Chandigarh, April 25 – Haryana Chief Minister Sh Nayab Singh Saini emphasized the significant influence of Khaps in society, stating that they have long been a source of values for the youth. He added that Khaps can play a key role in helping young people overcome drug addiction, a serious issue that is adversely impacting the entire society. The Chief Minister assured that whatever support Khaps need from him or the government to combat drug addiction would be provided.

Sh Nayab Singh Saini was addressing Khap representatives from Haryana at the Public Works Department (PWD) Rest House in Jind after flagging off the Cyclothon Yatra.

The Chief Minister urged the Khap representatives to launch a campaign to keep youth away from drugs and support the goal of making Haryana drug-free. He stated that while the Cyclothon Yatra was part of a broader awareness effort, its primary objective was to eliminate drug abuse. “We must save our youth from the harmful effects of drug addiction,” said the Chief Minister. “It is crucial to engage as many young people as possible in sports, enabling them to bring home maximum medals and make Haryana proud, both nationally and internationally.”

The Khap representatives expressed their gratitude to the Chief Minister for inviting them and giving them respect and honour. They also praised his humble and cheerful nature. The khap representative shared their views on various social issues, with the Chief Minister attentively listening and assuring necessary action on all matters. The discussions also covered various demands from Gram Panchayats, including a request to open registration on the Meri Fasal Mera Byora portal.

Chandigarh, April 25 – Haryana Chief Minister, Sh. Nayab Singh Saini flagged off the state-level ‘Drug-Free Haryana Cyclothon 2.0’ from Jind under the pledge of a drug-free Haryana on Friday. On this occasion, the Chief Minister said that the fight against drugs must be won through the united efforts of khap panchayats, youth, women, teachers, and all sections of society. Our aim is to build a drug-free, healthy, and empowered Haryana. This cycle rally represents the commitment to fight against drugs, raise awareness, and eliminate addiction through unity, he added.

Sh. Nayab Singh Saini said that khap panchayats have been an integral part of Haryana’s social fabric since ancient times. The region's democratic traditions have long thrived through khap and sarv-khap panchayats. History is witness to the role these panchayats have played in resisting foreign forces and making significant decisions, he said.

The Chief Minister said that today, as we battle the social evil of drug addiction, their active participation in this cyclothon proves that khaps are not only guardians of tradition but also pioneers of social change. In the past too, they’ve sent a clear message, those who promote drug use will face a social boycott, and those who quit drugs will be welcomed. Their support for this movement ensures that Haryana will become drug-free, he said.

Sh. Nayab Singh Saini further said that the cyclothon, which began in Hisar on April 5, has reached Jind after passing through various districts. Today, it will proceed to Barwala and will conclude in Sirsa on April 27 via Fatehabad, he said.

Anti-drug campaign will also help curb terrorism

Sh. Nayab Singh Saini said that drug trafficking has become a major challenge for all of humanity. The money earned from this illegal trade fuels terrorism across the world, he said.

The Chief Minister said that the recent incident in Pahalgam, Jammu & Kashmir, where 26 people were killed by terrorists who were also funded through drug smuggling. Hence, this anti-drug campaign will indirectly help curb terrorism too, he said.

He emphasized that this cyclothon is not just a cycle rally but a mass movement, a public awakening. Our youth, khap panchayats, elders, and mothers are united in spreading the message: ‘Quit drugs, embrace life’. This unity will certainly bring about change, said the Chief Minister.

The Chief Minister further said that a similar rally was conducted in 2023, lasting 25 days, during which 1,77,200 cyclists and 5,25,800 other participants joined. In light of that success, Cyclothon 2.0 is now being held.

Youth must show the courage to say no to drugs, urges CM

Addressing the youth, the Chief Minister urged them to show courage by saying no to drugs in their lives. If you see someone trapped in addiction, don’t isolate them. support them and help them get back on the right path. Social change begins at home, so let us all take the first step from our homes, he said.

The Chief Minister further stressed that the need for awareness campaigns in schools and urged panchayats, municipal corporations, and local bodies to prioritize this issue and most importantly, for everyone to lead by example.

He assured that the government stands with every individual who wishes to come out of addiction and will uproot the very foundations that spread it.

Sh. Nayab Singh Saini called upon every parent, teacher, and social organization in the state to join this fight against drugs. Talk to your children, help them understand, don’t scare them, don’t shame them. Embrace them with care. Drug addiction is not just one person’s problem, rather it is a challenge for the whole society, said the Chief Minister.

