Chandigarh, November 26-In a significant step towards eradicating child marriage, Punjab will host a statewide oath-taking ceremony tomorrow, November 27, as part of the 'Child Marriage-Free India' campaign. The event will be broadcast live via a webcast link, uniting participants from across the state in a shared commitment to end this social evil.

Announcing the initiative, Punjab's Minister for Social Security, Women and Child Development, Dr. Baljit Kaur, highlighted its mission to eliminate child marriage and safeguard the future of children. She called for enthusiastic participation from Women Self-Help Groups, Anganwadi Workers, ASHA Workers and Helpers, ANMs, Child Marriage Prohibition Officers, local community leaders, teachers, students from schools and colleges, elected representatives from Panchayati Raj Institutions and Urban Local Bodies, Community Health Practitioners, PHCs, doctors, members of civil society organizations, members of State and District Bar Councils, Legal Service Authorities, and religious leaders.

PVS Speaker Kultar Singh Sandhwan expresses deep grief over demise of Justice Kuldeep Singh

Chandigarh, November 26-Punjab Vidhan Sabha Speaker Kultar Singh Sandhwan has expressed deep grief over the demise of former Supreme Court Judge Justice Kuldeep Singh.

In a statement issued here on Tuesday, Speaker S. Sandhwan said that 92-year-old Justice Kuldeep Singh was a renowned personality of the country, who made a great contribution to the Indian judiciary and the field of law. He said that with the departure of Justice Kuldeep Singh, we have been deprived of a unique personality.

It is worth mentioning that Justice Kuldeep Singh was played an active role in various important designations including Advocate General of Punjab, Additional Solicitor General of India. He was appointed as judge of the Supreme Court in 1988 and remained on that position till retirement in 1996.

S. Sandhwan prayed to the Almighty to grant eternal peace to the departed soul and grant strength to the family to bear the loss.

Chandigarh, November 26:Continuing its mission to empower girls in Punjab, two Lady Cadets, Charanpreet Kaur and Mahak, from Mai Bhago Armed Forces Preparatory Institute for Girls in SAS Nagar (Mohali) have been selected for pre-commission training at the prestigious Air Force Academy, Dundigal from January 2025.

Lady Cadet Charanpreet Kaur is the daughter of S. Harminder Singh Banwait, who is a driver in a private company and she hails from Kurali (SAS Nagar). Lady Cadet Mahak is the daughter of Sh. Anil Kumar Dahiya, a government teacher, a resident of SAS Nagar. Among 192 women on the merit list, Lady Cadet Charanpreet Kaur achieved an All India Rank (AIR) of 4th, while Lady Cadet Mahak secured an AIR of 23.

Congratulating the two lady cadets for their remarkable feat, Punjab Employment Generation, Skill Development and Training Minister Mr. Aman Arora expressed that their success will undoubtedly inspire other girls from Punjab to pursue opportunities in serving the nation as commissioned officers in the defence services. SC dismisses a PIL seeking the reintroduction of the paper ballot system

CHANDIGARH, NOV 26:A Spokesperson of Chief Electoral Officer, Punjab informed that, the Supreme Court of India today (November 26) dismissed a Public Interest Litigation filed by evangelist Dr. K.A. Paul seeking physical ballot voting in India. Other prayers included issuing directions to the Election Commission to disqualify candidates for at least 5 years if found guilty of distributing money liquor and other inducements during elections.

Appearing as petitioner-in-person, Dr. Paul at the outset submitted before a bench of Justices Vikram Nath and P.B. Varale: "This PIL, I have filed before he could complete, Justice Nath orally remarked, "You have filed PILs earlier. How do you get such brilliant ideas?" To this, the petitioner responded that he is just coming from the Global Peace Summit in Los Angeles: "I just arrived from the great success of the summit on Saturday. This PIL, we have about 180 retired IAS/IPS officers and judges who are supporting me...I am Global Peace President and I rescued 3,10,000 orphans and 40 lac widows. We have 5,000 widows in Delhi."Justice Nath asked why he wanted to be involved in the political arena, and to this he responded: "This is not political. See, I have been to 155 countries and every country in the world, if you see has [ballot paper voting]. Every democracy in the world, if you see [has physical ballot paper]. Every country, 180 countries. Unless dictators, because they do not have elections. Like I have been to Russia with Putin, Syria with Assad and Liberia with Charles Taylor-got him out of prison. He is in prison now. His wife also attended the summit on Saturday. So, we are protecting democracy.

Dr. Paul further argued that Articles 14, 19 and 21 are in violation. He said: "Today is Constitution day, Your honour." To this, Justice Nath commented: "Very important day to hear this matter!." Dr. Paul continued his arguments that Article 32 allows him to approach the Court and present the facts. He pointed out, "The facts are very clear. Known to everyone but why there is no remedy? I have been there for 43 years in this humanitarian and political advisor to the Prime Ministers and Presi of the world. Even the last 6 Chief Ministers and Prime Ministers here including the present Prime Minister have attended my summit. Even you will be surprised, 18 political parties on August 8, New Delhi's Le Meridian supported this prayer.

