Chandigarh, March 23 - Haryana Chief Minister Sh. Nayab Singh Saini has said the Haryana Government is committed to increase the income of farmers. Many schemes have been started in the interest of farmers. This year, the agriculture budget has been increased by 19.2 per cent. He said the youth working in the agriculture sector will be sent to Israel so that they can become aware of new agricultural technologies. He announced the construction of a hostel and seminar hall at the Indo-Israel Vegetable Excellence Centre in Gharaunda and honoured 74 progressive farmers. On Shaheedi Diwas, the Chief Minister paid tribute to the revolutionaries Shaheed Bhagat Singh, Sukhdev and Rajguru on their martyrdom. He also released the 'Haryana Horticulture' magazine and visited the exhibition organized by the farmers.
The Chief Minister was speaking as the chief guest at the closing ceremony of the three-day 11th Mega Sabji Expo-2025 organized at the Indo-Israel Vegetable Excellence Centre in Gharaunda today. He said farmers are the pride of Haryana. They have set an example by moving away from the traditional crop cycle and increasing production through innovation and modern techniques in fruit, vegetable cultivation and beekeeping. The expo is an important platform for farmers to get information about agricultural techniques. In this three-day expo, farmers have got information about new techniques, improved varieties and modern agricultural equipment related to horticulture, vegetable production and beekeeping. Many of their problems have been resolved and new possibilities have also been explored.
Preference to farming, animal husbandry and horticulture in budget
Chief Minister Sh. Nayab Singh Saini said the state government is farmer-friendly. Many welfare schemes have been launched for farmers. Keeping in mind the interests of farmers, the agriculture budget has been increased by 19.2 per cent in the budget of Haryana 2025-26. The budget for livestock has been increased by 50.91 per cent, horticulture by 95.5 per cent, fisheries by 144.4 per cent and cooperatives by 58.8 per cent. He said Prime Minister Sh. Narendra Modi believes that farmers should remain happy and prosperous.
Subsidy amount for purchase of indigenous cow increased from Rs 25,000 to Rs 30,000
He said in the budget of 2025-26, the state government has proposed to increase the subsidy amount for the purchase of indigenous cow from Rs 25,000 to Rs 30,000. Following the concept of Per Drop-More Crop of Prime Minister Sh. Narendra Modi, farmers are also using drip irrigation, sprinkler irrigation and mulching to save precious water. The government is trying to help farmers at every step in the farming process, i.e. before sowing, after sowing and even after harvesting. Following this principle, the government is providing many types of concessions and facilities.
140 fruit and vegetable collection and pack houses being established in state
The Chief Minister said to develop the horticulture sector, 140 fruit and vegetable collection and pack houses are being established at a cost of over Rs 510 crore under the Horticulture Crop Cluster Development Programme. An FPO is being formed with 300 farmer members in each cluster and an integrated pack house is being established. A subsidy of 50 per cent to 85 per cent of the cost per acre is given on planting fruit orchards. Subsidy ranging from 50 per cent to 85 per cent is being given on the integrated model of vegetable farming and from 40 per cent to 85 per cent for mushroom farming.
Youth of the state will learn farming tips from Israel
The Chief Minister said there are many similarities in the climate and land of Israel and Haryana. The technology there is most useful for us. Therefore, we are adopting Israeli techniques in the field of fruit, vegetable, flower farming and beekeeping in the state. Skilled youth of Haryana have been sent to Israel. From there, the youth will learn farming tips and if they come to the state and do farming, they will benefit. To promote beekeeping in the state, an Integrated Bee Development Centre has been established in Ramnagar, Kurukshetra with the cooperation of Israel. An international fruit and vegetable market is being built in Ganaur at a cost of Rs 2600 crore. Apart from this, apple market in Pinjore, flower market in Gurugram and spice market in Sonipat are being established. To promote horticulture, 11 centres of excellence are functioning in the state and 3 more centres are being established. In the coming financial year, the government plans to establish three new centres of excellence for litchi in Ambala, for strawberry in Yamunanagar and for date palm in Hisar. To use advanced technology like drones in farming, the Prime Minister has started the 'Namo Drone Didi' scheme. We have implemented this scheme in Haryana and trained 100 women, the Chief Minister added.
