Chandigarh, December 18 – Haryana Chief Minister, Sh. Nayab Singh Saini while addressing the gathering at Dhanyawad rally organised in Kalka Assembly Constituency on Wednesday said that the state government, aligned with Prime Minister, Sh. Narendra Modi’s vision of ‘Sabka Saath, Sabka Vikas’ and the mantra of ‘Haryana Ek, Haryanvi Ek,’ is committed to the state’s development and the welfare of every Haryanvi.

He said that the present state government's policies focus on four pillars of a developed India: farmers, youth, women, and the underprivileged. Through relentless efforts, Haryana has achieved significant progress on both physical and human development indices, said Sh. Nayab Singh Saini.

The Chief Minister said that during the Viksit Bharat Jan Samvad Sankalp Yatra, Prime Minister, Sh. Narendra Modi provided a roadmap for the nation's golden future. Supporting these Sankalp (guarantees), every Haryanvi has once again entrusted BJP with the opportunity to serve for a third term, said Sh. Nayab Singh Saini.

He criticized Congress for failing to alleviate hardships and fostering disputes instead of offering solutions. Sh. Nayab Singh Saini said that the public has clearly understood Congress’s intentions and decisively defeated the Ghamandiya Gathbandhan (arrogant alliance) during the elections.

*Rs. 712 crore spent on development projects in Kalka over the past decade, CM*

The Chief Minister said that the government has continuously worked to enhance tourism, education, connectivity, and healthcare in Kalka. In the past 10 years, development works worth Rs. 712 crore have been completed in the region. Moving forward, the government aims to triple the pace of development in its third term, said Sh. Nayab Singh Saini.

*Dedicated efforts will be made to Develop Kalka a Tourism Hub*

The Chief Minister said that Kalka, nestled in the Shivalik hills, holds immense potential as a tourist destination. The government is committed to transforming the region into a tourism hub, aiming to more than double tourist inflow. Efforts are underway to develop the Kalka to Kalesar belt as a tourist corridor, said Sh. Nayab Singh Saini.

*Focus on further strengthening basic infrastructure in Kalka Constituency, CM*

Sh. Nayab Singh Saini said that the government has taken significant steps to improve basic amenities in Kalka, including establishing a college in Raipur Rani, a polytechnic in Nanakpur, and constructing a nursing college in Pinjore's Khedarwali village. He said that infrastructure projects such as the Pinjore Bypass on National Highway 21-A and boosting water supply systems in Kalka and Pinjore have been prioritized.

*An amount of over Rs. 1.25 lakh crore transferred into the farmers accounts for Crop Procurement, CM*

The Chief Minister said that the present state government gives Minimum Support Price (MSP) for all crops and directly transfers payments to farmers’ bank accounts through Direct Benefit Transfer (DBT). Till date, Rs. 1.25 lakh crore has been deposited into the accounts of 12 lakh farmers. Additionally, under the Bhavantar Bharpai Yojana, 23,568 farmers have received Rs. 76 crore as the Bhavantar amount.

*Youth Empowerment and Employment main focus, CM*

The Chief Minister said that 26,000 youths were recruited into government jobs without favoritism on the day of his oath-taking ceremony. So far, 1.71 lakh youths have been given government jobs, and ensure job security for 1.2 lakh employees.

*Support for Women Through Lado Laxmi Yojana*

The government is set to launch the Lado Laxmi Yojana, providing women with monthly financial assistance of Rs. 2,100. Additionally, each village will have a Women Chaupal and the percentage of women in the police force will be increased from 15 percent to 25 percent.

Earlier speaking on the occasion, Kalka MLA, Smt. Shakti Rani Sharma said that it is a matter of good fortune for the people of Kalka that the Dhanyawad rallies being held across the state have been started from Kalka Assembly constituency.

Chandigarh, December 18 – Haryana Chief Minister, Sh. Nayab Singh Saini on Wednesday gifted development projects worth Rs. 25 crore to the residents of Kalka Assembly Constituency. The inauguration of these projects namely the construction of a 132 KV and 66 KV sub-station in Nanakpur, a bridge over Khuhwala River in Nanakpur, and a bridge over Berghati River in Nala Dakrog village were done during the Dhanyawad rally in Kalka Assembly Constituency.

