Chandigarh November 21: In a major step towards enhancing healthcare facilities in the State and realising the resolve to open at least one medical college in every district, Haryana Chief Minister, Sh. Nayab Singh Saini, today performed the Bhoomi Pujan for the Sant Sarsai Nath Ji Government Medical College in Sirsa.

This landmark development will benefit not only the people of Sirsa but also cater to the healthcare needs of residents of neighboring Punjab and Rajasthan. The medical college will be built on 21 acres of land, with an estimated cost of over Rs. 1,010 crore, ensuring world-class medical education and healthcare services for the region. This college will have 100 seats in MBBS course and the construction of the building of this medical college will be completed in about two years.

Modern Cancer Treatment Centre will be established adjacent to the new medical college

While addressing the gathering on this occasion, Chief Minister Sh. Nayab Singh Saini emphasized the government's commitment to improving healthcare infrastructure in the state. He announced that a modern Cancer Treatment Centre would be established on a 5.5 acre land adjacent to the new medical college to provide specialized cancer care. This initiative will greatly improve cancer treatment accessibility for residents of the area.

Families with an annual income of up to Rs. 1.80 will get health cover of Rs 10 lakh

The Chief Minister also announced that fulfilling the promise made in the BJP Sankalp Patra, the State Government has decided to provide treatment facility of upto Rs 10 lakh to all those families having annual income upto Rs 1.80 lakh under Chirayu Ayushman Yojana. At present, families with an annual income of up to Rs. 1.80 lakh are provided with a health cover of Rs. 5 lakh annually under the scheme.

Bhoomi Pujan ceremony held amidst chanting of shalokas

Earlier, the Bhoomi Pujan ceremony was held with the chanting of slokas, marking the beginning of this significant project. Health, Medical Education and Research, and Ayush Minister, Kumari Aarti Singh Rao, was also present during the occasion, alongside other dignitaries.

Sant Sarsai Nath Ji was a disciple of Guru Gorakhnath Ji

While congratulating the people of district Sirsa on the Bhoomi Pujan ceremony of the Sant Sarsai Nath Ji Government Medical College, Sh Nayab Singh Saini said that "Sant Sarsai Nath Ji was a disciple of Guru Gorakhnath Ji and he laid the foundation of the Sirsa city in the 13th century. He was a remarkable person, known for his noble deeds. It is said that he even gave life to Dara Shikoh, the son of Emperor Shah Jahan."

The Chief Minister stated that Prime Minister Sh. Narendra Modi has a vision of transforming the country into a medical hub. To fulfill this vision and ensure that healthcare is accessible to every citizen, it is essential to have an adequate number of doctors and paramedical staff in medical institutions. To achieve this goal, we are establishing a medical college in every district, he added.

The number of medical colleges has increased to 15

The Chief Minister stated that the number of medical colleges in the state has currently increased to 15, with 9 of these being established during our tenure. In addition, the construction of the building for the Medical College in Bhiwani is almost complete, and medical colleges are under construction in Kaithal, Gurugram, and Yamunanagar. The construction of medical college buildings in Haibatpur, Jind district, and Koriyavas, Mahendragarh district, is nearing completion. Furthermore, the process of opening 5 new medical colleges is already underway.

Number of MBBS seats in medical colleges increased to 2,185, expected to increase to 3,485 in next few years

He said that the number of MBBS seats in medical colleges has been increased from 700 to 2,185, while the number of PG seats has risen from 289 to 861. Additionally, there are now 155 seats for PG diploma courses. Over the next 3-4 years, the number of MBBS seats is expected to increase to 3,485. It has also been decided that nursing, physiotherapy and paramedical colleges will also be established in every medical college of the State, he added.

AIIMS is being established in Majra, District Rewari

The Chief Minister said that our goal is Sarve Bhavantu Sukhinah, Sarve Santu Niramayah—may all be happy and may all be free from illness. We are committed to making the 'Fit India Movement,' initiated by Prime Minister Sh Narendra Modi, successful in our pursuit of a healthy India. To achieve this goal, we are consistently taking effective steps to provide high-quality healthcare services to every citizen of the state. In this regard, we are continuously strengthening all aspects of our health infrastructure.

He said that the government has taken over the closed Gold Field Medical College in Chhayansa, district Faridabad, and re-started it in the name of former Prime Minister, the late Sh. Atal Bihari Vajpayee. Additionally, Sh. Krishna Ayush University has been established in Kurukshetra, and the National Ayurveda, Yoga, and Naturopathy Institute is being set up in Panchkula. He also said that Pandit Deendayal Upadhyay Health Science University is being constructed in Kutail, Karnal. The third phase of expansion at Bhagat Phool Singh Government Women’s Medical College in Khanpur Kalan will be undertaken at a cost of Rs 419 crore. The National Cancer Institute has already been opened in Badhsa, District Jhajjar, while AIIMS is being established in Majra, District Rewari.