What is the prayer? Let us follow the rest of the world. 180 of the 197 countries..." Justice Nath orally asked if he did not want India to be different from the rest of the world to which he replied: "Because there is corruption" Justice Nath refuted this claim and said: "There is no corruption. Who says corruption?" Dr Paul stated that he has evidence of corruption. He said: "Election Commission announced this year in June that they have seized nine thousand crore, more than one billion dollars, cash and gold. What is the consequence?...I have already met last three Election Commissioners and provided the proof." He added that let all the political parties file counter.

To this, Justice Nath remarked, "Political parties have no problem wito this system, you have a problem." Dr. Paul further claimed that money is distributed during elections. He added that one businessman, he does not want to name, 12 hundred crores he has given to all major 6 parties including Congress and Bharatiya Janata Party. But to this, Justice Nath asked: "We never received money during elections. We have not received anything..." Dr Paul continued, "This recent election, I have seen mafia. I have been the police. Of course, just because I am respected by the police and others, they let me go. You might have heard, a PIL is filed in Supreme Court by some including Mr. Swamy where the MLAs went inside and literally broke the EVMs because of the unbelievable corruption...So, this is beyond imagination..Take expert Elon Musk who attended our summit.

He clearly stated in writing that EVMs can be tampered. Chandrababu Naidu, former CM in 2018 tweeted that EVMs can be tampered and now Jaggan Mohan Reddy, I have enclosed his tweets, that EVMs are tampered." JustiJustice Nath dismissed the PIL not before adding: "What happens is, if you win the elections, EVMs are not tampered. When you lose elections, EVMs are tampered. When Chandrababu Naidu lost, he said EVMs can be tampered. Now, this time, Jaggan Mohan Reddy lost, he said EVMs can be tampered."

Vigilance Bureau arrests Civil Surgeon office Clerk for amassing disproportionate assets

Chandigarh, November 26, 2024 – The Punjab Vigilance Bureau (VB) during its ongoing campaign against corruption in the state, has arrested Jaswinder Singh, a clerk posted in the office of the Registrar of Births and Deaths, Civil Surgeon, Hoshiarpur, for possessing assets disproportionate to his known sources of income.

An official spokesperson for the Punjab VB said the arrest followed a thorough investigation stemming from a vigilance inquiry.

He added that the said accused Jaswinder Singh, a resident of Gobind Nagar, near Fatehgarh Octroi, Hoshiarpur, was found to have incurred expenditures amounting to Rs. 1,23,13,727 during the check period from January 1, 2002, to December 31, 2016. However, his total income during this period was Rs. 88,15,520, leaving an unexplained excess expenditure of Rs. 34,98,207.

The spokesperson further informed that the disproportionate assets have been categorized as illicit wealth under the Prevention of Corruption Act. Consequently, a case has been registered against aforementioned Jaswinder Singh at the VB Police Station, Jalandhar Range. Further investigations into this case are underway.

DAP FERTILISER SEIZED FROM SBS NAGAR, LAB TEST CONFIRMS INADEQUATE AMOUNT OF NITROGEN, PHOSPHORUS; FIR REGISTERED

Chandigarh, November 26:Days after the seizure of 23 bags (each weighing 50 kg) of Di-ammonium Phosphate (DAP) fertiliser from SBS Nagar district, the laboratory examination confirmed the seized stock has inadequate amount of Nitrogen and Phosphorus, said Punjab Agriculture and Farmers Welfare Minister S. Gurmeet Singh Khudian here on Tuesday.

Agriculture Minister Gurmeet Singh Khudian said that DAP typically contains 18 per cent nitrogen, 46 per cent phosphorus and water soluble phosphorus 39.5%. However, laboratory tests revealed that the seized material contained only 2.80 per cent nitrogen, 16.23 per cent phosphorus and 14.10% water soluble phosphorus respectively, he added.

As per the information, farmers had complained about high prices of DAP, following which, a team from the Agriculture department, along with the police, conducted a raid at the house of Harkirat Singh, the owner of M/s Singh Traders in Urapar village, SBS Nagar district. During the raid, they found 23 bags of DAP being stored illegally.

An FIR was filed against Harkirat Singh under sections 3(2)C, D Essential Commodity Act 1955 and sections 5, 7, & 3(3) of the Fertilizer (Control) Order, 1985 at Police Station Aur (SBS Nagar) on November 14. The Agriculture department sent samples of the seized DAP to the Fertiliser Quality Control Laboratory in Ludhiana, which reported that the seized stock was Nonstandard.