Besides this, the Chief Minister made several announcements for the constituency including constitution of a committee under the Tourism Department to identify and declaring old buildings as heritage, the establishment of a film city, a zoo, a safari in the Morni region, tourism activities at Kaushalya Dam, and the renovation of historical stepwells. Kalka MLA Smt. Shakti Rani Sharma will be the special invitee of this Committee. The committee will submit a detailed report within six months regarding these works.

Addressing the gathering the Chief Minister said that this rally marks the beginning of statewide Dhanyawad rallies, which will accelerate development in the Kalka constituency.

*New Administrative and Judicial Complex will be constructed in Pinjore*

The Chief Minister announced the construction of a new administrative and judicial complex in Pinjore. Additionally, Swagat Dwar will be built at two entry points of Kalka from Himachal Pradesh. Besides this, new water tanks and check dams will be constructed in the Morni-Shivalik region. Under the School Education Department's budgetary provision, Rs. 5 crore will be allocated for strengthening the school infrastructure. A feasibility study will also be conducted to establish a food processing plant for tomatoes in the Kalka constituency on a PPP mode.

*Upgradation of Veterinary Dispensaries will be done in Ganeshpur Bhoria and Badi Sher*

The Chief Minister also announced the upgradation of the veterinary dispensaries in Ganeshpur Bhoria and Badi Sher villages into veterinary hospitals. Additionally, a new veterinary dispensary will be opened in Basudevpura village. Furthermore, Rs. 5 crore was announced separately for Kalka’s development projects.

Sh. Nayab Singh Saini shared that tenders have been invited for a survey to install a sewage plant and laying of sewage lines in Raipur Rani. The project will be expedited for timely completion. He said that a feasibility study will also be conducted for establishing fire stations in Raipur Rani and Morni. Moreover, tenders will be invited for developing parks in six wards of the constituency, with additional parks being planned in five other wards, subject to land availability.

During the meeting, he directed the officers to ensure that all the development works going on at these two Shrine Boards should be completed within the stipulated time frame, and in future, complete care should be taken of the facilities of the devotees, especially during festivals and Navratri, devotees should not face any kind of problem.

The Cabinet Minister said that the government is making continuous efforts for the welfare of every section. Proper arrangements are being made for the devotees in all the religious places of the state. Nayab Singh Saini while coming down heavily on the Punjab government said that they should hold talks with their farmers and find solutions to their problems. Congress and their allies should prioritise giving Minimum Support Price (MSP) to the farmers' in their own states instead of politicising farmers' issues, said Sh. Nayab Sing Saini was interacting with the journalists in Bhiwani on Wednesday.

The Chief Minister said that congress ruled the country for many years, yet failed to work for the welfare of farmers, women, youth, and the underprivileged. If Congress had worked for the welfare of the people, they would have the public’s support today. Instead, they spent their time blaming and discrediting EVMs after every loss, he added.

The Chief Minister said that central and state governments have implemented several schemes for the welfare of the farmers, the poor, youth, and women over the past decade, benefitting every section. Apart from this young individuals have been employed on the basis of merit without any 'Kharchi and Parchi'. Haryana has become the first state in the country to procure the maximum number of crops on MSP and farmers are also benefiting from schemes like Bhavantar Bharpayee Yojna, said Sh. Nayab Singh Saini.

He said that a special campaign is being run to eradicate drug addiction in the state. Rehabilitation centers are helping individuals struggling with addiction rejoin mainstream society. Besides this, the state's progressive sports policies encourage youth to participate in sports. Skill training programmes are also being conducted to connect youth with industries and create job opportunities, said the Chief Minister.

The Chief Minister appealed to the youth to stay away from drugs and spread awareness about its harmful effects.

*Strict action against those selling and producing adulterated food: Minister of state Rajesh Nagar*

Chandigarh, December 18- Food, Civil Supplies and Consumer Affairs Minister, Sh. Rajesh Nagar said that selling or producing adulterated food will not be tolerated under any circumstances. He assured strict action will be taken against anyone engaging in such activities.

Sh. Rajesh Nagar was addressing a meeting of the District Public Relations and Grievance Redressal Committee held in Kurukshetra on Wednesday.

