Chandigarh, March 25 – Haryana Chief Minister Sh. Nayab Singh Saini appealed to newly elected public representatives of urban local bodies to rise above party politics and pledge to work in a mission mode with loyalty and dedication in the decisive war against drug abuse, speeding up the cleanliness campaign and raising awareness under the Beti Bachao-Beti Padhao campaign started by Prime Minister Sh. Narendra Modi.

The Chief Minister was addressing all the public representatives present at the oath-taking ceremony of newly elected Mayors of urban local bodies, Presidents and members of Municipal Councils and Municipalities in Panchkula today.

Congratulating all the newly elected Mayors, Presidents and members of Municipal Councils and Municipalities, the Chief Minister said the recently concluded civic elections have proved that the people of the state want development, transparency and good governance. He urged all the representatives to work towards making the cities prosperous, clean, safe, drug-free and self-reliant. The Chief Minister also assured that the Haryana Government will always be ready to cooperate in this journey of progress of the state. Describing cities as the pride of the state and country, the Chief Minister said people coming from outside assess the prosperity of the city only by looking at the development there. In this direction, all the newly elected representatives have become the sentinels of this prosperity of Haryana. He said the responsibility of implementing development works of the government in the cities lies on all of them. Expressing confidence, he said under the leadership of all the newly elected Mayors, Pradhans and members, the cities of Haryana will work rapidly towards making Haryana a developed state. The Chief Minister said Prime Minister Sh. Narendra Modi had given the call of ‘Beti Bachao-Beti Padhao’ from the land of Haryana and the fact that our daughters got elected more than the target in these civic elections shows that the Haryana Government has taken this mission forward efficiently. Referring to the mantra of cleanliness given by the Prime Minister, he said in this direction also, it is the responsibility of the newly elected public representatives to clean their corporation, municipality and city council and to live up to the sentiments and expectations of the people. They should take a pledge that their municipality, city council and municipal corporation should become number one in cleanliness.

He said the Manas Portal has been created to share information about drugs, which is monitored by Union Home and Cooperation Minister Sh. Amit Shah from time to time. He urged everyone to use the Manas Portal if drugs are sold anywhere in your ward or area so that the young generation can be saved from this evil. He said the name of the informer is kept secret in this.

The Chief Minister said just as he represents 2.80 crore people of the state, similarly in a democracy, the public has elected the Mayors to represent their wards. Therefore, all the representatives should work to bring development works on the ground without any discrimination.

Describing honesty and transparency as the biggest capital, the Chief Minister said recently, a budget of more than Rs 2,05,000 crore has been presented for the development of the state and a large part of it will be spent with the cooperation of all the newly elected public representatives. Therefore, everyone should ensure that every penny of the budget is spent on the welfare of the people and the development of Haryana.

The Chief Minister said the government has made provisions in the budget to make the urban bodies self-reliant. Also, many steps have been taken by the state government for decentralization of powers in urban local bodies. He said as per the recommendation of the Sixth Finance Commission, the budget given to the municipalities for development works has been doubled to Rs. 3,114 crore. For the coming financial year, the budget of the Urban Local Bodies Department has been increased to Rs. 5666 crore so that development works can be accelerated further.

The Chief Minister said Haryana's place and contribution will be important in the creation of self-reliant, developed and modern India as per the vision of Prime Minister Sh. Narendra Modi. The people of Haryana have formed a double engine government for the third time under the leadership of the Prime Minister. After the civic elections, this double engine has now been transformed into a triple engine. He said all of us together will work to live up to the expectations and aspirations of the people by developing at three times the speed to realize the Prime Minister's dream of a Viksit Bharat by 2047. On this occasion, the Chief Minister also released Rs. 587 crore to all the bodies for development works under the State Finance Commission. The Chief Minister also launched the website and other portals of the Urban Local Bodies Department through online medium.

