Chandigarh, March 13 – Haryana Chief Minister, Sh. Nayab Singh Saini said that farmers' welfare is at the center of the government's policies. The government is purchasing all crops at Minimum Support Price (MSP). Since the year 2021-22, a total of Rs. 1.25 lakh crore has been directly transferred to farmers' bank accounts for food grains procured at MSP.
Targeting the opposition, Sh. Nayab Singh Saini said that opposition leaders are misleading farmers on MSP. He shared that during the Congress regime in 2014, only 30.07 lakh metric tonnes of paddy were procured. However, in 2024-25, the procurement has increased to 53.99 lakh metric tonnes. This clearly shows that the government is buying nearly twice as much paddy as before. In 2014, the MSP for common paddy was Rs. 1,310 per quintal, whereas now, the MSP for Grade-A paddy is Rs. 2,320 per quintal and for common paddy, it is Rs. 2,300 per quintal, shared the Chief Minister.

The Chief Minister said that the government has introduced technical improvements to benefit farmers by saving time and reducing corruption.
No shortage of Urea and DAP fertilizers for Farmers, Assures CM
The Chief Minister mentioned that the government ensures an adequate supply of urea during the sowing season. For the Rabi season 2024-25, 14.26 lakh metric tonnes of urea fertilizer were made available in the state, out of which 12.23 lakh metric tonnes have already been used, he said.
Sh. Nayab Singh Saini further shared that during the previous Rabi season, the sale of urea stood at 11.06 lakh metric tonnes. At present, 2.02 lakh metric tonnes of urea are still available in the state. Farmers will not face any shortage of urea and DAP fertilizers in the upcoming season either, he said.
Farmers, Labourers have rejected Congress- CM
Taking a dig at the opposition, the Chief Minister said that now that farmers and laborers have rejected the Congress, its leaders are suddenly remembering farmers' interests. The Congress ruled the country for over five and a half decades. If they had truly cared about farmers and laborers, they would not be facing this situation today, said Sh. Nayab Singh Saini.

