Election Guidelines Issued by Haryana Chief Electoral Officer

During the election campaign, convoys of more than 10 vehicles, except security vehicles, will not be allowed

Chandigarh, April 30 - Haryana's Chief Electoral Officer, Sh. Anurag Agarwal, has announced guidelines for the Lok Sabha General Elections 2024, coinciding with the commencement of the nomination process. He emphasized that candidates and political parties must adhere to Election Commission guidelines to minimize inconvenience to the public during road shows and election rallies.

According to Sh. Agarwal, two-wheelers must be utilized for election campaigning in compliance with traffic regulations. Convoys exceeding 10 vehicles (excluding security vehicles) are prohibited. In case of inclusion of Union Ministers, State Ministers, or other dignitaries in large convoys, they must be split into groups of 10 vehicles with a minimum 100-meter distance between each convoy.

Apart from it, motorcycles are allowed to display flags. Each bike is permitted only one flag, with dimensions not exceeding 1 ft by ½ ft. Public safety is paramount, with movement permitted on only half of the road. Furthermore, the inclusion of animals and children in school uniforms in road shows is strictly prohibited. Loudspeakers installed on public platforms or vehicles are banned from use between 10 pm and 6 am during the election campaign period.

District Election Officers will oversee all election campaigns and report to the Commission via the Returning Officer

Sh. Anurag Agarwal said that the voters of Haryana are politically aware, yet the Commission has also made non-political personalities the election icons. Incidentally, film actor Rajkumar Rao, who is a national icon, is originally from Haryana and Olympian Subedar Major Neeraj Chopra is also from Haryana. Similarly, film actor Ayushmann Khurrana belongs to Haryana. He said that all the District Election Officers should make election icons of their respective districts. Their cut outs and selfie points were also made at the polling stations. Apart from this, also give information to the youth who are voting for the first time. Special programs, including painting, slogan, and quiz competitions, will be organized under SVEEP initiatives to engage youth and recognize their participation.

Sh. Agarwal said that to increase the voting percentage in the elections, election icons have been made in various districts which will motivate the citizens to vote. Earlier, Asian Games 2023 shooting gold medalist Palak was nominated for Jhajjar district, 19th Asian Games shooting silver medalist Adarsh Singh was nominated for Faridabad district, Suman Devi, who stood third in the 19th Senior Para Power Lifting Championship and State team player Yashika has been made the icon for Panipat district in the National School Games held in Bhopal and Sarabjot Singh, silver medalist in shooting in the 19th Asian Games, has been made the icon for Ambala district. Similarly, world champion gold medal winning female wrestler Sonam Malik has been made the district election icon for Sonipat district, Olympic hockey player Surinder Kaur has been made the district election icon for Kurukshetra district and Muskan, who got first position in singing in the National Youth Festival, has been made the district election icon for Fatehabad.

C-Vigil, Election Commission's Third Eye

Citizens are sending complaints of violations of the Model Code of Conduct

So far, 2888 complaints have been received in Haryana

Chandigarh, April 30 - Haryana Chief Electoral Officer, Sh. Anurag Agarwal said that preparations have been made to conduct Lok Sabha general elections and Assembly by-polls in the state in an free, fair and transparent manner. He said that strict adherence to the Model Code of Conduct is being ensured during the elections. The C-Vigil mobile app developed by the Commission is also functioning as a third eye for the Commission during the elections. Through C-Vigil, 2888 complaints have been received in the state so far, said Sh. Anurag Agarwal.

He said that citizens are keeping a vigilant eye. As soon as they become aware of violations of the Model Code of Conduct, they send their complaints to the Election Commission. These complaints are resolved within 100 minutes. The active participation of the general public through the ‘C-Vigil’ mobile app in the system is a matter of pride, shared Sh. Anurag Agarwal.

Providing district-wise details, he said that the highest number 517 complaints are from Sirsa. 481 complaints have been received from Ambala, 75 from Bhiwani, 449 from Faridabad, 103 from Fatehabad, 230 from Gurugram, 172 from Hisar. Similarly, 34 complaints have been received from Jhajjar, 54 from Jind, 67 from Kaithal, 23 from Karnal, 61 from Kurukshetra, 10 from Mahendragarh, 46 from Mewat, 74 from Palwal, 123 from Panchkula, 16 from Panipat, 31 from Rewari, 110 from Rohtak, 140 from Sonipat, and 72 complaints from Yamunanagar have been received. Among these, 2494 complaints were found to be valid and action was taken accordingly.

He appealed to the citizens to support in making the elections fair and transparent. He said that citizens can take photos or record two-minute videos and upload them on this app. The photo or video will be uploaded on the app along with the GPS location. Complaints will be resolved within 100 minutes of registration.

He mentioned that flying squads and static surveillance teams have real-time information and teams will immediately reach the location from where the complaint is received on the C-Vigil app, informed Sh. Anurag Agarwal.

Agriculture Department forms teams to prevent incidents of burning of crop residue

As soon as the crop residue is burnt, the picture taken by HARSAC through satellite will be sent to the farmer

Orders given to completely ban burning of crop residue

Chandigarh, April 30- To prevent incidents of burning of crop residue in all the districts of Haryana, the Agriculture Department has formed teams at village, block and district level. Besides this, Haryana Space Applications Centre (HARSAC) is monitoring the crop residue fire through satellite. This will immediately identify the person who sets fire to the crop residue, and the GPS location will be sent to the farmer. Strict action will be taken against the person who sets fire to the crop residue as per the rules.

Sharing more details in this regard an official spokesperson said that in view of the orders of the National Green Tribunal, orders have been passed under the powers conferred upon under Section 144 of the Criminal Procedure Code 1973 to impose a complete ban on burning of residue / straw left after harvesting of Rabi crop in the districts with immediate effect.

