Chandigarh, January 10 — The Hon’ble Chief Justice of India, Justice Surya Kant, stated that a Sessions Division will be established soon in Hansi. After Hansi was declared the 23rd district of the State, this will provide another important facility for the residents of Hansi. The Sessions Division will play a significant role in strengthening access to justice for the general public.

Justice Surya Kant was addressing judicial officers, advocates, and distinguished citizens as the Chief Guest after inaugurating the Narnaund Sub-Divisional Court and laying the foundation stone of the Sub-Divisional Judicial Complex at Narnaund.

Union Law Minister Sh. Arjun Ram Meghwal; Haryana Public Health Minister Sh. Ranbir Gangwa, Cooperation Minister Dr. Arvind Sharma; and Chief Justice of the Punjab and Haryana High Court Justice Sheel Nagu were present on the occasion.

Justice Surya Kant said that the establishment of a Sub-Divisional Court at Narnaund is a matter of great satisfaction. Assuring the people, he emphasized that the judiciary is committed to delivering justice to the doorstep of every poor and needy person. The Constitution guarantees equal access to justice for all citizens, and the judiciary is continuously working to ensure that justice is affordable and accessible, especially for the underprivileged.

Calling upon judicial officers and advocates, Justice Surya Kant said that strengthening public faith in the justice delivery system and ensuring timely justice should remain the highest priority. He added that advocates serve as vigilant sentinels of justice and must always uphold the ethics and values of the Bar.

Emphasizing the importance of adapting to changing times, he urged advocates to equip themselves with technical knowledge in this era of rapid technological advancement and to remain updated with developments taking place in the judiciary. He further stressed that judicial officers and advocates should dispose of pending cases with a positive, proactive, and solution-oriented approach.

It is noteworthy that more than ₹21 crore will be spent on the construction of the Sub-Divisional Judicial Complex. The complex will be built over an area of 1.79 acres. Facilities will be developed on the ground floor, first floor, and second floor. The ground floor will include courtrooms, witness rooms, and other chambers; the first floor will house the Family Court, mediation rooms, and related facilities; while the second floor will comprise the mumty and machine room.

On behalf of the Narnaund Bar Association, mementos were presented to Justice Surya Kant, Chief Justice of the Punjab and Haryana High Court Justice Sheel Nagu, and Haryana Public Health Minister Sh. Ranbir Gangwa as a mark of respect.

Chandigarh, January 10 – The “Fourth Potato Expo,” organised by the Haryana Horticulture Department at Karnal, concluded successfully. The two-day event witnessed enthusiastic participation from progressive farmers, seed producers, scientists, buyers, sellers, and companies from the public and private sectors from Haryana and other states. The main objective of the expo was to showcase new technologies in potato production, promote high-quality seed potatoes, and connect farmers with better markets. On the second day and at the closing ceremony of the expo, Agriculture and Farmers’ Welfare Minister, Sh. Shyam Singh Rana attended as the Chief Guest.

During the event, the Agriculture Minister first inspected the state-of-the-art tissue culture laboratory established at the institute, where the process of producing disease-free and high-quality seed potatoes was explained to him. Thereafter, he visited the aeroponics unit, where the advanced technology of soil-less potato production was demonstrated.

The Agriculture Minister also inspected the demonstration trials of various potato varieties, where discussions were held on the yield potential, disease resistance, and market value of a total of 16 different varieties. Besides this, he visited various stalls set up by various firms at the expo venue, where public and private companies showcased seeds, machinery, technical materials, and other agricultural equipment. He interacted with stall operators, gathered information about new technologies, and appreciated innovations in the interest of farmers.

Addressing farmers, buyers, and sellers present at the event, Sh. Shyam Singh Rana said that the expo is a strong platform for connecting high-quality seed potatoes produced in Haryana with farmers across the country. He said that Haryana is emerging as a leading agricultural state in seed potato production. Through the adoption of new technologies, Haryana has made significant progress in seed potato production, reducing farmers’ costs and increasing their income. He said that this platform will directly connect farmers and buyers, ensuring better markets and fair prices.