A Tertiary Cancer Care Center has been set up at Civil Hospital, Ambala Cantonment, at a cost of Rs 72 crore

The Chief Minister highlighted that in collaboration with the Center, a Tertiary Cancer Care Center (TCCC) has been set up at Civil Hospital, Ambala Cantonment, at a cost of Rs 72 crore, providing comprehensive services to cancer patients. Furthermore, Nursing College and Physiotherapy College have been opened in Karnal, and a nursing college has been established in Safidon. Government nursing colleges are being established in Faridabad, Panchkula, Kaithal, Kurukshetra, and Rewari. Plans are also in place to establish a Para Medical College and Physiotherapy College within the campus of the Kaithal Nursing College. This new college will be integrated with Bhagwan Parshuram Government Medical College, creating further opportunities for healthcare education in the region, he said.

Claims worth Rs. 1,477 crore given for the treatment of 11.65 lakh under Chirayu Ayushman Yojana

Sh. Nayab Singh Saini said that the government has launched the 'Pradhan Mantri Jan Arogya Ayushman Bharat Yojana' for the treatment of underprivileged families. This initiative has been further expanded in Haryana through the Chirayu Ayushman Yojana. Under this scheme, families with an annual income of up to Rs. 1.80 lakh are provided with a health cover of Rs. 5 lakh annually. Recently, families with an annual income of up to Rs. 3 lakh have also been included in the scheme, extending coverage to approximately 8 lakh additional families. To date, Chirayu Ayushman cards have been issued to 78,381 beneficiaries. These families contribute only Rs. 1,500 annually as health insurance. In total, 1.19 crore Chirayu cards have so far been issued across the state. Under this scheme, claims worth Rs. 1,477 crore have been given for the treatment of 11.65 lakh patients in Haryana.

More than 82 lakh people have benefited from health checkups under Nirogi Haryana Yojana

Sh. Nayab Singh Saini mentioned that the Nirogi Haryana Yojana has been launched for the health checkup of Antyodaya families in the state. The aim of this scheme is to ensure that every individual in the state undergoes a health checkup at least once every two years. So far, over 82 lakh people have benefited from health checkups, and more than 4.53 crore different types of tests have been conducted free of cost. He said that under the Chief Minister's Free Treatment Scheme, 228 types of operations, 70 types of medical tests, and 21 types of dental treatments are provided free of cost. Additionally, 547 essential medicines are also distributed free of cost. Haryana is the first state in the country to provide free medicines for the treatment of Hepatitis C and B.

635 ambulances available round the clock for timely medical treatment

The Chief Minister also highlighted the state's commitment to emergency healthcare services, with 635 ambulances available round the clock for timely medical treatment. These include 161 advanced life support ambulances and 170 basic life support ambulances. Furthermore, 26 additional advanced life support ambulances and 16 newborn care ambulances are being procured. In addition, 59 medical mobile units are deployed across the state to ensure prompt healthcare delivery.

352 'Ayush Health and Wellness Centers' have been set up across the state

He stated that while providing modern medical facilities in the state, the government is also encouraging people to adopt a healthy lifestyle by promoting yoga and the Ayurveda medical system. The Haryana government is laying a strong emphasis on the promotion of yoga. To this end, the 'Haryana Yog Ayog' has been established. Starting from the academic session of 2022-23, yoga education has been made a compulsory subject for students from Class 1 to Class 10. He further said that to promote yoga in rural areas, 659 Vyamshalas have already been started, and work is ongoing on an additional 326 Vyamshalas. The Ayurveda medical system has been integrated with the Ayushman Bharat-Chirayu Yojana. Furthermore, 352 'Ayush Health and Wellness Centers' have been set up across the state. This year, we aim to establish Ayushman Health and Wellness Centers alongside 700 parks and vyayamshalas in rural areas, further promoting health and wellness in villages.

Chief Minister urged the youth to stay away from drugs

On this occasion, the Chief Minister urged the youth to stay away from the harmful habit of drugs. He appealed to parents stating that it is their responsibility to keep a close watch on their children and ensure they do not stray onto the wrong path. He also urged farmers to reduce the use of pesticides, emphasizing that excessive pesticide use can lead to various health issues. The Chief Minister said that good health is essential for efficiency and productivity, enabling individuals to contribute more effectively to the development of society, the state, and the nation. He also highlighted that Prime Minister Sh. Narendra Modi has called for a shift towards natural farming, and a separate budget has been allocated for this purpose.

Crematoriums and graveyards in 658 villages will be renovated with a cost of Rs 50 crore

MoU signed between Powergrid and Development and Panchayats Department in the presence of Chief Minister Sh Nayab Singh Saini

Chandigarh, November 21 – Powergrid will renovate crematoriums and graveyards in 658 villages across four districts of Haryana—Karnal, Panipat, Rewari, and Kurukshetra under the Shivdham Yojana. Powergrid will make an investment of approximately Rs 50 crore through its CSR scheme for this purpose.