During the meeting, Sh. Rajesh Nagar heard 14 agenda complaints, resolving seven on the spot and directing concerned department officers to take swift action on the remaining cases. Taking strict cognizance of a complaint by Prem Chand from Sector 3, the Minister directed stringent action against an individual involved in making adulterated paneer. Inspector, Dr. Amit Kumar informed the meeting that strict measures had already been taken, and three samples of the adulterated paneer were sent to the lab for testing.

The minister further said that if the samples fail quality tests, the culprit will face severe legal consequences, including penalties of up to Rs. 10 lakh, as per the rules. He also directed the administration to submit a detailed report promptly to ensure appropriate action.

Resolving another complaint by Amreek Singh from Umri village, the Minister directed the Deputy Commissioner to approve the installation of a tubewell to provide drinking water at Guraya Farm.

Chandigarh, December 18 – The All India Civil Services Badminton Tournament 2024-25 is set to take place from January 3 to 8, 2025, at Thyagaraj Stadium in New Delhi. The event will feature competitions for both men’s and women’s players.

An official spokesperson informed that several other sports events will be organized alongside badminton, including cricket, basketball, kabaddi, and table tennis. The cricket tournament will be held from January 3 to 10 at various venues, including Bharat Nagar Cricket Ground, Ashok Vihar; Vikas Puri Cricket Ground; Sonia PVR behind G-Block; Central Secretariat Cricket Ground, Vinay Marg, Chanakyapuri; and S.B.V Shakurpur Cricket Ground at Britannia Chowk in Delhi.

710 Primary Agricultural Credit Societies in Haryana digitized: Chief Secretary

PACS/PCCS have covered all gram panchayats in Haryana

Chandigarh, December 18 – Haryana Chief Secretary Dr. Vivek Joshi presided over the 3rd meeting of the State Cooperative Development Committee (SCDC) here today.

While expressing satisfaction on the computerization of 710 Primary Agricultural Credit Societies (PACS), he said this step will not only improve efficiency of PACS, but will also help in tackling corrupt practices. The Chief Secretary also called for training of officials to ensure seamless transition to a digital framework.

It was informed in the meeting that PACS/PCCS (Primary Cooperative Credit Societies) have covered all gram panchayats in Haryana. Moving forward, a Joint Working Committee has been formed in all the districts for the formation of Multipurpose PACS, along with Dairy & Fisheries Cooperative Societies in every gram panchayat of the state. The meeting was informed that new Model Bye-laws have been adopted by all PACS/PCCS in Haryana to increase their viability and diversify their activities, making them vibrant economic entities at the village level.

Under a pilot project of central government, the PACS of the state are also working on construction of new godowns. The PACS will also provide Common Service Center (CSC) services to people. In all, 433 PACS have been boarded as Common Service Centers in the state while CSC services have already been started by 202 PACS. Four PACS, namely Bass, Matloda, Narnaud and Hathira have started the sale of medicines in Jan Aushadhi Kendras. In addition, 742 PACS have started functioning as Pradhan Mantri Kisan Samridhi Kendras.

It is noteworthy that under the Multi-State Cooperative Societies Act 2002, a new National Cooperative Exports Limited has been set up as an umbrella organization to promote exports from the cooperative sector. Through this society, the export of farmers’ products will be facilitated and the farmers will get better price of their products. 420 societies have been given the membership of the National Cooperative Exports Limited.

Further, 347 societies have been made member of the National Cooperative Organics Limited, which has been established under the Multistate Cooperative Societies Act, 2002 as an umbrella organisation which will work for production, distribution and marketing of certified and authentic organic products.

In addition, 499 societies have been given membership of a new Bhartiya Beej Sahakari Samiti Limited, which has been set up as an umbrella organization for cultivation, production and distribution of improved seeds under a single brand name.

The Chief Secretary also asked the Cooperation Department to form a three-member committee to identify the problems faced by members of cooperative group housing societies. The committee will give its recommendations to resolve their grievances.

Public Hearing on New Power Tariffs Scheduled for January 15, 2025, to be Chaired by Nand Lal Sharma; Member Mukesh Garg to Hear Arguments

Chandigarh December 18 - The Haryana Electricity Regulatory Commission (HERC) has announced a public hearing to discuss new electricity tariffs and the projected revenue requirements for power companies in the upcoming fiscal year. The hearing is set for January 15, 2025, at the HERC headquarters in Sector 4, Panchkula. Nand Lal Sharma, the Commission's Chairman, will preside over the hearing, with Mukesh Garg, Member of the Commission, also present to hear arguments from stakeholders.