The Agriculture Minister said that India is an agriculture-based country and that since 2014, under the leadership of Prime Minister, Sh. Narendra Modi, the country has progressed, providing opportunities for growth in the agricultural sector and for farmers. He said that the dream of a developed India will be realized only when every sector progresses, and the Government of India is continuously working towards this goal. He informed that the Haryana Government is procuring many crops at Minimum Support Price (MSP). Besides this, the Bhavantar Bharpai Yojana is being implemented to promote horticulture. He said that agriculture, animal husbandry, fisheries, and horticulture are being actively promoted in the state. Haryana ranks second in fish production in the country and the government has fixed the price of honey at Rs. 120 per kilogram. He appealed to citizens to adopt indigenous products to strengthen the country’s economy.

The Agriculture Minister honored farmers for their outstanding work. Five progressive farmers were awarded the ‘Aloo Ratna’ Award and given a cash prize of Rs. 11,000 each, while 11 farmers were honored with the ‘Aloo Samman’ Award, along with a cash prize of Rs. 5,100 each.

On this occasion, it was also informed that the tissue culture laboratory was formally granted accreditation after inspection by the Department of Biotechnology, Government of India, New Delhi, on October 1, 2025. Congratulating the Horticulture Department and scientists on this achievement, Sh. Shyam Singh Rana said that this recognition is a matter of pride for Haryana. The accreditation shows the laboratory’s technical capacity, quality standards, and research facilities. It was further informed that in 2024, the state government registered the trademark of the “Har-Aloo” logo, which symbolizes the high quality, purity, and reliability of seed potatoes. The Minister said that this brand will help give Haryana’s seed potatoes a distinct identity at the national level.

Chandigarh, January 10 – Haryana Health Minister, Ms. Arti Singh Rao said that inclusive development is not possible without public participation, and with this thought in mind, the government is ensuring the involvement of all sections of society in the budget-making process. She expressed confidence that the suggestions received from all stakeholders will further strengthen, modernize, and make Haryana’s health sector more people-centric.

The Health Minister said that the Pre-Budget Consultation Meeting held yesterday in Faridabad by Chief Minister, Sh.Nayab Singh Saini, along with other Ministers and officers, to seek budget suggestions related to the health sector will have positive and far-reaching outcomes in the interest of the state. A large number of eminent doctors from the medical, dental, and AYUSH sectors, health equipment manufacturers, academicians, researchers, and paramedical representatives participated in the meeting.

During the meeting, officers invited suggestions from all stakeholders present on an open platform. It was also informed that participants who could not share their views during the meeting may submit their suggestions through a specially developed app and website as part of the pre-budget consultation process.

Expressing gratitude to all participants, Ms. Arti Singh Rao said that their valuable suggestions would prove helpful in further strengthening the state’s health infrastructure. The Haryana government believes in public participation, and all suggestions received from various sections will be given serious consideration while preparing the budget, she added.

The Health Minister further said that the present Haryana government believes in moving forward by taking all stakeholders along. She clarified that the current BJP government is, for the first time, preparing the budget by seeking suggestions from the general public and experts at this level, a practice that did not exist under previous governments.

*Chief Justice of India Justice Surya Kant inaugurates new court in Barwala, lays foundation stone of court complex*

Chandigarh, January 10 — Chief Justice of India Justice Surya Kant said that courts are being established closer to the people so that everyone can receive speedy justice. He emphasized that the nearer the courts are, the easier it becomes for citizens to fight for the protection of their rights.

The Chief Justice was speaking as the chief guest at a programme held in Barwala on Saturday. Earlier, Chief Justice Surya Kant inaugurated the newly constructed court in Barwala and also laid the foundation stone of the upcoming court complex. He also conveyed a message of environmental conservation by planting a sapling.

The programme was attended by Cabinet Minister Sh. Ranbir Singh Gangwa, Cabinet Minister Dr. Arvind Sharma, Chief Justice of the Punjab and Haryana High Court Justice Sheel Nagu, Judge of the Punjab and Haryana High Court Justice Alka Sarin, Justice H. Chief Justice Surya Kant said that the primary objective of establishing new courts is access to justice—to make justice simple, accessible, and affordable for the common citizen. Congratulating the Haryana Government, he said that judicial work in Barwala and Narnaund will commence from Monday. He noted that the framers of the Constitution provided for High Courts in every state with the vision that citizens should not have to go to Delhi for their fundamental, civil, and human rights, but should be able to obtain justice within their own state.

