Chandigarh, Nov 27 — Haryana Chief Minister Sh Nayab Singh Saini said that Haryana is not just a market but a manufacturing powerhouse, serving as a major hub for the automobile, IT, and other industries. He expressed confidence that Tesla will establish its first electric vehicle manufacturing plant in India in Haryana, and other related Tesla units will be established in the state.
The Chief Minister was addressing the gathering after inaugurating the country’s first all-in-one Tesla India Motors centre in Gurugram on Thursday. Haryana Industry and Commerce Minister Rao Narbir Singh, Pataudi MLA. Bimla Chaudhary, Sohna MLA Tejpal Tanwar and Gurugram MLA Mukesh Sharma were also present at the event.
Haryana Government Continuously Working to Reduce the Cost of Doing Business for Industries
In his address after inaugurating the Tesla India Motors Center, the Chief Minister said that the Haryana Government is consistently working to reduce the cost of doing business for industries in the state. As part of these efforts, a special leasing policy has been introduced for industrial plots. He added that the local supply chain is also being strengthened in collaboration with industries already established in the region. The Chief Minister further stated that, to ensure effective dialogue with foreign companies and governments, the Haryana Government has set up the Department of Foreign Cooperation, which is actively facilitating collaborations with global investors. He highlighted that a robust Ease of Doing Business ecosystem has been created to accelerate industrial development, due to which Haryana emerged as a leader in the ‘Top Achievers’ category of the Ease of Doing Business rankings. He also said that Haryana takes pride in its automobile sector, which manufactures the highest number of passenger cars in India.
Exports Have Increased by Over Rs 2 Lakh Crore in the Last 11 Years
The Chief Minister said that Haryana has become a land of hope and opportunity, driven by its investment and industry-friendly policies. Today, the state is counted among the most prosperous in the country, contributing 3.6 percent to the national GDP. He said that before 2014, Haryana’s exports were approximately Rs 70,000 crore, which have now risen to over Rs 2,75,000 crore. The Chief Minister added that Haryana ranks second in the country and first in North India in providing logistics facilities to industries.
Free businesses from Red Tape by Amending Outdated Laws
The Chief Minister said that the Haryana Government has taken significant steps to free businesses from red tape by amending outdated laws that no longer serve today’s needs. He added that the government notified the Public Trust Ordinance, 2025, on October 11, which decriminalizes 164 provisions across 42 state acts. He stated that, as a result of the Haryana Government’s progressive policies, 12,20,872 micro, small, and medium enterprises have been established in the state over the last 11 years, providing employment to 49.15 lakh people.
Haryana Working on a Heart-to-Heart Model
The Chief Minister said that Haryana is the land of the Gita, where work is not limited to B-to-B or G-to-G models, but is carried out on an H-to-H or heart-to-heart model. He stated that Haryana aims to significantly increase its contribution to the national economy by achieving a $1 trillion target by 2047. He added that the state is actively promoting new startups, innovation, and tech-based industries, with major global brands like Tesla playing an important role in this vision.
Haryana Ranks 7th Largest State in India for Number of Startups
The Chief Minister stated that Haryana has emerged as the 7th largest state in India in terms of the number of startups, with over 9,100 recognized startups currently operating in the state. He added that AI hubs are being established in Gurugram and Panchkula to promote AI-based startups and research. To support emerging technologies, the state has also set up a Department of the Future, focused on AI, robotics, biotechnology, and deep-tech. Additionally, a separate MSME department has been established, and an online facility for filing entrepreneurial memorandums has been launched to further promote micro, small, and medium enterprises.

