Chandigarh, April 15 – To boost industrial development in Haryana, an Industrial Manufacturing Cluster (IMC) will be established near Maharaja Agrasen Airport in Hisar, covering approximately 3,000 acres. The estimated cost of the project is around Rs. 4,680 crore. This IMC will be developed jointly by the Haryana Government and the National Industrial Corridor Development Corporation (NICDC).

This information was shared during a key meeting held under the Chairmanship of Chief Minister, Sh. Nayab Singh Saini on Tuesday. Civil Aviation Minister, Sh. Vipul Goel was also present at the meeting.

In the meeting, the Chief Minister was apprised that the Government of India, in partnership with state governments, is developing integrated industrial corridors based on multi-modal connectivity to accelerate manufacturing growth and ensure planned urbanization. Under the Amritsar-Kolkata Industrial Corridor, industrial townships will be developed in six cities across seven states, with the IMC in Hisar being the largest project, to be developed over nearly 3,000 acres. The IMC will be developed in two phases.

It was informed in the meeting that this project is expected to attract investments of around Rs. 32,000 crore and generate over 10,000 employment opportunities. The IMC will have all essential and modern infrastructure including roads, a water treatment plant, and a solid waste management plant (STP). A Memorandum of Understanding (MoU) between NICDC and the Haryana Government will be signed soon for the successful execution of this project.

Proximity to Maharaja Agrasen Airport will be a major advantage for industries in the IMC

The Chief Minister directed the officers concerned to expedite the formal procedures. He said that the IMC will attract investments from both Indian and international companies. Out of the 7,200 acres demarcated in Hisar, around 4,212 acres are occupied by Maharaja Agrasen Airport, while the IMC will be established on the remaining approximately 2,988 acres. Proximity to the airport will provide a significant advantage to industries, he said.

Haryana to benefit significantly from two industrial corridors

In the meeting it was further shared that under the Delhi-Mumbai Industrial Corridor being developed by NICDC, an Integrated Multi-Modal Logistics Hub is being set up on approximately 886 acres in Nangal Chaudhary, Haryana. Thus, Haryana stands to gain greatly from the presence of two major industrial corridors, which will boost investment and generate employment in the state.

The Chief Minister said that the development of industries is crucial for realizing the vision of a ‘Viksit Haryana’ under the ‘Viksit Bharat’ mission. The state government is committed to establishing 10 Industrial Model Townships (IMTs) in Haryana. Officers concerned have been directed to take necessary steps in this direction.

Chief Minister Nayab Singh Saini expresses condolences on the demise of Devendra Gautam, Cousin of MLA Ram Kumar Gautam

Chandigarh, April 15: Haryana Chief Minister Sh Nayab Singh Saini visited Narnaund on Tuesday to express his condolences on the passing of Sh Devendra Gautam, the cousin of MLA Sh Ram Kumar Gautam. The Chief Minister prayed for the peace of the departed soul and extended his heartfelt sympathies to the members of the bereaved family.

The Chief Minister remarked that the death of Sh Devendra Gautam is an irreplaceable loss, not only for the family but for the society at large.

Sh Devendra Gautam had been ill for several days and was undergoing treatment at a private hospital in Hisar. He was 63 years old.

Several dignitaries, along with administrative officials, were also present to pay their respects.

Chief Secretary Anurag Rastogi Reviews Implementation of Post-Matric Scholarship Schemes for SC and OBC Students

Seven departments directed to ensure timely disbursal, transparency and effective coordination

Chandigarh, April 15: Haryana Chief Secretary Sh. Anurag Rastogi today reviewed the implementation of the Post-Matric Scholarship (PMS) schemes for Scheduled Caste (SC) and Other Backward Class (OBC) students. These centrally sponsored schemes are currently being implemented by seven departments, namely Higher Education, Technical Education, Medical Education and Research, Skill Development and Industrial Training, Animal Husbandry and Dairying, AYUSH, and School (Secondary) Education Departments. During the meeting, Sh. Rastogi emphasized the need for timely disbursal of scholarships and directed all concerned departments to clear pending cases without delay.