Focus of the Hearing

The public hearing will address petitions submitted by Haryana's key power utilities, which include HPGCL (Haryana Power Generation Corporation Limited), HVPN (Haryana Vidyut Prasaran Nigam), UHBVN (Uttar Haryana Bijli Vitran Nigam) and DHBVN (Dakshin Haryana Bijli Vitran Nigam)

The petitions cover the following components:

1. True-Up for Financial Year 2023-24

2. Business Plan for 2025-29

3. Mid-Term Performance Review for 2024-25

4. Projected Revenue Requirements for 2025-26

The Commission invites all stakeholders, including the general public, to submit their objections and suggestions in writing to the Secretary of HERC by January 5, 2025. Gaushalas in Haryana now to get Five-Fold increase in grant for Cattle Fodder

Nayab Sarkar is making dedicated efforts for Govansh Sanrakshan, continuous increase in budget for ‘Govansh Sanrakshan’ and strengthening the Gaushalas

Chandigarh, December 18- Haryana government, under the leadership of Chief Minister, Sh. Nayab Singh Saini is making dedicated efforts to make the state stray cattle-free while making several significant decisions for Govansh Sanrakshan and strengthening of gaushalas.

Sharing information in this regard an official spokesperson said that while taking a step further, the Gaushalas in Haryana will now get a five-fold increase in the grant for fodder to Rs. 20 per cow per day, Besides this, an amount of Rs. 25 per day will be given for Nandi and Rs. 10 per day for calves as fodder subsidy. For this initiative, a budget of Rs. 211 crore has been earmarked.

The spokesperson further shared that the government aim is to create awareness among people to ensure that cows and other cattle are not abandoned on the streets but are instead sent to the nearby gaushala for their care.

Chandigarh, December 18 – The Haryana State Election Commission has issued directives to update voter lists for the wards in 5 Municipal Corporations, 3 Municipal Councils, and 26 Municipal Committees.

A spokesperson of the Commission informed that the voter lists for the wards in the Municipal Corporations of Ambala, Faridabad, Gurugram, Manesar (Gurugram), and Sonipat, as well as for the Municipal Councils of Ambala Sadar, Pataudi, Jatauli Mandi, and Sirsa, will be updated.

Additionally, the voter lists for the wards in several Municipal Committees will also be updated. These include Barara in Ambala, Bawani Khera, Loharu, and Siwani in Bhiwani district, Jhakhal Mandi in Fatehabad district, Farrukhnagar in Gurugram district, Narnaund in Hisar district, Beri in Jhajjar district, Julana and Safidon in Jind district, Kalayat, Siwan, and Pundri in Kaithal district, Indri, Nilokheri, Assandh, and Taraori in Karnal district, Ismailabad and Ladwa in Kurukshetra district, Ateli Mandi and Nandina in Mahendergarh district, Tauru in Nuh district, Hathin in Palwal district, Kalanaur in Rohtak district, Kharkhoda in Sonipat district, and Radaur in Yamunanagar district.

The spokesperson further informed that from December 9 to December 16, 2024, the voter lists and all supplements prepared by the Election Commission of India will be distributed in the wards of the above-mentioned Municipal Corporations, Councils, and Committees. The draft voter lists will be published on December 17, 2024, inviting claims and objections. Claims and objections will need to be submitted to the Revising Authority by December 23, 2024. The Revising Authority will address the claims and objections by December 27, 2024.

The final date to appeal against the decisions of the Revising Authority to the Deputy Commissioner is December 31, 2024. The Deputy Commissioner will resolve appeals by January 3, 2025. The final publication of the updated voter lists will be made on January 6, 2025, added the spokesperson.

Chandigarh, December 18 - Haryana Chief Minister, Sh. Nayab Singh Saini said that Panchayats doing good work against drugs and police officers and staff who take swift action to stop drug peddling or supply will be honored by the government. He said that if any officer concerned fails to curb drugs in his area, action will be taken against them. The government is committed to making Haryana a drug-free State. He emphasized that negligence done at any level in drug-related matters will not be tolerated.