S. Gurmeet Singh Khudian also reiterated the commitment of Chief Minister S. Bhagwant Singh Mann for safeguarding the interests of the state farmers, while warning that anyone found indulged in this malpractice will not be spared at all. The Agriculture Minister also asked the department officials to continue the special fertiliser and seeds checking drive across the state.

CHANDIGARH, November 26:Registering yet another major success in curbing drug smuggling in the state of Punjab, Punjab Punjab Police’s Anti-Narcotic Task Force (ANTF) has successfully executed the orders of preventive detention of another top drug smuggler identified as Gurdeep Singh alias Raano Sarpanch, a resident of village Raano in Ludhiana using special provisions under the Prevention of Illicit Traffic in Narcotics Drugs Psychotropic Substances (PIT-NDPS) act, said Director General of Police (DGP) Punjab Gaurav Yadav here on Tuesday.

This is the second such case of preventive detention in which orders have been issued by the competent authority under section 3 PIT-NDPS Act. The section 3 of the PIT-NDPS act empowers the government to take such drug smugglers into preventive custody to prevent them from engaging in illicit traffic of narcotic drugs and psychotropic substances.

Notably, a month back, Punjab Police had executed the orders of preventive detention of a notorious drug smuggler identified as Avtar Singh alias Tari of border village Shahur Kalan in Gurdaspur district for two years using special provisions under PIT-NDPS act.

DGP Gaurav Yadav said that during investigation, it was found that Gurdeep Singh alias Raano Sarpanch had link with international smugglers identified as Harminder Singh alias Rommy Randhawa, Rajan Sharma, Tanvir Bedi and Baljit Singh alias Babbu Khera. Accused Gurdeep Singh’s assets worth ₹7.80 crore, acquired through illicit means, have been frozen by the competent authority, he added.

He said that accused Gurdeep Singh is a repeat offender with seven cases registered under the NDPS Act. He is involved in trans-border drug smuggling networks with Pakistani smugglers.

As per the information, STF Ludhiana Range had registered a case against accused Gurdeep Singh and other co-accused under NDPS Act in October 2020 and recovered 31 Kg 418 gm Heroin, 6 Kg Amphetamine, 2 Kg Chemical Powder and five luxury cars/vehicles. Apart from this, another case was registered against him in November 2020, when there was a recovery of 5.7 kg Heroin, 400 gm opium, three pistols, one revolver, two rifles, 12 luxury cars, Rs 50.24 lakh drug money.

The DGP said that accused Gurdeep Singh has been detained under PIT-NDPS Act for one year and has been transferred from Central Jail, Kapurthala to Central Jail, Bathinda for strict monitoring.

Meanwhile, Punjab Police will made more Preventive Detentions in the coming days to give a crushing blow to the drug traffickers who are involved in the drug smuggling.

CHANDIGARH/AMRITSAR, November 26-In a major action by the Amritsar Commissionerate Police amidst the ongoing drive to make Punjab a safe and secure state, the snatcher involved in two incidents of targeting Non-Resident Indians (NRIs) sustained bullet injury on his leg while unsuccessfully attempting to escape from police custody after snatching a rifle from police personnel and posed an imminent threat, said Director General of Police (DGP) Punjab Gaurav Yadav here on Tuesday.

The arrested snatcher has been identified as Suraj alias Mandi, a resident of village Bhindisaida in Amritsar.

DGP Gaurav Yadav said that Amritsar Commissionerate Police has demonstrated exemplary professionalism in neutralising the situation by shooting the accused in the leg. This swift action ensured that no harm came to the police personnel or bystanders, he added.

The DGP said that in one of the snatching incidents a woman was also injured.

Sharing more details, Commissioner of Police (CP) Amritsar Gurpreet Singh Bhullar said that the accused Suraj was traced and arrested by team of Police Station Civil lines team of Amritsar City, following a detailed investigation into these cases.

He said that all the stolen items including £300, €600 and ₹22,000 in cash, Passports, mobile phones, ATM cards, Barclay card, Revolut card and National ID Card of Mauritius have been recovered.

Meanwhile, the Amritsar Police have earned appreciation from two international visitors for their prompt and effective response in recovering stolen belongings. Both individuals, visiting the city from the UK and Mauritius, had fallen victim to theft in separate incidents during their stay.

Summary of Case-1:-

It is submitted that the complainant resides in England. On 23.11.2024, she, along

with her daughter, Anjali Majithia, traveled from England to Delhi and reached Amritsar on

24.11.2024. They checked into Hotel Best Western Queens, Amritsar.

On the same day, both went to have lunch at Bhrawan Da Dhaba. After finishing

their meal, they boarded an e-rickshaw to return to Hotel Best Western Queens Road. Around

1:30 PM, as the e-rickshaw reached the railway flyover bridge in front of Hall Gate, a young

man riding an Activa scooter approached from behind. The man, wearing a black jacket,

snatched the complainant’s purse and fled on his scooter.

