Chandigarh, December 17— Haryana Chief Minister, Sh. Nayab Singh Saini underlined that public service is the very foundation of good governance and directed officers to ensure that every citizen approaching government offices with a grievance returns with dignity and satisfaction. He emphasized that prompt, transparent and sensitive redressal of public complaints is not merely an administrative duty but a moral responsibility that must be accorded top priority.

The Chief Minister was chairing the District Public Relations and Grievance Redressal Committee meeting in Gurugram on Wednesday. Industry and Commerce Minister, Rao Narbir Singh, Pataudi MLA, Smt. Bimla Chaudhary, Sohna MLA, Sh. Tejpal Tanwar, and Gurugram MLA, Sh. Mukesh Sharma were also present during the meeting.

A total of 16 complaints were taken up during the meeting, of which the Chief Minister resolved 12 cases on the spot. Directions were issued to keep the remaining four matters pending until the next meeting. The Chief Minister further directed the officers concerned to submit detailed status reports for these cases.

*Swift Justice Through Samadhan Shivir Camps*

Highlighting the government’s commitment to speedy grievance redressal, the Chief Minister said that regular Samadhan Shivir camps are being organized every Monday and Thursday at district and sub-division levels. He informed that around 40,000 complaints have been received through these camps so far, out of which nearly 30,000 have already been successfully resolved.

He further stated that out of 1.42 lakh complaints received directly by him, approximately 1.35 lakh have been disposed of.

The Chief Minister said that grievances registered on the CM Window portal are also being addressed expeditiously, and only those cases remain pending which are sub judice or involve family disputes requiring resolution through legal procedures.

*Inquiry ordered against Jatoli Mandi PACS Manager*

Taking serious note of a complaint from Chhilarki village in the Pataudi area, the Chief Minister directed a detailed inquiry against the manager of Jatoli Mandi PACS. The complainant alleged that farmers face significant difficulties in obtaining fertilizers due to the manager’s working style, along with complaints of unsatisfactory behavior and arbitrary practices in fertilizer distribution.

The Chief Minister directed the concerned officers to conduct a fair and impartial inquiry and submit the report to the Deputy Commissioner at the earliest.

*Dhanwapur Underpass Repair to Be Completed Within 15 Days*

During the meeting, the issue of water seepage and waterlogging at the Dhanwapur railway underpass, causing inconvenience to commuters, was brought to the Chief Minister’s notice. He directed the concerned departments to complete the repair work within the next 15 days to ensure smooth and safe movement for the public.

He also directed the officers to take preventive measures so that such problems do not recur in the future, thereby sparing citizens from repeated inconvenience.

*Directions issued to Improve Sewerage, Sanitation and Power Systems*

The Chief Minister directed Municipal Corporation officers to ensure that there are no broken sewer covers or incidents of sewer overflow anywhere in the city. He emphasized regular monitoring of the sewerage system to prevent inconvenience or accidents.

He also directed the officers to further enhance cleanliness standards by focusing on regular sanitation drives, effective waste management, and maintaining a clean urban environment. Additionally, the power department was directed to ensure that electricity poles do not obstruct roads or pathways, posing risks to public movement. The Chief Minister stressed the need for inter-departmental coordination with citizen convenience as the top priority.

*Action on Illegal Encroachments on Green Belt Land in Gwalapahari*

The Chief Minister took serious cognizance of illegal encroachments on green belt land reserved under the master plan in Gwalapahari village. He directed officials from the Public Works Department and the Municipal Corporation to jointly conduct on-site demarcation to ascertain the factual position before initiating further action.

He made it clear that encroachment on government land—especially green belts meant for public use—will not be tolerated under any circumstances, and strict action will be taken as per rules if illegal occupation is confirmed.

*Sick Newborn Children Will Not Be Deprived of Medical Facilities: Arti Singh Rao*

*28-bed Neonatal ICU inaugurated at PGIMS Rohtak*

Chandigarh, December 17 – Haryana Health Minister Arti Singh Rao said sick newborn children from poor families will not be deprived of medical facilities and that the State Government is committed to ensuring the health of every citizen, from children to the elderly. A 28-bed Neonatal Intensive Care Unit (NICU) has been inaugurated today in the Paediatric Department of PGIMS Rohtak, which will especially benefit the economically weaker sections.