The Chief Minister said that farmers, through their hard work, have made the country self-reliant in food production and even reached a position where India can export agricultural produce. However, Congress, in return, trapped farmers in a web of debt. In contrast, the present central and state governments have launched one-time settlement schemes to reduce farmers' debt burdens, providing them with significant relief, said Sh. Nayab Singh Saini.
The Chief Minister further said that, in Haryana, the Congress government made farmers landless by acquiring land. They favored colonizers under the guise of Change of Land Use (CLU) and promoted corruption. However, the present state government has been working effectively for the past ten and a half years to ensure farmers' prosperity and make agriculture more profitable, said Sh. Nayab Singh Saini.
In 10 years, Congress gave Rs. 1,156 crore compensation to farmers, while we gave Rs. 14,300 crore
The Chief Minister shared that the Pradhan Mantri Fasal Bima Yojana has been implemented to compensate farmers for crop losses due to natural calamities. The government has increased the compensation amount from Rs. 10,000 to Rs. 15,000 per acre, he said.
He further shared that in the past 10 years, the government has provided Rs. 14,300 crore as compensation to farmers, whereas the Congress government, during its entire tenure, had given only Rs. 1,156 crore. Out of this, Rs. 271 crore was paid by our government in 2015, shared Sh. Nayab Singh Saini.
The Chief Minister said that under the Pradhan Mantri Kisan Samman Nidhi Yojana, a total of Rs. 6,203 crore has been disbursed to 20 lakh farmers in Haryana across 19 installments. He informed that last year, due to a delayed monsoon, farmers had to arrange additional resources for Kharif crop sowing, increasing their cultivation costs. To provide relief, the government gave a bonus of Rs. 2,000 per acre to every farmer for all Kharif crops, amounting to Rs. 1,345 crore. This is the first time in Haryana's history that such a bonus has been provided, said Sh. Nayab Singh Saini.
A subsidy of Rs. 122 crore given to farmers for buying 10,393 agriculture implements-CM
The Chief Minister said that for the proper disposal of stubble, farmers have been given a subsidy of Rs. 122 crore for buying 10,393 machines. Since 2019, Rs. 1,213 crore has been given as an incentive for crop residue management equipment and paddy residue management. Additionally, under the Bhavantar Bharpai Yojana, Rs. 75.73 crore has been directly transferred to the bank accounts of 23,568 farmers over the last 10 years as an incentive, shared Sh. The Chief Minister said that making the state free from stray cattle is a priority. For this, three Gau-Abhyaran have been established in village Nain district Panipat, village Dhandhur, district Hisar, and Panchkula. These have proper facilities for sheds, water, and fodder, and Rs. 8 crore has been allocated for them. So far, around 6,500 stray cattle have been given shelter in these facilities, shared Sh. Nayab Singh Saini.
Until 2014, there were only 215 registered Gaushalas in Haryana, now, there are 683 registered Gaushalas-CM
The Chief Minister shared that he had earlier announced a grant of Rs. 10 lakh per Gaushala for constructing sheds in 200 Gaushalas to rehabilitate stray cattle. Sheds have already been constructed in 50 Gaushalas. He said that until 2014, there were only 215 registered Gaushalas in Haryana with 1.74 lakh cattle, but now, there are 683 registered Gaushalas housing 4.5 lakh stray cattle.
Sh. Nayab Singh Saini further shared that in 2014-15, the Haryana Gau Seva Ayog had a budget of only Rs. 2 crore, which has now been increased to Rs. 450 crore.
The Chief Minister said that over the past 10 years, the government has provided Rs. 336 crore as fodder subsidy to registered Gaushalas. In January this year, Rs. 216.25 crore was sanctioned for fodder assistance. Additionally, Rs. 30 crore has been allocated for the construction of around 350 sheds and fodder warehouses, shared Sh. Chandigarh, March 13 - Haryana Chief Minister Sh. Nayab Singh Saini said today, Haryana has become the first choice of investors from India and abroad. In the last 10 years, 7,66,000 micro, small and medium industries have been set up in the state and 39 lakh people have got employment in them. In the year 2013-14, the state's exports were Rs 68,000 crores, which increased to Rs 2,75,000 crores in the year 2023-24. Apart from this, the government has plans to set up an EV park in Rohtak.
The Chief Minister was responding to questions raised by the opposition during the discussion on the Governor's address during the budget session of the Haryana Legislative Assembly today.
He said today the food processing industry is growing rapidly. About 28,000 food processing units have been set up in Haryana. Apart from this, a footwear park has been built in Sector-17 in Bahadurgarh. About 2,500 manufacturing units are established in it. In the last decade, HSIIDC has allotted about 50 industrial plots in Bahadurgarh, in which an investment of Rs 350 crore has been made.
He said another footwear park has also been developed and expanded in an area of about 70 acres at IMT Rohtak. 94 plots have already been allotted in it. Similarly, Maruti Udyog has set up its plant in Kharkhoda IMT with an investment of Rs 18,000 crore, in which production will start soon. He said that the government plans to set up 10 new IMTs in the state. An IMT will also be developed near Julana. He said the government has already established logistics hubs in the NCR region.
He said a rail coach repair factory has been set up in village Bari in Sonipat. Flipkart is setting up Asia's largest supply centre on 140 acres of land in Patli Hajipur, Manesar. An investment of Rs 1,389 crore is being made on this. Amazon company will set up its 7th supply centre in Gurugram and this will create new employment opportunities for thousands of youth in the state. M/s Amperex Technologies is setting up a project at IMT Sohna on 178 acres of land at a cost of Rs 7,083 crore. Aditya Birla Group is setting up a mega project at Panipat at a cost of Rs 1,140 crore. Apart from this, a medical device park is being set up on 225 acres of land in Karnal. M/s Amperex Technologies Limited has been allotted 178 acres of land at IMT Sohna. This project will bring an investment of Rs 7,083 crore in Haryana. During the last few years, many big investments have also been made in the state by companies like Enrich Agro, Panasonic India, Kandhari Beverages and Aarti Green Tech.
The Chief Minister said a new LPG subsidy scheme named 'Har Ghar-Har Grihini' was started from August 2024. Under this, BPL and AAY families are being given LPG cylinder for Rs 500 for domestic use. A portal has been started for registration of eligible beneficiaries from August 12, 2024. So far, about 17 lakh beneficiaries have registered themselves on this portal. So far, an amount of about Rs 38 crore has been released in the accounts of 13 lakh sisters.
Benefit of social security pension being given in pro-active mode
The Chief Minister said the government is giving the benefit of social security pension in a pro-active mode. These pensions are received sitting at home without any application. 5,43,000 people have been given the benefit of social security pension. He said at present, an amount of Rs 1,041.83 crore is being transferred every month to the bank accounts of a total of 34,55,968 beneficiaries under various social security pension schemes. Apart from this, pension schemes are being operated for old age, disabled, widows, destitute children, widows and unmarried men.
Honours, cash prizes to players
The Chief Minister said Haryana is the first state in the country which gives the highest cash amount as a reward to the players who win medals in international sports competitions. The government has given cash awards of Rs 593 crore to medal winning players in the last 10 years. Players in the age group of 8 to 14 years of sports nurseries are being given Rs 1500 per month as scholarship and players in the age group of 15 to 19 are being given Rs 2,000 as scholarship. Approximately 37,000 players are being trained in these sports nurseries.

