Chandigarh, October 6 – On the third day of Haryana Chief Minister Sh. Nayab Singh Saini’s Singapore visit, an important Round Table Conference was organised under the Singapore Business Forum. On the occasion, the Chief Minister held detailed discussions on investment opportunities across various sectors with representatives of more than a dozen Singaporean companies, office-bearers of the Singapore Business Federation, industry representatives, investors and business leaders.
The Chief Minister made it clear that Haryana aims to increase investment in sectors such as semiconductors, green energy, warehousing and infrastructure with the cooperation of Singaporean companies. He said that, besides Gurugram, the state government aims to develop cities such as Panchkula, Karnal, Hisar, Sonipat and Rohtak as the next growth centres for Global Capability Centres (GCCs) and technology-led businesses. Keeping future requirements in view, the state government has also formulated the Data Centre Policy-2026. Haryana has a distinct advantage in the manufacturing and logistics sectors.
Addressing the Round Table Conference, the Chief Minister said that although Singapore and Haryana are geographically distinct, their thinking and priorities are closely aligned. Singapore is a hub of innovation, efficiency and global connectivity, while Haryana possesses strengths in enterprise, manufacturing and market access. The convergence of these capabilities can take the economic partnership to new heights.
He recalled that Singaporean companies have established a strong presence in India in technology, infrastructure, manufacturing, logistics and financial services. The objective now is to take this strong relationship forward in Haryana and North India with new investment opportunities, technology partnerships and shared growth. The Chief Minister said that he has not come merely to showcase Haryana’s strengths, but to make Singaporean companies partners in a future in which Haryana will be among North India’s most trusted, modern and rapidly growing business destinations.
Describing Global Capability Centres and IT-enabled services as sectors offering significant opportunities, the Chief Minister said that Gurugram is today one of the country’s leading corporate and technology hubs. Numerous global companies, multinational corporations and GCCs are successfully operating there. He said that the state’s vision is not limited to Gurugram. Cities such as Panchkula, Karnal, Hisar, Sonipat and Rohtak are also being developed as the next growth centres for GCCs and technology-led businesses. Companies will benefit from competitive costs, skilled talent and a better quality of life in these cities. Haryana offers access to multiple locations, strong connectivity, a skilled workforce and the vast talent pool of North India.
Identifying electronics and semiconductor manufacturing as another key sector, the Chief Minister said that India’s ecosystem in this field is expanding rapidly. Haryana’s strategic location, strong industrial infrastructure, automobile and engineering base, and proximity to the NCR make it a natural destination for this sector. He invited Singaporean companies to consider Haryana as a potential investment partner for manufacturing, components, supply chains, research or technology partnerships.
Describing data centres and digital infrastructure as key pillars of development, the Chief Minister said that as India’s digital economy is advancing rapidly, the demand for data storage, cloud services and computing infrastructure is also increasing at an equally fast pace. Located at the heart of the NCR, Haryana is strategically positioned to benefit from this growth. Keeping this requirement in mind, the Data Centre Policy-2026 is being taken forward. The objective is to provide investors with a stable, transparent and predictable business environment, along with land, reliable power, modern infrastructure and policy support.
Highlighting the importance of green energy and sustainability, the Chief Minister said that Singaporean companies possess world-class experience in sustainable development and green growth. Haryana has immense potential in renewable energy, green manufacturing, energy efficiency, waste management and the circular economy. By combining Singapore’s technology and expertise with Haryana’s industrial strength and market demand, new and successful models of green industrial development can be developed.
Highlighting Haryana’s distinct advantages in manufacturing and logistics, the Chief Minister said that the state is located at the heart of the Delhi-NCR region and enjoys excellent connectivity with major markets across the country. It has a strong network of industrial estates, expressways, highways, dedicated freight connectivity and modern logistics infrastructure. Therefore, for any company seeking to establish a manufacturing unit, distribution centre or supply chain base in North India, Haryana offers a strong, capable and future-ready platform.
