlining the importance of public participation in a parliamentary democracy, Sh. Birla remarked that regular public discourse and meaningful debates should instill confidence among citizens that the House belongs to them and that their elected representatives are their true voice. Consequently, the discussions, policies, and laws framed within the Houses must always be driven by national interest and accompanied by enhanced public engagement. He asserted that greater public participation leads to deeper and more widespread social transformation. The more citizens connect with democratic institutions, the faster the dream of a developed India will be realized. He emphasized that whether it is a Gram Panchayat, Panchayat Samiti, Zila Parishad, Municipality, State Legislative Assembly, or the Lok Sabha—increased public participation brings forth new ideas, diverse perspectives, and constructive suggestions, giving fresh momentum to the pace of development.

Sh. Birla further noted that the more transparent and robust a state’s legal framework is, the faster that state progresses. Regions with clear policies, just laws, and stable, strong governance naturally attract higher investments. Investors consistently choose destinations where they have complete confidence in the continuity of policy and law; hence, maintaining this stability is a profound responsibility. He expressed hope that during the proceedings of this two-day conference, there would be substantive and result-oriented discussions on vital topics such as the 'Resolve of Viksit Bharat', 'Public Participation', 'Mass Movements', and 'Collective Responsibility'.

The inaugural session of this two-day CPA India Region Zone-II (North Zone) Conference saw the participation of Presiding Officers from the legislatures of 12 states. Apart from the Presiding Officers of the CPA Zone-II member states—Haryana, Punjab, Himachal Pradesh, Jammu & Kashmir, and Delhi—the conference also witnessed active participation from the Presiding Officers of other states, including Madhya Pradesh, Maharashtra, Goa, Uttar Pradesh, Sikkim, and West Bengal. Detailed deliberations are being held across various plenary sessions on the theme, 'Role of an Aware Society and Representatives of the People in Facing Future Challenges and Realizing the Goal of Viksit Bharat–2047'.

Prior to the formal inauguration of the conference, Lok Sabha Speaker Sh. Om Birla also inaugurated the newly established Parliamentary Research and Information Center (PRIC) at the Haryana Legislative Assembly building, which is set to significantly enhance the quality of legislative work.

On the first day of the conference, Lok Sabha Speaker Sh. Om Birla also paid a courtesy call on the Governor of Haryana, Prof. Ashim Kumar Ghosh, at the Raj Bhavan, where they discussed various contemporary issues.