Newly elected representatives should fulfill their resolutions in first 100 days: Vipul Goel

Urban Local Bodies Minister Sh. Vipul Goel said the government has been formed for the third consecutive time in the state under the leadership of the Chief Minister and BJP has won the civic elections with a huge majority. He told the newly elected representatives that after today's swearing-in, new responsibilities are waiting for you. You have to live up to the expectations and aspirations of the people. Just as the Chief Minister has fulfilled many promises by working on his resolutions in the first 100 days, similarly the local government should also work towards fulfilling its resolutions in the first 100 days. This should be started from today itself so that the promises made for the welfare of the people can be fulfilled as soon as possible. He said the work of taking the government's schemes to the public and solving the small problems of the public is the responsibility of all the representatives. The responsibility of taking forward the mission of cleanliness by the Prime Minister and giving it momentum is on your shoulders. Ensure that this work is done on mission mode. He said just as Indore is cited as an example in cleanliness today, Haryana's name should also come at number one in cleanliness.

ECI holds grassroots-level meetings with political parties to resolve pending issues

Chandigarh, March 25 – As per the directions of the Election Commission of India, grassroots-level meetings are being held with political parties at ERO, DEO and CEO levels across the country.

Haryana Chief Electoral Commissioner, Sh. Pankaj Aggarwal said 4,123 Electoral Registration Officers (EROs) are holding all-party meetings to resolve any pending polling booth-level issues in their respective Assembly Constituencies (ACs) across the country. Similarly, all 788 District Election Officers (DEOs) and 36 Chief Electoral Officers (CEOs) of all 28 States and 8 UTs at the state/UT levels have also been directed to hold such meetings to resolve any pending issues at the district and state/UT levels respectively, within the legal framework of the RP Act 1950 & 1951, Registration of Elector Rules 1960, Conduct of Election Rules 1961 and the manuals, guidelines and instructions issued by the ECI from time to time.

He said these meetings have already started with the active participation of national/state level political parties. All such meetings are to be completed in the entire country in each AC, district and State/UT by March 31, 2025. This is in line with the directions of the Commission led by CEC Sh. Gyanesh Kumar along with ECs Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi during the conference of CEOs of all states/UTs and one DEO and ERO from each state on March 4, 2025 in New Delhi.

Political parties and their authorised representatives such as Booth Level Agents (BLAs), Polling Agents, Counting Agents and Election Agents have specific roles to play in various electoral processes, including the conduct of elections. This grassroots-level engagement has been welcomed by political parties, with their active and enthusiastic participation in meetings across assembly constituencies, districts, and states/UTs. The Commission has appealed to all the national/state political parties to avail this proactive grassroots-level engagement with electoral authorities for resolving any pending issue in a time-bound manner.

Chandigarh 25 March - Haryana Chief Minister, Sh Nayab Singh Saini, said that the Cabinet has decided to offer Haryana's daughter, Vinesh Phogat, the option to receive benefits equivalent to those of a silver medal under the state's sports policy. He said that the state's sports policy offers three types of benefits: a cash prize of Rs. 4 crore, an OSP job under Group 'A', and the allotment of an HSVP plot.

The Chief Minister was addressing a press conference after presiding over the meeting of the State Cabinet here today.

He said that Vinesh Phogat had raised this issue in the Vidhan Sabha. In today’s Cabinet meeting, considering the matter, Vinesh Phogat has been treated as a special case and considered for grant of benefits under the scheme. Since Vinesh Phogat is now an MLA, the Cabinet has decided to seek options from her that which benefits she wishes to avail. The Chief Minister stated that Vinesh Phogat was disqualified from the Paris Olympics through a procedural decision. Given the circumstances at the time, he had tweeted that he would not allow the honor of Haryana's pride, Vinesh Phogat, to be lessened.