The Health Minister said that it was often observed that newborns delivered outside PGIMS, who required ICU care due to illness, and their families had to face considerable hardship because of the non-availability of ICU beds at PGIMS. For several years, there had been a felt need for an ICU facility for outborn newborns at PGIMS Rohtak.

She said that PGIMS receives patients from across the state, and keeping in mind the interests of poor patients, the State Government has developed this state-of-the-art ICU equipped with modern facilities. This ICU has now been dedicated to the service of critically ill newborns.

Arti Singh Rao further stated that babies born prematurely are often underweight and may face breathing difficulties, due to which they require neonatal ICU care. With the start of this new facility, critically ill infants and newborns will no longer have to depend on private hospitals or other cities for treatment. Earlier, the availability of neonatal ICU beds at the institute was very limited, causing significant difficulties in admitting infants below one month of age. Now, this ward, equipped with modern machines, will provide immediate and better treatment to newborns.

After inaugurating the 28-bed Neonatal ICU, Vice Chancellor of PGIMS Rohtak, Dr. H.K. Aggarwal, informed that all the latest medical equipment has been provided in this facility. He especially thanked Haryana Chief Minister Sh. Nayab Singh Saini and Health Minister Arti Singh Rao for this initiative.

Dr. Aggarwal said that around 200 newborns requiring ICU care report to the Emergency Department every month. With the commissioning of this ICU, there will be a significant improvement in the neonatal mortality rate in the state, which is a major contribution towards national development.

*Haryana Infrastructure Projects Gain Momentum, Chief Secretary Anurag Rastogi Reviews Major Rail Corridors*

Chandigarh, December 17– Haryana Chief Secretary Sh. Anurag Rastogi, who is also the Chairman of the Haryana Rail Infrastructure Development Corporation (HRIDC), on Wednesday said that substantial progress has been achieved across several flagship rail infrastructure projects of the state. He was reviewing the status of ongoing works during the 33rd meeting of the Board of Directors of the HRIDC.

The meeting was informed that the Kurukshetra Elevated Track (KET) Project has reached an advanced stage of execution. All civil, track, signalling and telecommunication (S&T), and overhead electrification (OHE) works of the viaduct have been completed. Construction of the elevated platform is also in advance stage of completion. The completed works will thereafter be offered for technical inspection by Northern Railways followed by the inspection of Commissioner Railway Safety.

Chief Secretary Sh. Anurag Rastogi directed the officials to expedite the work of the project. Considering the expertise developed by HRIDC, the Chief Secretary suggested the HRIDC must expand its operations and aim for a national footprint.

*Eastern Orbital Rail Corridor: Feasibility Work Progressing*

On the Eastern Orbital Rail Corridor (EORC), (corridor from Sonipat to Palwal via Baghpat, Ghaziabad and Gautam Buddha Nagar), the meeting was informed that the alignment for the study has already been approved by a steering committee headed by the Chief Secretary of Uttar Pradesh and the feasibility study is now in an advance stage.

*Haryana Orbital Rail Corridor: Multiple Milestones Achieved*

Reviewing the Haryana Orbital Rail Corridor (HORC), the Chief Secretary said significant progress has been made on several fronts. The Manesar-Patli section of the project along with Maruti Railway yard has been commissioned in June 2025 and till date, 372 rakes have been loaded from the Maruti Plant at Manesar. This is a significant milestone for the company and revenue has also started accruing to the HORCL. Stage-I (in-principle) forest clearance for the project has also been secured, and the application for Aravalli clearance been also been submitted for approval.

Substantial progress has been achieved in land compensation as well, with disbursement of Rs 1,533 crore against land awards amounting to Rs 1,878 crore. In addition, Rs 99 crore has been disbursed against arbitration awards.

*Tunnel Construction Accelerates*

The HORC tunnel is cross-section wise one of the largest tunnel for passenger traffic and construction is advancing at a steady pace. Work is currently underway from eight active faces, with two additional faces under development to expedite progress. Against a total tunnel length of 7,200 metres to be constructed using the New Austrian Tunnelling Method (NATM), excavation of 3,773 metres—over 52 per cent of the total length—has already been completed.

