Chandigarh, December 24 - Haryana Chief Minister, Sh. Nayab Singh Saini, has said that the government is consistently working for the welfare of the people by following the path shown by our great personalities. He emphasized that the state has taken several beneficial decisions inspired by the teachings and guidance of these personalities.
The Chief Minister was addressing the gathering at a statue unveiling ceremony organized by the Bharatiya Jat Vikas Manch, along with the villagers of Phoolkan, on the occasion of Maharaja Surajmal's Balidan Diwas in village Phoolkan, district Sirsa, on Tuesday. Earlier, the Chief Minister unveiled the statue of Maharaja Surajmal installed in the village and also planted a sapling. Thereafter, he paid floral tributes to the statue of Baba Saheb Bhimrao Ambedkar. The Chief Minister announced to give Rs 21 lakh to the Bharatiya Jat Vikas Manch and Rs 11 lakh to the Baba Saheb Bhimrao Ambedkar Shikshaarth and Charitable Trust.
Chief Minister Sh Nayab Singh Saini described the life of Maharaja Surajmal as both inspiring and exemplary for the younger generations. He stated that Maharaja Surajmal’s name is held with immense pride and honor among the rulers who stood strong against the Mughals in North India. At the young age of 14, Maharaja Surajmal assumed control of the administration of the Bharatpur state and went on to expand it through numerous victorious battles.
The Chief Minister further emphasized that Maharaja Surajmal expanded the Bharatpur state significantly through his foresight, courage, and bravery. His kingdom stretched from the Ganga in the east, to Chambal in the south, Agra in the west, and Delhi in the north. Rather than relying on warfare, Maharaja Surajmal ensured peace and security for his people through diplomacy. His strategic brilliance was evident when he turned the cannons of Abdali aimed at him through his efficient strategy.
Government taking public welfare decisions
Chief Minister Sh Nayab Singh Saini stated that his primary goal is to ensure the welfare and upliftment of farmers, laborers, people belonging to scheduled castes and backward classes, and the overall development of the state. He emphasized that it is the government's duty to protect the honor and self-respect of every citizen. The government has drawn inspiration from the great personality of Maharaja Surajmal ji, and in his footsteps, has implemented numerous public welfare policies. The Chief Minister highlighted that Haryana is the only state in the entire country that purchases all 24 crops of farmers at the Minimum Support Price (MSP), with payments for their crops being made within 72 hours.
The Chief Minister stated that payments for crop purchases are directly deposited into the farmers' bank accounts through Direct Benefit Transfer (DBT). So far, Rs 1 lakh 25 thousand crore has been credited to the accounts of 12 lakh farmers for their crop purchases. He also said that due to delayed rains during the Kharif season this year; farmers had to make additional irrigation and other arrangements for sowing their crops. Acknowledging the struggles of the farmers, the government provided Rs 825 crore at the rate of Rs 2,000 per acre. Furthermore, the government has completely abolished the Abiana that has been in place since the British era and has also waived off previous dues amounting to Rs 133 crore.
The state government took unprecedented decisions in the interest of farmers
Chief Minister Sh Nayab Singh Saini said that the state government has taken many unprecedented decisions in the interest of farmers. Earlier, there used to be disputes between landowners and farmers regarding land possession and compensation etc. Now, by implementing the Agricultural Land Lease Act, we have completely eradicated these disputes. The Chief Minister said that the lease holders who have been occupying Shamlat land for 20 years have been given ownership rights of that land. Also, people living in houses up to 500 square yards built on Panchayat land in villages have been given their ownership rights. These people can get their ownership rights by getting the registry done at the collector rate.
Youths given jobs without Parchi and Kharchi (recommendation and bribes)
Chief Minister Sh Nayab Singh Saini said that the state government has provided jobs to the youth of Haryana based on merit. With the formation of the government, 24,000 youth have joined government jobs, and to date, 1.71 lakh youth have been given government jobs. He further said that in the coming time, two lakh more youth will be given jobs without the need for Parchi and Kharchi (recommendation and bribes). The Chief Minister highlighted the exploitation of youth by contractors in previous governments and emphasized that his government has addressed this issue. Not only has the government established a corporation to protect youth from exploitation, but it has also ensured their future security through legislation. As a result, no one will be able to remove these youth from their positions until they reach retirement age.
