Chandigarh, July 19: Haryana Chief Minister Sh. Nayab Singh Saini today announced that the best-performing School Management Committees (SMCs) at the block level in government schools across the State will be awarded Rs. 10 lakh as an incentive. The award amount will be utilized for the overall development of the respective schools. The best-performing School Management Committees will be selected through the newly launched 'SACH' Portal.
The Chief Minister further announced that all School Management Committees will be empowered to spend up to Rs. 1 lakh on essential and minor works such as repair of drinking water tanks, toilets, boundary walls and other urgent maintenance requirements. He further announced that expenditure up to Rs. 25 lakh will be permitted after obtaining the approval of the concerned Additional Deputy Commissioner (ADC).
Sh. Nayab Singh Saini was interacting directly with School Management Committees of government schools across Haryana through a State-level virtual dialogue from Haryana Niwas, Chandigarh. Education Minister Sh. Mahipal Dhanda was also present on the occasion.
The Chief Minister also launched the 'SACH' Portal, a comprehensive platform developed for the evaluation of government schools.
During the interaction, Sh. Nayab Singh Saini connected through video conferencing with the School Management Committee of one government school from each district. He held detailed discussions with the Chairpersons, Secretaries and members of the committees on various aspects, including cleanliness, availability of drinking water, toilet facilities, sports infrastructure, student enrolment, board examination results, participation in the Super-100 and Buniyad programmes, selection of students in prestigious institutions such as IITs and IIMs, performance of students in State and national-level sports competitions, functioning of School Management Committee meetings and Parent-Teacher Meetings (PTMs).
The Chief Minister also sought suggestions from the committee members regarding further improvement of school education and discussed the requirements of their respective schools. The members appreciated the initiatives taken by the State Government to strengthen school education and expressed their gratitude to the Chief Minister for the reforms introduced in the sector.
Addressing the members of the School Management Committees, Sh. Nayab Singh Saini said that in line with the vision of Prime Minister Sh. Narendra Modi, the Haryana Government is committed to providing quality, value-based education in government schools. He said that education is the greatest strength of any nation and urged committee members to understand their responsibilities and work collectively to create a positive and conducive learning environment in schools.
The Chief Minister also appealed to school heads to encourage teachers, School Management Committee members and students to undertake plantation drives within school campuses. He urged them to motivate every child to plant a tree under the "Ek Ped Maa Ke Naam" campaign. He further directed all officers to conduct regular inspections of government schools.
Education Minister Sh. Mahipal Dhanda described School Management Committees as a strong pillar of the education system and appealed to committee members to actively contribute towards increasing enrolment in government schools. He also urged them to closely monitor school-related issues and work in coordination with school heads to resolve them. Congratulating students, teachers, school heads and education officials on the improved board examination results of government schools this year, he appreciated their dedicated efforts.
Sh. Mahipal Dhanda said that transformational change in school education is possible only through active public participation. He added that under the visionary leadership of Chief Minister Sh. Nayab Singh Saini, Haryana is reaching new milestones in the field of education. Guided by Prime Minister Sh. Narendra Modi's vision of "Sabka Saath, Sabka Vikas, Sabka Vishwas," the State Government is committed to providing every child with modern, inclusive and quality education.

Chandigarh, July 19: Haryana Chief Minister Sh. Nayab Singh Saini today reviewed the functioning of the Revenue Department and took stock of the progress made in the implementation of various digital governance initiatives, land record modernisation projects and citizen-centric reforms.
During the comprehensive review meeting, the Chief Minister directed officers to ensure that every revenue service is delivered in a transparent, technology-driven and time-bound manner so that people receive hassle-free services without unnecessary delays.
Additional Chief Secretary and Financial Commissioner, Revenue & Disaster Management, Dr. Sumita Misra informed that the Revenue Department has embarked upon a comprehensive digital transformation by establishing its first dedicated in-house Information Technology Division in May 2025. The division has reduced dependence on external agencies and enabled faster development and maintenance of departmental digital platforms. The technical team comprises 16 sanctioned posts, including software developers, UI/UX designers, technical documentation experts and system administrators.