In reply to another question, the Chief Minister mentioned that a group of farmers from Punjab, including 15-20 Sarpanches, most of whom were young, had come to meet him. The farmers invited him to participate in several programs.The Chief Minister stated that the youth and farmers of Punjab have expressed faith in Prime Minister Narendra Modi’s policies. The people of Punjab are disillusioned with both Congress and the Aam Aadmi Party (AAP) and are now moving toward supporting the BJP. Farmers in Punjab see Sh Narendra Modi as their role model, and people across the country are impressed by his policies. Over the past 10 years, Prime Minister Sh. Narendra Modi has elevated India's standing on the global stage. He added that while he respects all former Prime Ministers, the direction set by Sh. Narendra Modi is unparalleled. Under his leadership, the country is rapidly advancing toward self-reliance.

On being asked about the arrangements for wheat procurement, the Chief Minister stated that he had held a meeting with officers yesterday and given necessary instructions. Full preparations have been made by the concerned departments, and the arrival of 75 lakh metric tonnes of wheat is expected. He added that instructions have been given to officers to ensure that farmers do not face any difficulties in the lifting of crops, gunny bags, or any other related tasks at the mandis. He also emphasized that, in today's age of modern machinery, the arrival of crops reaches the mandis promptly, and officials have been instructed to make the necessary arrangements to ensure smooth operations.

Haryana men's team wins gold in Under-23 National Basketball Championship

Chandigarh, March 25- Haryana men's team won the gold medal by defeating Punjab's team in the final match at the first Under-23 National Basketball Championship held in Guwahati, Assam. The competition was held from March 18 to March 24.

Haryana's team won the gold medal by defeating Punjab's team 94-73 in the final match. Haryana's team performed brilliantly in the competition and defeated Karnataka in the semi-finals, Tamil Nadu in the quarter-finals, Bihar in the pre-quarterfinals and Meghalaya, West Bengal and Chandigarh teams in their league matches.

Under the leadership of captain Sahil Taya, the team performed brilliantly in all the matches. Players Rajan, Deependra, Ankush, Rahul, Ajay and Lakshya also performed excellently. Coach Vinay Sheoran congratulated the team on winning the competition. Along with this, coach Deepak Sharma and manager Vishal Singh also encouraged the players and said that the hard work of the team has paid off. The players of the team thanked the administrator of Haryana State Basketball Association and Hisar Commissioner Sh. A Sreenivas and said that they are grateful to him as he selected good players and sent them to the competition as a team.

Cabinet approves hike in honorarium for part time member of Second Haryana State Law Commission

Chandigarh, March 25 – The Haryana Cabinet, which met under the Chairmanship of Chief Minister Sh. Nayab Singh Saini here today, approved an increase in the honorarium for part-time members of the Second Haryana State Law Commission. The honorarium has been raised from Rs 50,000 to Rs 75,000 per month through an amendment to notification no. 03/01/2021-4AR dated May 26, 2021.

The Commission serves as the primary body for initiating law reforms in the state. Both part-time and full-time members of the Commission are typically responsible for defining specific topics and references for the Commission’s work.

Haryana AatmaNirbhar Textile Policy 2022-25

Chandigarh March 25: In light of the success of the scheme and overwhelming response from entrepreneurs across the State, the Haryana Government has decided to extend the operative period of the Haryana AatmaNirbhar Textile Policy 2022-25 along with its subsequent schemes by one year till December 18, 2026. Additionally, the government has decided to remove the cap on the number of cases under the Capital Investment Subsidy for Textile Units scheme under the Policy.

A decision to this effect was taken in the meeting of the State Cabinet held under the Chairmanship of Chief Minister, Sh Nayab Singh Saini here today.

The "Haryana AatmaNirbhar Textile Policy 2022-25" was notified with a targeted investment of Rs. 4000 crores and targeted employment generation of 20,000 persons for a period of three years. The policy aims to bolster the textile sector by enhancing entrepreneurial competitiveness through the development of modern infrastructure, the adoption of cutting-edge technologies, and the promotion of efficient and sustainable production practices. The Textile Policy is in line with the 5F vision of the Government of India - Farm to Fiber to Factory to Fashion to Foreign.