Chandigarh, November 27 — Haryana is gearing up to host the India International Science Festival (IISF)-2025 from December 6 to 9 in Panchkula, marking a landmark celebration of science, innovation, and technology under the central theme “Vigyan Se Samruddhi: for Aatmanirbhar Bharat.” The mission underscores the pivotal role of science in advancing prosperity, self-reliance, and India’s emergence as a global leader in technology and innovation.
A high-level to review the preparations for the festival was held under the chairmanship of Chief Secretary Sh. Anurag Rastogi here today. The Chief Secretary directed that all arrangements related to boarding, lodging, security, transportation, and media outreach be completed well in time, ensuring seamless coordination among all departments for the successful conduct of the festival.
The meeting was informed that IISF-2025 aims to bring together scientists, innovators, educators, students, industry leaders, science communicators, and policymakers on a unified national platform designed to foster collaboration, inspire creativity, and encourage scientific curiosity. The festival’s objective is to translate innovative ideas into meaningful outcomes and channel scientific discoveries into development initiatives that uplift society. The festival is being organized by the Ministry of Earth Sciences, Government of India in collaboration with science ministries and other government departments.
The event will highlight India’s expanding scientific capabilities and significant progress in advanced research and innovation that support sustainable development. *Haryana to Launch New City Gas Distribution Policy to Boost Infrastructure Investment*
Chandigarh, November 27 — Haryana Chief Secretary Sh. Anurag Rastogi today announced that the state government is preparing to unveil a modern and investor-friendly City Gas Distribution (CGD) Policy aimed at accelerating the development of natural gas infrastructure across Haryana. During a review meeting with the Industries & Commerce Department and other concerned Departments today, the Chief Secretary directed officials to incorporate the suggestions received from the Petroleum and Natural Gas Regulatory Board (PNGRB) to ensure that the policy meets national standards and industry expectations.
The upcoming CGD policy is expected to open new doors for both public and private investment in natural gas pipelines and distribution networks. The Chief Secretary said the policy focuses on creating an enabling environment for establishing pipeline infrastructure, while ensuring fair competition and safeguarding consumer interests relating to access and safety. He added that the expansion of the CGD network will help Haryana reduce its dependence on crude oil by encouraging the use of cleaner energy alternatives in industries and households.
*Single-Window System for Faster Approvals*
Under the Draft CGD Policy 2025, companies authorized by the PNGRB will be able to seek Right of Use (RoU) and Right of Way (RoW) permissions through the state’s single-window portal - www.investharyana.in. Applicants will have to submit a Common Application Form along with GIS-based route maps, work plans, land details, and specifications of the technology to be used—such as HDD, trenchless boring, or open trenching. A transparent fee structure has been introduced. The draft policy simplifies financial procedures with clearly defined charges.
*Industries Department to Act as Nodal Agency*
Commissioner and Secretary, Industries and Commerce, Dr. Amit K. Agrawal highlighted that the policy builds on the earlier CGD Policy formulated by HSIIDC in 2010, updating it to meet current technological and administrative requirements. The Industries & Commerce Department will serve as the nodal agency for implementing the new policy and coordinating with all stakeholder departments. Sh. Rastogi directed the Industries Department to consider the suggestions of the PNGRB and make the necessary alignments in the policy. He expressed confidence that the new CGD policy will strengthen Haryana’s energy security, enhance ease of doing business, and position the state as a leader in clean and sustainable energy infrastructure.

Chandigarh, November 27– Haryana Health Minister Ms. Arti Singh Rao said that strict action will be taken against those who push the state’s youth into the trap of drug abuse. She has directed officers to intensify the campaign against the illegal sale of intoxicating medicines as part of the state’s drive to make Haryana drug-free.
In compliance with the Health Minister’s directions, under the “Nasha-Mukt Bharat” campaign, Haryana’s Food and Drugs Administration (FDA) conducted raids at several medical stores in Sirsa district. During the operation, action was taken against 20 medical store operators for violations of rules.
Haryana State Drug Controller, Dr. Lalit Goel said that, as per the directions of FDA, Commissioner, Sh. Manoj Kumar, six Drugs Control Officers were assigned the responsibility of conducting surprise inspections in Sirsa district under the supervision of the Senior Drugs Control Officer of the Sirsa Zone.
Under the guidance of Sirsa, Deputy Commissioner, Sh. Shantanu Sharma and based on inputs from the Superintendents of Police of Sirsa and Dabwali, as well as on confidential information, raids were conducted in villages Singhpura, Ganga, Abubshahar, Chautala, Sakta Khera, Malikpura, Budhi Mari, Darbi, Bhavdin, along with in Sirsa city. In this drive, 29 shops were inspected.
Although no intoxicating drugs were recovered during the inspection, minor violations of rules were found in 20 medical stores. The Drugs Control Officers have prepared reports and sent them to higher authorities for further action. Action is being taken in these cases as per the rules.
Dr. Lalit Goel further said that under the “Nasha-Mukt Bharat” campaign, the Food and Drugs Administration, Haryana, will continue investigations and raids against illegal drug sellers in the future as well.