Expressing gratitude to the Haryana Government, Chief Justice Surya Kant said that the state government has always extended cooperation in the development of judicial infrastructure. He shared that during his tenure, he also served as Chairman of the High Court Building Committee, and timely financial assistance was provided by the government for the construction of several judicial complexes in Haryana. He expressed confidence that under the guidance of the Punjab and Haryana High Court, judicial officers would understand the hardships of the common man and deliver quality justice, making the state a leader in the country. Following the concept of “Justice at Your Doorstep,” judicial complexes are being constructed closer to the public, which has proved particularly effective for the poor in accessing justice. Along with continuous infrastructure development, it is equally important that citizens receive quality justice.

*Haryana Registers Record 3,738 NDPS Cases in 2025, Arrests Over 6,800 Accused Including 33 Foreigners in Major Anti-Drug Crackdown*

Chandigarh, January 10 – In a significant milestone in the fight against narcotics, Haryana registered a record 3,738 FIRs under the NDPS Act and arrested 6,801 accused persons during 2025, marking the state's strongest enforcement action against drug trafficking to date. Additional Chief Secretary, Home Department, Dr. Sumita Misra shared these achievements here today.

From 2020 to 2025, she said that the state registered 20,519 FIRs under the NDPS Act and arrested an impressive 35,207 accused persons during the last six years. This sustained crackdown has sent a strong deterrent message to drug traffickers across the region, with enforcement numbers showing a steady upward trajectory year after year.

The arrests spanned multiple states with the largest numbers coming from Uttar Pradesh with 169 arrests, followed by Punjab with 147, Rajasthan with 64, and Delhi with 45 accused. Other states including Himachal Pradesh, Jharkhand, Bihar, Madhya Pradesh, Uttarakhand, and several north eastern states also saw their residents arrested in Haryana for drug-related offenses.

Among foreign nationals, authorities apprehended 26 Nigerians, 6 Nepalis, and 1 Senegal (Africa) individual, demonstrating the state's capability to tackle sophisticated international drug cartels operating within its borders.

The state has achieved particular success in combating commercial drug operations, which represent large-scale trafficking networks. In 2025 alone, authorities registered 457 commercial NDPS cases and arrested 1,227 accused, the highest annual figures in the six-year period. Overall, commercial cases resulted in 2,224 FIRs and 5,824 arrests during the period under report.

Haryana's anti-narcotics teams have successfully penetrated inter-state and international drug networks with remarkable efficiency. In 2025, a total of 586 accused were arrested, including 553 from other states and 33 foreign nationals, representing a significant increase from 444 arrests in 2024. This showcases the growing reach and effectiveness of Haryana's enforcement agencies.

Over the six-year period, Haryana has seized narcotics worth hundreds of crores, striking a major blow to drug trafficking networks. The seizures include a staggering 55,701 kilograms of ganja, disrupting cannabis supply chains across northern India. Poppy straw emerged as the largest category with 89,696 kilograms seized, followed by 1,300 kilograms of charas and 229 kilograms of heroin. Notably, in 2025 alone, authorities confiscated 55.84 kilograms of heroin, one of the highest annual seizures for this dangerous narcotic, Dr. Misra added.

Other significant recoveries included 1,819 kilograms of opium, 3,392 kilograms of opium plants, and 814 grams of cocaine over the six-year period. The authorities also seized emerging synthetic drugs including over one kilogram of MD, MDA, and MDMA, along with smaller quantities of methamphetamine, LSD, and brown sugar.

Dr. Misra further informed that in year 2025, enforcement agencies confiscated 18,039 kilograms of poppy straw and 6,257 kilograms of ganja, along with 645 grams of MDMA and 240 grams of cocaine. A particularly concerning category has been pharmaceutical drugs, where authorities seized over 58.44 lakh units including capsules, injections, tablets, and bottles that were being diverted for abuse. In 2025 alone, more than 6.59 lakh pharmaceutical drug units were recovered from illegal channels.