New opportunities are also continuously emerging in finance, investment and technology-led businesses. Gurugram is already a major corporate and financial hub. The objective now is to further strengthen it as a destination for global financial services, fintech, digital enterprises and regional headquarters. Giving special priority to education, skilling and talent development, the Chief Minister said that investment does not succeed on the basis of land and infrastructure alone. Industries also require a trained and future-ready workforce. Therefore, skill development, research and industry-linked training are being strengthened in collaboration with industries.
The Chief Minister told the participating companies that Haryana seeks to become not merely an investment destination but a trusted platform for growth, innovation and expansion in North India. He said he wants Singaporean companies to consider Haryana as their manufacturing base, GCC location, logistics hub, technology centre and regional business headquarters. Potential investments such as ETEC are also part of this broader partnership. Such investments will also create opportunities for the development of local ecosystems, supply chains, talent development and future expansion.
The Chief Minister assured the participants that investors should bring opportunities and technology to Haryana, while facilitating investments and ensuring time-bound implementation would be the responsibility of the state government. He said that his team would provide support at every level by understanding the specific requirements related to land, approvals, infrastructure, talent and policy support. He personally assured that he would ensure every investor coming from Singapore experiences speed in decision-making, reliability in implementation and confidence in governance in Haryana.
The Chief Minister expressed his heartfelt gratitude to the Singapore Business Federation and all the participants for the meaningful dialogue and expressed confidence that today’s interaction would mark the beginning of new partnerships, new projects and a new chapter in Haryana-Singapore economic relations.

The primary objective of the visit was to understand and study modern, integrated, and future-oriented systems for the new Industrial Model Township (IMT) being developed in Haryana.
During the visit, the Chief Minister conducted an in-depth study of the operational processes involved in developing different business units together at a single location. He also gained detailed insights into various aspects, ranging from water treatment to efficient traffic management. Special attention was given to arrangements for creating a well-organized, convenient, and improved working environment for the workforce alongside the business establishments.
On the occasion, the Chief Minister said that creating a positive and investor-friendly environment for industries in Haryana is a priority of the state government. The objective of the visit was to give a new direction to industrial development in the state and to develop cities and industrial areas equipped with modern facilities that meet future requirements.
During discussions with experts from Surbana Jurong, the Chief Minister closely observed the process of developing cities of the future and establishing robust systems with modern facilities. Chandigarh, October 6 - The Haryana Government has directed all Deputy Commissioners to take note of the Union Public Service Commission’s (UPSC) annual examination calendar for 2027 and extend necessary administrative support for examinations and recruitment tests to be conducted by the Commission, while the state’s recruitment agencies have been asked to factor in the UPSC schedule while fixing their own examination dates.
The directions were issued through a letter issued by Haryana Chief Secretary Sh. Anurag Rastogi, which circulated the UPSC’s Annual Programme of Examinations and Recruitment Tests for 2027 to all Deputy Commissioners in the state.
The communication asked the district administrations to take note of the Commission’s 2027 programme and “provide all necessary support” for the examinations and recruitment tests proposed to be conducted by UPSC.
The move followed communications from UPSC Chairman Dr Ajay Kumar and UPSC Joint Secretary (Examinations) Himanshu Kumar seeking Haryana’s cooperation in implementing the examination programme.
Dr Ajay Kumar said the Commission had finalised its annual programme of examinations and recruitment tests for calendar year 2027.
Importantly, the UPSC Chairman asked the state to ensure that other examination-conducting bodies take the central commission’s schedule into consideration while drawing up their own calendars.
The Haryana government has separately forwarded the UPSC programme to the Haryana Public Service Commission (HPSC) and Haryana Staff Selection Commission (HSSC), asking them to take note of the 2027 examination and recruitment-test schedule while planning or scheduling their own examinations. The step is significant for candidates who compete in both UPSC and Haryana government recruitment examinations, as coordination between the examination bodies could help minimise clashes between major recruitment tests.
According to the UPSC calendar enclosed with the state government's communication, the Civil Services (Preliminary) Examination, 2027 will be held on May 23, 2027. The Indian Forest Service Preliminary Examination, 2027, conducted through the Civil Services Preliminary Examination, will also be held on May 23.
The Civil Services (Main) Examination, 2027 is scheduled to begin on August 20 and will run for five days.