To provide financial assistance under the Haryana AatmaNirbhar Textile Policy 2022-25, 08 incentive schemes were formulated. These included Capital Investment Subsidy for Textile Units, Interest Subsidy Scheme, Investment Subsidy in lieu of Net SGST, Promoting Green and Sustainable Production Scheme, Skill Training Scheme, Support for obtaining Fire Insurance Policy, Textile Cluster Development Scheme and Textile Park Scheme.

The Haryana AatmaNirbhar Textile Policy 2022-25 has been highly successful among state entrepreneurs and has attracted investments in multiple unique projects across the textile sector. Since the time of notification, till date 354 applications have been received across all the schemes, out of which 108 applications with grant-in-aid amounting to Rs. 367.51 crore have already been approved.

One of the key schemes under the policy, wherein there has been a high influx of application, is 'Capital Investment Subsidy for Textile Units Scheme'. Under the scheme, textile projects with unique products like Jumbo Bags, Ground Turf, Antibacterial Towels, Acrylic Super Soft Blankets, Pet to Fibre etc. have been approved across various districts in the state. These projects showcase the growth of the textile sector and encompass a wide range of categories, including Technical Textile Units/Import Substitution/Backward Integration, Open End Spinning and Waste to Fibre category and all categories of textile enterprises. Equipped with state-of-the-art machinery, these facilities produce high-quality, innovative textile products designed for specialized applications. Many of these units are export-focused, addressing the rising global demand for advanced textiles. This combination of advanced technology, strategic production, and export orientation has firmly established Haryana as a prominent hub in the textile industry.

As per the Capital Investment Subsidy for Textile Units scheme guidelines, a maximum of 86 cases (84 for Individual Category and 02 for Anchor Units) are eligible for financial incentives during the operative period of the policy. However, till date, a total of 85 projects (84 individual category projects and 1 Anchor project) have already been approved with a grant-in-aid of Rs. 352.56 crores. These approved projects are expected to bring an investment of Rs. 1574.51 crores to the State with an estimated employment generation of 10,000 persons.

The Capital Investment Subsidy for Textile Units Scheme continues to receive an overwhelming response from entrepreneurs across the state, with almost 50 new applications in the pipeline, despite the closure of an online portal for submissions of applications. It is pertinent to mention here that this scheme has effectively attracted investment, prompting investors who were originally considering setting up their units in states like Uttar Pradesh, Punjab to choose Haryana as their preferred location. Additionally, numerous prospective industrialists have expressed a strong interest in establishing textile units across the state, indicating a growing enthusiasm for the sector. Furthermore, several prominent industry associations have submitted representations, urging the consideration of new applications under this scheme, demonstrating the widespread appeal and potential for growth within the state's textile industry. The removal of the cap on the number of cases eligible for incentives under the Capital Investment Subsidy for Textile Units Scheme will significantly contribute to achieving the key objective of attracting investments worth Rs 4,000 crores and generating employment for 20,000 individuals.

Cabinet approves amendment in 'Haryana One Time Settlement Scheme for Recovery of Outstanding Dues 2025' to further simplify the scheme for small taxpayers.

Chandigarh, March 25 - The Haryana Cabinet, which met under the Chairmanship of Chief Minister Sh. Nayab Singh Saini here today, gave approval to amendments in The Haryana One Time Settlement Scheme for Recovery of Outstanding Dues 2025', in view of the suggestions received from different stakeholders.

The revised scheme, aligned with BJP's Sankalp Patra, primarily aims to benefit small taxpayers. Under the scheme, an applicant who has curnulative outstanding tax dues up to Rs. 10 lakh in all the years under a relevant Act shall get a waiver of Rs. 1 lakh. Notably, there is a high percentage of entries of arrears of small traders which is less than Rs. 10 lakh and they will be able to avail benefit of this scheme.