The Chief Minister said that the government is fully committed to curbing drug abuse. We have made strict laws to crack down on drug trafficking. Agencies have been empowered to dismantle inter-state and international networks. Special vigilance is being maintained in border areas. But more powerful than the law is a people’s movement and this cyclothon is part of that public movement. When people themselves become aware and spread awareness, real change happens, he said.

While boosting the morale of the youth, he said, you are strengthening the foundation of our future. With every pedal, you are lighting a flame against drugs. This journey will reach every village and town, delivering a message to children, youth, farmers, women, and every section of society: ‘A drug-free Haryana – our dream, our resolve, said the Chief Minister.

The Chief Minister said that Prime Minister, Sh. Narendra Modi has envisioned a ‘Swachh Bharat - Swasth Bharat (Clean and Healthy India)’. To achieve all these goals, a ‘Drug-Free India’ is essential.

Chandigarh, April 25 – Haryana Chief Minister, Sh Nayab Singh Saini, emphasized that innovation is the cornerstone of progress in today’s competitive global landscape. He highlighted that emerging sectors like AI, machine learning, robotics, renewable energy, and biotechnology are the new pillars of a modern India. Haryana has taken significant steps to build a robust innovation ecosystem.

The Chief Minister was addressing the International Conference Vision 2047: A Prosperous and Great India at Pusa Bhawan, New Delhi, today. On the second day of this three-day conference, he shared that Haryana has established incubation centers at its universities and set up tinkering labs in educational institutions. Moreover, the trend of research is being promoted among students to implement Atal Innovation on the ground. Haryana Innovation Hub has been set up in Gurugram and plans are underway to establish similar hubs in every district.

Sh Saini stressed the significant role of Artificial Intelligence (AI) in all sectors and facets of development. To leverage this potential, Haryana will establish an AI Mission and set up one hub each in Gurugram and Panchkula. These hubs will provide training in advanced technologies for over 50,000 youth and professionals from Haryana, helping them prepare for emerging job opportunities.

The conference saw participation from notable institutions including the Swadeshi Research Institute, New Delhi, Indian Council of Agricultural Research, Kurukshetra University, Chaudhary Charan Singh Haryana Agricultural University, Hisar, Indira Gandhi Tribal University, Madhya Pradesh, and the University of Agder, Norway.

Sh Nayab Singh Saini stated that the conference is not just an ideological platform but also an inspiring opportunity to define shared aspirations, national goals, and future directions. He also highlighted that India is home to the world’s largest youth population, with 65 percent of our population under the age of 35. The Chief Minister stated that Prime Minister Sh Narendra Modi has launched several initiatives, such as Make in India, Skill India, Startup India, and the Skill Development Scheme, to provide positive direction to our youth power. Additionally, the new National Education Policy has been implemented to provide education to our new generation according to the needs of the 21st century. The Prime Minister has considered youth power as a crucial pillar for building a developed India, and we are working with this vision in Haryana.

He highlighted that, despite its small size, Haryana is a powerful engine driving India’s economic progress. With a per capita income nearly double the national average; the state contributes 3.8 percent to India’s GDP. The Chief Minister emphasized that the state's greatest strength lies in its young population.

The Chief Minister stated that education is the foundation upon which a prosperous and strong nation is built. In Haryana, we have taken concrete steps to ensure that education is both accessible and qualitative for all. Education has been linked to employment opportunities, and through the promotion of the dual education model, students are gaining practical work experience alongside their academic studies. Furthermore, subjects such as coding, AI, and digital literacy have been included at the school level itself.

He said that after education, skill development is the bridge that takes the youth towards employment and entrepreneurship. Education from school to university has been linked with skills. NSQF has been started in schools and the PAHAL scheme in colleges.

The Chief Minister stated that Haryana is known for its strong agricultural economy, and our farmers are hardworking and progressive. However, with changing times, it is crucial to introduce innovation in farming as well. To this end, we are promoting vertical farming alongside traditional horizontal farming. Agricultural tourism is another innovative initiative that will generate new employment opportunities in rural areas. With this in mind, farm tourism is being actively promoted. He emphasized that the dream of a developed India will only be realized when we prioritize environmental protection.

The Chief Minister stated that efforts are being made in Haryana based on the 3R principles – recycle, reuse, and reduce – to maintain a balance between development and environmental sustainability. Initiatives such as Ek Ped Maa Ke Naam, Har Gaon Pedon Ki Chhaon, Paudhagiri, and Har Ghar Hariyali are being implemented to make the state greener.