Short-term courses should be started for youth: Harvinder Kalyan
Haryana Assembly Speaker Sh. Harvinder Kalyan said due to excessive exploitation of water, the groundwater level is decreasing. The number of trees is also decreasing which is a matter of concern. These future challenges will have to be tackled. He said educated youth need to be given short-term training at the Indo-Israel Centre of Excellence here. When technology reaches every home, Prime Minister Sh. Narendra Modi's dream of making India a developed nation by 2047 will not take long to come true. Sh. Kalyan said power means social service. Keeping in mind the future challenges, the government is making every possible effort to increase the income of farmers.
Farmers should adopt the change: Agriculture Minister
On this occasion, Agriculture and Farmers’ Welfare Minister Shyam Singh Rana said due to increasing population, land is becoming limited. In the changing environment, farmers will have to go with the change. The government is ready to help the farmers. He said farming has to be done in a global way in the changing circumstances. India is an agricultural country. The land here is fertile. The government has increased the horticulture budget significantly this year. Haryana's contribution to the country's economy should be increased. He appealed to the farmers to take full advantage of the PM Kisan Samman Nidhi Yojana.

CM launches One Time Settlement Scheme-2025 for traders from Kurukshetra
Under new scheme, taxpayers with dues up to Rs 10 lakh will get a rebate of up to Rs 1 lakh
Scheme will give opportunity to taxpayers to make a new beginning by freeing them from financial burden: CM
Chandigarh, March 23 - Haryana Chief Minister Sh. Nayab Singh Saini said a transparent and equitable taxation system is essential for economic prosperity and good governance in the state. If the tax system is simple and effective, then traders, entrepreneurs and investors benefit and economic activities grow rapidly.
The Chief Minister was speaking as the chief guest at a function organized on the occasion of the launch of 'One Time Settlement Scheme-2025' in Kurukshetra today.
The Chief Minister said the One Time Settlement Scheme-2025 will provide great relief to thousands of taxpayers, especially small shopkeepers, entrepreneurs and traders. This scheme will give an opportunity to taxpayers to make a new beginning by freeing them from the old financial burden.
He said the One Time Settlement Scheme-2025 is for those taxpayers of Haryana who could not pay the outstanding amount of their taxes due to various reasons. Under this scheme, taxpayers with dues up to Rs 10 lakh will get a rebate of up to Rs 1 lakh.
This scheme will remain open for the coming 180 days i.e. 6 months. He appealed to the taxpayers to pay their dues as soon as possible.
He said the state government had started a dispute resolution programme to solve the problems of people of all sections, under which various departments started schemes with different names. The One Time Settlement Scheme-2025 is also a part of the same series.
He said the Excise and Taxation Department of Haryana was facing great difficulty in recovering the outstanding taxes due to various reasons. Therefore, we implemented the 'One Time Settlement Scheme' to reduce the outstanding taxes and litigation and expedite the recovery of outstanding amounts. While implementing this scheme will provide relief to taxpayers, it will also increase revenue collection.
He said earlier also a one-time settlement scheme was introduced in 2023, but there were some obstacles in that scheme. Now, those obstacles have been removed in the new scheme. There is no classification of outstanding tax in One-time Settlement Scheme-2025. This scheme will be based on the cumulative assessed outstanding amount. Under it, there will be complete exemption from penalty amount and interest amount.