The applicant can opt for the scheme within 180 days from the appointed day. The interest leviable under any section of the relevant Act along with penalty shall be waived off for the particular year under the relevant Act for which applicant has applied. Further, the quantified outstanding dues to be recovered under the scheme shall be quantified based on outstanding dues as on date of the application for the scheme.

With a view to move ahead in the GST regime with lesser baggage of arrears, litigations, and to expedite recovery of outstanding dues, the government has taken the decision to settle the quantified outstanding dues of the taxpayers by way of introducing this settlement scheme. Large amounts of arrears have remained outstanding for a long time due to recovery challenges and disputed demands at multiple levels.

The Haryana Sports Department Group (A), Service Rules-2025 framed

Cabinet accords approval for the same

Chandigarh, March 25- Haryana Cabinet, which met under the Chairmanship of Chief Minister, Sh. Nayab Singh Saini here today approved the Haryana Sports Department Group (A) Service Rules-2025.

Currently, there are 7 sanctioned posts of Deputy Director Sports/Administration in the Sports Department, all of which are filled through promotion. As per a notification issued by the Government on December 1, 2010, these posts were designated as "Group A." However, due to the absence of specific "Group A" Service Rules for the department, the process of filling these posts through promotion has faced challenges. Therefore, the creation of the Haryana Sports Department (Group A) Service Rules-2025 is necessary to streamline this process.

The Sports Department has prepared the draft of the 'Haryana Sports Department (Group-A) Service Rules-2025' in line with the Model Service Rules prescribed by the Haryana Government.

Approved the categorization of posts under Group A, B, C, and D in municipalities across the state, following the pattern of other government departments.

Chandigarh, March 25 - Haryana Cabinet which met under the chairmanship of Chief Minister, Sh. Nayab Singh Saini here today approved the categorization of posts under Group A, B, C, and D in municipalities across the state, following the pattern of other government departments. This categorization will streamline recruitment processes, enhance service equality, and bring about consistency in municipal administration.

With this categorization, municipal posts with Functional Pay Level (FPL) equivalent to Group A and B will now be recruited through the Haryana Public Service Commission (HPSC), while those under Group C and D will be filled through the Haryana Staff Selection Commission (HSSC). This move will not only ensure parity between municipal employees and those in other government departments but will also facilitate the application of government instructions, including the reservation in promotion.

Currently, there are 31,533 sanctioned posts across 87 municipalities in the state, including 11 municipal corporations, 23 municipal councils, and 53 municipal committees.

It may be mentioned here that in year 2018, the state government had declared posts with a grade pay of Rs. 6,000 or above as Group A posts in municipal corporations only.

Approved an amendment to the Sub Rule (1) and (2) of Rule 21 of the Haryana Murrah Buffalo and other Milch Animal Breed Rules, 2002.

Chandigarh, March 25 – In a significant move aimed at boosting the state's dairy sector, the Haryana Cabinet, chaired by Chief Minister Sh. Nayab Singh Saini, has approved an amendment to the Sub Rule (1) and (2) of Rule 21 of the Haryana Murrah Buffalo and other Milch Animal Breed Rules, 2002. The decision will reduce the interest on delayed milk cess payments, including penalties, from 2% compound interest per month (24% per annum) to 12% simple interest per annum.

Haryana Milk Plant Association and milk plant owners had requested the government and sought a revision of the existing rules to ease the financial burden of milk plants across the state. The amendment will make a significant difference by reducing the financial pressure on milk processing industries, ensuring smoother operations, and fostering growth in the dairy sector.

Under the new provisions, any delayed payment of fees or cess—along with any penalties—will attract simple interest at the rate of 12% per annum, starting from the due date of payment. The defaulting amount will only be considered to have been paid after both the principal amount and the interest have been paid.

This amendment is set to provide a major fillip to the dairy industry, enhancing the operational ease for milk plants and supporting Haryana’s position as a key player in the milk processing industry.