He further instructed the School Education Department to make full use of the Pre-Matric Scholarship Scheme for SC students and Component-I of the Pre-Matric Scholarship Scheme for OBC students, which are funded by the Government of India. These schemes play a crucial role in supporting the education of students from disadvantaged communities at the school level.

Highlighting the need for financial discipline, the Chief Secretary stressed the timely submission of Utilization Certificates (UCs) to ensure prompt reimbursement of funds by the central government. To enhance transparency and accountability, he also directed that Aadhaar-based biometric e-KYC be made mandatory for all institutions, district nodal officers and state nodal officers associated with the implementation of these scholarship schemes.

Sh. Rastogi reiterated the State Government’s commitment to ensuring that no eligible student is deprived of educational opportunities. He urged all implementing departments to work in close coordination to ensure smooth and effective delivery of benefits under these centrally sponsored schemes.

Additional Chief Secretary, Medical Education and Research, Sh. Sudhir Rajpal informed that the department has streamlined the disbursement process to ensure that scholarships are delivered efficiently and without unnecessary delays.

Dr. G. Anupama, Additional Chief Secretary, SEWA Department, presented a comprehensive overview of the Post-Matric Scholarship Scheme for SC students. She informed that the scheme is centrally sponsored with a funding ratio of 60:40 between the Centre and the State. Scholarships are awarded under two components: compulsory non-refundable fees, as determined by the Fee Fixation or Rationalization Committees of the implementing departments, and an academic allowance ranging from ₹2,500 to ₹13,500 per annum, depending on the course category and whether the student is a hosteller or day scholar. Only students with an annual family income of up to ₹2.5 lakh are eligible under this scheme.

Dr. Anupama also provided a brief note on the Post-Matric Scholarship Scheme for OBC students, which forms Component-II of the PM-YASASVI scheme. This scheme, also based on a 60:40 Centre-State cost-sharing model, offers scholarships between ₹5,000 to ₹20,000 per annum, covering both academic allowances and tuition fees. The eligibility criterion is the same—annual family income must not exceed ₹2.5 lakh. She said that the State Government accords the highest priority to beneficiary saturation and timely disbursal of scholarships.

Sh. Vijayendra Kumar, Additional Chief Secretary, Youth Empowerment and Entrepreneurship, Sh. Prashant Panwar, Director, SEWA Department and senior officers of various departments were also present in the meeting.

All damaged roads in Haryana to be repaired by June 15: Agriculture Minister Shyam Singh Rana

Minister resolves six cases during grievance redressal committee meeting in Charkhi Dadri

Chandigarh, April 15 : Haryana Agriculture and Farmers’ Welfare Minister, Sh Shyam Singh Rana, said that all damaged roads across the state will be repaired by June 15. In line with the directive of Chief Minister Sh Nayab Singh Saini, a comprehensive report has been prepared to improve road conditions throughout the State. He emphasized that strict action will be taken to address damage caused by overloading and illegal mining in the Charkhi Dadri district.

Sh Rana made these remarks while interacting with the media persons during a meeting of the District Public Relations and Grievance Redressal Committee held in Charkhi Dadri on Tuesday. Out of 15 complaints presented at the meeting, six were resolved on the spot, and immediate action was ordered on four others. The remaining five complaints were deferred for discussion in the next meeting.

While hearing complaints regarding road repairs, the Minister reiterated that the Chief Minister and the state government are committed to repairing all damaged roads by June 15. He said a detailed report has been compiled with the help of various departments, and work has already begun to address the issue.

Regarding a complaint about illegal mining and overloaded vehicles, Sh Rana said that overloading is a problem in many areas. In addition to the efforts of the police and district administration, special teams have been formed to tackle this problem. He assured that effective steps are being taken to control overloading and prevent illegal mining. However, no case of illegal mining has so far been reported in the district.

