Chandigarh, July 20 - Haryana Governor Prof. Ashim Kumar Ghosh on Monday lauded the Haryana State Bharat Scouts and Guides for introducing Scouting and Guiding activities at Bal Bhavans across the state to ensure the holistic development of underprivileged children.

Addressing the 44th Annual General Meeting of the Haryana State Bharat Scouts and Guides at Lok Bhavan here today, the Governor, who is also the State President of The Haryana State Bharat Scouts and Guides Association, said that under the initiative of the Women and Child Development Department, Haryana, led by the State Commissioner (Bulbuls), Bharat Scouts and Guides activities have now been introduced in Bal Bhavans across Haryana.

Describing the initiative as highly commendable, Prof. Ghosh said it would help nurture discipline, self-confidence, leadership qualities, teamwork and essential life skills among underprivileged children, enabling them to become responsible and empowered citizens.

The Governor also appreciated the State Association for taking the innovative step of signing Memorandums of Understanding (MoUs) with various colleges and universities across Haryana to establish Rovers and Rangers Units and expand the reach of the Bharat Scouts and Guides Movement among the youth.

He said the future of any nation depends upon the character of its young citizens. The values of honesty, compassion, courage, respect for nature and service before self, which Scouting and Guiding instil, are the very qualities required to build a strong, progressive and inclusive India.

Prof. Ghosh said that the Bharat Scouts and Guides is much more than an organisation; it is a movement dedicated to building character, promoting discipline, developing leadership and fostering the spirit of selfless service among young people.

Highlighting Haryana's outstanding contribution to the movement, he said Bharat Scouts and Guides has a membership of over seven million across the country. Although Haryana accounts for only about two per cent of India's population, it contributes nearly 17 per cent of the total Scouts and Guides membership in the country. "This is indeed a remarkable achievement and a matter of pride for the State," he said.

On the occasion, the Governor also presented warrants and awards to office-bearers, Cubs, Bulbuls, Scouts, Guides, Rovers, Rangers, Unit Leaders and dedicated volunteers in recognition of their outstanding contribution to the movement.

Earlier, Dr. K.K. Khandelwal, State Chief Commissioner, Haryana State Bharat Scouts and Guides, welcomed the Governor and presented a detailed overview of the activities, achievements and future initiatives of the Association.

Smt. Dheera Khandelwal, State Chief Commissioner, Smt. Amneet P. Kumar, State Commissioner (Guides), Smt. Ashima Brar, Commissioner and Secretary, Sh. Saket Kumar, State Commissioner Headquarters, Sh. Vijaykumar Bhavikatti, Secretary to Governor, Sh. Mani Ram Sharma and other officers and representatives of the Bharat Scouts and Guides were also present on this occasion.

Haryana Revises Ex-Agniveer Reservation Norms, Specifies Category-wise Break-up of Existing 20% Quota

Chandigarh, July 20: The Haryana Government has revised the implementation of its existing reservation policy for Ex-Agniveers in direct recruitment by specifying the category-wise distribution of the 20 per cent reservation available for select government posts.

Chief Secretry Sh. Anurag Rastogi has issued revised instructions, partially modifying the government's earlier order dated August 20, 2025, relating to reservation for Ex-Agniveers in direct recruitment. The fresh instructions have been circulated to all Administrative Secretaries, Heads of Departments, Managing Directors of Boards and Corporations, Divisional Commissioners, Deputy Commissioners, the Registrar General of the Punjab and Haryana High Court and Registrars of all state universities for compliance.

Under the revised provisions, the overall 20 per cent reservation remains unchanged, but the government has now notified its category-wise distribution for direct recruitment to the posts of Forest Guard in the Environment, Forests and Wildlife Department, Prison Warder in the Prisons Department and Mining Guard in the Department of Mines and Geology.

As per the revised breakup, 2 per cent of the reservation has been earmarked for Deprived Scheduled Castes (DSC), 2 per cent for Other Scheduled Castes (OSC), 3 per cent for Backward Class-A (BC-A), 2 per cent for Backward Class-B (BC-B), 2 per cent for the Economically Weaker Sections (EWS) and the remaining 9 per cent for the Unreserved category, taking the total reservation for Ex-Agniveers to 20 per cent.

The notification also prescribes separate roster points for each category to ensure uniform implementation of the reservation policy during recruitment. The Human Resources Department has directed all concerned authorities to bring the revised instructions to the notice of all stakeholders and ensure compliance in letter and spirit.

*Applications of Investors at District-Level Must Not Remain Pending, All Objections Should Be Raised at One Time- Rao Narbir Singh*

Chandigarh, July 20- Haryana Industries and Commerce Minister Rao Narbir Singh has directed officers to ensure that no investor application remains pending unnecessarily at the district level. He said that if an application has any deficiencies or objections, the concerned officer must communicate all objections at one time, so that investors are not forced to make repeated visits to government offices and approvals can be granted within the prescribed timelines.

The Minister was chairing a review meeting with regional officers of the Environment Department, District Industries Centre officers and Industrial Estate Officers at the NIC Centre in the Haryana Civil Secretariat on Monday. The Commissioner and Secretary, Industries and Commerce Department, Dr Amit Agrawal, Director General, Sh. Yash Garg, and Managing Director of HSIIDC, Sh. Sushil Sarwan also attended the meeting.

During the meeting, Rao Narbir Singh said the Haryana Government is committed to making the state the most preferred investment destination in the country. Achieving this goal requires an approval mechanism that is transparent, simple and time-bound. He directed officials to ensure that investors do not face any inconvenience during departmental processes

Dr. Amit Agrawal informed the meeting that the department is working to further strengthen the Unified Single Window System. A new Single Window System (SWS) portal will be developed and integrated with the Revenue Department's land records. Information on vacant industrial plots available in HSIIDC industrial estates will also be made accessible through the portal.

He further said that the portal will provide investors with details of essential infrastructure, including the nearest railway station and the availability of power and water. It will also be integrated with Geographic Information System (GIS) technology, enabling investors to identify suitable locations more efficiently.

It was informed in the meeting that the portal will also serve as a comprehensive repository of information on document facilitation centres, investor guidance services and all statutory approvals required for setting up enterprises. In addition, district-level and state-level Business Reform Action Plans are being prepared to further simplify and streamline the investment process.

During the review, Rao Narbir Singh also took note of the growing number of complaints relating to Resident Welfare Associations (RWAs) in group housing societies. He directed officers to formulate a policy for making necessary amendments to the Apartment Society Act to ensure effective resolution of issues faced by residents.

Officers of the MSME Department informed the meeting that Business Development Services (BDS) Helpdesks and Udyog Saathi have been appointed to assist micro, small and medium enterprises by providing guidance on government schemes, approvals and regulatory procedures. They also said that the Sangam Portal will be launched shortly, incorporating the Central Government's Zero Defect Zero Effect (ZED) policy.

The Industries Minister reiterated that the State Government is fully committed to providing a business-friendly ecosystem for investors. He directed all departments to work in close coordination to ensure investors receive prompt, transparent and efficient services.
