Chandigarh, August 30: Haryana Chief Minister Sh Nayab Singh Saini today watched the live broadcast of Prime Minister Sh Narendra Modi’s 137th edition of ‘Mann Ki Baat’ in Panchkula. Special arrangements were made for the programme at the Convention Hall of Red Bishop, Sector 1, where the Chief Minister watched the broadcast along with public representatives, party workers and members of the general public.

Through Mann Ki Baat, Prime Minister Sh Narendra Modi interacts with citizens across the country and shares inspiring stories, innovative ideas and people-led initiatives that are contributing to positive change.

Every Pregnant Woman to be Digitally Monitored Through ‘SAMRIDDHI’ Portal- Nayab Singh Saini

‘SAMRIDDHI’ Portal, State-Level Command Centre and 102 Maternal and Child Health Call Centre to be Integrated to Ensure Safe Motherhood and Healthy Newborns

Chandigarh, August 30 – Haryana Chief Minister, Sh. Nayab Singh Saini, said that the State Government is implementing the ‘SAMRIDDHI’ to reduce maternal and neonatal mortality and ensure timely and quality healthcare services for pregnant women. The government aims to register every pregnant woman in the state on the portal and continuously monitor her health throughout pregnancy, during delivery and in the post-partum period.

The Chief Minister said that the ‘SAMRIDDHI’ Portal, State-Level Command Centre and 102 Maternal and Child Health Call Centre will be integrated through modern technology. The integrated system will help ensure better healthcare services for pregnant women, timely identification of high-risk pregnancies and prompt referral to higher-level health facilities whenever required.

*Unique SAMRIDDHI ID for Every Pregnant Woman*

The Chief Minister said that every pregnant woman will be mandatorily registered and provided a unique ‘SAMRIDDHI ID’, enabling all health information related to her pregnancy to be securely maintained at a single place. The system will cover women receiving treatment at government hospitals as well as private hospitals and medical colleges.

Irrespective of the hospital where a woman receives treatment, her essential health information will be updated on the portal through her ‘SAMRIDDHI ID’, ensuring the availability of a comprehensive digital record of her pregnancy.

*Special Monitoring of High-Risk Pregnancies*

Under the ‘SAMRIDDHI’ system, high-risk pregnancies will be identified on time. ANMs, doctors and health officials will receive timely information and alerts regarding necessary examinations, upcoming deliveries, follow-ups and other services.

Women with high-risk pregnancies will be contacted at regular intervals. Women with normal pregnancies will be contacted every three months, while those with high-risk pregnancies will be monitored more frequently. As the expected date of delivery approaches, the frequency of contact and monitoring will be increased to ensure immediate assistance in case of an emergency.

*Health Assistance Through 102 Call Centre*

Sh. Nayab Singh Saini said that a ‘102 Maternal and Child Health Call Centre’ will be established at the state level. Trained nurses at the centre will provide health-related guidance to pregnant women, identify risks and, whenever required, assist them in reaching the appropriate health facility.

If a woman is subsequently identified as having a high-risk condition through the Call Centre, the information will immediately be shared with the Command Centre and updated on the ‘SAMRIDDHI’ Portal.

*Special Focus on Timely Treatment and Delivery*

The Chief Minister said that timely treatment and referral to the appropriate hospital are critical for maternal and child health. Through ‘SAMRIDDHI’, better coordination will be ensured at the district and state levels to facilitate the referral of high-risk pregnant women to appropriate health institutions.

Women will be informed about suitable hospitals for delivery based on their health condition. The process of referring them to higher-level health institutions, whenever required, will also be streamlined.

*State-Level Command Centre to Monitor Maternal and Child Health Services*

Under the National Health Mission, a six-seat ‘SAMRIDDHI Command Centre’ will operate in two shifts. The centre will monitor data, alerts, referrals and follow-ups related to maternal and child health services across the state.

At the district level, monitoring of maternal and child health services and coordination will also be strengthened through nursing staff.

*Government and Private Health Institutions to be Brought Under an Integrated System*

The Chief Minister said that the ‘SAMRIDDHI’ Portal will be developed in accordance with Ayushman Bharat Digital Mission standards and integrated with other health portals. Birth registration will also be linked with the ‘SAMRIDDHI ID’ to facilitate better monitoring of health during pregnancy as well as the health of the child after birth.