The government is empowering women
Chief Minister Sh Nayab Singh Saini said that under the leadership of Prime Minister Sh Narendra Modi, the government is dedicated to empowering women. A target has been set to make 5 lakh women "Lakhpati Didi" in the state. So far, 1.5 lakh women have achieved this status. Additionally, the government has set a goal of providing free drone pilot training to 5,000 women in the first phase under the 'Drone Didi Yojana'. As part of this initiative, drones worth up to Rs 8 lakh are being provided free of cost. To date, free drones have been given to 100 women.
Take inspiration from the life of Maharaja Surajmal: Education Minister
Haryana Education Minister, Sh. Mahipal Dhanda said that Maharaja Surajmal was a great warrior whose glorious history inspires us to move forward while overcoming life's challenges. He urged that we should follow in his footsteps and resolve to pass on his legacy to future generations. The Minister emphasized that reading the history of our ancestors and great personalities fills us with pride. He also highlighted that the biography of Maharaja Surajmal provides an example of social harmony. He encouraged everyone not only to read about Maharaja Surajmal’s history but also to incorporate his ideals into our behavior and conduct.
He appealed to the people present to provide quality education to their children and inspire them to move forward. The state government is committed to the prosperity of farmers, with Chief Minister Sh Nayab Singh Saini working to empower them through modern agricultural equipment and farmer-friendly policies. On this occasion, the Education Minister announced to give Rs 11 lakh to the Bharatiya Jat Vikas Manch.
Maharaja Surajmal was the best among all warriors: Barala
Rajya Sabha MP Sh Subhash Barala while paying tribute to Maharaja Surajmal said that Maharaja Surajmal was a great warrior who took along all communities and not one caste. Maharaja Surajmal fought many battles against the Mughals. Mughals trembled at his name. Maharaja Surajmal was the best among all warriors and all classes had a share in his army. Rajya Sabha MP said that his valour was such that persecution of Hindus and cow slaughter had stopped in that period. He said that the work of Gau Sewa has been going on since the Sanatan era and Maharaja Surajmal has carried this work forward and cherished the dream of Akhand Bharat.

Chandigarh, December 24 - Haryana Chief Minister, Sh. Nayab Singh Saini on Tuesday chaired a review meeting regarding the construction process of the 700-bed civil hospital to be built in Gurugram. The hospital will be constructed as part of efforts to improve healthcare services in the region.
During the meeting, the Additional Chief Secretary, Health Department, Sh. Sudhir Rajpal while providing an update on the construction progress of the civil hospital in Civil Lines shared that the hospital will be built on 7.73 acres of land at a cost of around Rs. 990 crore. The hospital will consist of a 13-story building, including a basement, ground floor, and 11 floors. The hospital will include 60 ICU beds, 12 operation theaters, and an emergency helipad, among other important facilities.
He further shared that at present there is a nearby government school built on approximately 1.5 acres of land to provide more space for the hospital's future needs and improve public access to the facility. The state government can think of shifting the school building on the opposite side of the road to a 2.5-acre plot of land owned by the Education Department.
Meanwhile, after receiving a detailed report on the progress of the hospital’s construction, the Chief Minister directed that arrangements should be made according to the project’s timeline. He further directed the officers to ensure that the hospital meets the future medical needs of the city. He also directed that the new building for the school, proposed by the Education Department, be constructed in a multi-story design. He said that the school should continue to operate in its current building until the new one is ready.

Chandigarh, December 24 – Haryana Chief Minister, Sh. Nayab Singh Saini while addressing a one-day conference on ‘Good Governance through Effective Implementation’, held at SGT University in Gurugram on Tuesday said that just as former Prime Minister Late, Sh. Atal Bihari Vajpayee introduced the concept of good governance in 1998, the tradition has been successfully carried forward over the past decade through mission-driven efforts under the leadership of Prime Minister, Sh. Narendra Modi. He further highlighted the Haryana Government's commendable efforts in simplifying and improving the lives of the people during this period.
Notably, the conference was organized by Rambhau Mhalgi Prabodhini and SGT University. Speaking on the occasion, the Chief Minister said that Prime Minister, Sh. Narendra Modi has started the tradition of observing December 25 as Good Governance Day, celebrating the birth anniversaries of former Prime Minister Late, Sh. Atal Bihari Vajpayee and Mahamana Madan Mohan Malviya across the country. He extended greetings to the people of the state on the occasion of' birth anniversaries of these great personalities and Christmas.
