 Chandigarh, Feb 12 – Chairman, Haryana Gau Seva Aayog, Mr. Bhani Ram Mangla said that fine of Rs 5,100 would be imposed on those abandoning milch cows in the state. For this purpose, a mobile application is being prepared with the assistance of IT cell which would reveal information about the place and district of animal on the basis of tag number. Apart from this, grant of 90 per cent would be given on equipment used for making different products from cow dung and cow urine.

        Mr. Mangla was speaking in a function organised to distribute financial assistance cheques to gaushalas in district Bhiwani today. He distributed cheques of about Rs 26.50 lakh to 24 guashalas.

        He said that as per the decision of the government, Gau Seva Kendras would be established in villages for the safety of gauvansh. The government would give financial assistance for this purpose. The registration of these seva kendras would be mandatory and a committee of learned persons would be constituted for its functioning. The Aayog would give lump sum amount of Rs 5,000 per cow annually for its rearing.

         Mr. Mangla said that 90 per cent grant would be given on equipment used to make flowerpots, soaps, lamps, dhoop and other items from cow urine and cow dung. Similarly, those gaushalas which have excess land, would get 90 per cent grant on fodder cutting machine. He said that biogas plants would be got established in gaushalas.

20,000 mandis would be established in the country so that farmers could get better prices for their produce.

Chandigarh, Feb 12 – Union Minister of Steel, Ch. Birender Singh said that 20,000 mandis would be established in the country so that farmers could get better prices for their produce.

The Union Minister, who was interacting with media persons at Safidon, district Jind today, said that the Central Government has been actively working towards doubling the income of farmers.

        He said that concrete steps have been taken to double the income of farmers. He said that last year, loans were provided to about 6-7 crore farmers and this year, target has been set to provide loan to about 11 crore farmers so as to make farming profitable.

        The Minister said that the Central Government has introduced a unique scheme under which about 10 crore BPL families would get medical facilities up to Rs five lakh. These facilities would be available in government as well as private hospitals. A Committee has been constituted so that people would get benefits of this facility at the earliest.

        He said that the Lok Sabha, Vidhan Sabha and all other elections should be held together. The Central Government has been considering this matter and suggestions on this should be taken from advocates, professors and other learned persons. In this series, a debate would be held in Panipat on February 18, 2018 in which two retired judges of High Court would also participate.

        When asked to comment on the rally of BJP to be organised at Jind on February 15, he said that large number of youth would participate in this rally. He urged farmers to attend the rally in maximum number.

Chandigarh, Feb 12 – The Dakshin Haryana Bijli Vitran Nigam has introduced an incentive scheme for any person including individual, group of individuals, gram panchayats, NGOs, Self Help Groups or Society and Nigam employees, who makes valuable contribution for recovery of arrears from permanently disconnected or connected domestic and non-domestic consumers.

While stating this here today, a spokesman of the Nigam said that incentive raging from 2.5 to 10 percent of the realised amount would be made to the concerned.

He said that a huge amount is outstanding as arrears against permanently disconnected or connected domestic and non-domestic consumers in urban and rural areas.  In order to liquidate these outstanding arrears, surcharge waiver schemes are launched from time to time.
       He said that  in case of recovery of defaulting amount in Permanent Disconnected Order (PDCO) cases effected prior to April 1, 2015, the incentive in urban area would be up to five per cent of realized amount and up to ten per cent of realized amount in rural areas.

He said that in case of recovery of defaulting amount in PDCO cases effected with effect from April 1, 2015 and up to March 31, 2017, the incentive in urban area would be up to 2.5 per cent of realized amount and up to five per cent of realized amount in rural areas. Similarly in case of defaulting amount from connected defaulters who have not paid the electricity bills since the period prior to April 1, 2016, the incentive in urban area would be up to 2.5 per cent of realized amount and up to five per cent of realized amount in rural areas.

 The spokesman said that in case of defaulting amount from connected defaulters who have not paid the electricity bills since April 1, 2016 to March 31, 2017, the incentive in rural area would be 2.5 per cent of realized amount whereas there would be no incentive in urban area.
        He said that any person including individual, group of individuals, gram panchayats, NGOs, Self Help Groups or Society and Nigam employees, who makes valuable contribution in realisation of defaulting amount would be eligible to receive the incentive.

Chandigarh Feb 12: Haryana Chief Minister, Mr Manohar Lal said that Prime Minister, Mr Narendra Modi will dedicate the Kundli-Manesar-Palwal (KMP) Expressway and Kundli-Ghaziabad-Palwal (KGP) Expressway to the people on the completion of these projects by March 31, 2018.