"We are ensuring that crime doesn't pay," emphasized Dr. Misra, highlighting the state's focus on economic disruption of drug networks. From 2007 to 2025, Haryana has seized, frozen, and forfeited properties worth Rs. 67.01 crore belonging to 370 drug traffickers under the NDPS Act. This aggressive asset seizure strategy has proven to be a powerful deterrent, as it directly impacts the financial motivation behind drug trafficking.

In 2025 alone, properties worth Rs. 13.59 crore belonging to 143 affected persons were attached, while in 2023 and 2024, properties worth Rs. 13.27 crore and Rs. 7.55 crore were seized from 61 and 54 individuals respectively. This sustained focus on financial investigation and asset forfeiture ensures that convicted drug dealers cannot enjoy the proceeds of their illegal activities.

To ensure speedy trials and justice, Haryana has established eight operational NDPS Fast Track and Special Courts across the state. These dedicated courts function in the districts of Sirsa, Fatehabad, Ambala, Hisar, Kaithal, Karnal, Kurukshetra, and Panipat, exclusively handling NDPS cases to expedite the judicial process.

The first two courts were established in Sirsa and Fatehabad in April 2022, followed by six more courts in February 2023. The state government has demonstrated continued commitment to strengthening the judicial infrastructure, with proposals already submitted for additional dedicated NDPS courts at Yamunanagar, Faridabad, Gurugram, and Rohtak. These proposed courts will further enhance the capacity for swift justice and reduce case backlogs in high-incidence areas.

Under the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act of 1988, Haryana has detained 147 hardcore drug offenders from 2022 to 2025, effectively neutralizing habitual offenders who posed a continuing threat to society. The numbers show a dramatic increase in the use of this preventive measure, with just three detentions in 2022, rising sharply to 51 in 2023, 12 in 2024, and 76 in 2025. This preventive action has proven crucial in breaking the cycle of repeat offenses by known drug traffickers.

"Prevention through awareness is our strongest weapon," stated Dr. Misra, highlighting the state's comprehensive outreach programs that complement enforcement efforts. Haryana has conducted an impressive 18,540 anti-drug awareness programmes across the state, reaching 28.46 lakh participants from all walks of life. These programmes have been strategically designed to target schools, colleges, workplaces, and community centers to maximize impact.

Chandigarh, January 10 - A grand felicitation ceremony was organized in honour of the Hon’ble Chief Justice of India, Justice Surya Kant, at his ancestral village Petwar, in Hansi. On his arrival in the village, Justice Surya Kant received a warm and enthusiastic welcome from the villagers. Accompanied by drum beats, he was escorted to the main stage, where the villagers honoured him by presenting a traditional turban.

Addressing the gathering, Chief Justice Justice Surya Kant expressed his gratitude to his village, teachers, parents, elders, and fellow villagers. Sharing the struggles of his student life, he said that despite limited resources, the dedication of his teachers and the blessings of elders inspired him to move forward.

He said that education is the greatest investment and every family must give the highest priority to the education of their children. He called upon society to collectively support economically weak but talented children in pursuing higher education and also announced personal financial assistance for this purpose. Describing children as the future of the nation, he said he firmly believes that they will bring glory to Haryana and the country at national and international levels in the future. He encouraged youth to advance in fields such as the armed forces, medicine, engineering, civil services, and other professions. He expressed confidence that education, healthcare, and basic infrastructure in the village would witness further development in the coming times. Thanking the organizing committee, villagers, and the administration, he said that the affection of the village and the blessings of elders are the greatest wealth of his life.

Recalling his school days, Chief Justice Justice Surya Kant said that he studied up to Class X in the same school and would always remain emotionally attached to it. He said that although facilities in schools were limited during those times, teachers were deeply committed to teaching. He reminisced that students studied in a large hall where paddy straw was spread on the floor, and teachers taught till late at night to ensure that the school’s results were better than those of other schools in the region.

During the event, several demands related to village development were placed, including construction of a Community Health Centre on one acre of land near the bus stand, demolition of the old building of the Government Senior Secondary School and construction of a new one, development of a herbal park behind the Doba pond, establishment of an e-library, beautification of the Doba and Dobi ponds, and installation of solar panels in the Government Girls Senior Secondary School. On these demands, Chief Justice Justice Surya Kant said that he had met the Chief Minister Sh. Nayab Singh Saini the previous day, who assured that all demands raised for the village would be fulfilled.

