Haryana to Revamp HRMS, All Departments Ordered to Update Employee Data

Chandigarh, May 1 – The Haryana Chief Secretary, Mr. T.V.N.S. Prasad said that the state government has decided to revamp its Human Resources Management System (HRMS). In a letter to All Administrative Secretaries and heads of departments, the Chief Secretary directed all appointing authorities to update employee post-related data in the HRMS 2.0 system.

All posts (regular, contractual, HKRN, IT-related, etc.) must be entered into HRMS 2.0 through the ePost module URL (http://epost.hrmshry.nic.in/eposthry/). A Standard Operating Procedure (SOP) has been provided to guide the data entry process. The exercise must be completed within 10 days. For technical assistance, Nodal Officers can visit NIC at the Haryana Civil Secretariat, Sector-1, Chandigarh.

The HRMS is a comprehensive system designed to streamline human resource management within the Haryana government. This revamp aims to improve efficiency and data accuracy across all department.

Necessary instructions given to Women and Child Development Department and Child Marriage Prohibition Officers

Chandigarh, May 1 - Haryana Women and Child Development Department has directed child marriage prohibition officers to take effective measures to prevent child marriages, particularly on Akshaya Tritiya. Immediate action should be taken upon receiving any information regarding such incidents.

Giving information in this regard, an official spokesperson said that the Women and Child Development Department will work in full coordination with other departments and ensure complete ban on child marriage in the state.

To facilitate this effort, the public is being informed about the Child Marriage Prohibition Officer, as well as the Police Control Room numbers 112 and 100, the child helpline number 1098, and the women's helpline number 1091 for prompt assistance if needed.

The spokesperson highlighted that Akha Teej often witnesses numerous weddings due to social customs, but awareness is crucial to prevent underage marriages, which are illegal. According to the Child Marriage Prohibition Act of 2006, girls should not be married before the age of 18 and boys before 21. Legal actions, including imprisonment for up to two years and fines up to Rs 1 lakh, are specified for those involved in organizing child marriages. Citizens are urged not to file false complaints, as strict actions will be taken against such individuals.

Owners or managers of community centers, public buildings, banquet halls, and marriage venues are urged to verify the age certificates of brides and grooms for ceremonies held on their premises and retain copies of the documents to prevent child marriages. Additionally, priests, village Panch, Sarpanch, and municipal councilors are encouraged to verify age certificates and report any findings of potential child marriages to the authorities.

Officers/officials urged to perform poll duties diligently - Chief Electoral Officer Anurag Agarwal

Chandigarh, May 1 – Haryana Chief Electoral Officer Sh. Anurag Agarwal said that ensuring elections are conducted in a free, fair and transparent manner remains the foremost objective of the Election Commission, Haryana Chief Electoral Office, and the District Administration. This can only be achieved when all officers/officials present at the polling booth discharge their duties with unwavering dedication and honesty. These officials must ready themselves both physically and mentally for the electoral process. The Lok Sabha general elections provide us with a valuable opportunity to demonstrate improvement and find personal satisfaction in our endeavours.

Sh. Anurag Agarwal said that following the handling of election materials, the Presiding Officer should promptly proceed to their assigned booth and conduct a thorough inspection. Inside the booth, there should be no photographs of any politicians; if any kind of images are present, they should be covered or relocated. Additionally, the placement of the EVM machine within the polling station should be such that it is positioned away from windows to ensure the secrecy of voting. It is imperative that each voter personally presses the EVM button themselves. Any queries from voters should be addressed by the polling party members stationed at the booth, and no other individuals should approach the EVM alongside the voter.

He said that the Presiding Officer must ensure that voting commences promptly at seven in the morning, necessitating the mock poll process to begin at 5:30 in the morning. The voting process will continue until 6 pm. In the event that some voters are still in line at this time, slip numbers should be distributed to those queued behind, starting from slip number one until the last person, to prevent further queuing. Officials should go to the booth and get the candidate’s polling agent forms filled on the very first day. Form number 10 will be utilized for this purpose.

Sharing information in this regard a department spokesperson said that along with the citizens, livestock should also be protected from the heat. Avoid taking animals outside and in the fields during the afternoon.

Precautions to protect livestock from heatwave

The spokesperson stated that directions have been given to the Animal Husbandry Department to take special care of the animals. Arrangements should be made for drinking like water tube wells etc. for both the public and livestock. Prepare a Heatwave Action Plan for the safety of the cattle. Make people aware of the symptoms of diseases that occur in animals during summer conditions and how to prevent them. Vaccination work should be carried out regularly to keep animals safe and ensure the stock of essential medicines at the centers, the spokesperson added.

The spokesperson said that farmers, livestock keepers' and animals are also affected during the summer months and they need to be protected from the heat. In this context, the Veterinary Department has advised farmers and livestock keepers to take appropriate measures and management to protect their animals from the heat during the summer months.

Keep animals under shed

The spokesperson said that farmers and cattle herders have been advised to arrange residential houses and animal sheds for their animals. Let the animals rest under shady trees in the afternoon. If the temperature is more than 45 degrees, protect the windows and doors of the animal houses with wet curtains. Coolers can also be arranged for dairy animals. Provide clean and cold water to the animals 4-5 times a day.

The spokesperson further said that animals can also bathe if the water is properly arranged. Include nutritious foods in the animals' diets, and be sure to give them a jaggery and salt water solution twice per day. During the summer, provide animals with a mineral mixture and multivitamins. If the animals become ill, contact a veterinarian immediately.