He said that the government’s objective is not merely to collect data, but to ensure that every pregnant woman receives the right healthcare service at the right time.

*Reducing Maternal and Neonatal Mortality the Primary Objective*

The Chief Minister said that the primary objective of the ‘SAMRIDDHI’ initiative is to reduce maternal and neonatal mortality in Haryana. Special emphasis will be laid on 100 per cent registration of pregnancies, active monitoring of high-risk pregnant women, timely referrals, institutional deliveries and continuous monitoring of newborns.

He said that ‘SAMRIDDHI’ will serve as a protective shield for every pregnant woman and her child, ensuring continuity of healthcare services throughout pregnancy, during delivery and in the post-partum period, while enabling timely identification of any potential health risk.

Chandigarh, August 30 – Union Minister of Power and Housing and Urban Affairs, Sh. Manohar Lal, on Sunday, said that public dialogue must be rooted in facts and truth and should focus on meaningful issues concerning the youth and public interest rather than being used merely to gain publicity.

The Union Minister was interacting with media persons after inaugurating four projects of Karnal Smart City worth Rs. 23.67 crore. He said that the projects would benefit the people, while work on another four to five projects is yet to be completed. These include a major elevated bridge project, which is under execution and would be completed at the earliest.

Responding to a question on Congress leader Rahul Gandhi’s continued outreach to the youth, Sh. Manohar Lal said that dialogue is an essential part of politics and everyone should engage with the people. However, such engagement must be based on facts and truth. Resorting to false slogans for cheap publicity and remaining in the headlines serves neither society nor politics, he said.

The Union Minister said that political discourse should centre on constructive issues concerning the youth and larger public interest. Merely provoking people, particularly against the establishment, is neither appropriate nor constructive and deserves condemnation, he added.

On the Prime Minister’s message of unity, Sh. Manohar Lal said that Indians are one and the philosophy of ‘Vasudhaiva Kutumbakam’ regards the entire world as one family. He said that the Prime Minister, during his visit to three major countries, is once again conveying a positive message to the world, as he has consistently done in the past.

On the demands raised by sanitation workers, the Union Minister said that the matter would be conveyed to the government for an appropriate decision.

Responding to a question on the increase in sugar prices, Sh. Manohar Lal said that market prices fluctuate and such increases have occurred in the past as well. Referring to sharp increases in the prices of onions, pulses and sugar during the Opposition’s tenure, he said that the present government acted promptly following the increase in sugar prices, resulting in a decline of Rs. 15 in a single day.

Chandigarh, August 30 – Haryana Jails Minister, Dr Arvind Sharma, said that the Haryana Government’s objective is not to limit jails merely to a system of punishment, but also to reform inmates and reintegrate them into the mainstream of society.

Dr Arvind Sharma said that along with strengthening security arrangements in all jails across the state, several initiatives have been undertaken for the reform, skill development and rehabilitation of inmates.

The Cabinet Minister said that under the guidance of the Chief Minister, Sh. Nayab Singh Saini, the government is making sustained efforts to ensure that inmates receive training, become self-reliant, and can reintegrate into mainstream society with dignity after their release. The government is making every possible effort at both the financial and administrative levels towards this objective, he said.

Dr Arvind Sharma said that in a modern jail system, reform and rehabilitation are as important as security. With this approach, the State Government is moving ahead with the construction of new jails, expansion of modern technology and programmes to provide employment-oriented training to inmates, he said.

The Cabinet Minister said that Haryana’s jails are witnessing a rapid transformation. Along with stringent security arrangements, equal emphasis is now being placed on the reform and rehabilitation of inmates. Technology-enabled security systems, construction of new high-security jails, an environment closer to normal life through open jails, ITI and technical training, and initiatives to facilitate employment after release are giving a new direction to jail administration in the state, he said.

At present, Haryana has three Central Jails, 17 District Jails and two Open Air Jails, with a total authorised capacity of 24,280 inmates. As on August 1, 2026, 26,860 inmates were lodged in jails across the state. In view of the number of inmates exceeding the authorised capacity, the government is working on the construction of new jails while also equipping existing jails with modern facilities and technology.