Reviewing the progress of the Integrated Revenue Portal, the Chief Minister was informed that the portal has been developed as a single digital platform for both citizens and departmental officers. The portal provides online revenue services through a citizen-friendly interface, incorporates a Single Sign-On system for officers and enables real-time monitoring of service delivery and pendency through integrated dashboards.
Sh. Nayab Singh Saini reviewed the grievance redressal mechanism and directed officers to make the entire system more transparent, accountable and citizen-friendly. Stressing that every eligible citizen must receive justice, the Chief Minister said that applicants whose cases have been rejected should be given a fair opportunity to seek a review if they are not satisfied with the decision.
Reviewing the complaint dashboard, the Chief Minister directed officers to maintain complete transparency in the disposal of applications. He instructed that every rejected case should clearly mention the reasons for rejection and that all such records should be maintained properly. He further directed officers to conduct random checks of rejected cases to ensure that no eligible applicant is denied benefits due to procedural lapses or incorrect scrutiny. The Chief Minister also directed all Deputy Commissioners to include Tehsildars and other Revenue Department officers in the weekly Samadhan Shivirs being organised across all districts.
Land Record Modernisation to Be Accelerated in Mission Mode
The Chief Minister reviewed the progress of the State's Land Record Modernisation Programme and was informed that more than 40.20 crore legacy revenue record images have been digitised, laying the foundation for a comprehensive digital land records repository. Nearly 44,000 square kilometres have been covered through drone surveys, while 19 Continuously Operating Reference Stations (CORS) have been established to strengthen Haryana's geospatial infrastructure.
As many as 99 per cent of village maps have been geo-referenced, around 60 lakh Tatima maps have been updated and approximately 60 per cent of Record of Rights have been standardised. Over 99.5 per cent of digitised records have already undergone first-level verification. The Chief Minister directed officers to further accelerate the State's Land Record Modernisation Programme and complete it within prescribed timelines.
The meeting was informed that under citizen-centric reforms, property cards have been prepared and distributed in 6,761 villages, benefiting nearly 25.16 lakh property owners. Village maps for about 95 per cent of villages have been uploaded on the Bhu-Naksha portal. Around 42 lakh Aadhaar numbers have also been seeded with legacy revenue records to improve authenticity and transparency, while an IT Helpdesk has been established to provide better support to citizens.
The meeting was informed that the department has resolved more than five lakh pending mutation cases, reducing overall pendency from nearly six lakh cases to around one lakh. Nearly 80 per cent of SARAL services have now been integrated with the Auto Appeal System to ensure automatic escalation of delayed cases and timely delivery of services. Digital registration reforms have also contributed to supporting revenue collection exceeding Rs.15,000 crore.
The Chief Minister directed Deputy Commissioners to maintain close supervision over paperless deed registration services. Officers informed him that deed registration has now become an end-to-end paperless process, supported by a live public dashboard for monitoring pendency.
Citizen-Friendly Facilities to Be Ensured at All Land Registration Offices
The Chief Minister directed Deputy Commissioners to ensure that all land record offices must provide adequate facilities for visitors. He said that proper waiting areas and other basic public amenities should be available in every land registration office. He further directed that a queue management system should be introduced in all such offices, with token numbers displayed on digital screens so that citizens can avail services in an orderly and convenient manner.
Director, Consolidation of Land Holdings & Land Records and Project Director, Chief Minister's Good Governance Associates Programme, Dr. Yash Pal informed that under the paperless demarcation system, more than 12,300 demarcation requests have been received through the digital platform and districts are being regularly monitored for verification of geo-referenced village data to ensure accurate and transparent land demarcation. The Chief Minister appreciated the work done by Sirsa district in the timely disposal of demarcation cases. He asked Deputy Commissioners to study and adopt the best practices implemented by high-performing districts so that similar improvements can be achieved across the State.
The Chief Minister was informed that Aadhaar seeding of revenue records is also progressing steadily. So far, over 42.55 lakh records, representing about 25 per cent of the total 1.69 crore records, have been linked with Aadhaar. This initiative will improve the accuracy of land records, eliminate duplicate entries, strengthen transparency, facilitate quicker service delivery and prevent fraudulent land transactions.