Education Minister Sh. Mahipal Dhanda welcomed Justice Surya Kant and other dignitaries and announced that the Government Senior Secondary School of the village would be developed as a Model Sanskriti School. On this occasion, Chief Justice Justice Surya Kant also honoured meritorious children. Earlier, Justice Surya Kant offered prayers at the village temple.

Chandigarh, January 10 – A pre-Budget meeting was held today in New Delhi under the chairpersonship of Union Finance Minister Smt. Nirmala Sitharaman, with the Finance Ministers of all States and Union Territories (including members of the legislative bodies). Haryana Chief Minister Sh. Nayab Singh Saini participated in the meeting and placed several important demands related to Haryana for inclusion in the Union Budget. These included budgetary allocations and other key demands concerning agriculture, rural development, medical education, industries, and allied sectors. He said that the Union Budget would further pave the way for Haryana’s progress and that Haryana would make its full contribution toward making India a developed nation by 2047.

During the meeting, Sh. Nayab Singh Saini said that the Haryana Government is making dedicated efforts to continuously move the state forward on the path of progress. While significant efforts have been made at the state level, central assistance is essential to achieve the desired outcomes. To expand medical education, Haryana is planning to open a medical college in every district, for which substantial support under centrally sponsored schemes is required.

He said that Haryana is an agriculture-dominant state and ranks second in the country in foodgrain production. It is also known as the breadbasket of India. Around six lakh acres of land in the state are affected by salinity/waterlogging; therefore, financial assistance from the Central Government is required to prevent further damage to this land. He added that the need for modernization of agriculture has long been felt. By focusing on digital agriculture, micro-irrigation, agri-logistics, and value addition, farmers can be directly connected to markets. Agri-processing clusters along with MSMEs can become engines of rural prosperity.

Need for Central Capital Investment for NCR Logistics Hub

The Chief Minister said that Haryana’s NCR region is being developed as a logistics hub, which will facilitate easier and time-bound connectivity and supply of goods to all major markets across the country. Therefore, increased central capital investment is required in these areas. He emphasized that economic growth cannot be accelerated without boosting MSMEs and startups. Haryana ranks fourth in the country in startups. To promote startups, the state is establishing a ₹2,000 crore ‘Fund of Funds’. The government is also developing 10 new IMTs, which will provide a major boost to MSMEs and startups across the state and attract significant capital investment. Additional financial assistance is required to develop these IMTs.

He further said that the state is providing social security pensions to more than 44 lakh people, and financial assistance under this head should also be increased for Haryana.

Demand Raised to Increase Rural Development Fund

Sh. Nayab Singh Saini raised the demand to enhance the rural development fund. He said that to meet growing infrastructure needs and to maintain the momentum of rural development, the general allocation under RIDF should be increased to ₹2,000 crore in the next financial year 2026–27. Similarly, under UIDF, the existing cap of ₹100 crore on the maximum project size has become a roadblock in executing large projects; therefore, this limit should be increased to ₹500 crore.

He thanked the Union Finance Minister for continuing the scheme of ‘Special Assistance to States for Capital Investment’. Considering Haryana’s special needs due to its proximity to the national capital, he demanded an increase in untied allocations for the state along with appropriate relaxations in the conditions for utilization of assistance.

The Chief Minister also suggested that investment in human capital is the foremost need of the time. Education, skills, and health are the backbone of a developed nation. For the future economy, skill development in areas such as AI, semiconductors, green technology, and biotechnology is essential.

Haryana’s 3.7 Percent Contribution to GDP

Sh. Nayab Singh Saini said that despite being a geographically small state, Haryana contributes 3.7 percent to the country’s GDP. The state is also a leader in tax collection and ranks first in per capita GST collection. Haryana’s contribution to total national GST collection stands at 7.32 percent, and the state ranked fifth nationally by December 2025. In the current financial year, Haryana has recorded a 21 percent increase in net SGST collection, which is significantly higher than the national average of 6 percent.

He expressed confidence that the upcoming Union Budget would give due importance to Haryana’s demands, enabling the state to progress at an even faster pace.