*Vision for Enhanced Connectivity*

Commenting on the overall progress, Sh. Rastogi emphasized that these projects reflect Haryana’s strong commitment to developing modern, efficient and sustainable rail infrastructure. He said the corridors would significantly enhance regional connectivity, support economic growth, and improve mobility for citizens. The Chief Secretary assured that HRIDC remains focused on timely execution while maintaining high standards of quality, safety and environmental compliance.

Principal Secretary to Chief Minister Sh. Arun Kumar Gupta, Additional Chief Secretary, PW (B&R), Sh. Anurag Agarwal, and other senior officers were present in the meeting.

*Vipul Goel Inspects Under-Construction Open-Air Theatre and Auditorium in Yamunanagar*

Chandigarh, December 17 – Haryana Urban Local Bodies Minister Sh. Vipul Goel, along with officials, inspected the under-construction open-air theatre and auditorium in Yamunanagar–Jagadhri. Yamunanagar MLA Sh. Ghanshyam Dass Arora was also present on the occasion.

The Minister informed that the open-air theatre is being constructed on approximately 5 acres of land at a cost of Rs. 42.90 crore. About 35 percent of the construction work of the open-air theatre and auditorium has been completed, and the remaining work will be completed by March 2027. He also gave suggestions and necessary directions regarding the construction and maintenance of the project.

*Security-Embedded Paper, Auto-Mutation to Strengthen Paperless Registry System in Haryana*

*Over 50,000 Registrations Completed Under New Digital System*

Chandigarh, December 17 – Haryana's Financial Commissioner for Revenue and Disaster Management, Dr. Sumita Misra, today disclosed that nearly 50,000 property registrations have been successfully completed through the state's paperless registration system, marking a watershed moment in the transformation of six-decade-old revenue practices.

During a surprise inspection of the Panchkula Tehsil office, Dr. Misra disclosed that security-embedded paper would soon be introduced for property registration to further strengthen transparency and authenticity in land records. Additionally, an auto-mutation facility is set to be launched in the coming days, which will automatically update revenue records immediately after registration, significantly reducing delays and eliminating scope for manual intervention.

Dr. Misra stated after reviewing the on-ground functioning of the new system and interacting with both staff and citizens who had come for property registration. Expressing satisfaction with the revenue office's functioning, the Financial Commissioner appreciated the efforts of officers and staff in smoothly implementing the new system.

She directed revenue officers to provide e-signed copies to applicants on the spot on the applicant request so that they do not have to visit the office repeatedly. She assured that feedback received from citizens will be examined and incorporated to further improve the process. To institutionalize public participation, she said that a dedicated help desk have been established at tehsil offices to systematically record public feedback and promptly address grievances. She further directed all the Deputy Commissioners to send the report regarding help desks.

*AgriStack Training Gains Momentum*

During her visit, the Financial Commissioner also reviewed the ongoing AgriStack training being conducted at the Deputy Commissioner's office in Panchkula. She participated in the training session, reviewed the modules and interacted with trainees. She was informed that similar training programmes are underway across all districts of the state.

Dr. Misra revealed that Haryana is set to register 1.38 crore farmers under the Farmer Registry (AgriStack) through an OTP-based Aadhaar authentication process, which will be directly linked with the PM-KISAN scheme and other beneficiary schemes. She stressed that registration targets must be met within the stipulated timeframe.

Directing all trainees to take the training seriously, she said the AgriStack work would be carried out on a war footing, as it is a key component of the Prime Minister's vision for technology-driven governance and farmer-centric services. "Proper implementation of AgriStack will greatly benefit farmers by ensuring accurate data, efficient service delivery and better policy planning," she emphasized.

The Financial Commissioner stated that the surprise inspection and review were aimed at ensuring that reforms at the field level translate into real benefits for citizens, while reinforcing the government's commitment to transparent, efficient and technology-enabled administration.