           Mr Manohar Lal was interacting with the media persons after inspecting the intersection of KMP-KGP and National Highway-1 at Rai in district Sonipat today.

                   The Chief Minister said that the construction work on these expressway would be got completed within the prescribed time frame and it would help in getting rid-off the problem of traffic jam and also ensure smooth flow of vehicles. Earlier, he reviewed the progress of construction work and sought report from the officers of the construction company.

           In reply to a question, the Chief Minister said that in a democratic set up every political party has the right to organize public meetings. It is cheap and disgraceful for other political party to create unnecessary hurdle in such events. Such acts are in clear cut violation of democracy and would not be accepted at all, he added.

           Mr Manohar Lal also visited village Badkhalsa where he was felicitated by the people of 13 villages. The villagers expressed their gratitude to the Chief Minister for returning the acquired land of farmers. Addressing the people on this occasion, the Chief Minister described Badkhalsa as a historical village and said that he has a deep reverence for the village. He said that this village of Shaheed Kushal Singh would now also be known for improvement in the sex ratio.

           He said that Prime Minister, Mr Narendra Modi had launched the Beti Bachao-Beti Padhao programme from Haryana. The programme yielded positive results and now the sex ratio in the State is 914 girls against 1000 boys. In village Badkhalsa, this figure has even crossed 1000 mark, he said while congratulating the villagers on achieving this feat. Welfare and uplift of girls are necessary for building a strong and stable society, he added. He exhorted the villagers to educate the girls and said that Sonipat has plenty of good educational institutions. Sonipat is fast developing as an education hub and more reputed institutions would soon come up in this area, he added.  He also urged the youth to excel in sports and said that Haryana has performed outstandingly in Khelo India Competition.

           Later while on his way back to Chandigarh from Delhi, the Chief Minister made a brief halt at Haveli on GT road, Karnal where the party workers of the district gave him a rousing welcome. He interacted with the workers and get first hand information about the arrangements being made for the upcoming ‘Yuva Hunkar Rally’ of BJP National President, Mr Amit Shah in Jind on February 15, 2018. He exhorted the party workers to reach in maximum numbers at the rally.

Chandigarh, Feb 12– Haryana State Industrial and Infrastructure Development Corporation Limited has decided to organise e-Auction of school sites at Industrial Model Township Manesar and Bawal, and Industrial Estate Panipat and Rohtak. The e-Auction will be held on February 28, 2018 from 9 a.m. to 3 p.m.

        While stating this here today, a spokesman of HSIIDC said that societies, trusts and company incorporated under Section 8 of the Companies Act, 2013 were eligible to participate in the e-Auction.

        He said that the interested parties would need to sign-up and obtain user ID and password on the portal haryanaeprocurement.gov.in as well as remit EMD/e-service fee through online payment on or before by 5 p.m. on February 26, 2018.

        The spokesman said that it will be the sole responsibility of the bidder or participant to obtain a compatible computer terminal with internet connection to enable him or her to participate in e-bidding process.

Chandigarh, Feb 12- Haryana State Industrial and Infrastructure Development Corporation has invited online bids for six hotel sites in its different Industrial Estates and Industrial Model Townships (IMTs) in the State.

          While stating this here today, a spokesman of the HSIIDC said that the Corporation has developed a number of industrial estates and Industrial Model Townships (IMT) in the State.

          He said that the hotel sites for which the online bids have been invited included one site each of 2997 square metres, 4009.5 square metres and 15,750 square metres respectively in Sector 6, Sector 7 and Sector 5, IMT Manesar, one site of 7051.05 square metres in Sector 38, Industrial Estate, Rai, one site of 8221.5 square metres in Sector 67, IMT Faridabad and one site of 4225 square metres in Sector 48, Industrial Estate, Bahadurgarh.

          The spokesman said that any person legally competent to enter into a contract is eligible to participate in the online bids. He said that interested parties would need to sign up and obtain user ID and password on the portal www.haryanaeprocurement.gov.in as well as remit Earnest Money Deposit (EMD)/e-service fee through online payment on or before March 5,2018 by 5 p.m. In case any applicant intends to deposit EMD through net banking, the same is allowed before or till the start of e-auction. This option is valid for deposit of EMD through net banking only.

The Corporation may without assigning any reason withdraw any or all the sites from the e-auction at any stage and is not bound to accept the highest bid or any or all bids even if they are above the reserve price.           The spokesman said that the last date and time for closing of registration or deposit of EMD would be March 5,2018 by 5 p.m. The e-auction would be held from 9 a.m. to 3 p.m. on March 7, 2018. The ten per cent of the bid amount could be deposited by 5 p.m. on March 9, 2018 through RTGS or NEFT. In case of failure of highest bidder to deposit within stipulated time, the EMD would be forfeited.