DCs, SPs directed to maintain strict vigilance following Pahalgam incident

Chandigarh, April 25 – Haryana Chief Secretary Sh. Anurag Rastogi on Friday reaffirmed the state government’s commitment to maintaining peace, harmony, and brotherhood across the state. Chairing a video conference with all Deputy Commissioners and Superintendents of Police, he emphasized that upholding law and order remains a top priority, especially in light of the recent incident in Pahalgam, Jammu and Kashmir.

He directed district officials to keep a hawk’s eye on anti-social elements and to take prompt action against anyone attempting to disrupt public order or social unity.

During the meeting, Additional Chief Secretary (Home) Dr. Sumita Misra issued a series of instructions aimed at strengthening the security apparatus. She called upon district administrations to intensify patrolling, enhance local intelligence-gathering mechanisms, and maintain constant surveillance on potentially sensitive areas.

Dr. Misra particularly emphasized the importance of monitoring social media platforms. She instructed officials to take strict legal action against individuals spreading misinformation or attempting to vitiate the communal atmosphere online. “Any attempt to disturb social harmony will be dealt with a firm hand,” she asserted.

Protection for Kashmiri Students in Haryana

In light of recent developments, Dr. Misra also directed all district officials to ensure full security and support for Kashmiri students studying in universities and colleges across Haryana. She urged district administrations to remain in close contact with educational institutions to address any concerns and provide a sense of safety and reassurance to the students.

The ACS (Home) also directed that regular law and order assessments be conducted and contingency plans be kept ready to respond swiftly to any emerging situation.

Haryana Right to Service Commission orders disciplinary action against Assistant District Attorney over irregularities in verification of wills

Chandigarh, April 25 – The Haryana Right to Service Commission has taken a tough stance on serious irregularities and biased conduct in the process of verification of wills registered at the estate office in Karnal. The Commission has found the role of Assistant District Attorney Sh. Avtar Singh Saini inconsistent and without accountability.

A Commission spokesperson, while giving information, said the investigation regarding the irregularities made it clear that uniformity was not followed in the verification process, and selected applicants were targeted and unnecessarily harassed. It was also found in the review of the records that the comments made in most of the files were almost similar and it is difficult to say whether the verification process was actually completed or not. The Commission believes that this case reflects not only the negligence of a single employee, but an organized and planned harassment, in which the role of assistants has also been found suspicious.

The Commission completely rejected the various arguments given by the Assistant District Attorney to avoid his role and made it clear that even if his recommendations are not conclusive, it cannot absolve him of his responsibility. The Commission has directed the Additional Chief Secretary, Town and Country Planning Department to initiate disciplinary action against the Assistant District Attorney and inform the Commission about the action taken in this regard within 30 days from the date of receipt of the order.

In addition, the Commission, taking action under Section 17(1)(H) of the Haryana Right to Service Act, 2014, has taken the continuous harassment of the appellant very seriously and ordered to pay compensation of Rs. 5,000 to the complainant Sh. Satish Kumar Agarwal. This compensation will be provided by the Haryana Urban Development Authority from its own funds and later this amount will be recovered from the guilty officers.

Cabinet Minister Krishan Kumar Bedi chairs District Public Relations and Grievance Redressal Committee at Yamunanagar

Chandigarh, April 25 – Haryana Social Justice & Empowerment, Scheduled Castes and Backward Classes Welfare, and Antyodaya (Sewa) Minister, Sh. Krishan Kumar Bedi, chaired a meeting of the District Public Relations and Grievance Redressal Committee in Yamunanagar district on Friday. A total of 16 complaints were placed before the committee, out of which the Cabinet Minister resolved 12 on the spot and directed that the remaining four be addressed in the next meeting.

The Cabinet Minister directed the officers concerned to resolve and file the 12 complaints immediately. In one case related to electricity, he directed the Superintendent of Police to address the increasing incidents of theft of electric wires and tube well motors. He directed the formation of a special team within the police department to investigate and curb such thefts.

After hearing all parties involved and ensuring that the complainants were satisfied with the actions taken by the respective departments, Sh. Krishan Kumar Bedi directed that the resolved complaints be closed and filed.

Chandigarh, April 25 – Haryana Social Justice and Empowerment Minister, Sh. Krishan Kumar Bedi, said that Haryana leads the country in providing direct benefits of social welfare schemes to the highest number of beneficiaries. Over 34 lakh beneficiaries in the state are availing pensions and other scheme benefits. Due to the efforts of the Chief Minister, Sh. Nayab Singh Saini, 46,000 new beneficiaries have recently been added to the pension scheme.

