Achieves 82% conviction rate under New Criminal Laws
Chandigarh, April 18– Haryana Chief Minister, Sh. Nayab Singh Saini, has been closely monitoring the progress of the implementation of the New Criminal Laws. He has provided continuous direction and support, ensuring the timely completion of various targets. Sh. Nayab Saini said that the implementation of these new laws, the Bharatiya Nyay Sanhita (BNS), Bharatiya Nagrik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA), will significantly improve the justice system, ensuring swift, transparent, and tamper-proof delivery of justice to common citizens across the nation.
In a recent review at the Ministry of Home Affairs, Haryana was commended on its efforts and appreciated for the progress made in all the verticals, i.e. police, prisons, prosecution, forensics and courts. The meeting, which was attended by Additional Chief Secretary (Home) Dr. Sumita Misra, DGP Haryana Sh. Shatrujit Kapur, DGP Prisons Mohd. Akil, ADGP Admin Sh. Sanjay Kumar, AIG Admin Sh. Himanshu Garg, Joint Secretary Home Smt. Radhika Singh and Director Prosecution Sh Sanjay Hooda, was chaired by the Union Home Secretary.
The Additional Chief Secretary (Home), Dr Sumita Misra has been regularly conducting review meetings with various stakeholders to ensure the effective implementation of the new laws across the state. Dr. Misra said that the Government has been committed to the implementation of the New Criminal Laws in letter and spirit in Haryana. She highlighted various achievements such as 100% mapping of prisons with courts and citizen centric provisions like establishment of video conferencing facilities for witness examination at more than 2000 locations across all districts in Haryana. She mentioned that the MedLeaPR app which links hospitals and police electronically for medico-legal reports, was pioneered by Haryana and has been functioning successfully in the state for the past 12 years.
Further, she informed that a high conviction rate of 82% has been achieved under the New Criminal Laws. The provisions of plea bargaining and trial in absentia are being implemented and 100% training and capacity building has been carried out across all the verticals. In addition, the Inter-Operable Criminal Justice System (ICJS) dashboard has been fully integrated with CCTNS, e-prosecution, and other digital tools.

8 services of Fisheries Department now under purview of Haryana Right to Service Act
Chandigarh, April 18- The Haryana Government has brought eight services of the Fisheries Department under the purview of Haryana Right to Service Act, 2014, and has fixed time limit for these services.
A notification to this effect has been issued by Chief Secretary Sh. Anurag Rastogi. Accordingly, under the Intensive Fisheries Development Programme, subsidy for the improvement of Panchayat ponds and private ponds will be made available within 40 days.
Along with the Intensive Fisheries Development Programme, for the welfare of the families belonging to the Scheduled Castes associated with the fisheries sector, subsidy on stove/gas stove, utensils etc. including carts for the sale of fish or fish products, purchase of fishing nets and subsidy on fertilizers and feed will also be made available within 40 days.
Apart from this, licence for fishing with fishing rod only for sports will be issued within three days.
The Fisheries Officer of the concerned district has been named as the designated officer for all these services. For grievance redressal, the concerned Deputy Director, Fisheries has been made the First Grievance Redressal Officer while the Director, Fisheries has been made the Second Grievance Redressal Officer.

Haryana Government to Provide Interest-Free Wheat Advance to Class-IV Employees
Chandigarh, April 18 – The Haryana Government has decided to grant an interest-free advance of ₹25,000 to all its Class-IV employees for the purchase of wheat. The advance will be recoverable in equal monthly installments, with the entire amount to be recovered before the close of the current financial year 2025-26.
According to a letter issued by the Finance Department today, the advance will be admissible only to permanent and temporary regular employees. In cases where both husband and wife are employed in government service, the advance will be sanctioned to only one of them.

