As part of this effort, district-level hospitals are being equipped with facilities such as CT scans, MRI, digital X-rays, and more. Ten such hospitals have already been upgraded and dedicated to the public, while others are in the process of being enhanced, he said.

Sh. Nayab Singh Saini added that the work of upgrading district hospitals is progressing at a rapid pace. These hospitals are being outfitted with modern laboratories, CT scans, MRI, digital X-rays, ultrasound, and private wards to provide comprehensive healthcare services to the people.

Emulating this model, the state government is also providing timely compensation to its farmers to safeguard their livelihoods.

The Chief Minister said this while responding to a question raised by MLA Sh. Balram Dangi during the ongoing session of the state Vidhan Sabha here today. He further shared that the government has disbursed approximately Rs. 6.5 crore as compensation to farmers in the villages of the Meham Assembly constituency.

Taking a dig at the opposition, the Chief Minister said that under Congress rule, the patwari would sit in the village chaupal and note down the names of a few farmers, leaving the rest waiting in hope. That was the system during their time, he added. In contrast, the present government has defined clear responsibilities for patwaris and is holding them accountable

Sh. Nayab Singh Saini informed the House that patwaris are now required to submit written reports to the government whenever a farmer’s crop is damaged. Moreover, separate slabs have been created for compensation, and the government is ensuring that full compensation reaches the farmers.

The Chief Minister emphasized that if anyone is at fault, action will be taken against them, and if any farmer has been left out, the compensation will still be delivered to them.

Government strengthening healthcare services under Ayushman Scheme- Arti Singh Rao

A total of 2,694 treatment packages are available under the scheme

Chandigarh, February 26 – Haryana Health Minister, Ms. Arti Singh Rao said that under the ‘Ayushman Bharat Pradhan Mantri Jan Arogya Yojana’, the government is actively strengthening healthcare services across the state. The scheme provides approximately 2,694 treatment packages covering surgical procedures, day-care treatments, medicines and diagnostic tests.

The Health Minister was responding to a question raised by a member during the ongoing budget session of the Haryana Vidhan Sabha here today.

The Minister further informed that, as of February 20, 2026, the total number of active Ayushman cards in the state stands at 1,38,47,905. She added that under the Ayushman Bharat-Chirayu Haryana Scheme, all 2,694 treatment packages were made available during January 2024, October 2024, and January 2026. Besides this, any treatment packages not included in these packages are booked under an “unspecified” category empaneled hospital and processed accordingly.

She further stated that from November 2022 to February 17, 2026, the total number of treatments under the Ayushman scheme in the state reached 14,28,872. Hospitals were reimbursed a total of Rs. 2,010,33,66,180 for these treatments as per the claims processed.

Chandigarh, February 26 – Haryana Public Health Engineering Minister, Sh. Ranbir Gangwa said that Chief Minister, Sh. Nayab Singh Saini is committed to ensuring ‘Har Ghar Nal Se Jaal’ tap reaches every household. In line with this vision, the department is working continuously to ensure the provision of drinking water in newly developed regular colonies.

The Minister was responding to a question raised by MLA, Smt. Geeta Bhukkal during the ongoing budget session of the Haryana Vidhan Sabha here today.

He said that recently, drinking water supply plans for 25 regular colonies in Jhajjar have been prepared, and estimates for these projects have also been completed.

The Minister further informed that in villages of the Jhajjar constituency, including Kaliawas, Khanpur Kalan, Mundsa, Khorra, Bahu, Noganwa, Salhawas, Matanhail, Dhana Dhanirwas, as well as Jhajjar city, canal-based drinking water supply schemes are providing water according to prescribed standards.

The Minister further shared that water storage tanks in all these canal-based water systems are regularly cleaned and maintained. Special campaigns are also conducted to prevent leaks and carry out repairs in the drinking water pipelines. During the summer and monsoon seasons, pipelines are closely monitored.

He said that to ensure water quality, samples from each source are chemically tested every year in NABL-accredited departmental laboratories. He clarified that the Public Health Engineering Department has not installed any handpumps, and so far, there has been no supply of packaged drinking water to any village or town in the Jhajjar assembly constituency.

The Minister further assured that, through the department’s ongoing efforts, the work of providing safe and clean water to every household in the state will continue without interruption.

Chandigarh, February 26 — Haryana Development and Panchayats Minister, Sh. Krishna Lal Panwar said that due to population growth in rural areas, the government has granted the status of “Mahagram” to villages with over 10,000 residents. These Mahagrams are being provided with urban-style sewerage systems and essential infrastructure to improve the quality of rural life.

