Sharing information in this regard an official spokesperson said that the meeting was earlier scheduled for 6:00 PM. After the change in time, the Cabinet meeting will now take place at 3:00 PM in the Main committee room, Fourth Floor, Haryana Civil Secretariat, Chandigarh.

State Budget for FY 2025-26 Reflects the Priorities and Aspirations of Haryanvis-CM
Government Committed to Fulfill 90 Sankalps this year-CM
Chandigarh, March 24 – Haryana Chief Minister, Sh. Nayab Singh Saini while addressing a press conference held on monday said that the state budget for the financial year 2025-26 is a reflection of the priorities and aspirations of the people of Haryana. To fulfill these aspirations, the budget includes a commitment to complete 90 of the Sankalp Patra's promises within this year. So far, the government has fulfilled 19 of the 217 commitments in the Sankalp Patra, and work is ongoing on 14 others.
Cabinet Ministers, Sh. Krishan Lal Panwar, Sh. Vipul Goel, and Sh. Krishan Kumar Bedi also remained present during the press conference.
The Chief Minister, while making a mention of the ‘Sankalps’ made in the budget 2025-26, said that to make Haryana ‘future-ready’, a new department called ‘Department of Future’ will be created. Additionally, the Haryana AI Mission will be established, and AI hubs will be set up in Gurugram and Panchkula. Women farmers will be provided interest-free loans of up to Rs. 1 lakh to establish dairy farms. Besides this, a new Model Sanskriti School will be opened within every 10 km radius, and one government Model Sanskriti School in each district will be developed into a Centre of Excellence in Sports, shared Sh. The Chief Minister further shared that a bill to curb the sale of counterfeit seeds and pesticides is introduced in the ongoing Vidhan Sabha session. Moreover, this year’s budget includes a commitment to organizing the ‘Haryana Math Olympiad’ every year for students in classes 10 to 12. Medal winners in the World Skills Olympiad will be awarded cash prizes of up to Rs. 10 lakh. Day-care centers for cancer patients will be established in 17 districts. The number of MBBS seats in the state will be increased from 2,185 to 2,485, and 10 new Integrated Manufacturing Townships (IMTs) will be developed in the state, informed Sh. Nayab Singh Saini.
He said that under the ‘One District One Product’ scheme, 10 new industrial clusters will be created. Gig workers will be provided with insurance coverage. An urban drainage fund of Rs. 100 crore will be established in cities. A sports complex will be constructed in each municipal area. All old landfill sites will be 100 percent cleaned. Every city will witness the transformation of an old market into a smart market, and every village will see the revitalization of one street as a smart street, informed Sh. Nayab Singh Saini.
The Chief Minister said that under the ‘Mhara Gaon Jagmag Gaon scheme’, 5,877 villages are already receiving 24-hour electricity. A new scheme will be launched for the remaining 1,376 villages. Besides this, under the PM Surya Ghar: Muft Bijli Yojana, the target is to install 2.22 lakh solar rooftops by March 31, 2027. So far, 15,000 homes have been fitted with 2 kW solar rooftops.

Chandigarh, March 24 – Haryana Chief Minister, Sh. Nayab Singh Saini while taking a dig at Congress said that Congress has no valid issues to raise, they only work to mislead people and serve their political interests. Addressing a press conference held on monday, he said that Congress leaders are more concerned about securing their own positions than thinking about the country, said Sh. Nayab Singh Saini.
Cabinet Ministers, Sh. Krishan Lal Panwar, Sh. Vipul Goel, and Sh. Krishan Kumar Bedi also remained present during the press conference.
Sh. Nayab Singh Saini also took a jibe at Congress regarding the bill brought in the Lok Sabha concerning the Waqf Board, stating that politics should not be played over such matters. He said that Congress also misled people regarding the Citizenship Amendment Act (CAA), which was a law aimed at providing citizenship. It is unfortunate that Congress uses people merely as a vote bank, said the Chief Minister. .
He said that the state government is continuously making new decisions to simplify the lives of the people. As part of this effort, the One-Time Settlement Scheme for small traders was launched. The present state government's goal is that the state, country, and every individual to progress on the path of development, said the Chief Minister.
He further said that after the municipal elections, the Triple Engine government has been formed, and now all resolutions will be completed at the grassroots level within the stipulated time.