He said in this scheme, the government has created three slabs for the payment of outstanding taxes for the convenience of taxpayers. For payment of cumulative assessed outstanding tax up to Rs 10 lakh, the taxpayer will have to pay 40 per cent amount after deducting the exemption of up to Rs 1 lakh from Rs 10 lakh. For cumulative assessed outstanding tax liabilities of more than Rs 10 lakh and up to Rs 10 crore, the taxpayer will have to pay 50 per cent of the amount. Similarly, the taxpayer will have to pay 100 per cent of the cumulative assessed outstanding tax liabilities of more than Rs 10 crore.
Not only this, taxpayers with settlement amount of more than Rs 10 lakh outstanding tax have been given the option to make payment in two installments.
Chief Minister Sh. Nayab Singh Saini said that whoever opts for this scheme will not have to face any kind of amendment in the outstanding tax liability. Under this scheme, the government has given concessions to small as well as big traders. Due to this, there is a safe and favorable environment for traders in the state to do their business honestly.
The Chief Minister said some new initiatives have been taken in the GST rules. Now, for the convenience of taxpayers, the audits of the last three to four years to be done under Section 65 of Haryana GST Act, 2017 will be done in one go. Due to this, traders will not have to visit the department again and again. Similarly, to increase transparency, the government has decided to install CCTV cameras in every ETO and DETC office rooms.
He said other suggestions received include GST exemption on agricultural equipment, automation of GST refund, annual self-assessment instead of monthly and increasing the limit of issuing bills from Rs 5 crore to Rs 10 crore. The Haryana Government will recommend these suggestions to the GST Council.
He said the state government is in favour of reforms and every possible effort has been made to solve the problems of traders. Policies have been simplified by taking suggestions from traders. Traders have an important contribution in the development of the state. The government is fully aware of their interests. There has been a 28 per cent increase in GST collection from Haryana in the country. This growth rate is at the top among the big states.
He said that for the convenience of traders and taxpayers, a tax bhawan has been constructed in Rewari at a cost of Rs 29 crore. GST Facilitation Centres have been started in all 27 GST offices at a cost of Rs 29 crore. Similarly, a Startup GST Facilitation Cell has been started in Gurugram and MSME GST Cell in Panchkula.
He said that the government has increased the commission of the commission agents on the purchase of paddy from Rs 46 per quintal to Rs 55 per quintal. So far, an amount of Rs 309 crore has been released to the commission agents.
The Chief Minister said during the Kharif year 2024-25 in the state, all the rice millers have been given a bonus of over Rs 62 crore as incentive till August 31, 2024 for custom milled rice delivery in the state.
Similarly, the revised ‘Mukhyamantri Vyapari Kshatipurti Yojana’ has been started to compensate for the loss of life and property of traders in natural disasters. Under the 'Pradhan Mantri Laghu Vyapari Maandhan Yojana', monthly pension has been ensured for retailers and shopkeepers. For the welfare of small and medium traders, they have been brought under the MSME Department.
He said the objective of the government in starting this scheme is not only to collect tax but also to accelerate development through a fair tax system. This scheme will not only increase revenue but will also strengthen people's trust in the government.

Chandigarh, March 23 - Haryana Chief Minister Sh. Nayab Singh Saini said for the first time in Haryana, 'Ek Bharat Shrestha Bharat Sneh Milan' function was organized on the occasion of Bihar Day. This function was organized in Yamunanagar, Kurukshetra, Karnal, Gurugram, Faridabad, Panipat and Sonipat. This day reminds us of our glorious tradition of unity in diversity and rich culture.
The Chief Minister was addressing a gathering as the chief guest in the 'Ek Bharat Shreshtha Bharat Sneh Milan' function organized on the occasion of Bihar Day in Kurukshetra today. During this, he announced that a dharamshala will be built for the Purvanchal people if land is available in Kurukshetra.
He said Bihar is the holy land where Gautam Buddha attained enlightenment and Buddhism was established. Mahavir Swami, born on this holy land, established Jainism. The great economist and policy maker Acharya Chanakya created new formulas of politics and economics here.