The Chief Minister was addressing a programme organized against drug abuse in Panchkula on Wednesday. He said that drug abuse has become a global issue. The involvement of terrorist groups and syndicates in drug trafficking has led to the threat of narco-terrorism, which is now becoming a national security and sovereignty concern for countries.

*Government has established an inter-state secretariat in Panchkula to curb drug abuse*

The Chief Minister shared that the government has formed a special task force to take action against drug traffickers. This task force is continuously working to root out drugs from the state. The government has established an inter-state secretariat in Panchkula to tackle drug menace. Representatives from seven northern states – Haryana, Punjab, Delhi, Himachal Pradesh, Chandigarh, Uttarakhand, and Rajasthan coordinate and share information to prevent drug abuse.

The Chief Minister said that to fulfill Prime Minister, Sh. Narendra Modi’s vision of a developed India, the state government has taken up the responsibility of making a drug-free society. Under his leadership, a zero-tolerance policy has been adopted against narcotics.

*52 drug de-addiction centers opened in the state*

Sh. Nayab Singh Saini informed that 52 drug de-addiction and rehabilitation centers have been opened in the state. Drug de-addiction wards have also been set up in government medical colleges. Additionally, 13 district civil hospitals have drug de-addiction centers, he said.

He said Mission teams have been formed at the village, ward, and state levels for drug de-addiction and rehabilitation. A mobile app named 'Saathi' has been developed for all chemist stores in the state to prevent the illegal sale of drugs used for narcotics.

*Government working with saints, mahatmas, and NGOs*

The Chief Minister informed that a program called “Dhaakad” has been launched at schools, colleges, universities, and other educational institutions to protect children and youth from drug addiction. To effectively control drug trafficking and sales, Anti-Narcotics Cells have been established at the district, range, and state levels in Haryana, he said.

He said that the goal of the government is to raise awareness and make Haryana drug-free, working in collaboration with saints, mahatmas, NGOs, and civil organizations.

The Chief Minister said that it is everyone's responsibility to raise awareness about the ill effects of drug consumption among the youth and support those struggling with addiction in quitting.

On this occasion, Rajya Sabha MP, Sh. Kartik Sharma, Additional Chief Secretary, Home, Dr. Sumita Misra, senior officers of the health department, and other dignitaries were also present.

Chandigarh, December 18- Haryana Environment, Forests and WildLife Minister, Rao Narbir Singh, has directed the Haryana State Pollution Control Board (HSPCB) officers to impose a complete ban on plastic polythene within a month, emphasising that its use is already prohibited in the state.

Rao Narbir Singh presided over a review meeting of the HSPCB's operations today at Haryana Niwas.

The Minister emphasised that regional board officers should personally inspect industries. When an application for industrial setup permission or NOC is submitted online, the regional officer must list all objections at once. Instances of officers raising objections one after the other have been reported, causing unnecessary inconvenience to applicants, repeated visits to the board, and wastage of time.

He further stated that no individual should hold exclusive rights to set up biomedical waste plants. This process should be open to competition.

The minister highlighted that Gurugram has become a medical hub with only one biomedical waste plant. Hospitals in Gurugram generate 20–22 tons of biomedical waste daily, necessitating an additional plant.

He directed the HSPCB and the Health Department to coordinate efforts to establish another plant. Moreover, the board should review locations where new biomedical waste plants are needed. Strict directions were given to ensure noticeable improvements in the HSPCB's operations by March 31, 2025.

The Minister also directed regional officers to personally inspect industries in the red, orange, and green categories before renewing their licenses and to ensure all formalities are completed. He suggested sending proposals to the government for amending Central Pollution Control Board regulations, if required.

He directed the preparation of a list of all vacant posts in the board and directed the same to be submitted to the Haryana Public Service Commission and the Haryana Staff Selection Commission.

Regarding petrol pumps issuing pollution certificates without properly inspecting vehicle emissions, he directed the board to keep a close watch on such practices. Officers were also directed to monitor all forms of pollution, emphasising that this responsibility lies with everyone.

Additional Chief Secretary, Environment Department, Sh. Anand Mohan Sharan, Chairman, HSPCB , Sh. Vineet Garg, and regional officers from all districts remained present during the meeting.