Repair all roads before June 15, Ranbir Gangwa tells officials
Chandigarh, April 18 - Haryana's Public Works and Public Health Minister Sh. Ranbir Gangwa has directed Public Works Department (PWD) officials to ensure repair of all broken roads before June 15. The agencies concerned should maintain them even after construction. At the same time, the Public Health Department officials should ensure providing drinking water to every person under the ‘Har ghar mein nal aur har nal mein swachch jal’ policy of Prime Minister Sh. Narendra Modi. Also, officials must ensure cleaning of all sewerage and drains before the monsoon season.
Sh. Ranbir Gangwa said strict action will be taken if negligence is found in these works. He directed the Superintendent Engineer to submit the investigation report within two days on the complaint of contaminated drinking water supply in Siwan.
Sh. Ranbir Gangwa was addressing a meeting of Public Works and Public Health Department officials at the Public Works Department Rest House in Kaithal today. After this, the minister heard the problems of the people who came from all over the district. Later, in the meeting of Public Works Department officials, he took a report on the condition of roads in the district.
He instructed the officials to keep checking the works of the contractors from time to time. If the work of any agency is not good, action should be taken against it as per the rules. No one should lose their life due to potholes in the roads or any other departmental deficiency. Officials should ensure that the condition of the roads remains good.
He said Chief Minister Sh. Nayab Singh Saini had also announced in the Assembly that all the roads will be repaired within six months. He said the officials should ensure that no one faces any problem regarding drinking water.
He said there should be clean filters in water tanks and the chlorination process should be completed as per the rules. Wherever there is any kind of leakage, the officials must get them repaired immediately. Cleanliness of all sewerage and drains should be ensured before the rains so that no one faces any problem during the rains.

Chandigarh, April 18 - A programme will be organised on April 21, 2025 at the Bharat Ratna Dr. B.R. Ambedkar Conference Hall in the Haryana Civil Secretariat to mark the birth anniversary of Babasaheb Dr. B.R. Ambedkar. Haryana Social Justice, Empowerment, SCs and BCs Welfare and Antyodaya (SEWA) Minister, Sh. Krishan Kumar Bedi will participate as the Chief Guest at the event. Former Cabinet Minister, Dr. Banwari Lal will also preside over the programme.
President, SC and ST Employees Federation at the Haryana Civil Secretariat, Sh. Satyawan Saroha, along with other members, personally visited the minister’s office to invite him to the event.

Government will buy every grain at MSP: Shyam Singh Rana
Chandigarh, April 18 - Haryana Agriculture and Farmers’ Welfare Minister Sh. Shyam Singh Rana has said the State Government will buy every grain of wheat at MSP. The Agriculture Minister was interacting with farmers after visiting grain markets at Ismailabad town of Kurukshetra and Nigdhu village of Karnal district on Friday. He reviewed the procurement process of Rabi crop and interacted with the farmers.
Sh. Rana took feedback on the procurement operations and directed the officials to conduct the procurement process without any hindrance and with complete transparency. He said, “I have directed all the concerned departments to maintain efficiency and transparency. The lifting work is also going on, which will be further accelerated in the coming days.”
The Agriculture Minister informed that from April 1 till now, the government has procured 37.72 lakh metric tonnes of wheat, out of which 11 lakh metric tonnes have already been lifted. He said the procurement work in the mandis will continue without any interruption and he himself will keep monitoring the situation by visiting the spot.
He informed that till now, wheat has been procured from more than 2 lakh farmers and an amount of about Rs 1,400 crore has been sent directly to their bank accounts. Last year, till April 17, about 25 lakh metric tonnes of wheat was procured, whereas this time, this figure has already increased significantly.
He also inquired about the procurement process of mustard. After this, he informed that the procurement of mustard for the Rabi marketing year 2025-26 has started from March 15. This work is being done jointly by two government agencies—HAFED and Haryana Warehousing Corporation.
He informed that till April 16, 4.93 lakh metric tonnes of mustard has been procured and 3.40 lakh metric tonnes have also been lifted. So far, about 1.71 lakh mustard producing farmers have benefited from this process and an amount of about Rs 1,843 crore has been sent to their accounts through DBT.
Reiterating the government's commitment towards the welfare of farmers, Sh. Shyam Singh Rana said we will ensure that no farmer faces any problem in selling his crop. Every grain of wheat and mustard will be purchased at the support price.