Chandigarh, November 27 – Financial Commissioner Revenue and Disaster Management Department, Dr. Sumita Misra said that in order to streamline and enhance transparency in property documents the department has introduced a First-In First-Out (FIFO) system for document approval, ensuring that citizens receive services in a systematic and time-bound manner.
She shared this information following a virtual meeting with the state's Deputy Commissioners to review the progress of various departmental programmes.
Dr. Misra informed that FIFO System Ensures Sequential Processing under the new arrangement, the Registrar Chief and Sub-Registrars will now approve documents strictly in sequence, processing them one by one in the order they are received. This system guarantees that applications submitted earlier will be verified first, eliminating any possibility of bias or undue delay in the verification process. The sequential approach brings much-needed transparency to the entire procedure.
Dr. Misra said that the FIFO system addresses longstanding concerns about processing delays and brings unprecedented transparency to our operations. Citizens can now be assured that their applications will be handled systematically, with clear accountability at every stage. In parallel, the department is also introducing a technological ‘View Jamabandi’ which will be activated on the portal, eliminating the requirement for citizens to upload copies of land records.
This decision responds directly to challenges posed by the current system, where citizens have been uploading Jamabandi files ranging from 400 to 500 pages, creating unnecessary strain on our server infrastructure and consuming valuable computing resources. The new system enables officials to access real-time, authenticated land records directly from our revenue database, ensuring accuracy while dramatically improving processing speed. This innovation offers multiple advantages: citizens are relieved from the cumbersome task of downloading and uploading heavy documents, particularly beneficial for those in areas with limited internet connectivity; officials gain immediate access to the most current land records, eliminating risks associated with outdated information; and our infrastructure resources are conserved for optimal utilization.
Highlighting the accelerated pace of work, officials reported that out of 16,912 applications, a total of 15,577 registries have been approved, reflecting an impressive 92.1% approval rate. Dr. Misra stated that the department has successfully addressed all systemic challenges and issued a strong cautionary message. “Harshest action will be taken if anyone is trying to sabotage any system,” she warned.
To ensure seamless implementation and strengthen operational efficiency, the department will conduct technical workshops with live registration token demonstrations for officials in Faridabad and Gurugram tomorrow. These sessions are aimed at enhancing technical proficiency and eliminating any procedural bottlenecks.

Chandigarh, 27 November – Haryana Social Justice and Empowerment, Scheduled Castes and Backward Classes Welfare and Antyodaya (SEWA) Minister, Sh. Krishan Bedi said that the State Institute for Rehabilitation, Research and Training (SIRTAR), Rohtak, will be developed as a state-of-the-art institute. He said that SIRTAR will be equipped with modern facilities along with a strong basic infrastructure so that it can be recognised as an important institute at the national level.
Sh. Krishan Bedi was chairing the seventh meeting of the Governing Body with the officers of the State Rehabilitation, Training and Research Institute (SIRTAR, Rohtak) in Chandigarh on Thursday. He said that facilities related to disability in children, such as early diagnosis, assessment, therapy and treatment, will also be made available at SIRTAR. Along with this, the institute will be developed as the nodal agency in the state for all matters related to children with disabilities.
The Minister also discussed starting new courses in the institute with the officers and directed them to prepare a draft for the same. He discussed with the officers the preparation of a road map to bring SIRTAR onto the national stage and assured full financial assistance and cooperation from the state government in this regard. In the meeting, it was also decided to register Group C and Group D employees, who have been working in SIRTAR for a long time, under the Haryana Kaushal Rojgar Nigam.
The State Institute for Rehabilitation, Research and Training, SIRTAR Rohtak, has for many years been working to bring children with special needs into the mainstream of society by providing education as well as rehabilitation facilities. The institute is active in the field of special education and disability rehabilitation.

Chandigarh, Nov 27 – Haryana Irrigation and Water Resources Minister Mrs. Shruti Chaudhary emphasised the need to expedite all interstate water projects under the Upper Yamuna Review Committee. She expressed concern over the slow progress of Yamuna water management as per the 1994 Water-Sharing Agreement as well as key projects such as Renuka, Kishau and Lakhwar. She said that timely completion of these projects is essential to meet the future water requirements of Haryana and Delhi.
Mrs. Shruti Chaudhary made these remarks during the 9th meeting of the Upper Yamuna Review Committee, held in Noida under the chairmanship of Union Jal Shakti Minister, Mr. C.R. Patil.
She said that the Kishau project remains stalled due to a dispute between Uttarakhand and Himachal Pradesh over sharing the power component costs. She urged that a joint meeting of all concerned states be convened soon to resolve this issue and enable the project to move forward.
Uttar Pradesh Jal Shakti Minister, Mr. Swatantra Dev Singh; Uttarakhand Irrigation Minister, Mr. Satpal Ji Maharaj; Rajasthan Irrigation Minister, Mr. Suresh Singh Rawat; and Delhi Irrigation Minister, Mr. Parvesh Sahib Singh were also present at the meeting.
During the meeting, Mrs. Chaudhary also suggested holding high-level monthly review meetings to closely monitor the Renuka and Lakhwar projects. She reiterated that timely execution of these projects would help fulfill the future water needs of Haryana and Delhi. Expressing hope that the committee would give serious consideration to her suggestions, she said that accelerating Yamuna water projects would significantly enhance water availability in the state and support key sectors, including drinking water supply and irrigation.