He informed that in the main lanes of Julana–Shadipur market, waterlogging occurs due to blockages and obstructions in the existing drains. To find a permanent solution, the government has formed an inter-departmental committee under the chairmanship of the Chief Executive Officer of the Zila Parishad, Jind. This area falls under the jurisdiction of both the Julana Municipal Committee and the Shadipur Gram Panchayat. The committee has recommended the reconstruction of roads and drains, said the Minister.

Sh. Krishna Lal Panwar further shared that the project covers a total road length of 2,900 feet, of which 1,350 feet falls under Shadipur village and 1,550 feet under Julana Municipal Committee. An estimated cost of Rs. 68.65 lakh has been prepared for Shadipur village, and the amount has been submitted to the government for approval. The work will be completed within six months of receiving approval.

He said that the government will not compromise on rural development and basic amenities, and that the quality of residential and public facilities will be ensured in every Mahagram.

Quality assured in development works in Haryana

Chandigarh, February 26 – Haryana Public Health Engineering Minister, Sh. Ranbir Gangwa said that the state government does not compromise on quality in any development project. He said that strict action is taken against any agency or contractor found negligent in executing works, including the imposition of financial penalties.

The Minister was responding to a question raised by a member during the ongoing budget session of the Haryana Vidhan Sabha here today.

Providing details, he informed that Rs. 30.60 crore had been sanctioned for a sewerage project in Siwan village of Kaithal district, and the work commenced in 2019. Due to delays in execution, the department initiated action against the concerned agency under Clause 2 and Clause 3 (C) of the contract and imposed a fine of Rs.1.28 crore. The remaining work has now been allotted to another agency at the risk and cost of the defaulting contractor. The project is expected to be completed by June 30, 2026.

Responding to another query raised by the member regarding possible damage to residential houses due to road subsidence after sewer and water pipelines were laid and roads reconstructed, the Minister said that a report was sought from the concerned officers on February 23, 2026. As per the report, no damage has been reported to any houses in the area.

He further assured the House that the department is strictly adhering to quality and safety standards in all construction works to ensure safe and reliable services for the public.

Unprecedented progress in Haryana’s Road and Rail Infrastructure: Minister Ranbir Gangwa

Chandigarh, February 26 – Haryana Public Works (Buildings & Roads) Minister, Sh. Ranbir Gangwa said that over the past 11 years, the state has witnessed remarkable progress in its road network as well as in the construction of Railway Over Bridges (ROBs) and Railway Under Bridges (RUBs).

He specifically mentioned the Rewari Bypass project, noting that a ‘V-shaped’ junction will be constructed connecting Rewari–Delhi, Rewari–Rohtak, and Rewari–Pataudi railway lines. The proposal has been submitted to the Standing Finance Committee and, once approved, will be forwarded to the National Capital Region Planning Board (NCRPB) for loan consideration. The project is estimated to cost around Rs. 207 crore. The railways had also included this work in their 2023 action plan.

The Minister assured that the state government will continue to give the highest priority to ensuring the quality and timely completion of road and rail projects.

Ongoing Construction Work in Ambala City: Navrang Rai Talab, Mahavir Park, and Bal Bhavan

Chandigarh, February 26 – Haryana Urban Local Bodies Minister, Sh. Vipul Goel said that the ongoing construction projects of Navrang Rai Talab and Mahavir Park in Ambala city are currently under special investigation by the Anti-Corruption Bureau, and the findings are under consideration by the government.

He said that at Navrang Rai Talab, the railing, Kota stone flooring, entrance gate, and electrical works have been completed on-site. For the remaining work, a Detailed Project Report (DPR) is being prepared, which is expected to be ready by March 31, 2026.

Regarding the Mahavir Park project, construction of the canteen, connecting bridge, lighting around the premises, and painting work are currently in progress. The DPR for the remaining works is being prepared and is expected to be completed by April 20, 2026. So far, a total of Rs.1879.51 crore has been spent on this project.

The Minister further mentioned that for completing the Bal Bhavan project, a revised estimate of Rs. 13.99 crore has been prepared, which includes provisions to complete the civil works of the building blocks. A separate DPR will be prepared for the remaining works.

Farmers in Meham Assembly to Receive Compensation of Rs. 6.46 Crore – Revenue Minister

Chandigarh, February 26 – Haryana Revenue and Disaster Management Minister, Sh. Vipul Goel said that compensation will soon be provided to farmers in the Meham Assembly constituency for crop losses. An amount of Rs. 6.46 crore has already been released for this purpose.