He said the great Magadh Empire is the gift of this land, whose power frightened Alexander's armies. This land gave birth to Emperor Ashoka, who created a united India from Kalinga to Kandhar.
The Chief Minister said folk art, music and festivals give Bihar a different identity. The Chhath festival can be called a great example of 'Ek Bharat-Shrestha Bharat'. This festival, originally celebrated in Purvanchal, has now crossed the boundaries of different states and is celebrated all over the country. Chhath is also celebrated in the entire state of Haryana.
He said Bihar and Haryana have a deep cultural and traditional connection. The land of Haryana has always been of bravery, hard work and hardworking people. The people of Bihar are also known for their hard work, struggle and self-confidence. The people of Bihar have made a significant contribution to the development of Haryana, be it agriculture, industry, trade or service sector. Lakhs of workers, doctors, engineers, bureaucrats and other workforce of Bihar have contributed a lot to the development of Haryana.
He said Bihar was earlier counted among the backward states but today Bihar is writing a new story of development. Cities like Patna are now moving towards becoming smart cities. Today, the youth of Bihar are not only looking towards government jobs, but are also making their mark in entrepreneurship and technology. This is a proof of ‘Badhta Bihar-Badalta Bihar’.
He said that the central government under the leadership of Prime Minister Sh. Narendra Modi is making an unprecedented contribution in the creation of new Bihar. The Prime Minister is giving priority to Bihar in terms of development. He has recently announced the establishment of 'National Institute of Food Technology and Entrepreneurship'. He has also talked about setting up three new centres of excellence in the agriculture sector in Bhagalpur, Munger and Buxar. The provision of setting up Makhana Board for agriculture and rural development in the budget is a matter of pride for the people of Bihar. This will promote the production, processing and marketing of makhana in Bihar. He said keeping in view the infrastructure and transportation in Bihar, a provision has been made in the budget to expand the Patna airport and develop a new airport in Bihta.
Bihar's Sugarcane Industries Minister Sh. Krishnanandan Paswan said the Haryana Chief Minister has done comprehensive development of Haryana in a short time. The state government is giving the citizens of Bihar an opportunity to move forward. Just as Bihar is the birthplace of migrant brothers, Kurukshetra is the ‘karambhoomi’ of migrant brothers. Therefore, migrant people should work hard on this holy land. He said the citizens of Bihar should always remember their birthplace along with their karmabhoomi. He thanked Chief Minister Sh. Krishan Kumar Bedi expressed this sentiment as the chief guest at the Shaheed-e-Azam Bhagat Singh Memorial India, Russia, Uzbekistan Belt Wrestling Competition organized at Mangal Sen Indoor Gymnasium Hall of Maharishi Dayanand University, Rohtak today.
He also extended best wishes to the players on behalf of the Chief Minister and said belt wrestling will be encouraged in Haryana. He said the sports policy of the Haryana government has become a role model for other states.
He said recently the sports budget has been increased by more than 41 percent. The Chief Minister announced many new schemes, including the Khiladi Bima Yojana in the budget. Along with this, the scholarship and diet money of the players has also been increased. He said as per the announcement of the Chief Minister, Sports Excellence Centres will also be built in 5 universities of the state.
He said new Sports Excellence Centres will be opened in Maharishi Dayanand University of Rohtak, Chaudhary Charan Singh and Guru Jambheshwar Science and Technology University of Hisar, and Indira Gandhi University of Kurukshetra and Rewari. The Chief Minister has made a provision of Rs 20 crore under the 'Mission Olympics-2036 Vijayibhav’ scheme for the Olympic Games to be held in the year 2036. Along with this, a target of winning 36 medals in the Olympic Games has also been set. Paying tribute to the martyrs, the minister said Bhagat Singh, Sukhdev and Rajguru sacrificed their lives for the freedom of the country. Their sacrifice still inspires us to raise our voice against injustice and adopt the values of patriotism. The strong foundation of democracy that has been built in the country today rests on the sacrifice of these martyrs.