The Cabinet Minister said this while speaking at a felicitation ceremony organized by the Senior Citizen Forum at its office in Sector 13, Kurukshetra on Friday. Earlier, the Minister paid tribute to the innocent people killed in the terrorist attack in Pahalgam, Kashmir, and also observed two minutes of silence.

During the ceremony, the Cabinet Minister inaugurated a newly installed lift at the Senior Citizen Forum office and announced Rs. 11 lakh for the Forum.

Sh. Krishan Kumar Bedi said that the entire nation is mourning the loss of innocent lives in Pahalgam. People across the country are offering condolences and tributes to the victims of terrorism.

Cabinet Minister conducts surprise inspection of Chhachhrauli Mandi, issues strict directions to DFSC on slow lifting

Chandigarh, April 25 – Haryana Agriculture and Farmers’ Welfare Minister, Sh. Shyam Singh Rana conducted a surprise inspection of the Chhachhrauli grain market in Yamunanagar district. During this, the Agriculture Minister reviewed the wheat procurement process and subsequently examined the lifting of the procured wheat as well as the facilities being provided to farmers in the mandi.

The Agriculture Minister gave necessary directions to the District Food and Supplies Controller (DFSC), Yamunanagar, to ensure timely lifting of wheat purchased from the Chhachhrauli grain market. He said that there should be no delay and that any kind of negligence would not be tolerated, said Sh. Shyam Singh Rana.

During this, arhtiyas and farmers submitted a memorandum of demands to the Minister. The Minister assured that appropriate action would be taken.

He said that the present state government stands firmly with the farmers and is making every effort to ensure that the lifting of procured wheat is carried out promptly and that farmers receive payments directly into their bank accounts at the earliest. Special directions have been given to the DFSC regarding the lifting process in Chhachhrauli mandi, and any kind of laxity will not be tolerated. Timely lifting of the procured wheat helps farmers easily bring their produce to the market, said Sh. Shyam Singh Rana.

He affirmed that the present state government stands with farmers and Arhtiyas and will ensure that they do not face any difficulties.

Chandigarh, April 25 – The Haryana Government has amended the rules related to the settlement of certain cases involving houses built on shamlat deh land. If a rural resident has constructed a house on up to 500 square yards of land before March 31, 2004, they can become the legal owner by paying 1.5 times the collector rate applicable at that time, provided the land is not reserved for a pond, road, or any other important public purpose. A notification in this regard has been issued by the government.

Sharing more details in this regard an official spokesperson said that the state government has made provisions under the The Haryana Village Common Lands (Regulation) Act, 1961, and its associated rules, allowing any village resident who had built a house on up to 500 square yards of shamlat deh land before March 31, 2004, to apply to the Gram Panchayat for purchase of the land. This is only permitted if the land is not reserved for a pond, road, or any other significant use, and the individual agrees to pay 1.5 times the Collector rate of the year 2004.

The spokesperson further clarified that the occupied land must not exceed 500 square yards, and the open area should not exceed 25 percent of the constructed area.

He said that after reviewing such applications, the Gram Panchayat and Gram Sabha will pass a resolution and forward the proposal for selling the land through the Block Development and Panchayat Officer and the Deputy Commissioner to the Director General, Panchayati Raj Department, for approval. After receiving the approval, the Gram Panchayat can execute a registered sale deed in the Tehsil office in favor of the applicant.

The spokesperson further shared that , in order to expedite the processing of such applications and maintain uniformity, the Development and Panchayati Raj Department has also issued a Standard Operating Procedure (SOP). Additionally, an online portal is being developed for this purpose.

He said Baba Saheb dedicated his entire life to the upliftment of the poor and the most backward people. Baba Saheb struggled all his life for the upliftment of the last person of society, worked to remove casteism, untouchability and inequality as well as to get justice for every person. Not only this, Baba Saheb also contributed in the freedom movement. He said Prime Minister Sh. Narendra Modi is constantly moving forward on the path shown by Baba Saheb and is implementing schemes to make every section prosperous. In the last 10 years, the state government has given respect to the poor by implementing schemes like Ayushman Bharat and Chirayu Yojana.

The Chief Minister said the Pradhan Mantri Awas Yojana has been implemented to provide a roof to every person. Under this scheme, Rs 151 crore have been deposited in 36,000 accounts in Haryana and simultaneously, toilets were also built in every house to give respect to women. The Chief Minister said 1 lakh government jobs were given to promising youth without ‘parchi-kharchi’. Recently, on April 14, which is Baba Saheb's birth anniversary, the Prime Minister reached Yamunanagar and Hisar and gave the gift of airport and 800 MW thermal plant to the people of the state.
