Chandigarh, March 17 – Haryana’s Energy, Transport & Labour Minister Sh. Anil Vij described the state budget as futuristic, stating that it has been crafted in alignment with Prime Minister Narendra Modi’s vision of a developed India. He mentioned that before preparing the budget, the Chief Minister received around 11,000 suggestions, which were carefully analyzed to shape the final proposal. Sh. Vij emphasized that this budget ensures development reaches every corner of Haryana and benefits every section of society. He further said that "I have seen many budgets, but I feel this is the best one."

Sh. Vij was speaking to media personnel in the Haryana Vidhan Sabha after Chief Minister Nayab Singh Saini presented the state’s budget proposals. Notably, the total budget presented today is ₹2,05,017.29 crore, which is 13.70% higher than the previous budget estimates.

Sh.Vij praised the budget, saying, "I have seen many state budgets, but this one is the finest. I believe that every sector, every class and every part of Haryana has been considered for development in this budget. It is truly the best budget I have seen."

In response to Congress’s criticism that Nayab Singh Saini’s budget lacks substance and only presents figures, Vij replied that "A budget details everything that has been done and what will be done. Congress never did anything during its tenure, so their only job now is to oppose; they have nothing else to do."

Discussing the energy sector, Vij stated that "The energy department has significant revenue, and no budget has been reduced. All the provisions we had planned for the department have been included in the budget."

It is notably that financial assistance will be provided to small and medium enterprises (SMEs) to adopt environmentally friendly fuels and retrofit emission control devices instead of generators.The ‘Make in Haryana’ initiative will be launched, modeled after the ‘Make in India’ program.The number of labour courts will be increased to 14. Industrial units covering at least 10 acres and with at least 50 entrepreneurs applying together will be considered valid industrial units until a final decision on their applications.ESI hospitals and dispensaries will be provided land at concessional rates.Gig workers will be given insurance protection and an Industry Worker-Friendly Council will be formed.

Similarly in Energy Sector, Transmission and commercial losses in the power sector have been reduced from 30% in 2014-15 to 10.4% now. In the 2023-24 national ranking, Haryana’s UHBVN and DHBVN ranked 1st and 2nd, respectively. Under the ‘Mhara Gaon – Jagmag Gaon’ scheme, 24-hour electricity is now available in 5,877 villages, with a new scheme being launched for the remaining 1,376 villages. The state’s total power availability has increased from 10,729 MW in 2014 to 16,015 MW now, with a target to reach 24,000 MW in the next seven years. A new 800 MW Ultra Supercritical Thermal Plant will be constructed in Yamunanagar at a cost of ₹7,272 crore.

Additional 800 MW plants will be built at RGTPP Hisar and Panipat. Under the Pradhan Mantri Surya Ghar Muft Bijli Yojana, 14,250 homes have already installed rooftop solar plants, with a target of 2,22,000 rooftop solar plants by 2027. Antyodaya families (with connections up to 2 kW) will receive a subsidy of up to ₹1,10,000 for solar installations and 20,000 streetlights will be installed on village roads and Amrit Sarovars in this fiscal year.