The Chief Minister said that just as Late, Sh. Atal Bihari Vajpayee developed rural infrastructure through the Pradhan Mantri Gram Sadak Yojana, Prime Minister, Sh. Narendra Modi has similarly advanced good governance by implementing numerous schemes that have simplified and improved the lives of the people.
He said that over the past ten years, Haryana has worked toward creating a transparent and corruption-free system, focusing on merit-based recruitment, an online transfer policy, and ensuring that the benefits of government schemes reach eligible individuals. As a result, today, the son of a poor family is becoming an HCS officer.
The Chief Minister said in the last ten years, the present state government has provided over 1.71 lakh jobs without Parchi Kharchi. Similarly, employees have been given postings to their preferred stations through the online policy. He said that Atal Service Centers are now providing citizens with access to government schemes near their homes.
Citing the example of the newly opened HEPC office in Panchkula, the Chief Minister said that now, NOCs related to industries are being provided at a single location. Similarly, the elderly are receiving pension scheme benefits automatically, all from the comfort of their homes. He expressed his happiness that the present government has abolished the colonial-era black laws and implemented the Bharatiya Nyaya Sanhita. The laws that were previously exploited have been repealed. The Bharatiya Nyaya Sanhita is being implemented rapidly in Haryana.
Speaking at the conference, Tripura Chief Minister, Prof. Manik Saha said that inspired by former Prime Minister Late, Sh. Atal Bihari Vajpayee, the central government is working seriously for the development of northeastern states. As a result, migration from these states has decreased, and people are now finding employment within their own homes. He said that good governance is essential for gaining the trust of the public and working towards the development of the country and states.
Chhattisgarh Finance Minister, Sh. O.P. Choudhary shared how good governance policies are being implemented in his state. Former MP and 𝐕𝐢𝐜𝐞-𝐂𝐡𝐚𝐢𝐫𝐦𝐚𝐧 𝐨𝐟 𝐑𝐚𝐦𝐛𝐡𝐚𝐮 𝐌𝐡𝐚𝐥𝐠𝐢 𝐏𝐫𝐚𝐛𝐨𝐝𝐡𝐢𝐧𝐢, 𝐃𝐫. 𝐕𝐢𝐧𝐚𝐲 𝐏. Chandigarh, December 24- Haryana Chief Minister, Sh. Nayab Singh Saini on Tuesday chaired a key meeting for the metro expansion under the Gurugram Metro Rail Limited (GMRL) from Millennium City Center to the Railway Station, Sector-22, and Cyber City held in Gurugram. Industry Minister Rao Narbir Singh and former MLA Bimla Chaudhary also remained present during the meeting.
The Chief Minister said that for the convenience of the residents of Gurugram, the expansion of the metro network between Gurugram's Millennium City Center to Railway Station, Sector-22 and Cyber City will be done. This project aims to further enhance connectivity, ease traffic congestion, and provide an efficient, eco-friendly transport option for the city. He said that a total investment of Rs. 5452.72 crores will be allocated for the successful completion of the metro expansion project. The construction work is scheduled to begin on May 1, 2025.
Metro Expansion to be completed in four years
The Chief Minister was apprised that the Metro expansion will take four years to complete. The Chief Minister directed officers concerned to accelerate the work while ensuring minimal inconvenience to residents during construction. He directed the officers to create a robust infrastructure to benefit people for the long term. He said that whenever a major infrastructure project is undertaken, the officers concerned should devise a plan that ensures its longevity and provides long-term benefits to the people.
The Metro will be based on Communication-Based Train Control ( CBTC) signaling and will have a maximum speed of 80 km/h
During the meeting, the Chief Minister was apprised that an amount of Rs 896.19 crore will be spent on this project by the Central Government and Rs 4556.53 crore by the Haryana Government. Under this project, a medium metro will be established and it will operate on standard gauge. Besides this, the Metro will be based on Communication-Based Train Control ( CBTC) signaling and will have a maximum speed of 80 km/h. Initially, it will operate with three coaches, expandable to six. It was further informed that five underpasses and flyovers will also be constructed as part of the project.
