Candidates with criminal antecedents are required to publish information, CEO
Political parties are also required to publish such information on their official websites
Chandigarh, September 5 - Chief Electoral Officer, Haryana, Sh. Pankaj Agarwal said that, according to the directives of the Election Commission of India, candidates contesting the State Assembly elections and political parties must publish the criminal antecedents. Besides this, such information should also be available on their official websites.
He said that candidates with criminal antecedents are required to publish information in this regard in newspapers and through television channels on three occasions during the campaign period. Political party that sets up candidates with criminal antecedents are also required to publish information about criminal background of its candidates, both on its website and also in newspapers and television channels on three occasions. This information shall also be published in one local vernacular newspaper and one national newspaper; on the official social media platforms of the political party, including Facebook & Twitter.
He said that it is mandatory for political parties to upload on their website detailed information regarding individuals with pending criminal cases, who have been selected as candidates, along with the reasons for such selection, as also as to why other individuals without criminal antecedents could not be selected as candidates. The reasons as to selection shall be with reference to the qualifications, achievements and merit of the candidate concerned, and not mere "winnability" at the polls.
These details shall be published within 48 hours of the selection of the candidate. The political party concerned shall then submit a report of compliance with these directions with the Election Commission within 72 hours of the selection of the said candidate. If a political party fails to submit such compliance report with the Election Commission, the Election Commission shall bring such non-compliance by the political Party concerned to the notice of the Supreme Court as being in contempt of this Court's orders/directions, said Sh. Pankaj Agarwal.
Sh. Pankaj Agarwal said that the political parties are to publish information regarding criminal antecedents of candidates on the homepage of their websites, thus making it easier for the voter to get to the information that has to be supplied. It will also become necessary now to have on the homepage a caption which "candidates with criminal antecedents".
He said that the information about criminal background will have to be published through television channels and newspapers thrice, within first 4 days of date of withdrawal of Nominations, between next 5th to 8th day and from 9th day till the last day of election campaign.
Election activities will be monitored through videography
The Chief Electoral Officer while directing the District Electoral Officers, said that videography of all important activities in the respective districts will be carried out. Adequate numbers of video and digital cameras, as well as camera teams, should be arranged for this purpose.
He said that videography will be done for various activities such as filing and scrutinising nomination papers, allocation of election symbols, preparation and storage of electronic voting machines, important public meetings and processions during election campaigns, the process of sending postal ballots, the voting process at identified sensitive polling stations, storage of polled EVMs and VVPATs, and the counting of votes.
In addition, CCTV cameras should be installed at key border check posts and static check points for effective surveillance and monitoring. He further directed that 100 percent webcasting should be arranged at all polling stations in the state.

Chandigarh, September 5: Haryana will commence the procurement of Kharif pulses and oilseeds, including moong, groundnut, arhar, urad, and til, starting from October 1, 2024.
The procurement schedule outlines that Moong will be procured from October 1 to November 15, followed by Groundnut from November 1 to December 31. Additionally, Arhar, Urad, and Til will be procured from December 1 to December 31..
The Chief Secretary, Dr. T.V.S.N. Prasad today reviewed the preparations for the procurement of crops for the 2024-25 marketing season and directed officials to ensure a smooth and hassle-free procurement process for farmers.
Dr. Prasad emphasized the need to procure crops in a timely manner and to make adequate arrangements for storage and gunny bags at the mandis.
Haryana is expecting a bumper production of Kharif crops this year, with an estimated production of 27197 metric tonnes of moong, 238 MT of arhar, 85 MT of urad, 471 MT of til, and 9668 MT of groundnut.
The procurement will be carried out at the Minimum Support Price (MSP) announced by the Government of India. HAFED will also participate in the procurement process.

Ankur Gupta,Additional Chief Secretary ,Finance & Planning, Sh.