A Memorandum of Understanding (MoU) was signed between Powergrid and the Development and Panchayats Department in the presence of Chief Minister Sh. Nayab Singh Saini in Gurugram today.

On this occasion, the Chief Minister said that under the CSR scheme, corporate companies are making significant contributions to rural development, which is a commendable step towards social upliftment. Industries and Commerce, Environment, Forests and Wildlife departments Minister Rao Narbir Singh, and Cooperative and Tourism Minister Dr. Arvind Sharma were also present during the event

The MoU was signed by Dr. J.K. Abhir, Director General of the Development and Panchayats Department, and Sanjay Kumar Verma, General Manager of Powergrid.

Chairman R.K. Tyagi stated that over Rs 49.94 crore will be allocated for the renovation of these Shivdhams and graveyards. Under the MoU, boundary walls and paved roads will be constructed for all 658 Shivdhams. Additionally, sheds will be installed, and arrangements for drinking water will be made at these sites.

Dr. J.K Abhir said that the population of these villages is approximately 40 lakh. An amount of over Rs 10.97 crore will be spent on the reconstruction of Shivdhams in 198 villages of Karnal district, over Rs 18.46 crore on Shivdhams in 237 villages of Kurukshetra district, over Rs 5.15 crore in 106 villages of Panipat district, and over Rs 15.35 crore in 117 villages of Rewari district.

It is noteworthy that a CSR Board was established in Haryana in November 2018, which was later converted into the Haryana State CSR Trust under the chairmanship of the Chief Minister in March 2021. From November 2018 to March 2024, development works worth Rs 750 crore have been completed. In the current financial year, development works worth Rs 350 crore would be undertaken under this scheme.

Chandigarh, Nov 21 – Haryana Chief Minister Sh. Nayab Singh Saini while highlighting the pivotal role of cooperative movement in fostering economic growth, urged people to actively engage with cooperatives to help realize the vision of Viksit Bharat - Viksit Haryana.

The Chief Minister was addressing the gathering at the concluding function of 71st National Cooperative Week in Gurugram today. He also announced that a new state-of-the-art cooperative sugar mill will be established in Narayangarh soon. In addition, a modern sunflower oil crushing mill will be set up in Kurukshetra and country’s largest cooperative mustard oil mill will be established in Rewari.

Highlighting the role of cooperative institutions in achieving the resolution of Viksit Bharat-Viksit Haryana, the Chief Minister outlined comprehensive suggestions that include bringing local products to both national and international markets, establishing facilities for crop storage, processing, and marketing to benefit local farmers, and training women’s self-help groups in skill development, financial literacy, and leadership. He also called for the implementation of skill development and entrepreneurship programs tailored for the youth, as well as the adoption of digital payment systems and e-governance practices to enhance operational efficiency. He also urged to work under a public-private partnership model to maximize resources and expertise. These initiatives will not only contribute to the economic empowerment of people associated with the cooperative movement but also align with the Prime Minister's vision of Viksit Bharat and a prosperous Haryana.

While congratulated the people, the Chief Minister said that cooperatives play an important role in agriculture and rural development and the economy of the nation. The celebration of National Cooperative Week serves to recognize this significant contribution and to further accelerate the cooperative movement. He also suggested creating a unified brand for various products in Haryana, similar to AMUL and others. By developing a comprehensive action plan for cooperatives, we can promote our local millets, such as Shri Anna, and take them to greater heights, he added.

Highlighting the theme of the 71st National Cooperative Week, "Role of Cooperatives in Building a Developed India," the Chief Minister said that Prime Minister Sh. Narendra Modi has outlined a vision for India to become a developed nation by 2047. He expressed confidence that the mantra of "Prosperity through Cooperation" will pay a significant role in achieving this goal.

Sh. Nayab Singh Saini said that the current state government is dedicated to the welfare and upliftment of people associated with cooperatives. To support this commitment, numerous welfare schemes are being implemented to enhance the well-being of cooperative members and their families. He said that approximately 40 initiatives aimed at fostering various types of cooperatives have been taken. He expressed satisfaction that all 19 District Central Cooperative Banks have issued Rupay Kisan Credit Cards to over 7 lakh farmers statewide. In addition, 11 PACS centers have been selected for warehouse development.

He also shared details of a 50% interest rebate under the interest relief scheme for timely loan repayments, which has already benefitted many, totaling Rs 101 crore in interest relief. He highlighted the Kanyadan scheme, which provides Rs 1100 for the marriage of daughters of Cooperative Milk Producer Committee members, alongside a scholarship program for their meritorious children, awarding Rs 2100 for those scoring above 80% in class 10 and Rs 5100 for class 12.