The 28.50 km metro line will have 27 stations
The detailed project report (DPR) for the Metro connecting Millennium City to Cyber City has been approved by the Haryana and Central Governments. Prime Minister, Sh. Narendra Modi laid the foundation stone on February 16, 2024. The line will include 27 stations, eight of which will be model stations, and one depot.
Geotechnical Investigation for Phase-1 Completed
The Chief Minister was apprised that to establish this metro project, Gurugram Metro Rail Limited is working on identifying eligible candidates for 20 essential posts based on deputation or immediate inclusion, in accordance with the rules and conditions of their parent departments. Similarly, the work for the first package (13 km) related to geotechnical investigation has been completed, while civil, architecture, and E&M work has already commenced. Under this project, tenders will be invited by January 31, 2025, for appointing a consultant for the construction of the depot and for the first civil package (Millennium City Centre to Sector-9 and Sector-101 Dwarka, covering a total length of approximately 13 km). Additionally, tenders will be invited by February 15, 2025, for the second civil package (Sector-9 to Cyber City, approximately 13 km). An executive committee and a coordination committee have also been formed to oversee the implementation of the metro expansion project.
Discussion on Establishing 10 model Industrial townships
During the meeting, discussions were held on the ruling party's manifesto promise to establish 10 model industrial townships. The proposal for the Panchgram scheme along the Kundli-Manesar-Palwal Expressway was also reviewed. Furthermore, the Chief Minister directed the officers to develop industrial towns near highways, ensuring employment opportunities and ease of investment. These towns should offer industrial, residential, infrastructure, and commercial facilities. The Chief Minister also directed the officers to ensure swift approvals for investors applying to invest in Haryana. A nodal officer will be appointed to ensure smooth processing, avoiding unnecessary delays for investors.
Meanwhile, Chief Principal Secretary to Chief Minister, Sh. Rajesh Khullar also attended the meeting online and assured that plans for 10 model industrial cities with comprehensive facilities will be prepared and presented during the upcoming budget session.

New initiatives in Haryana: Energy from Waste and Solar Power – Anil Vij
Chandigarh, December 24 – Under an ambitious plan by the Haryana government, modern plants will be established in every district of the state to generate electricity from waste. These plants will convert waste into energy, contributing to both cleanliness in districts and electricity production.
This decision was taken during a review meeting of the Department of New and Renewable Energy, chaired by Haryana Energy Minister, Sh. Anil Vij. The meeting included detailed discussions on the use of renewable energy and energy conservation strategies.
It was also discussed in the meeting that solar panels will be installed on all government buildings in the state. Departments will be directed to provide information about their buildings to facilitate this process. Besides this, solar powerhouses will be set up in each district to power streetlights using solar energy. During the day, energy will be stored, which will then be used to supply electricity to streetlights at night.
In another significant initiative, a pilot project will be launched in one village to promote the use of solar energy among farmers. Through this project, farmers will be supplied electricity via solar panels.
He said that under the Energy Conservation Act, 2001, it will be mandatory for industries, buildings and commercial establishments in the state to strictly follow energy saving measures. Violation of the provisions of this Act can lead to a penalty of up to Rs. 10 lakh on designated consumers. The Energy Minister stated that the implementation of these provisions will be regularly reviewed, and DISCOMs will be directed to ensure strict compliance.

Agriculture Minister chairs a district public relations and grievance redressal committee meeting in Charkhi Dadri
Strict action to be taken against overloaded vehicles, Shyam Singh Rana
Chandigarh, December 24 – Haryana Agriculture and Farmers’ Welfare Minister, Sh. Shyam Singh Rana, said that strict action will be taken against those operating overloaded vehicles in Charkhi Dadri district. The administration and police department will work together to address this issue.
Sh. Shyam Singh Rana said this while interacting with the media persons after reviewing complaints during the district public relations and grievance redressal committee meeting in Charkhi Dadri Today.
Responding to questions from journalists, the Agriculture Minister said that a total of 13 complaints were presented during the meeting. Of these, seven have been resolved, while six cases are under investigation, with specific directives issued.
He further said that complaints regarding overloaded vehicles in the district had been received, prompting immediate action. Directions have been issued to strictly deal with such violations, ensuring that no one is allowed to operate overloaded vehicles against rules and laws.
Deputy Commissioner, Sh. Munish Sharma stated that in line with government directives, six special teams have been formed to crack down on overloaded vehicles. These teams will specifically focus on curbing such violations.