Government Ready for Discussion on Every Issue: Chief Minister Nayab Singh Saini

Appeals to the Opposition to Engage in Meaningful Discussion and Raise Issues of Public Interest

Chandigarh, December 17 – Haryana Chief Minister Sh. Nayab Singh Saini said that the government is ready for discussion on every issue and every point. Each issue will be answered point-wise, while maintaining constitutional commitment.

The Chief Minister was speaking to mediapersons on Wednesday after the Business Advisory Committee meeting in the Haryana Vidhan Sabha. He said that the opposition is talking about extending the House time, but this has already been decided in the meeting. He further stated that after the Monsoon Session, it is mandatory for the second session to be held after six months. Although six months will be completed on February 26, the government has still convened the Winter Session.

The Chief Minister said that if the issue of extending House time is raised, one should look at history to get information about previous sessions. Congress governments used to convene fewer sessions. This practice was changed by former Chief Minister Sh. Manohar Lal, who held a four-day session in 2014, and in 2024, the present government conducted a five-day session.

He said that the session runs purely on the basis of business. The previous session was good, and therefore the opposition is urged to engage in meaningful discussion and bring issues related to public interest. He said that when the government makes a valid point, the opposition walks out; they should also listen to what is being said. The Chief Minister added that due to continuous defeats, there is frustration within the Congress. The opposition was already prepared to remain agitated.

The Chief Minister said that even in the previous session, the opposition wasted one day, due to which even the questions of MLAs could not be completed. Therefore, the opposition is again urged to discuss issues in the interest of the public.

On the question of misuse of investigative agencies, the Chief Minister said that Congress is creating imaginary issues and confusion by taking shelter in falsehood. The opposition spread misinformation that if Sh. Narendra Modi became Prime Minister for the third time, the Constitution would be in danger. The Chief Minister said that as long as Sh. Narendra Modi is the Prime Minister, no one can pose any threat to the sacred Constitution given by Baba Saheb.

Responding to a question about attacks on sportspersons in Punjab, the Chief Minister said that law and order in Haryana is better and the police are working with full alertness. Whoever has committed a crime has been sent behind bars. He said that in blind cases, some time may be required, but there is not a single case where the Haryana Police has not acted correctly. He alleged that previous governments in Punjab and the present AAP government are only interested in serving their own interests.

The Chief Minister said that the condition of women, youth, and sportspersons in Punjab is not good. When sportspersons are shot in the middle of the ground, no one is safe. He said that positive results of Haryana’s sports policy are clearly visible. The example is evident when one compares the number of medals won before 2014 and the number being won now. The government has worked to strengthen sports infrastructure.

Haryana Cabinet Approves Creation of Hansi as 23rd District

Hansi District to Include 110 Villages from Hansi and Narnaund Constituencies

Hansi District to Have 2 Sub-Divisions, 3 Tehsils, 1 Sub-Tehsil and 3 Blocks


Chandigarh, December 17 - The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, has accorded approval for the creation of Hansi as a new district. With this decision, Hansi will become the 23rd district of Haryana.

The State Re-organization Committee, chaired by Development & Panchayats Minister Sh. Krishan Lal Panwar, in its meeting held on December 9, 2025 approved and recommended the creation of District Hansi. The recommendation was thereafter approved by the Chief Minister Sh Nayab Singh Saini.

The newly proposed District Hansi will comprise 110 villages falling under the Hansi and Narnaund Assembly Constituencies, presently part of Hisar District. The district will include two Sub-Divisions, namely Hansi and Narnaund, carved out of Hisar District.

Further, the proposed district will consist of three Tehsils—Hansi, Narnaund and Bass, along with one Sub-Tehsil, Kheri Jalab. It will also comprise three Blocks—Hansi-1, Hansi-2 and Narnaund.

The total geographical area of the proposed District Hansi will be approximately 1,34,976 hectares, with an estimated population of about 5,40,994 persons. With the creation of District Hansi, the total number of districts in the State of Haryana will increase to twenty-three.

It is pertinent to mention that the Deputy Commissioner, Hisar, had forwarded the proposal through the Commissioner, Hisar Division, Hisar, to the State Government with the objective of ensuring better access to citizen-centric services, enhancing administrative efficiency, improving inter-departmental coordination, and ensuring effective delivery of government services to the people of Hansi.