Chandigarh, March 13- Haryana Chief Minister, Sh. Nayab Singh Saini, said that during the present state government's 10-year rule, there has been a continuous decline in the crime graph. While the population has consistently increased in recent years, new technologies are being used in crimes; however, the present state government is continuously taking strong measures to put a brake on crime, ensuring safety and security for all.
The Chief Minister was responding to questions raised by the opposition regarding law and order situation during the Governor's address in the Vidhan Sabha here on Thursday.
He said that in 2014, the present state government took office with a resolve to bring about a change in the system. Since then, there has been continuous improvement in law and order.
Sharing statistics, the Chief Minister shared that in 2014, 1,106 cases of murder were registered, which decreased to 966 in 2024. Similarly, in 2014, 1,944 riot cases were registered, which reduced to 1,772 cases in 2024. In 2023, there were 172 cases of robbery, which decreased to 75 in 2024. In 2014, 1,922 cases of kidnapping were registered, which decreased to 1,540 in 2024. In 2014, 293 cases of dowry murder were registered, which reduced to 177 cases in 2024.
Sh. Nayab Singh Saini said that the present state government is working on a zero-tolerance policy against narcotic substances. Along with cracking down on drug dealers, efforts are being made to identify and provide timely treatment to drug addicts.
He said that in 2023, 3,823 cases were registered under the NDPS Act, with 5,119 arrests, while in 2024, 3,331 cases were registered, and 5,094 people were arrested. Similarly, in commercial quantities of NDPS cases, there was a 37 percent increase in cases and a 69 percent increase in arrests compared to the previous year. Moreover, in 2024, 54 percent of NDPS cases resulted in conviction, compared to 48 percent in the previous year, shared the Chief Minister.
He further shared that the properties of drug traffickers are being seized and demolished. Additionally, a campaign for drug de-addiction has led to the declaration of 3,350 villages and 876 wards as drug-free.
Strict measures to maintain the sanctity of examinations- CM
The Chief Minister informed the House that the present state government has taken strict measures to maintain the sanctity of examinations. In cases where exam papers were leaked from examination centers, the government acted swiftly by suspending 7 invigilators and supervisors and registering FIRs against them. In addition, 25 police officers, including 4 DSPs, 3 SHOs, and 2 station in-charges, were suspended. Moreover, cases were filed against 4 external individuals and 8 students, informed Sh. Nayab Singh Saini.
The Chief Minister said that based on the investigation report of the MBBS paper scandal, FIRs have been filed against 17 employees and 24 students. The university administration is also taking strict action at its level. Eight employees have been suspended, 9 have been dismissed, and 17 employees have been transferred. In addition, FIRs have been filed against 17 employees.
Strict action against agents sending youth abroad through the ‘donkey route’ immigration
The Chief Minister said that the present state government has taken several steps for the skill development and employment of youth. However, if any youth wishes to go abroad, a Foreign Cooperation Department has been set up to assist them with education, employment, and business opportunities abroad.
He appealed to the youth not to fall prey to agents sending them abroad through illegal routes. The government is taking strict action against such agents involved in the donkey route, he said.
Sh. Nayab Singh Saini further shared that HKRNL has received in-principle approval from the Ministry of External Affairs for recruiting agent licenses, and soon advertisements will be published by HKRNL regarding this. A bill will also be introduced in this session to curb fraud under the guise of sending people abroad and to regulate travel agents, he shared.