Chandigarh, March 24 – Haryana Chief Minister, Sh. Nayab Singh Saini while addressing a press conference on Monday said that Prime Minister, Sh. Narendra Modi will visit Haryana on April 14 and will gift two major projects to the people of the state. These include the foundation stone laying of a new 800 MW unit at the Deenbandhu Chaudhary Chhotu Ram Thermal Power Plant in Yamunanagar, built at a cost of Rs. 7,272.06 crore, and the inauguration of air services from Maharaja Agrasen Airport, Hisar.
Cabinet Ministers, Sh. Krishan Lal Panwar, Sh. Vipul Goel, and Sh. Krishan Kumar Bedi also remained present during the press conference.
Sh. Nayab Singh Saini said that a state-level event will be held in the state to mark the birth anniversary of Babasaheb Dr. B.R. Ambedkar. He further shared that the Prime Minister’s presence as the chief guest of the programme will serve as an inspiration for the younger generation and boost morale across the state.
The Chief Minister said that Dr. B.R. Ambedkar dedicated his life to uplifting the underprivileged and backward communities, providing society with a unifying path through the Indian Constitution. To ensure that his life and contributions continue to inspire future generations, this event is being organized.
Sh. Nayab Singh Saini shared that great personalities, saints, and spiritual leaders are invaluable treasures for society and to acknowledging the same, the state government has launched the 'Sant-Mahapurush Vichar Samman evam Prasar Yojana', aimed at spreading the messages and teachings of such revered figures to every citizen.
The addition of an 800 MW unit at the Deenbandhu Chaudhary Chhotu Ram Thermal Power Plant will increase Haryana’s domestic power generation capacity to 3,382 MW
The Chief Minister said that the Union Ministry of Power has granted approval to Haryana Power Generation Corporation Limited (HPGCL) for setting up this third unit at the Yamunanagar-based thermal power plant. This project is an expansion of the existing 2×300 MW units at the facility. The project has a completion deadline of 52 months, with commercial operations expected to commence within 48 months.
He said that with the addition of 800 MW unit, Haryana’s domestic power generation capacity will reach 3,382 MW. Currently, the state has an installed power capacity of approximately 14,000 MW, of which 2,582 MW is generated by HPGCL. This project has already received clearance from the Union Ministry of Environment, Forest, and Climate Change, along with approval from the Haryana State Pollution Control Board, shared Sh. Nayab Singh Saini.
Inauguration of Air Services from Maharaja Agrasen Airport
The Chief Minister said that Prime Minister, Sh. Narendra Modi will inaugurate air services from Maharaja Agrasen Airport, Hisar. He further shared that an Integrated Aviation Hub is being developed over 7,200 acres in Hisar, with 4,200 acres allocated for the airport and 3,000 acres for an Integrated Manufacturing Cluster. The airport's development is divided into three phases, with the first phase already completed, including a terminal building, at a cost of Rs. 50 crore. In the second phase, a 3,000-meter-long runway has been constructed, enabling operations of Airbus aircraft with up to 180 passengers, said Sh. Nayab Singh Saini.
The Chief Minister stated that on June 13, 2024, a MoU was signed with Alliance Air to start air services to five cities: Ayodhya, Jammu, Jaipur, Ahmedabad, and Chandigarh. The Airports Authority of India (AAI) applied for a license from the Directorate General of Civil Aviation (DGCA) on January 23, 2025 and on March 13, 2025 DGCA has issued license to the AAI.
Notably, in his budget speech on March 17, The Chief Minister reaffirmed the launch of air services from Hisar to Ayodhya, Jaipur, Chandigarh, Ahmedabad, and Jammu.

Chandigarh, March 24 - Haryana Chief Minister Sh. Nayab Singh Saini directed officials of all the four procurement agencies procuring wheat, mustard, barley, gram, lentil and sunflower for the Rabi marketing season 2025-26 to complete the necessary arrangements in time so that farmers do not face any problem in selling crops in mandis.
This time a bumper production of wheat is expected. Therefore, robust arrangements should be ensured for the purchase of wheat in the mandis, the Chief Minister said, directing the Marketing Board officials to construct large sheds at vacant places in the mandis keeping in mind the future needs.
The Chief Minister was chairing a review meeting in Chandigarh today regarding the preparations for the Rabi procurement marketing season 2025-26.
During the meeting, the Chief Minister was informed that 30 per cent of Rabi crops are to be procured by the Food, Civil Supplies and Consumer Affairs Department, 40 per cent by HAFED, 20 per cent by Haryana State Warehousing Corporation and 10 per cent by Food Corporation of India. This time the agencies have set a target of 75 lakh metric tonnes for wheat procurement. The procurement of mustard started from March 15 and lentils from March 20. This procurement will continue till May 1. Similarly, the procurement of wheat, barley and gram will start from April 1, while the procurement of sunflower will start from June 1.
The Chief Minister directed the officials to make a programme to continue the procurement period of Rabi crops for 15 to 20 days on the basis of the pilot project, so that farmers do not face any inconvenience in selling the crop.
It was informed in the meeting that a cash credit limit of Rs 6653.44 crore has already been approved by the Finance Department/Reserve Bank of India for the Rabi procurement marketing season 2025-26. Apart from this, bankers will also have to keep in mind the government's commitment to make direct payment to the farmers' accounts within 48 to 72 hours of the issuance of the exit gate pass from the mandis.
Haryana ranks second in wheat production in the country and gives about 25 per cent of the wheat to the central pool. The Chief Minister was informed that 415 mandis will be operational in the state for wheat procurement, 25 for barley, 11 for gram, 7 for lentils, 116 for mustard and 17 for sunflower.
It was informed in the meeting that the minimum support price of wheat has been fixed at Rs 2425 per quintal, barley at Rs 1980 per quintal, gram at Rs 5650 per quintal, lentil at Rs 6700 per quintal, mustard at Rs 5950 per quintal and sunflower at Rs 7280 per quintal. Haryana is the first state in the country where all crops are purchased on 100 per cent MSP.
Chief Minister Sh. Nayab Singh Saini directed the officials that there should not be any shortage of gunny bags in the mandis. The commission agents should also be asked to arrange chairs for the farmers to sit. To ensure that farmers and labourers do not face any problem in getting food in the mandis, 53 Atal Kisan Mazdoor Canteens are functional. Apart from this, a toll free Kisan Call Centre will be operated to resolve the complaints of farmers and traders. 108 mandis of the state are connected to the e-NAM platform.
All Deputy Commissioners of the state have been directed to constitute a team to ensure monitoring of the procurement process of crops throughout the season. Additional Chief Secretary of Agriculture and Farmers’ Welfare Department, Sh. Raja Sekhar Vundru, Principal Secretary to the Chief Minister, Sh. Arun Gupta, Special Secretary of Finance Department, Amneet P Kumar, Additional Principal Secretary to the Chief Minister, Dr. Saket Kumar, MD, HVPNL, Smt. Ashima Brar, Director General of Agriculture Department, Sh. Rajnarayan Kaushik, Director of Food, Civil Supplies and Consumer Affairs Department, Sh. Rajesh Jogpal and other officers were present in the meeting.