The spokesperson said that these orders have been implemented till June 25, 2024. Directions have been given to the officers of Agriculture, Revenue and Panchayat Department to make farmers aware about not burning crop residue.

The spokesperson said that as per the order issued, the Agriculture Department has formed teams to prevent incidents of setting fire to crop residues. Along with this, farmers have been appealed to not set fire to wheat crop residues but to manage crop residues with the help of agricultural machinery, so that the loss caused by fire can be avoided. Along with this, the fertility of the land can be increased only then our environment can remain clean.

The spokesperson said that the smoke generated by burning the residue/straw left after harvesting the wheat crop spreads in the environment, which is fatal for the health of the common people.

The spokesperson said that the possibility of loss to human life and property cannot be ruled out in case of fire in crop residues. There is a possibility of shortage of fodder for animals due to burning of residues left after harvesting the crop. On the other hand, burning of straw/crop residue kills the friendly insects of the soil, whereas it is important for them to remain alive. Due to the death of friendly insects, the fertility of the land decreases and the crop yield is also affected, said the spokesperson.

Construction of Shaheedi Smarak to be completed by August 15: Anurag Rastogi

Additional Chief Secretary gave information after the meeting

Chandigarh, April 30- Additional Chief Secretary, Public Works Department (Buildings and Roads) Sh. Anurag Rastogi today chaired a review meeting regarding the progress of construction of the 22-acre Shaheedi Smarak site of the First War of Independence being built on the Ambala-Delhi National Highway in Ambala Cantonment. During the meeting, it was decided that the entire work of this Shaheedi Samarak will be completed by August 15.

The Director General, Information, Public Relations, Language and Culture Department, Sh. Mandip Singh Brar and senior officers of the Public Works Department were present in the review meeting.

Before the meeting, Additional Chief Secretary Sh. Anurag Rastogi inspected the Shaheedi Smarak and took detailed information about the work of the museum gallery, memorial tower, auditorium, open-air theater, etc. being built in the memorial.

The Additional Chief Secretary directed that the galleries related to the artwork to be built should be prepared by making a schedule within the stipulated time so that the approval given by the government in this regard can be obtained. He directed the concerned officers that the major goal of the meeting is to expedite the process.

During this, the representatives of the concerned agency informed the Additional Chief Secretary that 21 galleries related to artwork are to be built here, out of which drawings of 4 have been prepared. Work is going on on the drawings of 4 and it will be completed by this week.

The Additional Chief Secretary directed the concerned agency to ensure that the outline of the construction work related to the four galleries is prepared within a week. During the meeting, he also said that this work will be done in a phased manner, so as soon as the concerned agencies get the drawings of the galleries prepared and submitted to the department, the department will discuss them with the consultant and get his suggestions and send it to the government for approval.

Review meetings will be held from time to time for the progress of the work of Shaheedi Smarak and Additional Chief Secretary, Public Works Department (Buildings and Roads) Sh. Anurag Rastogi will review the work every month. Similarly, fortnightly review meetings will be held under the chairmanship of Director General Sh. Mandip Singh Brar and weekly review meetings will also be organised by senior officers so that it can be accelerated by knowing the progress of work by coordinating with various agencies and departments.

On the occasion, Director General, Information, Public Relations, Language and Culture Department, Sh. Mandip Singh Brar also closely inspected the ongoing work related to Shaheedi Smarak and also reviewed the work done and to be done by the concerned officers here. He also stated that this is an important project, and all the work under this project must be completed with better coordination and on schedule.

Chief Engineer, Public Works Department Sh. Anil Dahiya, Additional Director, Information, Public Relations, Language and Culture Department Sh. Vivek Kalia, Additional Director, Dr. Kuldeep Saini, and other senior officers remained present during the meeting.

HBSE class 12th result announced

The pass percentage for regular candidates is 85.31 percent, while it is 65.32 percent for private candidates

For Open School candidates, the pass percentage for Fresh category is 35.83 percent, and for Re-appear category, it is 48.71 percent

Chandigarh, April 30 - The result of the Senior Secondary (Academic/Open School) Annual Examination-2024 conducted by the Board of School Education Haryana, Bhiwani, has been announced. Candidates can check their exam results on the official website of the board, www.bseh.org.in.

Sharing more details, Board Chairman, Dr. V.P. Yadav said that the pass percentage for regular candidates in the Senior Secondary (Academic) examination is 85.31 percent, while it is 65.32 percent for private candidates.

He shared that a total of 2,13,504 candidates appeared for the Senior Secondary (Academic) examination, out of which 1,82,136 passed and 6,169 candidates failed. In this examination, out of 1,05,993 female students, 93,418 passed, achieving a pass percentage of 88.14 percent, while out of 1,07,511 male students, 88,718 passed, achieving a pass percentage of 82.52 percent. Thus, there has been an increase of 5.62 percent in the pass percentage of female students compared to male students.

Dr. V.P. Yadav informed that the pass percentage of government schools in this examination was 83.35 percent and that of private schools was 88.12 percent. The pass percentage of rural area students in this examination was 86.17 percent, while that of urban area students was 83.53 percent. He further informed that the pass percentage was the highest in Mahendragarh district.

The Chairman further shared that this result can also be downloaded from the board's website by visiting the relevant schools/institutions and logging in with their user ID and password. If any school does not receive the result on time, it will be responsible for it.

He informed that the pass percentage of private candidates in the Senior Secondary examination was 65.32 percent. In this examination, 5,672 candidates appeared, out of which 3,705 passed. Private candidates can view their exam results by filling in their roll number or name, father's name, mother's name, and date of birth. School candidates can also view their results by filling in their roll number and date of birth, said Dr. V.P. Yadav.