He shared that all claims uploaded by farmers on the e-Kshatipurti portal by September 15, 2025, have been verified by revenue officers. In addition, the data has been cross-checked with the PMFBY records of the Agriculture and Farmers’ Welfare Department, and the e-procurement portal data of the Food, Civil Supplies, and Consumer Affairs Department, Haryana. As per government regulations, an amount of Rs. 6.46 crore has been released as compensation to the bank accounts of eligible farmers in the Meham constituency. This compensation will benefit approximately 9,000 eligible farmers across 30 villages in the Meham constituency.

Chandigarh, February 26 – Haryana Social Justice and Empowerment Minister, Sh. Krishan Kumar Bedi said that 367.86 acres of land were acquired in 2013 for the development of Sectors 7, 8 and 11 of the Haryana Shehri Vikas Pradhikaran (HSVP), Taoru. Out of this, a portion of Sector-11 has been developed by HSVP over an area of 66 acres, comprising 362 plots of various sizes. However, in the three e-auctions conducted so far, adequate response was not received and no plot could be allotted. Therefore, development work in Sectors 7 and 8 and in the remaining part of Sector-11 has not yet commenced.

Sh. Bedi informed the House that efforts are being made to re-auction the plots in the developed portion of Sector-11. Following the directions of the Chief Minister, Sh. Nayab Singh Saini, immediate crop inspections (girdawari) are conducted in case of crop damage, and compensation is provided promptly to ensure timely support for farmers.

The Minister informed that due to heavy rainfall and waterlogging in 2025, a total of Rs. 116.16 crore has been approved by the Revenue and Disaster Management Department on the e-Kshatipurti portal for crop losses. Of this amount, Rs. 23.54 crore has been specifically allocated for farmers in Charkhi Dadri district.

He further mentioned that 879 acres of land in Dadri Dhani, Phogat, and several other villages were affected by waterlogging in Kharif crops, for which compensation of Rs. 87.47 lakh has already been disbursed.

The Minister said that compensation for crop damage has been provided to farmers promptly. The government continues to ensure that any losses due to failed sowing or other reasons are promptly assessed and the compensation process is carried out without delay.

Additionally, a Department of Cancer Sciences will be set up at Pandit Deendayal Upadhyaya Health Science University, Kutail.

She further mentioned that a joint Request for Proposal (RFP) has been issued to establish cath labs under the PPP model in all medical colleges across the state. Cancer day-care centers have already been set up in all civil hospitals. In addition, three institutes – PGIMS Rohtak, Atal Cancer Hospital Ambala, and AIIMS Badsa are also providing treatment to cancer patients in the state.

Chandigarh, February 26: For the first time in the state, tourist complexes of the Tourism Department will be immersed in the vibrant colours of Holi, allowing the general public, families, corporates, RWAs, and associations to enjoy the festivities. Heritage and Tourism Minister Dr. Arvind Sharma, while launching the five-day Rangotsav 2026 starting February 28, organized by Haryana Tourism Corporation, said that under the leadership of Chief Minister Sh. Nayab Singh Saini, the Tourism Department is continuously introducing new initiatives to connect with the public.

On Thursday afternoon, Dr. Arvind Sharma launched the poster of Rangotsav 2026 at his office in Haryana Civil Secretariat in the presence of Haryana Tourism Corporation Managing Director Parth Gupta and General Manager Mamta Sharma. He informed that from February 28 to March 4, Haryana Tourism Corporation will organize Holi celebrations at 22 tourist complexes across the state. Preparations have been completed in tourist complexes located in Gurugram, Faridabad, Karnal, Rohtak, and Panchkula zones.

The Cabinet Minister stated that Rangotsav 2026 will feature daily DJ performances, presentations by Haryanvi artists, a rain dance zone, an organic color zone, a kids’ play zone, and traditional Holi celebrations including folk art performances of Phag and Ragini.

Dr. Arvind Sharma further said that under the leadership of Chief Minister Sh. Nayab Singh Saini, the Tourism Department has been organizing major events such as the International Surajkund Crafts Mela, Diwali Mela, Mango Mela at Pinjore, and Baisakhi Mela. This year, a special series of events has been prepared for Holi so that the public can enjoy music, dance, and cuisine during the celebrations.

Biennial Election notification issued for two Rajya Sabha Seats from Haryana

Chandigarh, February 26 — The Returning Officer for Biennial elections for the Rajya Sabha in Haryana, Sh. Pankaj Agarwal, said that the term of two Rajya Sabha members namely Smt. Kiran Choudhry and Sh. Ramchandra Jangra is going to be completed on April 9, 2026. To fill the seats falling vacant due to the completion of their tenure, the schedule for the biennial election has been notified.

As per the notification, nominations for both seats can be filed until March 5, 2026. Scrutiny of nomination papers will be on March 6, and candidates may withdraw their name till March 9. If required, polling will be held on March 16, 2026, from 9:00 a.m. to 4:00 p.m. in the Committee Room of the Haryana Vidhan Sabha Secretariat Sector-1, Chandigarh.