Unemployment rate in Haryana drops to 4.7%, Significantly lower than national average and neighboring states
Earlier government jobs were sold, now jobs are given on merit basis
Chandigarh, March 13 – Haryana Chief Minister Sh Nayab Singh Saini said that according to data released by the National Statistical Office, the state's unemployment rate has decreased to 4.7 percent which is significantly lower than both the national average and the employment rates in neighboring states.
The Chief Minister made this statement in response to questions raised by opposition MLAs on the Governor's address in the Vidhan Sabha here on Thursday.
The Chief Minister took a dig at the Congress party, accusing opposition leaders of presenting false picture of unemployment rate in the state by relying on data from the CMIE (Centre for Monitoring Indian Economy). He said that CMIE is a private institution, which runs on the recharge of Congress. The organization is associated with chief advisor of former Congress President Mrs. Sonia Gandhi. He further criticized the opposition for selectively releasing misleading unemployment figures to further their own political agendas, seeking to gain political benefit by misrepresenting the facts.
He said that the latest report for the October-December 2024 quarter of the Periodic Labour Force Survey, released by the National Statistical Office, shows Haryana's unemployment rate at 4.7 per cent, whereas the national unemployment rate stands at 6.4 per cent. In addition, in Jammu and Kashmir, where the Congress is in alliance, the unemployment rate is 13.1 per cent. In Himachal Pradesh, where the Congress is in power, the unemployment rate is 10.4 per cent. In Punjab, where Congress is with the Indi-alliance, the unemployment rate is 5.9 per cent. The Chief Minister said that Congress should refrain from commenting on unemployment figures. He also pointed out that the NITI Aayog relies solely on surveys conducted by the National Statistical Office, which is an agency of the Government of India, for all policy decisions.
Earlier jobs were sold, now they are given on merit basis
Sh Nayab Singh Saini said that over the past 10 years, the current government has not only provided government jobs to reduce unemployment in the state but also focused on developing the skills of the youth for employment in the private sector. Taking a jibe at the Congress, he said out that during its 10-year tenure, Congress provided government jobs to only 86,000 youth. He said that the entire state of Haryana knows the basis on which these jobs were given. During their time, before the list of candidates was released, it would often make headlines in newspapers. Jobs were given based on money and recommendations. In contrast, the current government has provided government jobs to around 1,77,000 eligible youth over the past 10 years, purely based on merit, without any nepotism, regionalism, or corruption. The present Bharatiya Janata Party government, he said, has provided more than twice as many jobs as the Congress, all based on transparency.

Besides this, based on reports received through the MIS portal, there are 7,986 sanctioned posts in government colleges. Out of these, 5,422 posts are filled. The process of filling 2,424 Group-B Assistant Professor posts in various subjects is ongoing through the Haryana Public Service Commission, shared the Chief Minister while responding to questions raised by the opposition during the discussion on the Governor's address in the Haryana Vidhan Sabha on Thursday.
Sh. Nayab Singh Saini said that the opposition’s allegation that there are no students in 294 schools of Haryana is completely baseless. Only 28 such schools have no students. The teachers in these 28 schools have been adjusted in other schools, he shared.
The Chief Minister said that to ensure quality education for students in Nuh district, a separate Mewat cadre was created on April 30, 2012. The process of filling all vacant positions is going on. A requisition for filling 1,456 PRT posts has already been sent to the Haryana Staff Selection Commission on August 9, 2024, he said.
Sh. Nayab Singh Saini said that requisition for filling 360 vacant PGT posts in various subjects was sent to the Haryana Public Service Commission in July 2024. Of these, recommendations for 59 posts have been received, and joining will take place shortly. The remaining posts will also be filled soon, he assured.

Chandigarh, March 13 – Haryana Chief Minister, Sh. Nayab Singh Saini while taking a dig at the opposition said that Congress has collapsed due to its flawed policies, and the people have completely lost faith in that party. Congress ke paas na neeti hai, na niyat hai, aur na netratav hai , (Congress lacks policy, intent, and leadership), he remarked.
The Chief Minister said this while responding after the discussion on the Governor's address during the ongoing budget session of the Haryana Vidhan Sabha on Thursday. He also extended Holi greetings and best wishes to the people of Haryana.
Sh. Nayab Singh Saini criticized the Congress MLAs for walking out of the House, stating that the opposition lacks the ability to listen to the truth. He said that Congress won’t even be present in the Assembly in 2029.
He further added that Congress has no real issues and only focuses on making baseless accusations. He recalled stating during the municipal elections that Congress would be wiped out due to its flawed policies, and the results proved him right as not a single Congress candidate won.
The Chief Minister also targeted Congress leader Rahul Gandhi and said that during the Lok Sabha elections, Rahul Gandhi spread false narratives, claiming that if Sh. Narendra Modi became Prime Minister for a third time, the Constitution would be abolished. However, Prime Minister, Sh. Narendra Modi is safeguarding the Constitution— it is Congress that is vanishing, he asserted.
Triple Engine Government after Civic Polls
Sh. Nayab Singh Saini expressed pride in completing one year in office, recalling that on this very day a year ago, he was given the opportunity to serve Haryana. At that time, the Opposition questioned my experience, but the confidence I received in the Assembly was not just from the House but from the people of Haryana, he said.
He said that over the past year, the people have continued to trust the government. The present state government has worked without discrimination, and the results of the recent municipal elections have proved it. In the past year, we have secured blessings from the people thrice—in Lok Sabha, Assembly, and now municipal elections. The victory in municipal elections has added a 'triple engine' to the 'double engine' government, said the Chief Minister.
People have held Congress accountable
Taking a jibe at the opposition, the Chief Minister said that criticism is a fundamental right, but it should come with self-assessment. The opposition should also evaluate what they have done in their time. During the elections, they were demanding an account from the government, but the people have already settled Congress’s account, he said.
Quoting a poetic line to describe the opposition’s state, he remarked, "Tumhare paon ke neeche koi zameen nahi hai, Kamaal to yeh hai phir bhi tumhe yakeen nahi hai.