The stolen purse contained the following items belonging to the complainant:

1. Passport (United Kingdom of Great Britain and Northern Ireland)

2. iPhone

3. ICICI Bank ATM card

4. Barclay card

5. Revolut card

6. American Express card

7. Sunglasses (D&G brand)

8. £300/- and ₹2,000/- in cash (Indian currency).

Summary of Case-2:-

A case was registered based on a written complaint by Premita Qureshi, wife of Adik Qureshi,

resident of GSS Road, Goodlands, Mauritius, stating that on 21.11.2024, around 10:30 PM, she

was traveling in an auto-rickshaw from Darbar Sahib to Hotel Golden Velvet, Gagan Colony,

Batala Road. At approximately 10:45 PM, near Care and Cure Hospital on Batala Road, twoyoung men on an Activa scooter approached, snatched her purse from the auto-rickshaw, and

fled. The stolen purse contained a Samsung mobile phone, Passport (Republic of Mauritius),

her visa, National ID Card of Mauritius, €600 (Euros), and ₹20,000 (Indian Rupees). The case

was registered, and initial investigation was conducted by SI Rajbir Singh Amritsar.

Chandigarh, November 26:In a bid to improve maternal and newborn care, Punjab Health and Family Welfare Minister Dr Balbir Singh on Tuesday, launched a mobile-app “Sirjan", a cutting-edge digital platform aimed at empowering healthcare providers to deliver comprehensive care during pregnancy, childbirth, and the postnatal period.

The Health Minister was accompanied by Mission Director National Health Mission-cum-special secretary Health and Family Welfare Punjab Ghanshyam Thori, Director Family Welfare Dr Jasminder and Deputy Director Mother and Child Health Divison Dr Navjot. Jhpiego under Born Healthy Program supported the Government of Punjab in developing Sirjan.

Dr Balbir Singh, while addressing the gathering said that the android-based application will prove as a game-changer auxiliary nurse midwives (ANMs) and medical officers in tracking high-risk pregnancies to deliver comprehensive antenatal, intra-partum and postnatal care. It will also strengthen the identification, tracking, and management of high-risk pregnancies, ensuring timely and appropriate care, he said, while adding that it also facilitates a continuum of care for the beneficiary from antenatal period to post delivery period.

He said that the mobile application can be connected to digital devices through bluetooth which transfers the parameters of beneficiary directly to the application and no manual entry is required. This application helps in informed decision making through identification of high-risk pregnancies based on vitals registered on app and also helps in generation of work plan, MCP card and dashboard for ANMs, he added.

He said that high risk pregnancies will be flashed in MO’s app, which will help patient in getting quick quick medical help and the treatment given by MO can be uploaded on app, which will be reflected back to concerned ANM using the application. In Labor room all the vitals can be recorded on app which flashes any danger sign or need for referral to higher facility, he said.

The Health Minister also emphasised the critical need to address Punjab’s high maternal mortality rate and commended the initiative as a step forward in ensuring healthier outcomes for mothers and newborns.

Meanwhile, the platform will be piloted in the districts of Taran Taran and Gurdaspur initially, with plans for further expansion based on its impact. Aim of the program is to reduce low birth weight by 10% through improvement in processes for pregnant mothers.

Chandigarh, November 26:Taking yet another significant step to ensure the welfare of Health staff, the National Health Mission (NHM) Punjab has signed a Memorandum of Understanding (MoU) with the Indian Bank to provide cashless medical insurance coverage to its 8,000 medical, paramedical and other staff engaged in delivering essential health services.

The MoU was signed between Mission Director NHM Punjab Ghanshyam Thori and Field General Manager Indian Bank Sandeep Kumar Goshal in the presence of Health and Family Welfare Minister Dr Balbir Singh.

Recognizing the risks associated with treating infectious diseases, Dr Balbir Singh said that the State Health Society has collaborated with Indian Bank to offer a robust medical insurance package. Approximately 8,000 medical, paramedical, and other staff members engaged in delivering essential health services under the NHM Punjab across the state will benefit from this initiative.

He said that this package includes cashless medical insurance coverage of up to ₹2 lakhs per individual employee and Group Accidental Death Insurance coverage of up to ₹40 lakhs per employee.

This initiative ensures that NHM employees have access to essential medical treatments and hospitalisation without the burden of high costs. The overall estimated expenditure for this insurance, amounting to Rs 4 crores per annum totalling to Rs 12 crores over three years period, will be borne by the Indian Bank. This comprehensive approach not only boosts employee satisfaction but also contributes to a healthier and more productive workforce, reflecting the Chief Minister Bhagwant Singh Mann led Punjab Government's commitment to the welfare of its employees and the overall health of its citizens.
