Laghu Udyog Bharti Presents Suggestions and Objections on Proposed Amendments to Chandigarh Master Plan-2031 Before the Screening Committee
Chandigarh, June 26, 2026: At the Open House Meeting held today at the UT Guest House on the proposed amendments to the Chandigarh Master Plan-2031, a delegation of Laghu Udyog Bharti Chandigarh, led by its President Avi Bhasin, presented a detailed memorandum containing suggestions and objections before the Screening Committee. The organization urged that the proposed amendments should prioritize the needs of Micro, Small and Medium Enterprises (MSMEs), which are the backbone of Chandigarh’s industrial economy.
The delegation pointed out that when the last major policy changes concerning the industrial area were introduced in 2006, the primary beneficiaries were owners of industrial plots measuring more than two kanals, while thousands of small and tiny industrial units operating on one kanal and smaller plots received little benefit. The proposed amendments to the Master Plan-2031 should therefore focus on addressing the long-pending needs of small industries.
The key recommendations submitted by Laghu Udyog Bharti include:
* FAR for Existing Industrial Units: The benefit of enhanced FAR should also be extended to existing industrial units without making demolition and reconstruction mandatory. For small and tiny industries, demolishing an existing factory and constructing a new building is financially unviable. They primarily require maximum permissible ground coverage along with two upper floors for storage and industrial operations, which would not require any significant additional infrastructure.
* Regularisation of Existing Structures: Since there have been no major revisions in industrial building regulations since 1982, industries have expanded their premises over the years to meet operational requirements and ensure their survival. Today, nearly 90% of industrial units are functioning with such structures. These should be regularised through the proposed amendments instead of compelling industries to demolish and rebuild.
* Inclusion of Service Activities: Service-related industrial activities should be specifically included in the Master Plan as they are an integral part of the manufacturing ecosystem and generate substantial employment.
* Factory Outlets: Factory outlets should be permitted within industrial areas to promote the Government of India’s vision of “Vocal for Local” and “Atmanirbhar Bharat”, enabling local manufacturers to directly market their products.
* Industrial Raw Material Suppliers: Businesses dealing in industrial raw materials such as hardware stores, mill stores, sheet suppliers, pipe suppliers, fastener dealers, and other industrial input suppliers should be permitted in industrial areas, as these essential support services cannot efficiently operate from commercial sectors or SCO markets.
* Automobile Service Stations: Car service stations, along with the sale, repair, servicing, and fitting of automobile accessories, should be permitted in industrial areas as these activities are an integral part of the industrial and MSME ecosystem.
Speaking on the occasion, Avi Bhasin, President of Laghu Udyog Bharti Chandigarh, stated that the proposed amendments to the Chandigarh Master Plan-2031 should reflect the ground realities of the MSME sector. He emphasized that the objective should not merely be regulatory compliance but creating a practical and industry-friendly framework that supports existing businesses, promotes industrial growth, generates employment, and strengthens Chandigarh’s manufacturing sector.