          This was stated by the Haryana Finance Minister, Capt. Abhimanyu, while speaking at the 15th edition of Annual India Conference-2018 held at Harvard University, New York, USA.

          Addressing business leaders, entertainment professionals, government officials and top guns from other walks of life, Capt Abhimanyu said the whole world today has come to recognize the great potential India has. The foundation of a new and resurgent India has been laid with two path-breaking measures of demonetization and GST. “I have full faith in the new generation that they will work to ensure that the 21st century belongs to India”, he added.

         Describing the theme of the conference ‘India-Disruptive Innovations’ as amazing, Capt Abhimanyu said it reflected the mindset of the new generation. Speaking about the disruptive innovations in India, he said the general mood in India was the mood of change in 2014. The outcome of 2014 elections was the biggest disruption that happened in Indian political history after 30 years of coercion.

          The people of India were not satisfied with the way things were being run. The new generation wanted something different or disruptive and the first disruption came from the people of India. So strong was the desire for change that people mandated for it right from Jammu and Kashmir to Kerala, and the sweeping sentiment blurred the lines of caste, community and regionalism. The country got a Prime Minister who had the vision of common man and the potential of a global leader.

          Detailing some of the initiatives taken by the Modi Government, Capt Abhimanyu said financial inclusion had been excluded from the economy. Out of the population of 130 crore, only 3.5 crore had bank accounts. Without bank accounts, how could one transact, trade and get benefits of various government schemes.

          People transacted out of the banking system which neither got reflected in the formal economy nor contributed to the GDP. India has today about 30 crore plus Jan-Dhan bank accounts which have approximately Rs 80 crore balance. This reflects the internal strength of the economy of India.

          Referring to financial security, he said more than 18 crore Indians had been covered under the insurance scheme launched three years ago. Similarly, Haryana has achieved the distinction of becoming the fastest growing Aadhaar registration state to ensure transparency and accountability in governance and administration.

          While the Government of India has saved more than Rs 65,000 crore till now through Aadhaar, Haryana has been able to save about Rs 1,000 crore annually by weeding out bogus beneficiaries.

          Citing data on financial empowerment, Capt. Abhimanyu said the  Government of India had disbursed guarantee-free loan of Rs 4,31,000 crore to about 10 crore people under MUDRA Scheme. The target under the new budget has been raised to Rs 7 lakh crore, he added.

          India has got a Prime Minister after 10 long years who speaks and communicates directly with the masses through Mann Ki Baat, seeking their cooperation and aligning them with the vision of new India, Capt Abhimanyu said. He also highlighted some other key initiatives taken by the government and the milestones crossed by the country during last three years.

          While stating this here today, a spokesman of Sugarfed said that cooperative sugar mill Shahabad has so far crushed a maximum of 39.73 lakh quintals of sugarcane and has produced over 3.98 lakh quintals of sugar, followed by cooperative sugar mill Rohtak which has crushed 33.23 lakh quintals of sugarcane, producing over 3.09 lakh quintals of sugar.

          He said Cooperative Sugar Mill Kaithal has crushed 22.25 lakh quintals of sugarcane and has produced over 2.12 lakh quintals of sugar, Cooperative Sugar Mill Meham crushed 22.15 lakh quintals of sugarcane and produced over 2.08 lakh quintals of sugar while Cooperative Sugar Mill Karnal crushed 20.55 lakh quintals of sugarcane and produced over 2.02 lakh quintals of sugar.

          Similarly, Gohana sugar mill has crushed 21.02 lakh quintals of sugarcane, producing over 1.91 lakh quintals of sugar, Jind sugar mill has crushed 16.16 lakh quintals and produced over 1.51 lakh quintal of sugar, Panipat sugar mill crushed 15.47 lakh quintals of sugarcane and produced over 1.47 lakh quintals of sugar, Sonipat sugar mill has crushed 16.08 lakh quintals of sugarcane, producing over 1.56 lakh quintals of sugar and Palwal sugar mill crushed 15.16 lakh quintals of sugarcane and thus produced over 1.39 lakh quintals of sugar.

          Apart from this, Assandh sugar mill has crushed 19.89 lakh quintals of sugarcane, producing over 1.81 lakh quintals of sugar. So far, the average recovery of sugar from cooperative sugar mills has been 9.76 per cent.

Chandigarh, Feb 12– Haryana State Industrial and Infrastructure Development Corporation Limited has floated a scheme for allotment of 202 residential plots of different dimensions in Industrial Growth Centre, Saha and invited online applications by March 26, 2018.