The Engineering Services (Preliminary) Examination, 2027 is scheduled for January 31, while its notification was scheduled for September 16, 2026, with October 6 as the last date for applications. The Engineering Services (Main) Examination is scheduled for June 18, 2027.
The Combined Geo-Scientist Preliminary Examination will be conducted on January 10, followed by the Main examination from June 19 for two days.
The Indian Economic Service/Indian Statistical Service Examination is scheduled to begin on June 18 and will run for three days.
The first editions of the National Defence Academy and Naval Academy Examination and the Combined Defence Services Examination will both be conducted on April 11, 2027. The NDA and NA Examination (II) and CDS Examination (II) are scheduled for September 19.
The calendar also fixes the Central Armed Police Forces (Assistant Commandants) Examination for July 4, while the Combined Medical Services Examination will be held on July 18.
The Indian Forest Service (Main) Examination, 2027 is scheduled to commence on November 21 and continue for seven days. Other dates have also been kept reserved by the UPSC during the year for recruitment tests and examinations.
*UPSC seeks logistical support from Haryana*
In a separate communication to the Haryana Chief Secretary, UPSC Joint Secretary (Examinations) Himanshu Kumar said the Commission conducts its examinations and recruitment tests with the “active support and cooperation” of state and Union Territory governments.
The Commission requested Haryana to issue instructions to authorities who act as its examination functionaries from time to time and to other examination bodies under the state government's control to take note of the 2027 programme.

A street play presented on the occasion conveyed a strong message of social responsibility, public service, national interest and ensuring that the benefits of development reach the last person in society.
The Education Minister said that powerful mediums such as street plays establish direct communication with society and play an important role in conveying even complex issues to the common people simply and effectively.
He said that under the leadership of Prime Minister Sh. Narendra Modi, several public welfare initiatives are being undertaken across the country with service, good governance and public welfare at the core. Through ‘Namo Seva Ankahi Kahaniyan’, efforts are being made to communicate such initiatives and the positive changes associated with them to the public through creative mediums.
The Cabinet Minister said that connecting the younger generation with the process of nation-building is the need of the hour. Art, culture and mediums such as street plays not only create social awareness among students and the public but also inspire them to become responsible citizens. The street play presented during the programme kept the audience engaged through its impactful performance.
Through dialogue, acting and its message, the artists highlighted the importance of public service and social responsibility. Students and members of the public present at the programme also participated enthusiastically.
During the programme, the Education Minister also visited an exhibition put up by school students and appreciated all the children for their efforts.

*Haryana Expands Chirayu-Ayushman Bharat Scheme to Cover More Families*

Chandigarh, October 6- Haryana Health Minister Ms. Arti Singh Rao has announced a major expansion of the Chirayu-Ayushman Bharat scheme, reiterating the state government’s commitment to providing quality and affordable healthcare to every citizen.
Under the expanded scheme, families with an annual income of more than Rs 1.80 lakh will also be able to avail its benefits by paying a nominal annual premium. Eligibility will be determined on the basis of verified annual income recorded in the Parivar Pehchan Patra (PPP). Eligible families will be entitled to free and cashless treatment up to Rs 5 lakh per year at empanelled hospitals across the state.
Premiums have been fixed according to income slabs. Families with an annual income of Rs 1.80 lakh to Rs 3 lakh will pay Rs 1,500 per year, those in the Rs 3 lakh to Rs 6 lakh bracket will pay Rs 4,000, while families with an annual income of more than Rs 6 lakh will pay Rs 5,000 per year.
The registration and payment gateway portal will remain open until November 30, 2026, while the new policy period will run from November 1, 2026, to October 31, 2027.
Highlighting the expansion of healthcare services in the state, Rao said that through the Ayushman Bharat Haryana Health Protection Authority (AB-HHPA), as many as 40,27,391 beneficiaries have so far received treatment under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana and Chirayu scheme at 1,307 empanelled hospitals across Haryana.
In the Rs 1.8 lakh to Rs 3 lakh income category alone, 47,547 families have so far benefited directly from the scheme. The government has successfully settled claims worth Rs 4,617.45 crore, while 1.42 crore Ayushman Bharat PM-JAY and Chirayu cards have been issued across the state.