Deputy Commissioners Directed to Increase Agri Stack Registration by August 15
The progress of the Agri Stack Farmer Registry was also reviewed during the meeting. The Chief Minister directed Deputy Commissioners to launch intensive awareness campaigns to encourage farmers to register and create their Agri Stack IDs. He instructed officers to achieve significant improvement in farmer registrations by August 15 so that more farmers can benefit from future digital agriculture initiatives and government schemes.
The Chief Minister also reviewed preparations for the Digital Crop Survey. He was informed that the State aims to achieve 100 per cent village coverage during the upcoming crop season. The implementation plan includes data validation, training of master trainers, district-level capacity building, mobile application readiness, mock surveys and statewide field implementation beginning in mid-August, followed by survey completion and audit later in the year. The Chief Minister also reviewed the status of offline Jamabandi pendency and the ongoing rationalisation of Patwar Circles.
The Chief Minister was also informed that the department has prepared detailed Standard Operating Procedures and user manuals for various digital modules, including Aadhaar seeding, auto mutation, certified copies, demarcation, loan entries and user registration, to ensure uniform implementation across the State.
Review of Ayushman Bharat Yojana coverage
Under the CMGGA review, the Chief Minister also assessed the progress of the Ayushman Bharat and Chirayu Haryana Yojana saturation drive across the State. He directed Deputy Commissioners to ensure that every eligible beneficiary is covered under the schemes so that no deserving family is deprived of cashless healthcare benefits.
Sh. Nayab Singh Saini said that at least one government hospital in every district should be developed on par with private hospitals, equipped with modern infrastructure, quality healthcare services and all essential medical facilities. He said government hospitals must set the highest standards of cleanliness, patient care and service delivery. He directed Deputy Commissioners to conduct regular surprise inspections of government hospitals and personally monitor the availability of doctors, medicines and diagnostic facilities.

Haryana Emerges as a National Leader in Tobacco Control: Over 12,800 Educational Institutions Declared Tobacco-Free – Dr. Sumita Misra
Chandigarh, July 19 - Haryana has recorded remarkable achievements under the National Tobacco Control Programme (NTCP) during the first two quarters of the financial year 2025–26, reinforcing its commitment to creating a tobacco-free society through effective enforcement, awareness generation, cessation services and community participation.
Sharing the achievements, Additional Chief Secretary, Health & Family Welfare, Haryana, Dr. Sumita Misra, said that Haryana has emerged as one of the leading States in tobacco control, with 12,865 Educational Institutions declared Tobacco-Free under the Tobacco-Free Educational Institutions (ToFEI) Guidelines. She further stated that the State has secured the second position in the country in terms of the number of tobacco control pledges under the National Tobacco Control Programme, reflecting widespread public participation and strong inter-departmental coordination. She added that the Government is also making rapid progress towards creating Tobacco-Free Villages, with 1,128 villages already declared tobacco-free, demonstrating Haryana's commitment to protecting future generations from the harmful effects of tobacco.
She said that stringent enforcement of tobacco control laws remains a priority of the Health Department. During the reporting period, 3,848 violators were challaned under Section 4 of COTPA, 2003, resulting in the collection of ₹1.82 lakh in fines. In addition, enforcement agencies registered six cases under the Prohibition of Electronic Cigarettes Act, 2019, seizing 33 electronic cigarette stocks. She further informed that Tobacco Cessation Centres, functioning in all District Hospitals and 17 Medical/Dental Colleges, provided counselling and treatment services to 20,414 tobacco users, helping them quit tobacco through professional counselling and pharmacotherapy.
State Nodal Officer, National Tobacco Control Programme, Haryana, Dr. Brahmdeep Singh, said that extensive awareness activities have played a significant role in achieving these milestones. During the first half of the financial year, 13,524 educational institutions were evaluated, over 10,500 tobacco-free pledge sessions were organised, 4,255 school rallies and 4,633 awareness competitions were conducted across the State. He added that under the Tobacco-Free Village initiative, 1,444 Gram Sabha meetings, 2,247 awareness activities, and the constitution of 1,002 Village Level Coordination Committees have strengthened community participation. The programme has also maintained an extensive digital outreach through social media platforms, ensuring continuous public engagement on tobacco control.
The Health Department reiterated its commitment to further strengthening enforcement, expanding cessation services and promoting tobacco-free environments across educational institutions, villages and public places, thereby contributing towards a healthier and tobacco-free Haryana.