Chandigarh, March 24: An Ultra-Modern Fire Station will be established in the Municipal Corporation area of Panipat at a cost of Rs 17.85 crore. Haryana Chief Minister Sh. Nayab Singh Saini approved contracts totaling Rs 109.30 crore during the meeting of the High-Powered Works Committee (HPWC) held under his chairmanship today. Negotiations with various bidders during the meeting resulted in a significant cost saving of Rs 6.92 crore.
Haryana Urban Local Bodies Minister Sh Vipul Goel was also present in the meeting.
Approval was also given for the installation of new LEDs and the replacement of existing street lights with energy-efficient LED street lights, along with a Centralized Control and Monitoring System (CCMS) Panel for a smart lighting system in Yamunanagar, at a cost of Rs 16.50 crore. Additionally, the implementation of a smart street light system within the limits of the Municipal Corporation of Ambala, which includes replacing conventional street lights and installing new LED luminaires integrated with the Centralized Control and Monitoring System (CCMS), was approved at a cost of Rs 14.70 crore.
Likewise, the strengthening of the road from Meerut Road to Udham Singh Chowk via Community Centre, Sector-9, and the market area (Meerut Road to Sai Mandir and Chowk, Sai Mandir to Noor Mahal Chowk and Chowk, Noor Mahal Chowk to Udham Singh Chowk, and Udham Singh Chowk to Community Centre) under the Municipal Corporation of Karnal, at a cost of Rs 7.90 crore, was also approved.
The meeting also approved the construction of hostel blocks for the Hockey Stadium at Kailash, Karnal, on an EPC mode under the Smart City Mission, at a cost of Rs 13.25 crore. Additionally, the development of two collateral roads—Shani Mandir Road and Sector-28 Main Road—under the Smart City Project in Faridabad, at a cost of Rs 18.10 crore, was approved. Furthermore, the construction of various streets and drains in the Municipal Council of Palwal area, at a cost of Rs 9.93 crore, and the construction of an IPB street along with drain in the newly regularized Colony-154 in Wards 20 and 21 of the Municipal Council, Hodal, at a cost of Rs 11.07 crore, were also approved.
The Chief Minister directed that all works be completed within the prescribed time frame, adding that any delays would hold the concerned contractor and officers accountable. He also emphasized the need to ensure the use of quality materials in construction, making it clear that quality would not be compromised under any circumstances.
Principal Secretary to Chief Minister Sh Arun Kumar Gupta, Commissioner and Secretary Urban Local Bodies Department Sh Vikas Gupta, Commissioner and Chief Engineer of concerned Municipal Corporation and other senior officers of the Urban Local Bodies department were also present in the meeting.

Chandigarh, March 24 – Haryana Development and Panchayat Minister, Sh. Krishan Lal Panwar, has been making continuous efforts to boost development in Panipat district. As part of this, he made special efforts to get approval from the Public Works Department to construct a road from Panipat to Jind. Chief Minister, Sh. Nayab Singh Saini has granted administrative approval of Rs. 184 crore for this project. The tender process for the construction will be completed soon.
Sh. Krishan Lal Panwar said that a new road will be built from Panipat to Jind. The section from Panipat to Dariyapur Mod will be a four-lane road, which falls under Panipat district, and Rs.92 crore has already been approved for its construction.
Similarly, the stretch from Dariyapur Mod to Jind will be a 10-meter-wide road under Jind district, with Rs. 92 crore allocated for its development. Besides this, Rs. 25.26 crore has been released for shifting electricity poles and fulfilling requirements of the Forest Department.
The minister further said that drainage systems will be constructed in all villages along the road wherever required to ensure proper water management.