Addressing a grievance about the relocation of a tubewell connection under the electricity department, the Minister directed the department to resolve the issue within the next seven days.

Fine of Rs 3,000 imposed on JE for negligence

Chandigarh, April 15 – The Haryana Right to Service Commission has taken strict action against negligence by the Electricity Department and imposed a fine of Rs. 3,000 on a Junior Engineer (JE). The Commission has also directed compensation of Rs. 3,000 to be paid to the complainant. In a complaint filed by Sh. Kapil Grover, a resident of Panipat, who stated that his electricity bill was not corrected even after getting a solar connection. The Commission found that there was unnecessary delay and carelessness by the officers of Uttar Haryana Bijli Vitran Nigam and ordered action against them.

Sh. Grover filed a complaint on July 1, 2024. He had applied for a solar connection on March 1, 2024, and the connection was issued on April 5, 2024. However, the connection details were not updated in the department’s records. As a result, his electricity bill was issued with an additional amount of Rs. 8,240 without deduction of solar units.

Sharing information in this regard a spokesperson from the commission said that JE Sukhwinder Singh delayed updating the connection and entered the initial reading of the solar meter incorrectly, which led to the incorrect bill. For this negligence, the Commission fined him Rs. 3,000 and directed that the same amount be paid to the complainant as compensation.

The Commission has recommended disciplinary action against Assistant Engineer, Kuldeep Punia, working as the then first level grievance redressal authority, and Executive Engineer Suresh, working as the second level grievance redressal authority, to the Additional Chief Secretary, Energy Department for wrongly resolving the complaint. They closed the complaint without giving the consumer a proper hearing, even though the issue remained unresolved.

The Commission clearly stated that such negligence will be taken seriously in the future as well, and strict action will be taken against officers responsible for delay or irregularity in citizen services.

Chandigarh, April 15 : Haryana Education Minister Sh Mahipal Dhanda said that the government's primary objective is to further enhance the quality of education in government schools and ensure better facilities for students—an effort that is yielding promising results.

He shared that while 2,07,685 students were enrolled in Class 5 in government schools as of April 30, 2024, this year, 2,04,163 students have already been admitted by April 15. He expressed confidence that by April 30, the number of admissions will surpass last year’s figure, which reflects the growing trust in government schools and the noticeable improvement in education quality.

The Minister further informed that under the Right to Education (RTE) Act, funds for school uniforms for students from Classes 1 to 8 studying in government schools will be transferred directly to their bank accounts by the last week of April. Additionally, free textbooks will be distributed to all such students by April 21.

Education Minister Sh Mahipal Dhanda was presiding over a review meeting of officers of the Education Department here today.

Education Minister Sh Mahipal Dhanda stated that under the Right to Education (RTE) Act, it is mandatory for all recognized private schools in Haryana to reserve 25% of seats in Class 1 for children from economically weaker sections. He informed that, so far, 70% of private schools have allocated seats through the Ujjwal Portal. However, he warned that strict action will be taken against the remaining 30% of schools if they fail to comply soon. The Minister has directed education officials to ensure enforcement of the rule, adding that non-compliance could lead to the cancellation of the school’s recognition.

Education Minister Sh Mahipal Dhanda stated that under Rule 158(6) of the Haryana School Education Rules, 2003, no recognized school in the state is allowed to compel students or their parents to purchase textbooks, stationery, or uniforms from a particular shop. Furthermore, as per Rule 158(7), schools are not permitted to change their uniforms within a period of five years. He informed that so far, 40 complaints have been received through the Education Department portal and 57 through email. All complaints are currently under investigation, and strict action will be taken against any schools found in violation.

The meeting was also attended by Director of Elementary Education, Sh Vivek Agarwal, and Director of Secondary Education, Sh Jitendra Dahiya.