Chandigarh, March 13 – Haryana Chief Minister, Sh. Nayab Singh Saini said that, to provide better living conditions for citizens, the Haryana Shehri Vikas Pradhikaran (HSVP) will develop Sector-14-16, 22 in the Kot Billa Urban Complex in Panchkula and Sector-23 in Pinjore-Kalka as pilot projects in the first phase.
The Chief Minister was responding to questions raised by the opposition during the discussion on the Governor’s Address during the budget session of the Haryana Vidhan Sabha on Thursday.
Sh. Nayab Singh Saini sarcastically remarked that it is a good thing the opposition has now remembered the HSVP. This is the same authority whose foundation was undermined by the Congress government. At that time, farmers were forced to sell their land at 'throwaway prices' by creating fear of land acquisition. This land was supposed to be developed into sectors by the HSVP, but the authority's operations stopped, and it faced losses, shared the Chief Minister.
He further shared that the state government has worked to bring the HSVP out of its losses. It is now acquiring land for urban development in 41 sectors. This land acquisition will be done through the e-bhoomi portal or the land pooling policy, said Sh. Nayab Singh Saini.
There was no roadmap for developing colonies during the Congress rule-CM
The Chief Minister said that during Congress rule, there was no roadmap for developing colonies, and anyone could cut colonies anywhere, leading to the continuous development of illegal colonies. In contrast, the present state government has maintained full control over illegal colonies, said Sh. Nayab Singh Saini.
He said that the government has also regularized those colonies that were developed during the previous government. During the 10 years of Congress rule, 874 colonies were regularized, and thousands of colonies were spread. The present state government has also regularized those 2,147 colonies, said the Chief Minister.
Sh. Nayab Singh Saini said that the government is taking necessary action against illegal colonies on a regular basis. This includes demolishing illegal colonies and taking action against violators. Since January 2015, 6,904 such colonies have been identified, and 3,937 colonies covering 26,650 acres of land have been demolished. Besides this, action is being taken against 1,879 violators, shared the Chief Minister.
Regarding the opposition's issue raised in the house about the reduction in the number of SC wards in urban local bodies, the Chief Minister informed the House that the reservation of seats/wards for Scheduled Castes in municipal elections is done according to Section 11(1) of the Haryana Municipal Corporation Act, 1994.
The Chief Minister said the reservation is based on the ratio of the Scheduled Caste population in the respective municipal corporation, using the latest census data to calculate the total population and the Scheduled Caste population of the concerned municipal corporation.
Sh. Nayab Singh Saini said that this system is in accordance with Articles 243T and 243P(G) of the Constitution of India. The reservation of seats/wards for Scheduled Castes in all civic bodies polls in the state has been done accordingly, and there has been no reduction in the reservation of SC wards, he said.

Sh. Nayab Singh Saini said the pension of ineligible people was cut on the basis of information given by the head of the family in the Parivar Pehchan Patra. But the Opposition leaders asked why the pension of people was revoked. He said the objective of the government is to give benefits to as many people as possible. Now, we have given this benefit to every eligible person, even then the Opposition is having problems, he said.
The Chief Minister said the Opposition leaders are talking about more BPL cards being made. If any BPL card has been made in the state in a wrong way, then it will be investigated. He said during the Congress regime, the business of giving recommendations was prevalent and BPL cards of the rich were made but the poor could not get included in the BPL category.
He said in the last 10 years, the state government has brought a change in the method of estimating the number of families below the poverty line. The central government had a rule that no more than 21 per cent of the population of any state can be above the below poverty line. The state governments had the right to mark the families below this benchmark on the basis of 5 criteria and declare them BPL and give them yellow ration cards. Another criteria in this was that the annual income of the family should not exceed Rs 1.20 lakh. The poor have now got freedom from the population limit criteria and income limit criteria of Rs 1.20 lakh in BPL category. The Chief Minister said for the first time, the government included all the families with annual income up to Rs 1.80 lakh in BPL category. Due to this, about 32 lakh families with annual income of Rs 1.20 lakh to Rs 1.80 lakh were included in the BPL list. These poor families got a chance to avail government benefits for the first time.