        While stating this here today, a spokesman of HSIIDC said that online applications have been invited through webportal www.hsiidcesewa.org.in by March 26, 2018.  

           He said that the plots under the scheme included 76 plots of 450 square meters, 71 plots of 312.5 square meters and 55 plots of 200 square meters.

           He said that the allottees of industrial plots of IGC, Saha and any other legal entity competent to enter into contract, would be eligible for these residential plots. In case the number of applications from allottees of industrial plots is less than the number of plots offered for each category then only the applications from other legal entities would be considered. Preference would be given to the allottee category, he added.

           The spokesman said that the allotment would be made by way of draw of lots separately for each category of plots, that is, allottee or general category and for each size separately. In case the number of applications for any category is more than plots offered then the allotment would be made through e-auction mode, that is, highest bidder will be considered as successful bidder for allotment of the plot.

Haryana Government has decided to update the procedures to avoid inconvenience and to streamline the process of releasing of salary of IAS and HCS officers

Chandigarh February 12: The Haryana Government has decided to update the procedures to avoid inconvenience and to streamline the process of releasing of salary of IAS and HCS officers during the training period.

           While stating this here today, an official spokesman said that it has come to the notice that the IAS and HCS officers, when attending the Revenue-cum-Institutional Training at Haryana Institute of Public Administration (HIPA), Gurugram and other training programs, face problems in drawl of their salary.

           He said that immediately after joining the service by IAS or HCS officer, process of opening of E-salary Account or Public Provident Fund (PPF) Account and other initial formalities would be  undertaken  by the Under Secretary (General), Haryana Civil Secretariat during the first week of Induction (Secretariat) Training. For the entire period of District Training of the said officers, their salary would be disbursed by the office of the concerned Deputy Commissioner.

           The spokesman said that when the IAS or HCS officer would undergo induction training in HIPA, Gurugram, their salary would be drawn by Office of Deputy Commissioner, Gurugram from the relevant head of account of Revenue Department. For period of all the other domestic or foreign training, ordinarily, salary to the officer would be paid by the Department from where is deputed for training. If another officer is posted against the post occupied by the officer before relieving for training, the Drawing and Disbursing Officer of the said would immediately, from the date of joining of the new officer, forward Last Pay Certificate (LPC) of the officer under training to the Under Secretary (General), Haryana Civil Secretariat, he added.

           He said that salary of the said officer would be drawn by the Under Secretary (General), Haryana Civil Secretariat until he joins his new place of posting. In other cases, the salary of the officer would continue to be drawn from the place of posting from where he proceeded on training.

          While stating this here today, a spokesman of the Department said that while the Transport Minister is the Chairman of State Road Safety Council, the Deputy Commissioner concerned is the Chairman of District Road Safety Committee.

           The spokesman said that three non-official experts or agency associated with road safety are to be nominated in the State Road Safety Council and two non-official experts or agency in each district are to be nominated in the District Road Safety Committee. He said that such experts or agency having experience in the work related to road safety could send their names, details and experience of work done in the field of road safety along with requisite documents to the Department by February 20, 2018 through Deputy Commissioner concerned and Chairman, District Road Safety Committee alongwith his recommendation so that their names could be got nominated from the government at State or district level.

          He said that applications for the State Road Safety Council could also be sent on e-mail stcharyana@hry.nic.in. Incomplete applications and those received after the due date would not be entertained, he added.

          He said that the State Road Safety Council and District Road Safety Committee would take effective steps for generating awareness about road safety and traffic rules. Besides, it would also take adequate measures to minimize road accidents. The Council would meet twice in a year and the Committee would meet every month.

           While stating this here today, a spokesman of the Commission said that the decision has been taken to show videos of Driving Proficiency Test for the post of Heavy Vehicle Driver against advertisement No. 4/2017 Category No.1.

           He said that the candidate would be shown the videos of the Driving Proficiency Test in the Commission Office. For this, they have to deposit an amount of Rs 5000 by way of Demand Draft or Banker's Cheque in favour of Secretary, Haryana Staff Selection Commission and approach the Commission office in Panchkula between February 12, 2018 to February 26, 2018.

          He said that after viewing the clips, if a candidate finds or discovers that his candidature has been wrongly rejected and should be treated as having qualified the test, he could file objections with the Commission till March 8, 2018, which would be decided within three days thereafter that is on or before March 11, 2018.

          The spokesman said that other than hard copy, the objections could be sent through e-mail on the website of the Commission that is hsscsecyobjection@gmail.com. After that no objection would be entertained by the Commission, he added.