Sh. Agarwal further informed that nomination papers can be submitted on working days between 11:00 a.m. and 3:00 p.m. to the Assistant Returning Officer, Sh. Gaurav Goyal, at the Haryana Vidhan Sabha Secretariat.

Chandigarh, February 26 — Haryana Development and Panchayat Minister, Sh. Krishan Lal Panwar said that Chief Minister, Sh. Nayab Singh Saini’s vision is that just as cities have clean and well-organised streets, villages should also have ‘Smart Gali’ developed on the same pattern. In this direction, 111 villages across the state have been identified where the number of voters is more than 10,000. Badli village in the Badli Assembly constituency has also been included in this scheme. An amount of Rs.1,19,39,000 will be spent on developing a ‘Smart Gali’ there.

Sh. Krishan Lal Panwar was speaking in the House during Zero Hour of the ongoing Budget Session of the Haryana Vidhan Sabha here today, while responding to an issue raised by MLA, Sh.Kuldeep Vats.

Replying to a question raised during Zero Hour by MLA, Sh. Shishpal Keharwala regarding ponds, Sh. Panwar said that the nature of ponds in the state will remain in accordance with the guidelines of the Supreme Court. He said that some people have constructed houses along the edges of certain ponds. A Bill was introduced in the previous session stating that there should be no houses on Gram Panchayat agricultural land or on the village phirni. If houses are built on Gram Panchayat land, ownership rights up to 500 square yards are being granted.

Sh. Panwar further informed that Deputy Commissioners have been directed to examine such houses, organise special camps, and send the cases to the headquarters. If there is any proof regarding houses constructed before 2004, it will also be sent in writing. Chandigarh, February 26- Haryana Chief Minister, Sh. Nayab Singh Saini said that lord Rama represents the very soul of India, its moral foundations and the bedrock of its civilisation. He said it is deeply unfortunate that Congress harboured an aversion towards this sacred name. Congress, he alleged, had historically opposed the invocation of Ram, and its senior leaders had even raised objections to the Ram Setu. The Congress is anti-Ram, he said, adding that instead of participating in constructive discussions in the House, the Opposition chose to mislead the public outside. A motion of censure, he said, should be passed in this regard.

The Chief Minister was speaking on Thursday during the ongoing Budget Session of the Haryana Vidhan Sabha on a proposal moved by MLA, Sh. Ram Kumar Kashyap concerning the Viksit Bharat—Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB—G RAM G).

Sh. Nayab Singh Saini said it was well known how, during the Opposition’s tenure, members were physically lifted and thrown out of the House. Today, there is no such mindset against anyone. Every member is heard patiently. There is no ill will towards anyone. The Speaker ensures that adequate time is allotted to all. Yet, despite this, members of the Opposition refrain from participating in discussions, he said.

He further said that the Congress has harboured such hostility towards the name of Ram that it could not even remain present to listen. The proposal, he said, had been brought forward by an MLA as a measure of hope for the poor, but the Congress was unwilling even to hear it out.

Sh. Nayab Singh Saini said that under the guidance of Prime Minister, Sh. Narendra Modi, MGNREGA has been renamed as Viksit Bharat – Guarantee for Rozgar and Aajeevika Mission (Gramin) (Viksit Bharat – G Ram G). Under this initiative, the limit of 100 workdays has been increased to 125 days. However, Congress is spreading misinformation among workers. He said that during the Congress tenure, the work of only digging and filling pits was carried out under MGNREGA, whereas under VB G Ram G, the scope of work has been expanded, which will ensure more employment opportunities to the workers.

Sh. Nayab Singh Saini said that the name of MGNREGA had earlier been changed during the Congress regime as well. He further said that when Union Agriculture Minister, Sh. Shivraj Singh Chouhan recently visited flood-affected areas of Punjab. MGNREGA workers informed him that they had worked but did not receive their hard-earned wages, hinting at large-scale corruption. Subsequently, when a social audit was conducted, several irregularities were found, shared the Chief Minister.

He said that thereafter, Prime Minister, Sh. Narendra Modi decided not only to amend the rules of MGNREGA but also to increase wages and rename it as VB G Ram G. Besides this, the number of workdays has also now been increased, and the nature of work has also been expanded.

Targeting the opposition, Sh. Nayab Singh Saini said that when the name of MGNREGA was changed, Congress tried to create confusion among workers. Even two days ago, the opposition staged a protest on the roads, upon which the High Court took cognizance. During the protest, the opposition carried banners alleging injustice to MGNREGA workers. He questioned what injustice had been done to the worker.