QCI, NABL organise Accreditation Awareness Conference for government departments in Haryana
Chandigarh, March 13 - In a significant step towards enhancing quality standards across government operations, the Quality Council of India (QCI) and the National Accreditation Board for Testing and Calibration Laboratories (NABL), in collaboration with the Quality Assurance Authority (QAA), Haryana, organized an Accreditation Awareness Conference. The conference aimed to educate government departments on the importance of NABL accreditation, including its benefits, procedures, documentation requirements, and its critical role in ensuring quality and compliance.
The session commenced with an inaugural address by Sh. Rajeev Arora, Chairperson, QAA, who highlighted the transformative impact of NABL accreditation across various sectors. He emphasized that accreditation not only assures the reliability of test results but also enhances global recognition—a crucial factor for sectors like agriculture, horticulture, MSMEs and public infrastructure projects.
"NABL accreditation is a hallmark of trust and technical competence," Sh. Arora stated. "In sectors like agriculture and horticulture, accreditation is vital for exports as it ensures that products meet international quality standards. For MSMEs, particularly those involved in the export market, NABL accreditation enhances their credibility and market access. Similarly, for public works, accredited testing ensures quality control and compliance with national and international standards," he added.
One of the key concerns raised during the conference was the reliance on private NABL-accredited laboratories. While private labs play a significant role in providing specialized testing services, legal challenges often arise when government departments collaborate with them, as private entities may not fully cooperate during legal scrutiny. To address this issue, the Government of Haryana is taking proactive steps to foster a process-driven quality culture across all departments and become self-sufficient.
The conference also featured technical sessions by experts from NABL and QCI. Participants from key government departments—including Agriculture, Horticulture, Health, Public Works (B&R), Power, MSMEs, and Public Health Engineering—engaged in discussions on how NABL accreditation can streamline their quality assurance processes. Emphasis was laid on developing in-house accredited laboratories within government departments to reduce dependency on private entities and ensure greater transparency and legal compliance.

HARYANA VIDHAN SABHA PROCEEDINGS
Chandigarh, March 13– Haryana Mines and Geology Minister, Sh. Krishan Lal Panwar said that the state government is continuously monitoring illegal mining in the state and strict action is also being taken against those involved in such activities.
Sh. Panwar was responding to a question asked by MLA, Sh. Umed Singh from Badhra constituency during the ongoing budget session of Haryana Vidhan Sabha today.
He said that in 2014-15, an e-auction was conducted by the department for mining in Ramalwas village, Badhra Assembly constituency. M/s Kayden Infra Pvt. Ltd had offered the highest bid of Rs.14. 35 crore in the e-auction. After obtaining the necessary EC and CTO, mining operations at the site began on June 14, 2016. During the agitation, mining operations were stopped by the administration and subsequently, the operations were suspended by the Mining officer on October 28, 2024. Thereafter, on the recommendation of the Mining Officer, the mine was terminated on December 11, 2024.
Sh. Panwar said that the royalty is being given by the lessees only to the government in lieu of mineral rights granted to them. An amount of Rs. 62 crore was deposited by the mining department which can be used for development work.

Chandigarh, March 13 - Haryana Public Health Engineering Minister Sh. Ranbir Gangwa informed that under the Jal Jeevan Mission in the state, domestic drinking water connections have been provided to all the houses in all the villages and hamlets. He gave this information in response to a question during the budget session in the Haryana Legislative Assembly.
He informed that Prime Minister Sh. Narendra Modi had started the Jal Jeevan Mission scheme in 2019. The Prime Minister's dream is to give tap water in every house. He informed that after the launch of Jal Jeevan Mission, a household survey was conducted in the year 2019-20. All the 30.41 lakh houses found without connection in this survey have been covered under Jal Jeevan Mission till 6 April 2022, the total cost of which has come to Rs 37.89 crore. At present, if other remaining houses are found, work will be started on them after getting approval for the expansion of Jal Jeevan Mission.
He said the Public Health Engineering Department neither uses any kind of PVC pipe nor gives any permission in this regard.