Haryana Right to Service Commission imposes Rs 5,000 penalty on Naib Tehsildar over delay in providing service
Chandigarh, April 18 – The Haryana Right to Service Commission has taken strict action against a Naib Tehsildar of Hisar for not providing timely service. The matter relates to the delay in the land transfer and mutation process in Bir village of Hisar.
Giving information, a spokesperson of the Commission said while hearing the complaint lodged by Hisar resident Smt. Sumedha Jindal, the Commission found that the information given by Naib Tehsildar Sh. Navdeep was contrary to the facts. He had said that the process of transfer of land in the name of The Hisar Animal Husbandry Co-operative House Building Society Limited started from June 2024 and was completed in October 2024, whereas in fact only a few sale deeds were done during that period.
Further, as per the Haryana Government notification dated 16th March 2021, the mutation process should have been initiated automatically on the day of registration of sale deed. However, in this case, there was inordinate delay between registration and mutation entry, and the mutation entry was made on 23rd December, 2024 when the Commission took cognizance of the same on 17th December 2024. Moreover, the Commission found that the mutation of the deeds which were registered after the complainant was entered earlier. This clearly shows discrimination and delay in service.
The Commission has found Naib Tehsildar Shri Navdeep guilty of negligence in service and harassment of the complainant. A fine of Rs. 5000 has been imposed under Section 17(1)(h) of Haryana Right to Service Act, 2014. Also, orders have been given to provide compensation of Rs. 5000 to the complainant. The Commission has directed the Deputy Commissioner, Hisar to deduct this amount from the salary of April 2025 and deposit it in the state treasury and provide compensation to the complainant.

Major Action by Haryana Police Against Traffic Rule Violators; Over 10 Lakh Challans Issued in First Quarter
Chandigarh, April 18: Haryana Police has intensified its road safety campaign and issued a total of 10,13,422 challans for traffic rule violations in the first quarter of 2025 (January 1 to March 31). This initiative by the police is a commendable step toward encouraging traffic rule compliance and reducing road accidents across the state.
According to data received from Police Headquarters, out of the total challans issued, 5,63,485 were through CCTV cameras, 4,49,931 via e-challan machines, and only 6 challans were issued manually. This clearly indicates that Haryana Police is steadily moving toward making the challan system fully technology-driven.
Most Challans for Riding Without Helmet and Overspeeding
The highest number of challans were issued for riding without a helmet, totaling 2,82,020. This was followed by overspeeding cases at 1,97,661, absence of pollution control certificate at 1,32,267, lack of third-party insurance at 1,12,055, wrong parking at 1,26,012, and driving in the wrong direction at 1,09,673.
Strict Action Against Modified Silencers on Bullet Motorcycles
In 2025, Haryana Police also took strict action against the use of modified silencers that produce firecracker-like noises on Bullet motorcycles. From January to March 2025, 2,049 such vehicles were challaned. The modified silencers installed in these vehicles were seized and destroyed. These vehicles create loud noises that cause public inconvenience, and the sudden loud sounds pose a risk to nearby drivers, potentially leading to road accidents. Similarly, strict action was also taken against the use of black film on vehicle windows. From January to March 2025, 6,182 vehicles were challaned for this violation, resulting in a total fine of Rs. 6.18 crore.
Technology-Based Surveillance System
Haryana Police has strengthened its CCTV-based traffic monitoring system across the state. From national highways to city roads, vehicles violating traffic norms are being identified using traffic cameras. All challans are being sent to the concerned vehicle owners through digital platforms. From January to March 2025, 5,63,485 challans were issued to vehicle owners through online means.

Director General of Police, Sh. Shatrujeet Kapur, has appealed to the public to follow traffic rules. He stated that this action by Haryana Police aims to ensure traffic rule compliance. “Our objective is not to punish anyone, but to control road accidents and raise awareness about traffic rules. Every life is precious to us, and Haryana Police is committed to safeguarding it,” he said. He added, “We want people to follow rules not out of fear, but out of responsibility and understanding. Chandigarh, April 16 - In a landmark decision aimed at achieving universal health coverage, the Haryana Government under the leadership of Chief Minister Sh. Nayab Singh Saini and Health and Family Welfare Minister Arti Singh Rao has extended the benefits of the CHIRAYU Ayushman Bharat Yojana to families with an annual income exceeding ₹3 lakh. This expansion is a step forward in ensuring quality healthcare is accessible and affordable for every resident of the state.
Health and Family Welfare Minister Arti Singh Rao announced that under the revised scheme, families with annual income above ₹3 lakh and up to ₹6 lakh can now avail benefits by paying an annual contribution of ₹4,000. Similarly, families with income above ₹6 lakh will be eligible for availing benefits under the scheme upon payment of an annual contribution of ₹5,000.
Earlier, families with income between ₹1.80 lakh and ₹3 lakh, as per the Parivar Pehchan Patra (PPP), were eligible to avail the scheme by paying a nominal contribution of ₹1,500 annually.
The scheme provides health insurance coverage of up to ₹5 lakh per family per year, enabling beneficiaries to receive cashless treatment at both government and empanelled private hospitals across the state. The scheme imposes no restrictions on age or family size, ensuring that all members of an eligible household are covered.
Designed to be completely digital, paperless and transparent, the scheme operates in line with Pradhan Mantri Jan Arogya Yojana guidelines, offering seamless access to treatment under a wide range of health benefit packages.