The Agriculture and Farmers’ Welfare Minister added that Haryana is the first state in the country to procure 24 crops at Minimum Support Price (MSP). He also mentioned that the state is witnessing continuous, non-stop development under the BJP government.

Haryana to run special campaign under ‘Swachh Haryana Mission’: Chief Secretary
Chandigarh, December 24- The Haryana Government is going to run a special campaign under the ‘Swachh Haryana Mission’ for institutionalising Swachhata and minimising pendency in government offices.
Haryana Chief Secretary Dr. Vivek Joshi has written a letter to all Administrative Secretaries, Chief Administrators of Boards/Corporations and Divisional & Deputy Commissioners wherein guidelines have been issued to carry out activities under this campaign as preparatory phase up to 31st December, 2024. The district/field offices, PSUs and autonomous organisations have been directed to nominate nodal officers in each of their campaign offices. They have been asked to mobilise officials and ground functionaries for the campaign.
Further, they have been told to assess the volume of redundant materials to be disposed of and finalise the procedures for their disposal through e-auction along with ensuring disposal of scrap material.
Office space management planning and recording management as per Record Retention Schedule issued by Administrative Reforms section the General Administration Department (GAD) has also to be ensured by the respective Administrative Secretaries.

Krishan Pal Gurjar Pushes for a Cleaner, Greener Faridabad
Chandigarh, December 24: Union Minister of State for Cooperation, Mr. Krishan Pal Gurjar, emphasized the importance of beautifying Faridabad, decongesting traffic, and removing encroachments along the national highways passing through the district. While presiding over the District Development Coordination and Monitoring Committee meeting in Faridabad, he directed officers to actively fulfill their responsibilities. He also stressed implementing road markings on all district roads to reduce accidents.
The Minister further urged officers from Faridabad Metropolitan Development Authority (FMDA), the Municipal Corporation, and other related departments to maintain high-quality standards in development works while adhering to government guidelines. He called for focused efforts to ensure cleanliness at all junctions and along roads, working towards realizing the vision of a “Beautiful Faridabad.” Additionally, he directed to plant trees along roads and dividers to promote greenery, closing illegal road cuts, and removing encroachments along highways.
Mr. Krishan Pal Gurjar also directed the concerned departments to fence, construct footpaths, develop green belts, and enhance the beautification along both sides of the Delhi-Noida Direct (DND) and KMP Expressway up to the Kheri area. He said that photography and videography of completed projects should be done before releasing payments to maintain updated records.
The Minister emphasized timely completion of development projects to ensure the benefits reach the district's residents. He urged officials to prioritize these projects and adhere to the stipulated deadlines, contributing to a cleaner, greener, and more organized Faridabad.

Haryana Right to Service Commission imposes penalty of Rs 3,000 on SDO for delay in delivery of notified service
Chandigarh, December 24 – The Haryana Right to Service Commission has imposed a penalty of Rs 3,000 on a Sub-Divisional Officer (SDO) for causing delay in providing an electricity connection to a college in Mahendragarh.
While giving this information here today, a spokesperson of the Commission said Smt. Anu Yadav, assisted by her brother Sh. Sumit Yadav, had approached the Commission stating that the work of shifting of lines by the Dakshin Haryana Bijli Vitran Nigam (DHBVN) was very slow and delayed.
After considering the facts of the case, the Commission observed that while the work has been completed now, it was done only after the intervention of the Commission, with the prompt support of the district administration. It noted that the completion of the work was delayed without any substantial justification and it could have been completed earlier.
It observed that SDO Sh. Hanuman Singh himself managed to shift the line with the help of the police force. Therefore, his earlier request for a change of the duty magistrate, which had already been delegated to him, appeared unwarranted. The connection was intended for a college, and any further delay would have disrupted its normal functioning.
The Commission observed that DHBVN should adopt a more proactive and considerate approach in such situations. The Commission termed the role of SDO in this case as “unsatisfactory”, holding him accountable for the delay in delivering the notified service. The Superintending Engineer, Mahendragarh has been directed to ensure the deduction of Rs 3,000 penalty amount from the concerned SDO’s salary of December 2024, to be paid in January 2025 and deposit the same in the state treasury. The concerned XEN has been asked to send a compliance report to the Commission in this case by 25th January, 2025.