Budget for cow protection increased from Rs 2 crore in 2014 to Rs 425 crore now: Vipul Goel
Rs 163 crore assistance given to cow shelters for fodder this year: Minister
Chandigarh, March 13 - Haryana Revenue and Disaster Management Minister Sh. Vipul Goel said the government is committed to the protection and promotion of cows. After the year 2014, the Haryana Government has increased the budget for cow protection. He was responding to a calling attention motion during the budget session of the Haryana Assembly.
The minister said that before our government was formed in 2014, the budget for cow protection used to be Rs 2 crore, which our government increased to Rs 425 crore. Not only this, our government has increased the budget for fodder which was Rs 1.85 crore before 2014. This year, so far Rs 163 crore has been provided to cow shelters for fodder.
Sanctuaries built in Panipat and Hisar districts
He informed that the state government has built two cow sanctuaries with a capacity to keep 5,000 animals in village Nain (Panipat district) and village Dhandhoor (Hisar district) at a cost of Rs 8 crore. So far, about 6,000 destitute animals have been rehabilitated in these sanctuaries. The Gau Seva Aayog has a provision of Rs 10 crore for setting up sanctuaries.
He informed that there are a total of 683 cow shelters across the state. Out of these, 185 are in municipal areas, which have a total capacity to keep 1,73,501 cattle. Additionally, municipalities have been directed to build more gaushalas based on the requirement.
The Urban Local Bodies said a total of 56,615 stray animals have been rehabilitated in gaushalas from January 2024 to March 2025. Apart from this, 25,325 dogs have been sterilized and 41,152 monkeys have been sent to forest areas during the same period.
He informed that to strengthen the gaushalas, the government is providing fodder subsidy to all the gaushalas through the Animal Husbandry and Dairy Department, Haryana. The government has announced fodder subsidy for stray animals under which about Rs 163 crore has been released to the gaushalas of the state in the current financial year. Under this scheme, Rs 10 per calf, Rs 20 per cow and Rs 25 per bull are given to the gaushalas for feeding the animals. A total of Rs 294.55 crore has been released from the year 2020 till date. Registered gaushalas have also been given the benefit of subsidized electricity supply at the rate of Rs 2 per unit. As a result, the number of registered gaushalas in the state has increased by 158 during the last five years. This has increased the number of registered gaushalas from 525 to 683.
He informed that to encourage gaushalas for rehabilitation of destitute animals, the state government has issued a notification and constituted Special Gau Conservation Task Force for each district and State Level Special Gau Conservation Task Force Committee.
Veterinary hospitals opened in gaushalas
The minister informed that the Animal Husbandry and Dairy Department has opened 17 Government Veterinary Hospitals and 12 Government Veterinary Dispensaries in various gaushalas of the state for the protection, treatment and security of animals.
He informed that the government is working to prevent people from abandoning destitute animals on roads/streets. The municipalities have also imposed a fine of Rs 34.63 lakh from January 2024 to March 2025 on those who abandon the cattle after milking them.
The municipalities are running the sterilization and population control programme for stray dogs effectively. A total of 25,325 stray dogs have been sterilized in all the municipalities of the state from January 2024 to March 2025.
Grant to gaushalas for Gobar Gas Plant
On a member's point regarding setting up of Gobar Gas Plant in gaushalas, the Urban Local Bodies minister said that a system has been made to provide grants to gaushalas for setting up Gobar Gas Plant. If any gaushala applies for this, it will be provided a grant to set up Gobar Gas Plant.
During the discussion on the attention motion, Agriculture Minister Sh. Shyam Singh Rana suggested to protect the land of ‘gocharan’ and Social Justice and Empowerment Minister Sh. Krishan Kumar Bedi suggested that every member of the Vidhansabha and Additional Chief Secretary level officers should adopt one gaushala each.
On this occasion, many other members of the Vidhan Sabha gave their suggestions for protection and promotion of cows as well as to get rid of the problem of stray dogs and monkeys, on which Minister Sh. Vipul Goel assured to take positive steps ahead.

Chandigarh, March 13- Haryana Public Works Minister Sh. Ranbir Gangwa said there are some flaws in the design of the Railway Over Bridge built at Mission Chowk in Sonipat, due to which people are facing problems. To solve this problem, an inspection will be conducted by the officials. Sh. Ranbir Gangwa was answering a question during the budget session in the Assembly.
He informed that there is a Railway Over Bridge (ROB) at level crossing number 27-B on Delhi-Ambala Railway Line at Gohana Road in Sonipat. This is a three-legged ROB in which the part from Geeta Bhawan Chowk to Gohana-Kakaroi Road is two lane, whose width is 7.50 meters and Mission Chowk (Kharkhauda Sanuk) and the third part is single lane, whose width is 3.75 meters. The design of the ROB was prepared according to the availability of land and the condition of the site. He said that instructions have been given to the officials to resolve the issue.