Public Works Minister Ranbir Gangwa directs Irrigation officers to build ghats on both sides of Balsamand Feeder along Delhi road

Chandigarh, April 18- Haryana Public Health Engineering and Public Works Minister, Sh. Ranbir Gangwa, has directed senior officers of the Irrigation Department in Hisar district to build ‘ghats’ on both sides of the Balsamand Feeder along Delhi Road.
Sh. Gangwa said that these ghats are urgently needed so that devotees have a proper place to offer prayers during Chhath Puja every year.
He said that there is no such place in Hisar district where devotees can perform Chhath Puja comfortably. Therefore, keeping public interest in mind, the construction of these ghats on both sides of the Balsamand Feeder should be completed as soon as possible.

Chandigarh, April 18 - Haryana Chief Secretary Sh. Anurag Rastogi chaired the 10th meeting of the State-Level Narco Coordination Centre (NCORD) Committee today to evaluate the state's efforts in combating drug-related crimes and to formulate robust strategies to strengthen anti-drug initiatives. The meeting, attended by Deputy Commissioners and Superintendents of Police via videoconferencing, underscored the need for a comprehensive approach to tackle the challenges of drug abuse and trafficking in society.
During the meeting, Sh. Rastogi issued directives to Deputy Commissioners to conduct thorough inspections of drug de-addiction centers across the state and submit detailed compliance reports by April 22, 2025. This mandate aims to ensure accountability, enhance the operational standards of these centers, and improve rehabilitation outcomes for individuals battling addiction. Additional Chief Secretary (Home), Dr. Sumita Misra, further instructed that these inspections should not only identify deficiencies but also acknowledge improvements and propose actionable recommendations to elevate the quality of services provided by the centers.
Sh. Rastogi also directed the Department of Food and Drug Administration to enforce stricter regulations for chemist shops across the state. He mandated that all chemist shops install CCTV cameras to monitor operations and prominently display their licences in a visible location for consumers. Additionally, he instructed the department to conduct awareness programs to sensitize chemists about the legal consequences of violating drug regulations, including the penalties for non-compliance. These measures aim to enhance transparency, curb the illegal sale of controlled substances, and ensure consumer safety.
Sh. Rastogi also proposed an enhancement to the Prahari Clubs, which are designed to create awareness on drug abuse among students. He suggested that these clubs should now include the parents of addicted youth, alongside teachers, to establish a more supportive environment for counseling.
Additional Chief Secretary, Home Department, Dr. Sumita Misra emphasized that safeguarding the youth and future generations from the dangers of drug addiction is vital for Haryana's progress. She announced that Chief Minister Sh. Nayab Singh Saini has launched a new authority named ‘SANKALP’ (Substance Abuse & Narcotics Knowledge, Awareness & Liberation Program Authority). This initiative is designed to protect young people from the perils of substance abuse through comprehensive awareness campaigns, preventive education, and rehabilitation support, ensuring a brighter and drug-free future for the state.
Additional Chief Secretary, SEWA Department, Smt. G Anupama said Haryana drug abuse monitoring system, a digital platform to enable end to end de-addiction services in the licensed centers, has been developed by SEWA. The portal has been developed after elaborate consultations with government and private stakeholders. A pilot project has been successfully tested in Ambala and Panchkula. It will now be implemented across the state. Apart from this, a star-rating system has been introduced for de-addiction centres in the state to ensure quality treatment for patients.
Director General, Haryana State Narcotics Control Bureau (HSNCB), Sh. OP Singh reported that from January to March 2025, a total of 834 FIRs were registered under the NDPS Act, resulting in the arrest of 1,319 individuals. Among these, 119 cases involved commercial quantities of narcotics, while 578 involved intermediate quantities. In addition, 103 awareness programmes were conducted by the HSNCB, reaching over 18,500 participants. Furthermore, 2,515 villages were covered under the ‘Sports for Youth’ initiative, aiming to engage and educate young people in the fight against drug abuse.