*High-Security Jail in Rohtak, New Jails Planned in Several Districts*

Construction of new and high-security jails is among the major initiatives of the Jails Department. A High-Security Jail with a capacity of 312 inmates is being constructed in Rohtak at a cost of about Rs. 90 crore, and the work is progressing rapidly. Besides, a new District Jail with a capacity of 1,200 inmates is under construction in Fatehabad. The process for the construction of new District Jails with capacities of 1,200 inmates in Charkhi Dadri and 954 inmates in Panchkula is also underway.

To strengthen jail security through technology, a state-of-the-art call-blocking system has been installed at Central Jail, Ambala. The process of installing modern surveillance technology is also underway at Central Jail, Hisar, as well as jails in Faridabad, Kurukshetra, Kaithal and Sirsa, for which Rs. 9.16 crore has been sanctioned.

Measurement collection units have also been established to create scientific records of inmates and offenders. Information such as fingerprints, facial recognition data, DNA samples and retinal scans is being recorded. This system will strengthen the use of modern technology in jail security as well as in criminal investigation.

*Preparing Inmates for Life Beyond Jail Walls*

One of the most significant aspects of Haryana’s correctional system is preparing inmates to return to normal life. Open Air Jails have been established in Faridabad and Karnal, where inmates with good conduct are being provided an opportunity to live with their families. At present, 48 inmates are residing with their families in these two jails.

Semi-Open Air Jail facilities have been established in all jails across the state except Palwal. These facilities have a total capacity of 487 inmates, and 178 inmates have been permitted to reside in them. The initiative aims to foster a sense of responsibility and self-reliance among inmates.

ITI centres have been established in five jails to prepare inmates for employment after their release. Industrial training is being provided in 12 trades, with 255 inmates registered for training. Work is also underway to establish a technical diploma training centre at District Jail, Gurugram.

An agreement has been entered into with Haryana Kaushal Rozgar Nigam Limited (HKRNL) to facilitate employment opportunities after training. So far, 117 trained inmates have been registered on the HKRNL portal. This initiative of the Jails Department is considered an important step towards the rehabilitation of inmates.

*Jail Products Record Sales Worth Crores; Petrol Pumps Expand to More Jails*

Products manufactured in jail workshops are now establishing their presence in the market. Furniture, handicrafts, garments, food products and decorative items made by inmates are being provided market access through various fairs and events. Stalls showcasing jail products have also been set up at the Surajkund International Mela and the Gita Jayanti Mahotsav.

Last year, products manufactured in jails recorded sales of Rs. 1.76 crore, while sales worth Rs. 1.52 crore have been recorded so far during the current year. The initiative is helping inmates build confidence and move towards self-reliance through work.

Following the success of the petrol pump and CNG filling station established at District Jail, Kurukshetra, petrol pumps are also being operated at jails in Ambala, Hisar, Yamunanagar, Karnal, Sonipat, Faridabad, Nuh and Sirsa, among others. The petrol pump at Kurukshetra Jail recorded sales of about Rs. 54 crore during the previous financial year.

To make judicial proceedings simpler and more secure, 453 video conferencing systems have been installed in jails across the state. At present, around 85 per cent of court appearances of inmates are being conducted through video conferencing. This is reducing security risks while also saving time and resources.

*Jail Radio Operational in 14 Jails*

To promote the mental and social rehabilitation of inmates, jail radio stations have been established in 14 jails across the state. The process of setting up radio stations in the jails of Kaithal, Bhiwani, Sirsa, Jhajjar, Narnaul and Rewari is also underway. Through these platforms, efforts are being made to engage inmates in positive activities and creative programmes.

Chandigarh, August 30 – Haryana Chief Minister, Sh. Nayab Singh Saini, said that the denotified and nomadic communities have a long, glorious and inspiring history. Even in the most challenging circumstances, these communities have preserved their spirit of hard work, rich art, unique culture and self-respect.