The Chief Minister said that HAFED is receiving orders for Basmati rice exports from Dubai and other countries, having exported about 1 lakh metric tonnes valued at Rs 1200 crore. HAFED has also established new oil mills in Rewari and Narnaul, as well as a turmeric plant in Radaur. A mega food park is being established in Rohtak at a cost of Rs 180 crore. The state's sugar mills are operating at full capacity, crushing 360 lakh quintals of sugarcane and producing 35 lakh quintals of sugar this season. Cooperative sugar mills in Panipat, Rohtak, Karnal, Shahabad, and Gohana earned Rs 63 crore by selling 13 crore units of electricity to the State Power Grid during the 2023-24 crushing season.

Share best practices among cooperative institutions

To foster a vibrant cooperative sector, the Chief Minister also called for increased participation from youth and women, alongside the sharing of best practices among cooperative institutions. "Innovation and collaboration will drive the future of cooperatives in Haryana.

He also honoured the cooperative societies, PACS, Sugarmills, among other cooperative institutions, which excelled in their respective fields.

Speaking on this occasion, Cooperation Minister Dr. Arvind Kumar Sharma said that State government is actively working to promote the cooperative movement. He highlighted various initiatives undertaken by the department aimed at empowering cooperative societies across the state. These initiatives are designed to strengthen the cooperative framework, enhance the capabilities of local communities, and promote economic self-sufficiency. Currently, there are about 33,000 functional cooperative societies in Haryana, with approximately 55 lakh people involved. Prime Minister Sh. Narendra Modi envisions that every village should have a cooperative society or PACS.

Chief Secretary Vivek Joshi reviews status of 9 infrastructure projects worth 58,274 crore

Chandigarh, November 21- Haryana Chief Secretary Dr. Vivek Joshi reviewed the progress of 9 infrastructure projects with an anticipated investment of Rs 58,274.05 crore currently underway in the state.

Reviewing the projects listed in the Project Monitoring Group (PMG) at a state-level meeting here today, the Chief Secretary held detailed discussions with the concerned Deputy Commissioners via videoconferencing and senior officers of Power, PWD, NHAI and Health and Medical Education Departments. He expressed satisfaction with the progress achieved in all the projects and directed the concerned Deputy Commissioners to resolve the pending issues within the stipulated timelines.

Reviewing the Delhi-Amritsar-Katra Expressway project, the Chief Secretary directed the district administration of Kaithal to complete the possession of 30 m strip at Kharak Pandwa village in Kalayat by December-end. The four-lane greenfield project is being implemented under the Bharatmala Pariyojana in Haryana.

The Chief Secretary also reviewed the construction of greenfield connectivity to Jewar Airport from DND-Faridabad-Ballabhgarh Bypass KMP Link and directed the district administration of Faridabad to remove the bottlenecks within a month so that the project is completed expeditiously. After the completion of the project, the travel time will be reduced significantly for the traffic originating from South Delhi, Faridabad and Gurugram to Agra and beyond.

The issue of allotment of land for 150-bed ESIC Hospital in Sonipat was also reviewed in the meeting. The Chief Secretary directed the district administration to hold discussions with the Haryana State Industrial & Infrastructure Development Corporation (HSIIDC) and find a suitable piece of land at the earliest. Regarding the construction of 100-bed ESI Hospital in Hisar, the Chief Secretary was informed that the letter for allotment of land for setting up the hospital has been sent to the concerned authority.

Regarding the issue of some encroachment on the land allotted for construction of AIIMS Majra in Rewari district, the Deputy Commissioner, Rewari informed the meeting that the Railways has assured that the encroachment will be removed within 15 days. The MD, DHBVN assured the Chief Secretary of shifting of electrical poles and lines going through AIIMS Majri campus within a month.

On the status of Eastern Dedicated Freight Corridor, the Deputy Commissioner, Yamunanagar assured that the issue of land compensation will be resolved at the earliest. On the construction of Avaada-Adampur Solar Power Project in Hisar, the Chief Secretary was informed in the meeting that the issue of conversion of grid connectivity will be resolved within a month.

Similarly, the status of Transmission System Strengthening Scheme for evacuation of power from SEZ in Rajasthan and construction of 100-bed ESIC Hospital in Ambala were also reviewed in the meeting.

During the interactive session, the Chief Minister emphasized the government’s commitment to supporting the growth of Korean businesses in Haryana. He assured that the government would assist in identifying suitable land in areas adjacent to the National Capital Region to facilitate this growth.

He shared that every year, the International Gita Mahotsav is celebrated in Haryana, with one country serving as the partner nation. This year, Tanzania has been chosen as the partner country. The Chief Minister extended a special invitation to the Korean delegation, expressing a desire for South Korea to be the partner country at the next International Gita Mahotsav.