Chandigarh, March 13- Haryana Minister of State for Youth Empowerment and Entrepreneurship, Sh. Gaurav Gautam informed that Haryana Kaushal Rozgar Nigam Limited (HKRNL) was established under the Companies Act, 2013 to meet the emergency and short-term unskilled and semi-skilled manpower requirements of government departments and organizations. The corporation also considers the demand for manpower from the private sector. Haryana Public Service Commission and Haryana Staff Selection Commission are authorized to conduct the selection process for appointment to regular sanctioned posts in the state. Employment exchanges register job seekers for employment assistance in the private sector and implement unemployment allowance schemes for unemployed youth.
Sh. Gautam was responding to a question asked by a member of the House in the Budget Session of the Haryana Legislative Assembly today.
Sh. Gaurav Gautam informed that the appointment of contractual persons is stipulated in clause number 8.8 of the 2022 policy. In the data provided by Haryana Parivar Pehchan Authority (HPPA), weightage is given on the basis of the annual family income of the verified candidate, which will be considered determinative in terms of Section 6(2) of the Act.
He informed that only those candidates who have Parivar Pehchan Patra can register themselves on HKRNL portal. He informed that non-Haryana resident contract workers with temporary Parivar Pehchan Patra, who were working in the departments before 31.03.2022 or till 31.03.2022, were also allowed to port. A total of 2041 non-Haryana resident contract workers out of a total of 1,06,513 have been ported by the department in HKRNL.
In response to another question, Sh. Gaurav Gautam informed that the proposal to open a Government Industrial Training Institute in Indri city has recently been approved by the government. The construction work of ITI will be started as soon as the land is available and this institute will be ready in about three years.

Chandigarh, March 13 - Haryana Public Health Engineering Minister Sh. Ranbir Gangwa informed that there has been no report of waterlogging at Chhotu Ram Chowk and Civil Line Road in Rohtak during the monsoon season of the last two years. He was answering a question during the budget session of the Haryana Assembly. He informed that to improve the drainage of rainwater from Sir Chhotu Ram Chowk, the work of construction of an intermediate pumping station at Lad-wala Johar (Appu Ghar) by Municipal Corporation Rohtak is in progress. This work is likely to be completed by May 2025. Apart from this, a proposal to lay a rainwater drainage line from Sir Chhotu Ram Chowk to the pond is under consideration.

Chandigarh, March 13 - Haryana's Minister of State for Sports, Sh. Gaurav Gautam informed that a total of Rs 428.82 crore prize money has been distributed to 9,202 eligible players of the state by the Haryana Sports Department from the year 2018 to 2024 and the remaining prize money of the players will be given to the players soon. The Minister of State for Sports was responding to a question asked by a member of the House during the Haryana Legislative Assembly Budget Session today.
He informed that in the years 2017-18 and 2018-19, prize money of Rs. 44.65 crore was given to 1607 players, in the year 2019-20, Rs. 38.10 crore was given to 2341 players, in the year 2020-21, prize money of Rs. 14.27 crore was given to 639 players. Similarly, in 2021-22, prize money of Rs. 70.67 crore was given to 296 players, in 2022-23, Rs. 48.14 crore was given to 1071 players, in 2023-24, Rs. 100.40 crore was given to 787 players, and in 2024-25, prize money of Rs. 112.59 crore was given to the players.

Chandigarh, March 13 - Haryana Health Minister Arti Singh Rao said the 50-bed sub-divisional civil hospital located in Loharu will be upgraded to a 100-bed hospital, and work will be started soon for its construction.
The Health Minister was responding to a question asked by a member of the House during the budget session of the Haryana Legislative Assembly today.
She said that a 50-bed sub-divisional civil hospital in Loharu is running in the old building of the Community Health Centre of Loharu. The Chief Minister has given approval to make this sub-divisional hospital a 100-bed hospital. The Public Works Department will soon start work for the construction of the building.

Chandigarh, March 13 - Haryana Public Health Engineering Minister Sh. Ranbir Gangwa said the work of laying sewerage system is going on in the Siwan municipal area. The entire sewerage system will be completed by June 2025. He gave this information during the budget session of the Haryana Legislative Assembly.
He informed that no complaint has been found to be true regarding damage to houses due to laying of sewerage.
The minister informed that administrative approval of Rs. 30.60 crore has been given for this work. With this amount, the proposal of laying sewerage (23.78 km) and a sewage treatment plant (capacity 4.50 MLD) is being worked upon. He said the sewer line has been laid and the work of sewage treatment plant (STP) has been 80 percent completed.

Soon, administrative approval will be given for the construction of the building. He gave this information in response to a question during the budget session of Haryana Assembly.
He said that talks have been held with the Deputy Commissioner of Rewari in this regard. 1.75 acres of land has been identified for the building and the proposal has also been received. Administrative approval will be given for this soon.