The Chief Minister said that the contribution of the bravehearts and great personalities belonging to denotified and nomadic communities occupies a distinguished place in India’s history and its glorious past. He recalled Bhai Makhan Shah Lubana Ji, who identified Sri Guru Tegh Bahadur Ji as the true Guru, Bhai Lakhi Shah Banjara Ji and Bhai Nigahia Ji, who risked everything to ensure the cremation of the sacred body of Sri Guru Tegh Bahadur Ji and Bhai Jaita Ji, who carried Guru Sahib’s sacred head from Delhi to Sri Anandpur Sahib and earned the honour of being called ‘Rangreta Guru Ka Beta’.

The Chief Minister said this while addressing a delegation representing various nomadic communities of Haryana and Punjab at his Chandigarh residence, Sant Kabir Kutir, on Sunday.

Sh. Nayab Singh Saini said that skilled warriors of the Sikligar and Banjara communities strengthened the Khalsa army by making highly effective weapons for battles against the Mughals. He also recalled Bhamashah and heroes of the Banjara community who supported Maharana Pratap’s struggle for self-respect by supplying essential provisions and material, thereby contributing to the defence of the country. He described all of them as the true heroes of the nation.

The Chief Minister said that valour has been inherited by these communities from their ancestors. Driven by the same spirit of patriotism, they posed a formidable challenge to British rule during the freedom struggle. He said that the British, frustrated by their resistance, enacted the ‘Criminal Tribes Act’ in 1871 and committed the grave injustice of branding these patriotic communities as hereditary criminals.

He said that this stigma was finally removed on August 31, 1952, after Independence, and this historic day is therefore observed as ‘Vimukti Divas’.

The Chief Minister said that merely observing Vimukti Divas is not enough and the communities must receive what was taken away from them during British rule. He said that governments which remained in power for long periods after Independence failed to adequately address the concerns of these communities, leaving them deprived of basic rights.

Sh. Nayab Singh Saini said that after Prime Minister, Sh. Narendra Modi, assumed the leadership of the country in 2014, he gave the guiding mantra of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas’. The double-engine government, guided by this spirit, is continuously working for the welfare of the poor.

He said that under the PM Awas Yojana, 1.60 lakh families in Haryana have been provided pucca houses. Besides, plots have been allotted to 702 nomadic families in Karnal, Palwal and Rohtak, laying the foundation for a secure future for these families.

The Chief Minister said that under the Dr. Ambedkar Awas Navinikaran Yojana, financial assistance for house repairs has been enhanced from Rs. 30,000 to Rs. 80,000. As many as 85,815 families have received assistance amounting to Rs. 416 crore under the scheme.

He said that LPG cylinders are being provided to poor families for just Rs. 500, benefiting more than 15 lakh women. Under the Mukhyamantri Vivah Shagun Yojana, financial assistance of Rs. 1,523 crore has been provided to 3.85 lakh families for the marriage of their daughters.

*Education Can Transform the Future of Coming Generations*

Calling upon representatives of the nomadic communities to accord the highest priority to education, the Chief Minister said that regardless of how difficult the circumstances may be, parents must ensure that their children receive an education. Education, he said, is the power that can transform the future of coming generations.He said that the State Government is providing free textbooks, uniforms and stationery up to Class XII, besides free coaching for competitive examinations. Scholarships ranging from Rs. 8,000 to Rs. 12,000 are also being provided under the Dr. Ambedkar Medhavi Chhattar Sanshodhit Yojana.

The Chief Minister called upon the youth to study diligently, acquire skills, excel in sports and stay away from harmful habits such as drug abuse so that they can fulfil the dreams of their parents. He also urged the representatives to take information about government welfare schemes to every household so that every member of the community can benefit and become empowered.

Mangla, who had envisioned the old-age home and donated his property for the initiative.

Sh. Manohar Lal said that the spirit of service should become an integral part of life and children should be taught this value from an early age. He said that supporting the needy, helping patients, establishing skill centres and guiding youth in the right direction are all forms of service.

The Union Minister said that service should always be selfless. Referring to the tradition of contributing a part of one’s earnings towards social welfare, he urged people to set aside a fixed share of their income for such causes and inspire the younger generation to embrace the spirit of giving.

Union Minister, Sh. Manohar Lal, Haryana Vidhan Sabha Deputy Speaker, Sh. Krishan Lal Middha and Social Justice and Empowerment Minister, Sh. Krishan Kumar Bedi, announced financial assistance of Rs. 51 lakh for the old-age home.
